도시지역 주거관련 건축물의 사용실태에 관한 연구 (A Study on the actual condition of Housing Buildings in the Urban area)

  • The objectives of this study are to illustrate an alternative housing type responding to the social requirements and customers' needs, to suggest the improvement plan for the related laws and regulations through survey of the actual condition for housing buildings such multi have been raised in classification due to that the existing law systems including the current use classification of residential buildings have been defined unclearly. Especially, various social problems have yielded in line with emergence of the housing type which is not legally classified as residential however used for the living purpose practically. Current zoning planning and related law system have rigidity. So, It is required to introduce a flexible classification system which protects the residential environment based on the housing purpose, function and habitability and provides correspondence between residence and ownership/management method. The legal classification system should be revised in a way that the housing use classification corresponds with the zoning system through breakdown of the use classification system

보전적 측면에서 바라본 한국과 일본의 국립공원제도 비교 (Study on Comparison of Korean and Japanese National Park Systems from the Conservation Perspective)

  • Korea's national park system resembles that of Japan in many ways. In this study, National park Systems of the two countries are compared from a standpoint of their historical backgrounds to be formed and in aspect of its conservation by the main revision of national park laws in perspective. In conclusion it was found out that Korea's toleration-based regulations on building park amenities have gradually neglected the park conservation effort, whereas Japan's authorization-oriented regulations have streng thened their emphasis on park conservation. From the comparison as above, the polices to be modified for Korean national park are proposed as follows: 1. National park system, which values diversity of species, is to be proposed. For this, the Article 8 which allows a development of National parks, Enforcement Ordinance Article 4, The Article 18 of Law, Enforcement Regulation Article 6 & 7 of National Park Law should be reviewed for deletion and revision. 2. On the basis of the laws, zoning system should be readjusted by discriminated conservation policy. Also, the readjustment of zoning system should be enforced after thorough analysis and research on the value of natural resources in the national park. 3. Korea should closely review the recently revised Japanese laws on the national parks and nature revitalization promotion for applying them to conservation policy of Korean national parks.

국립공원(國立公園)의 용도지구(用途地區) 설정(設定)을 위한 지표인자(指標因子)의 구명(究明) (A Study on the Criteria for Land-use Zoning in National Parks of Korea)

  • 본 연구는 우리나라 국립공원의 주요한 관리기법으로 이용되고 있는 용도지구체계의 적합성 평가와 이를 보완하는데 필요한 객관적 지표인자를 구명하기 위하여 시행되었다. 이를 위해서 전문가 대상 의견수렴조사인 Delphi 기법용 이용하여 지표인자를 결정하는데 필요한 자료를 3단계에 걸쳐 수집하였으며, 수집된 자료를 분석한 결과, 총 30개 항목의 지표인자가 도출되었다. 이들 중에서 생물학적 환경에 속한 지표인자는 10개로 가장 많은 수를 차지하고 있었으며, 가중치 함에 의한 중요도 분석 결과에서도 높은 등급에 포함되었다. 이것은 국립공원 관리에 있어서 생물학적인 인자가 매우 중요한 고려대상임을 나타내는 것으로서, 최근 국립공원이 가지는 자연 보존적 가치를 높게 평가하는 사회 전반의 인식과도 부합되는 것으로 판단된다. 한편, 여기서 제시된 30개 항목의 지표인자를 이용하여 기존 용도지구체계의 적합성을 판단하기 위해서는 국립공원별 자원조사를 실시하여 각 지표인자들에 대한 자료를 수집해야 한다. 수집된 자료를 토대로 새로운 용도지구를 구획 설정하고, 이를 기존의 용도지구와 비교 검토함으로써 그 적합성을 판단할 수 있을 것으로 사료된다.

하천환경 평가체계의 구축에 따른 지구 지정 기준의 검토 및 제안 (Suggestion of Zoning Criteria Based on the Assessment System for River Environment)

  • 본 연구는 국가의 하천환경관리차원에서 정립되고 있는 한국형 하천환경 평가체계의 하천환경 자연도와 하천 친수도에 대해 하천정비 및 관리계획의 지구지정 기준으로서의 적용가능성을 검토하고자 수행하였다. 관련 법제도적 기준과 지침을 검토한 결과 보전지구 지정기준인 역사문화적 가치는 친수지구와의 연계성의 검토할 필요가 있는 것으로 판단되었다. 또한 본 연구에서는 자연환경적 특성을 반영한 하천 환경 자연도의 기준의 1단계 보전과 복원지구의 구분에 이어 인문사회적 특성을 반영한 하천 친수도를 적용하여 친수지구를 구분하는 순차적인 평가방식을 제안하였다. 시험하천인 갑천과 유등천에 적용한 결과 현재 상태의 하천환경특성을 적절하게 반영하고 있는 것으로 판단되었다. 특히 기존의 지구구분 자료가 좌안과 우안의 차이를 반영하지 못한 점이나 과도한 친수지구의 지정 등의 문제에 대해 본 연구결과는 보다 분명한 기준을 제공한 것으로 판단되었다. 한편 본 연구에서 제시한 지구지정의 기준은 하천의 물리적 특성을 기준으로 한 평가단위의 설정과 함께 다양한 하천환경의 특성을 반영한 것으로서 또 다른 법적 규제나 지역의 여건 등은 행정적 절차에서 조정, 보완되어야 할 것으로 판단되었다.

