우리나라 산업안전보건법상 특별관리물질 규정에 대한 독일, 영국 및 일본과의 비교법적 고찰 (A Comparative Legal Study of Germany, the United Kingdom, Japan and Korea for the Regulations on Special Management Materials)

  • Objectives: This study was conducted in order to evaluate the limitations of the regulations on the safety and health standards for special management materials(SMM) under the Industrial Safety and Health Act in Korea. Methods: Hazardous chemicals management systems in Germany(Hazardous Substances Ordinance), the UK(Control of Substances Hazardous to Health Regulations), Japan(Ordinance on Prevention of Hazards due to Specified Chemical Substances) and Korea(Regulation of Occupational Safety and Health Standards, ROSHS) were investigated and compared in terms of 14 items. Results: Among the 14 items, we eventually found seven items which should be amended: 1) definition and scope, 2) general duties clause, 3) principles of management, 4) preventive measures, 5) control measures, 6) risk assessment, and 7) record keeping. The principal limitations of Korean regulations in comparison with those of other countries were that there were no preventive measures such as substitution, and no principles of good practices for the control of exposure to SMM. In terms of control measures, there were no regulations on suitable workplace design, reducing the number of exposed workers, reducing the level and duration of exposure, and reducing the quantity of hazardous substances in ROSHS. Conclusions: Based on the results of this study, ROSHS should be complemented with preventive measures and the principles of management related to SMM. According to the suggestions, an employer who deals with SMM should preferably consider the possibility of substitution and perform substitution so far as is reasonably practicable.

  • 본 논문에서는 산업안전보건법에 따라 유해·위험 설비 사업자가 제출하여 공정안전관리 전담기관으로부터 승인받은 공정안전보고서의 데이터를 기반으로 사업장 안전성 향상을 위한 인공지능 통합 공정안전관리(PSM) 시스템 설계를 위한 가이드라인을 제안하였다. 제안된 가이드라인으로 구성되는 시스템은 단일사업장 또는 다수의 사업장을 운영하는 사업자와 공정안전관리 전담기관에 각각 구축하며, 데이터 수집·전처리, 확장 및 분할, 레이블링, 학습 데이터 셋구축 등의 주요 구성 요소와 단계로 구성하였다. 각 공정에서 발생하는 공정 운영 데이터 및 변경 허가 승인 데이터의 수집이 가능하며, 사업장 운영에서 발생하는 모든 데이터의 분석을 통해 잠재적인 고장 예측 및 유지보수 계획을 수립하여, 공정 운전 상황에서의 의사 결정 지원이 가능하다. 또한, 정확하고 신뢰할 수 있는 학습 데이터, 특화된 데이터 셋을 이용하여 시간 및 비용 절감, 인적 오류를 포함한 다양한 위험 요소 감지와 예측, 지속적인 모델 개선 등에 유용성과 효과를 갖으며, 이를 통해 작업장 안전성 향상 및 사고 예방이 가능하다.

서울시내 건축물 석면해체·제거 사업장 및 주변에서의 공기 중 석면농도 특성에 관한 연구 (A Study on Characteristics of Airborne Asbestos Concentrations at Demolition Sites and Surrounding Areas of Asbestos Containing Buildings in Seoul)

  • 본 연구에서는 석면해체 제거작업에 따른 작업자 및 주변 환경에 미치는 영향 등을 파악하기 위해 서울시내 건축물 석면해체 제거 사업장을 대상으로 공기 중 석면농도를 조사하고, 측정결과가 "석면안전관리법"에서 명시된 사업장 주변의 석면배출허용기준에 적합한지를 살펴보았다. 서울시내 총 37개소 석면해체 제거 사업장에서 총 288개의 공기 중 시료를 분석하였으며, 전체 288개 시료 중 101개 시료에서(35%) 검출한계($7fiber/mm^2$) 이하로 나타났다. 이 때 전체 공기 중 석면농도 평균값은 $0.003{\pm}0.002f/cc$로(최대 0.013 f/cc) 대부분의 공기 중 석면농도는 "석면안전관리법"에서 명시된 사업장 주변의 석면배출허용기준 0.01 f/cc 이하로 나타나 서울시내 건축물 석면해체 제거 사업장에서의 석면 노출가능성은 우려할 수준이 아닌 것으로 판단된다. 채취지점별로 살펴보면, 부지경계선(148개), 위생설비입구(25개), 작업장주변(실내)(7개), 작업장주변(실외)(11개)에 대한 공기 중 석면농도 결과, 각각 53개(36%), 5개(20%), 1개(14%), 4개(36%) 시료에서 검출한계 이하로 나타났으며 평균농도는 각각 $0.002{\pm}0.002f/cc$(최대 0.008 f/cc), $0.004{\pm}0.002f/cc$(최대 0.009 f/cc), $0.004{\pm}0.002f/cc$(최대 0.007 f/cc), $0.004{\pm}0.002f/cc$로(최대 0.008 f/cc) 나타났다. 또한 음압기(13개), 폐기물보관지점(27개), 폐기물반출구(9개), 거주자주거지역(48개)에 대한 공기 중 석면농도 결과, 각각 3개(23%), 8개(30%), 2개(22%), 25개(52%) 시료에서 검출한계 이하로 나타났으며 평균농도는 각각 $0.004{\pm}0.002f/cc$(최대 0.009 f/cc), $0.005{\pm}0.004f/cc$(최대 0.013 f/cc), $0.005{\pm}0.003f/cc$(최대 0.009 f/cc), $0.003{\pm}0.002f/cc$0로(최대 0.009 f/cc) 나타났다.

