  • In the advent of the twenty-first century, human beings began to closely interact with technology. Today, technology is developing, and as a result, the world wide web (www) has a very important place on the Internet and the significant task is fulfilled by Web services. A lot of Web services are available on the Internet and, therefore, it is difficult to find matching Web services among the available Web services. The recommendation systems can help in fixing this problem. In this paper, our observation was based on the recommended method such as the collaborative filtering (CF) technique which faces some failure from the data sparsity and the cold-start problems. To overcome these problems, we first applied an ontology-based clustering and then the k-nearest neighbor (KNN) algorithm for each separate cluster group that effectively increased the data density using the past user interests. Then, user ratings were predicted based on the model-based approach, such as singular value decomposition (SVD) and the predictions used for the recommendation. The evaluation results showed that our proposed approach has a less prediction error rate with high accuracy after analyzing the existing recommendation methods.

  • Daesoon philosophy has been described as a quintessential Korean philosophy. Given the great difference between traditional Western and East Asian ways of thinking, how can such a quintessential Korean philosophy be explained to people who have no background in traditional East Asian thought? After all, the Daeson Jinrihoe way of approaching such core problems as how to make this world a better place is not only very different from the way the West has traditionally approached such problems, Daesoon Jinrihoe uses terminology which most Westerners are not very familiar with. Translation into Western languages such as English helps, but a conceptual gap remains because of the differences in the way key Daesoon Jinrihoe terms are understood in the West. As a first step toward overcoming that gap, I discuss three key teachings of Daesoon philosophy and how their translations into English need to be amplified so that people in the West who are not well versed in East Asian philosophy can gain a more accurate understanding of what those terms and phrases mean in their original language. The three items discussed here are the tenet "virtuous concordance of yin and yang," the Essential Attitude of sincerity, and the precept "do not deceive yourself."

  • With the rapid development of China economy, many engineering projects with large scale and investment were constructed in China and some were the biggest ones in the world. With the development of engineering practice, great progress in the research of engineering management of China was made and a large number of research findings were embodied in content of research papers and were represented by technical words. To know the state of arts in the research field of engineering management in China, three major parts, namely title, abstract and keywords of research papers in last five years from three representative Chinese journals about engineering management were chose as research materials. Unlike western languages, there are no delimiters between the words of Chinese, so the maximum matching and frequency statistics (MMFS) method, a text segmentation technique of text mining Chinese, was presented to extract the features consisting of technical words, phrases and words from the research materials. Recent research and developing trend of engineering management in China were found by comparing and analyzing the difference of technical words in the research materials of last five years.

  • The size of the government is one of the most fundamental debates of open economies. In any economy, government plays an important role, but a pertinent level of economic prosperity has never been obtained in history without government. Therefore, the objective of this paper investigates the association of government size, economic volatility, and institutional quality for 182 economies from the time period 1996-2016 is collected from the World Bank database. GE is defined as the General government's final consumption expenditure. Health expenditure is represented by HE. Government expenditure on education is denoted by EDUEXP. The economic volatility is measured by the rolling standard deviation of GDP per capita growth rate, Population growth, Trade openness, GINI represented Gini index which measures the degree to which the income distributed or consumption expenses among citizens deviates from a perfectly equal distribution. The results proposed that economic volatility has a significant effect on government size and institutional qualities. Moreover, the paper extends the investigation by finding the link between economic volatility with government health and education expenditure separately. The policy implication drawn from this analysis is that controlling economic volatility may reduce the size of government and also significantly affect health and education expenditures.

  • The overarching purpose of this study is to examine the current status of academic public engagement in Vietnam. Data were obtained from a survey with 245 university lecturers, and descriptive statistics were used jointly with Bayesian statistics as tools for analysis. This study reveals that a significant proportion of university lecturers are not involved in public engagement, neither through the public press (66.5%) nor social media (49%). Those who have been active in public engagement use the public press and social networks to communicate science, with the latter being more used than the former. In addition, this study also pointed out that experienced scientists tend to engage with the public press, while early-career researchers often choose social networks. The findings of this study provide implications for higher education policymakers and administrators.

  • Multilingual Knowledge Graphs (MKGs) have emerged as a crucial component in various natural language processing tasks, enabling efficient representation and utilization of structured knowledge across multiple languages. One can get data, information, and knowledge from various sectors, like libraries, archives, institutional repositories, etc. Variable quality of metadata, multilingualism, and semantic diversity make it a challenge to create a digital library and multilingual search facility. To accept these challenges, there is a need to design a framework to integrate various structured and unstructured data sources for integration, unification, and sharing databases. These are controlled using linked data and semantic web approaches. In future, multilingual knowledge graph overcomes all the linguistic nuances, technical barriers like semantic interoperability, data harmonization etc and enhance cooperation and collaboration throughout the world. Through a comprehensive analysis of the current state-of-the-art techniques and ongoing research efforts, this paper aims to offer insights into the future directions and potential advancements in the field of Multilingual Knowledge Graphs. This paper deals with a multilingual knowledge graph and how to build up a multilingual knowledge graph. It also focuses on the various challenges and opportunities for designing multilingual knowledge graphs.