특정 개발사업의 입지 가능지 선정을 위한 국토환경성 평가지도의 적합성 분석 (The Suitability Analysis of National Environmental Zoning Map for Selection of Location Possibility about Specific Development Projects)

  • 본 연구는 국토환경평가지도의 활용성을 제고하기 위하여 각종 개발사업에 따른 지역 및 개발사업의 환경적 특성을 반영한 개발 가능지를 분석하여 등급별 지도로 제작하고, 이를 국토환경성 평가지도와 비교하여 그 부합 여부를 평가한 것이다. 연구 결과 개발사업이 가지는 고유 특성과 환경성을 반영한 개발 가능지와 국토환경성 평가지도간의 차이가 발생함을 확인할 수 있었으며. 이로부터 전국토를 일률적인 기준에 의하여 제작된 국토환경성평가지도가 지역적 특성과 사업별 특성을 반영하지 못하고 있음을 검증할 수 있었다. 향후 국토환경성 평가지도의 실질적인 활용도를 높이기 위해서는 국토환경성 평가지도 서비스 시스템내에 지역 및 특정 개발사업의 특성을 추가적으로 분석할 수 있는 체계가 보완되어야 할 것으로 사료된다.

스페이스프로그램 재정의를 통한 도서관 계획연구 -군포시립도서관 현상설계- (A study of Library design through space program redefine -Gunpo city Library competition-)

  • Purpose of this paper is to research about new building type of Korean library and suggest the design of Library which based on the building type changes. This research is based on the idea that change of building type could be derived from Architects' designs. So, we analyzed space programs of Gunpo Library competition, redefined the space programs and suggested the direction of building type changes with program changes through design processes. The conclusions of this research are follows; first, we suggested new zoning system in library building design that is consisted of three separate building based on each building's own functions. Second, new zoning and library design would be helpful to making plan about library building competition. The method that we tried at this projec is useful to other complex building designs which have necessities to redefine building type.

명제논리 기반 서울시 역세권 2030청년주택 운영기준의 개정효과 분석 (A Spatial Analysis Based on the Amendments in Seoul's 2030 Youth Housing Policy Using Propositional Logic)

  • 역세권 2030청년주택 정책은 역세권 개발이 서울시 내 임대주택 택지를 확보하기 위한 유일한 대안이라는 인식 가운데 기대를 받으며 출범했다. 그러나 임대주택 공급실적은 당초 계획에 미치지 못했고 용도지역체계에 혼란을 줄 수 있다는 비판이 지속적으로 제기되었다. 결국, 역세권 2030청년주택은 시행 후 3년 사이에 운영기준이 6차례 개정되었다. 특히 2018년 10월 이후에는 1년 이내에 큰 폭의 운영기준 개정이 두 차례 이어졌다. 이에 본 연구는 사업가능구역과 용도지역 변경 가능구역의 변화 양상을 분석하여, 지난 운영기준 개정의 방향성 평가와 정책적 시사성을 도출하고자 했다. 공간적 범위 및 구역의 도출에는 명제논리를 활용했다. 이를 위해, 가구(街區) 등 기초자료 정제 및 전처리, 명제별 진리 값 입력, 논리연산 과정을 수행하여 사업가능구역 및 용도지역 변경 가능구역 소속여부를 판별했다. 분석 결과, 1) 사업가능구역은 서울시 외곽의 역세권으로 고르게 분산되면서도 준주거지역과 상업지역으로 집중되는 경향이 있고, 2) 용도지역 변경 가능구역은 준주거지역 변경 가능구역을 중심으로 전반적인 증가추세가 두드러졌다.