수요자 중심의 산업안전보건교육 과정 개발을 위한 요구분석 -관리감독자 정기안전보건교육을 중심으로- (Analysis of Educational Needs for Developing a Consumer-oriented Regular Safety and Health Education Curriculum - Focusing on Management Supervisors)

  • Objectives: The purpose of this study is to suggest a direction for consumer-oriented curriculum development by analyzing the priorities of subjects and their preference for educational methods. Methods: The participants included 773 management supervisors and education practitioners in the workplace, and a survey was conducted from April 17 to August 30, 2019. Frequency analysis, t-test, Borich's Needs Analysis, and Locus for Focus Model analysis were performed using Microsoft Excel 2019 and IBM SPSS 21.0. Results: The highest perceived priorities for education subjects were as follows: ① 'CPR and First Aid Practice' and 'Occupational Disaster Prevention and First Aid Basics' in the manufacturing industry; and ② 'Emotional Labor and Job Stress Prevention', 'Occupational Disaster Prevention and First Aid basics, and 'Musculoskeletal Disorder Prevention' in the service industry. 'Collective education' was the most preferred method of education. 'School-type' was preferred for the seating arrangement, and the proper number of trainees was considered to be about 30. Respondents said the contents of the education was a top priority when they applied for education, and curriculum and appropriate textbooks should be considered in calculating the cost of education. Conclusions: Practical subjects and subjects related to major hazards by industry were required for management supervisor education. It was proposed in this study that the contents and operating methods of education be changed so that workers can easily comprehend essential subjects such as the Occupational Safety and Health Act. In conclusion, it is necessary to design the curriculum and apply educational methods suitable for each subject's characteristics in consideration of the priorities for subjects reflected in the needs of trainees.

화학물질 관리 연구-2. 환경부와 고용노동부의 관리 화학물질의 구분, 노출기준 및 독성 지표 등의 특성 비교 (Study on the Chemical Management - 2. Comparison of Classification and Health Index of Chemicals Regulated by the Ministry of Environment and the Ministry of the Employment and Labor)

  • Objectives: The aims of this study were to investigate the classification system of chemical substances in the Occupational Safety and Health Act(OSHA) and Chemical Substances Control Act(CSCA) and to compare several health indices (i.e., Time Weighted Average (TWA), Lethal Dose ($LD_{50}$), and Lethal Concentration ($LC_{50}$) of chemical substances by categories in each law. Methods: The chemicals regulated by each law were classified by the specific categories provided in the respective law; seven categories for OSHA (chemicals with OELs, chemicals prohibited from manufacturing, etc., chemicals requiring approval, chemicals kept below permissible limits, chemicals requiring workplace monitoring, chemicals requiring special management, and chemicals requiring special heath diagnosis) and five categories from the CSCA(poisonous substances, permitted substances, restricted substances, prohibited substances, and substances requiring preparation for accidents). Information on physicochemical properties, health indices including CMR characteristics, $LD_{50}$ and $LD_{50}$ were searched from the homepages of the Korean Occupational and Safety Agency and the National Institute of Environmental Research, etc. Statistical analysis was conducted for comparison between TWA and health index for each category. Results: The number of chemicals based on CAS numbers was different from the numbers of series of chemicals listed in each law because of repeat listings due to different names (e.g., glycol monoethylether vs. 2-ethoxy ethanol) and grouping of different chemicals under the same serial number(i.e., five different benzidine-related chemicals were categorized under one serial number(06-4-13) as prohibited substances under the CSCA). A total of 722 chemicals and 995 chemicals were listed at the OSHA and its sub-regulations and CSCA and its sub-regulations, respectively. Among these, 36.8% based on OSHA chemicals and 26.7% based on CSCA chemicals were regulated simultaneously through both laws. The correlation coefficients between TWA and $LC_{50}$ and between TWA and $LD_{50}$, were 0.641 and 0.506, respectively. The geometric mean values of TWA calculated by each category in both laws have no tendency according to category. The patterns of cumulative graph for TWA, $LD_{50}$, $LC_{50}$ were similar to the chemicals regulated by OHSA and CCSA, but their median values were lower for CCSA regulated chemicals than OSHA regulated chemicals. The GM of carcinogenic chemicals under the OSHA was significantly lower than non-CMR chemicals($2.21mg/m^3$ vs $5.69mg/m^3$, p=0.006), while there was no significant difference in CSCA chemicals($0.85mg/m^3$ vs $1.04mg/m^3$, p=0.448). $LC_{50}$ showed no significant difference between carcinogens, mutagens, reproductive toxic chemicals and non-CMR chemicals in both laws' regulated chemicals, while there was a difference between carcinogens and non-CMR chemicals in $LD_{50}$ of the CSCA. Conclusions: This study found that there was no specific tendency or significant difference in health indicessuch TWA, $LD_{50}$ and $LC_{50}$ in subcategories of chemicals as classified by the Ministry of Labor and Employment and the Ministry of Environment. Considering the background and the purpose of each law, collaboration for harmonization in chemical categorizing and regulation is necessary.