  • Recently, much studies for providing mobile users with suitable and useful content services, LBS(Location Based Service) corresponding to the change of users' location, are actively going on. First and foremost, this is basically owing to the progress of location management technologies such as GPS, mobile communication technology and the spread of personal devices like PDA and the cellular phones. Besides, the research scope of LBS has been changed from vehicle tracking and navigation services to intelligent and personalized services considering the changing information of conditions or environment where the users' are located. For example, it inputs the information such as heavy traffic, pollution, and accidents. The query languages which effectively search the stored vehicle and environment information have been studied depending on the increase of the information utilization. However, most of existing moving object query languages are not enough to provide a recommendation service for a user, because they can not be tested and evaluated in real world and did not consider changed environment information. In order to retrieve not only a vehicle location and environment condition but also use them, we suggest a moving object query language for recommendation service and implement a moving object query process system for supporting a query language. It can process a nearest neighbor query for recommendation service which considers various attributes such as a vehicle's location and direction, environment information. It can be applied to location based service application which utilizes the recommended factors based on environmental conditions.

  • Large global online shopping malls, such as Amazon, offer services in English or in the language of a country when their products are sold. Since many customers purchase products based on the product reviews, the shopping malls actively utilize the sentimental analysis technique in judging preference of each product using the large amount of review data that the customer has written. And the result of such analysis can be used for the marketing to look the potential shoppers. However, it is difficult to apply this English-based semantic analysis system to different languages used around the world. In this study, more than 500,000 data from Amazon fine food reviews was used for training a deep learning based system. First, sentiment analysis evaluation experiments were carried out with three models of English test data. Secondly, the same data was translated into seven languages (Korean, Japanese, Chinese, Vietnamese, French, German and English) and then the similar experiments were done. The result suggests that although the accuracy of the sentimental analysis was 2.77% lower than the average of the seven countries (91.59%) compared to the English (94.35%), it is believed that the results of the experiment can be used for practical applications.

A Study on the Part of Speech of 'Perfect' Marker 'YOU(有)' - The part of speech of 'YOU(有)' in the question 'YOUMEIYOU(有没有)+VP?' (완료상표지 '유(有)'의 품사자질 연구 - '유몰유(有没有)+VP?'구조를 중심으로)

  • The question 'YOUMEIYOU(有没有)+VP?' indicating 'Perfect' was mainly used in the Southern Chinese dialect, recently this question 'YOUMEIYOU(有没有)+VP?' has also been widely used in Mandarin. In the academic world, it is reported that the appearance of 'YOUMEIYOU(有没有)+VP?' was influenced by the Southern Chinese dialect. However, there are divergent opinions about the part of speech of 'YOU(有)', such as 'auxiliary verb' , 'adverb' , 'verb', and 'particle' etc,, and these are classifiable into two main theories-'auxiliary verb' theory and 'adverb' theory. In this paper, we considered the validity of these two theories in terms of syntactic, semantic, diachronous, and typological. The results are as follows. First, based on the prototype category theory, we reclassified typical syntactic and untypical syntactic features of 'auxiliary verb' and 'adverb'. Through this, we considered the syntactic features of 'YOU(有)' are closer to the syntactic features of either of the two. As a result, It is reasonable to think that '有(YOU)' is an 'adverb' that has untypical syntactic features (It is 'adverb', but can constitute a positive-negative question, such as 'ZAIBUZAI(再不再)', 'CHANGBUCHANG(常不常)', 'CENGBUCENG(曾不曾)' and so on.). Second, the semantic features of 'YOU(有)' in the question 'YOUMEIYOU(有没有)+VP?' indicates 'Aspect' meaning ('Perfect'), does not indicate the 'Modality' meaning represented by the general 'auxiliary verb'(ability, will, deontic, epistemic etc.). Unlike English, contemporary Mandarin does not have a separate form of 'auxiliary verb'(have, be) that represents 'Modality' and 'Aspect'. On the other hand, it is reasonable to consider 'You(有)' as an 'adverb', because 'adverb' has played a role of 'Aspect' meaning(Ceng(曾), Yi(已), Zai(在), Yao(要) etc.) from the pre-QIN(先秦) dynasty before the appearance of 'Perfect particle' '了'. Third, in the Chinese history and grammar academic world, the prevailing view is that 'MEIYOU(没有)' which began to appear in front of VP in Ming(明) dynasty is regarded as a 'negative adverb'. Therefore, if 'MEIYOU(没有)' in the question 'YOUMEIYOU(有没有)+VP?' is regarded as a 'negative adverb', it is not reasonable to regard the remaining '有(YOU)' as an auxiliary verb. Also, there are some examples of 'You(有)' written as an 'adverb' in the pre-QIN(先秦) dynasty, so it is reasonable to regard '有(YOU)' as an 'adverb'. Fourth, according to the study of the linguistic typological theory, the 'H-POSSESSIVE' verb was grammaticalized toward 'Perfect' marker in many languages around the world. However, after this grammaticalization the part of speech is not all 'auxiliary verb'. In some languages, they can be grammaticalized toward 'adverb'. Therefore, it is reasonable to regard '有(YOU)' as an 'adverb'.