환경친화적 공간계획체계 및 수단개발을 위한 실험적 접근 (A trial for the development of plan system and instrument on environmentally friendly urban design)

  • With environmental problems and pollutions accumulated by continuous towns or cities developments events, it is becoming necessary to develop in consideration of environmental effects. This consensus leads to prepare a plan system and instrument for ecological city development, which can be a series of planning indicators. To develope a series of process for environmental friendly development, this study has three main goals as follows; development of policies and programs for environmental friendly development, suggestion of environmental friendly urban design models and standards, development of planning indicators and design guidelines Korean land use plan is operated by both zoning system and detailed plan system. But the available kinds of zoning type are too limited to apply to various and vernacular places. In addition to, the detailed plan is understood to be another regulation which constricts the freedom of building right. In this study, Plan System of Environmentally Friendly Space was studied for domestic affairs In German, Plan System of Environmentally Friendly Space is the field have been progressed before. so In this study, example of German was researched intensively, and Plan System of Environmentally Friendly Space was developed, applicable for the real state in domestic. This study was focused on methodology of landscape planning and planning for afforestation. Landscape planning is performed on condition detail investigation of existent state of nature and local characteristic, and Investigation of Planning for afforestation is more detailed than that of Landscape planning. In the basis of methodology of landscape planning and planning for afforestation, Plan for Environmentally Friendly Urban Habitation Model was developed. Plan for Environmentally Friendly Urban Habitation Model was applicable for state of land use planning. Site was selected Chuk-chun in city yang-in, taking the circumstances into consideration. So landscape planning correspond to land use planning was made out. Adjustment of Land use planning and Landscape planning was very important. Undergoing this process, Plan for Environmentally Friendly Urban Habitation Model was performed.

디지털 농업기후도 해설 (Agroclimatic Maps Augmented by a GIS Technology)

  • A comprehensive mapping project for agroclimatic zoning in South Korea will end by April 2010, which has required 4 years, a billion won (ca. 0.9 million US dollars) and 22 experts from 7 institutions to complete it. The map database from this project may be categorized into primary, secondary and analytical products. The primary products are called "high definition" digital climate maps (HD-DCMs) and available through the state of the art techniques in geospatial climatology. For example, daily minimum temperature surfaces were prepared by combining the climatic normals (1971-2000 and 1981-2008) of synoptic observations with the simulated thermodynamic nature of cold air by using the raster GIS and microwave temperature profiling which can quantify effects of cold air drainage on local temperature. The spatial resolution of the gridded climate data is 30m for temperature and solar irradiance, and 270m for precipitation. The secondary products are climatic indices produced by statistical analysis of the primary products and includes extremes, sums, and probabilities of climatic events relevant to farming activities at a given grid cell. The analytical products were prepared by driving agronomic models with the HD-DCMs and dates of full bloom, the risk of freezing damage, and the fruit quality are among the examples. Because the spatial resolution of local climate information for agronomic practices exceeds the current weather service scale, HD-DCMs and the value-added products are expected to supplement the insufficient spatial resolution of official climatology. In this lecture, state of the art techniques embedded in the products, how to combine the techniques with the existing geospatial information, and agroclimatic zoning for major crops and fruits in South Korea will be provided.

지리정보체계를 이용한 생태환경분석 및 적지분석: 자연생태계 보전지역 설정 및 평가 모형을 중심으로 (Analysis of Land Suitability and Ecological Environment Using GIS Focused on the Evaluation Model for Designating of Natural Ecological Preservation Zone)

  • This study tried to propose the guidelines for the ecological preservation zoning in Korea. So some related laws and regulations were inspected, which were Natural Environment Preservation Act, Nature Park Act, Cultural Asset Conservation Act, Forest Act and Urban Planning Act. In these acts, I could find several concepts related to the ecosystem that are described as the protection area. But there aren't detailed and practical characteristics in those concepts. So for making the practical concept of ecosystem preservation, I considered Multiple Use Module, Wildlife habitat model, and Environmental evaluation model. Thorough this step, the process and methodology was established for evaluating and analysing. The potentiality of the GIS system was inspected. So the TM5 scene of the site was acquired and processed by ER-Mapper, Idrisi, Arc/Info and Arcview. And several digitized data were input by scanning and vecterizing. The Erdas format was mostly exchangeable to any program. The site is the Byonsan Peninsula National Park. The forest stand information and topographic data were digitized, types of which are forest year, DBH, density, slope, aspect etc. And also the watershed boundary, roads and paths, natural and cultural resources were mapped and analysed. Modelling of preservation suitability found the dispersed patterns for the best suitable zone through all the site. And the development potential areas were checked on downwatershed. This patterns are thought to result from the forest location for the wildlife habitat and the low altitude and no-steep slopes for developing. And Early warning system concept was introduced by overlapping these two patterns on the both potential area. As the conclusions, I proposed that the preservation zone be assigned according to the watershed unit as the main ecosystem zone. This main area should be linked by the eco-corridor through the point type eco-system. Finally, I thought the comprehensive information system should be established for making the rational and efficient decision making in natural area.