일개 기업의 40년 소음으로 인한 청력 손실 예방 활동을 통해 본 청력보존문화의 변화 단계 (Safety and Health Culture Change Stages: A Reflection on 40 years of Hearing Conservation History at a Multinational Company)

  • Objectives: This study aimed to investigate stages of safety and health culture change through a reflection on 40 years of hearing conservation history at a multinational company. Methods: The target workplaces were multinational companies with more than 1,000 employees. The research used the clinical case study and system analysis methods based on direct observation of the research from 1994 to 2009. The latter method performed an analysis of the equilibrium state of the cross-section in the given period and the longitudinal profile of the change during the given period. Results: The stages of cultural change are divided into five stages and summarized as follows. In the first stage, workplace noise was not widely recognized as a hazard, while in the second stage, the measurement of noise levels and audiometric testing were conducted under the Korean Occupational Safety and Health Act (KOSHA). The driving force for change in the second stage was the amendment of the KOSHA. In the third stage, noise came to be recognized as a hazard factor through awareness training. The driving force of change during the third stage was the strong executive power exerted by the audit of the industrial hygiene program from the US head office. In the fourth step, there was a change to actually reduce noise. The driving force in this stage was a change in company executives' risk perception resulting from lawsuits over noise-induced hearing loss and the task force team activities for culture change based on the action learning protocol. At the fifth stage, a 'buy quiet policy' was institutionalized. The management's experience that noise reduction was difficult was the motivation to manage noise from the time of purchase of equipment. Conclusions: The activities of a hearing conservation program are determined by the improvement of the legal system and by the way it is enforced. Noise control activities to reduce noise areas may be possible through the shared risk perception of noise-induced hearing loss and by a change agent role as a facilitator to implement noise control.

일부 제조업 사업장의 작업환경 및 보건관리 실태 (A study on the status of working environment control and health management of workers in a manufacturing industries)

  • To obtain the useful information for the status of working environment and health management of workers in manufacturing industries, comparision of results on the status of working environmental and health management of workers for 32 manufacturing industries in Chunan area from 1988 to 1989 was carried out. The results were as follows : 1. The rate of over-PEL (Permissible Exposure Limit) to for hazardous factors decreased significantly 23.5% in 1988, 18.3% in 1989 (p<0.05) and, the highest rate of over-PEL was the stone and sand handling industry, the highest rate of over-PEL was the dusty workplace as 38.5% in 1988, 35.2% in 1989. 2. The rate of workers exposed to hazardous factors in 1988 and in 1989 was 22.4% respectively, the rate of workers checked up special health examination was 40.1% in 1988, 75.3% in 1989. In stone and sand handling and medicochemical industries, none of workers exposed to hazardous factors was subjected to special health examination in 1988, but 75% of workers exposed to hazardous factors had checked up in 1989. 3. The 6 industries appointed as part-time factory physician among 17 industries which were supposed to have factory physician according to the Safety and Healthy Act of Korea, 6 out of 24 industries only appointed industrial hygienist, furthermore 4 out of 6 hygienists had another duty in addition to occupational hygiene itself.

환경매체별 취약성을 반영한 장외영향평가 위험도 분석 (Risk Analysis of Off-site Risk Assessment using Vulnerability by Environmental Medium)

  • As the types and usage of chemical increase, modern countries should protect their health and environment from the risk of hazardous chemical. Chemical accidents not only affect humans but also cause huge losses to the environment. Moreover, since its effects do not end in a short period of time, it is necessary to identify the extent of the damage and establish a prevention and response system in advance. In 2015, the Chemical Substances Management Act provided a system for assessing the impact on the people and the environment around the workplace. However, it is difficult to quantitatively evaluate the impact on environmental factors such as vegetation and aquatic, with the current hazard assessment methods. The purpose of this study is to analyze the quantitative risk of environmental receptors. This study improved the existing risk assessment formula by using the environmental vulnerability index and established the end point concentration criterion which can estimate the damage range to environmental media. To verify the results of the study, a virtual accident scenario was selected and a case study was conducted. As a result, the extent of impact on the environmental medium can be calculated, and the degree of environmental risk of the zone can be quantified through the risk analysis considering the environmental vulnerability. This study is expected to increase the reliability of the reliability of the existing risk anaylsis method beacause it is a risk analysis method that can be applied when the environmental factors are absolutely necessary and when the residents and environment are complex.

사고대비물질 누출 시 독성피해 영향범위 상관관계식 개발에 관한 연구 (A Study on the Simulation of Damage Distance for Toxic Substances Leakage)

  • 본 논문은 2015년 화학물질관리법 시행에 따라 일정 수량 이상 화학물질을 취급함으로써 장외영향평가서와 위해관리계획서를 제출할 의무가 있는 영세 및 중소기업들을 대상으로 행정 경제적인 부담을 줄이고자 위험성 평가에 대한 실질적인 피해 영향범위를 판단한 것이다. 사고대비물질 중 액체상 물질인 질산, 메탄올, 아세트산에 대하여 독성 누출 시 피해 영향범위를 산정하였고, 저장 및 누출량에 따른 독성피해 영향범위를 판단할 수 있는 상관관계식을 도출하였다. 본 연구의 상관관계식으로 산정된 독성 누출시 피해 영향범위 결과와 실제 사업장의 사고 시나리오에 따른 KORA(장외영향평가서, 위해관리계획서 작성 지원 범용프로그램) 결과를 비교하여 적용 및 검증을 실시하였다. 따라서 본 연구의 물질별 상관관계식은 도로 혹은 사업장에서 사고대비물질 누출사고가 발생했을 경우, 독성피해 영향범위를 빠르게 판단함으로써 비상조치계획의 수립과 비상상황에 신속하게 대응할 수 있을 것이다. 또한, 영세 및 중소기업 사업장은 화학물질관리법에 따른 장외영향평가와 위해관리계획서를 제출할 때 위험성평가 활용이 가능하며, 저장 및 누출량에 따라 예상되는 독성피해 영향범위를 간단하게 확인 및 평가할 수 있을 것이다.

우라늄 섭취의 유도조사준위 산출 (Calculation of Derived Investigation Levels for Uranium Intake)

  • 국내 원자력안전법, 산업안전보건법 및 최신 연구에 근거하여 우라늄 취급시설에서 종사자의 우라늄 섭취로 인한 방사선 위해의 최소화 및 화학적 독성 방지를 동시에 고려한 유도조사준위를 산출하였다. 본 연구에서 방사선 위해의 조사 준위는 연간 2 mSv-6 mSv의 예탁유효선량을 고려하였으며, 화학적 독성의 조사준위는 0.3 ${\mu}g$ $g^{-1}$의 신장의 우라늄 농도를 고려하였다. 결과로써 핵연료가공시설에서 3.5% 농축우라늄 취급 시, 공기 중 우라늄 농도측정의 유도조사준위는 Type F, Type M 및 Type S 우라늄 급성흡입 시 화학적 독성에 근거한 STEL의 값인 0.6 mg $m^{-3}$으로 산출되었다. 또한 Type F 우라늄 만성흡입 시 유도조사준위는 화학적 독성에 근거한 15.21 ${\mu}g$ $m^{-3}$으로 산출되었으며, Type M 및 Type S 우라늄 만성흡입 시 유도조사준위는 각각 방사선 위해에 근거한 0.41-1.23 Bq $m^{-3}$ 및 0.13-0.39 Bq $m^{-3}$으로 산출되었다. 폐 측정의 유도조사준위는 6개월 감시주기에서 Type M 우라늄 급성흡입 및 만성흡입 시 각각 0.37-1.11 Bq 및 0.39-1.17 Bq으로 산출되었으며, Type S 우라늄 급성흡입 및 만성흡입 시 각각 0.30-0.91 Bq 및 0.19-0.57 Bq으로 산출되었다. 이 값들은 일반적으로 사용되는 폐 측정 기기인 germanium 검출기의 검출한도인 4 Bq 이하로 나타나 폐 측정으로는 본 연구에서 설정한 조사준위를 만족시킬 수 없는 것으로 나타났다. 소변시료 분석에서 Type F 우라늄을 급성흡입 후 1개월 감시주기에서 유도조사준위는 화학적 독성에 근거한 14.57 ${\mu}g$ $L^{-1}$로 산출되었다. 또한 Type M 우라늄을 급성흡입 및 만성흡입 시 1개월 감시주기에서 유도조사준위는 각각 방사선 위해에 근거하여 2.85-8.58 ${\mu}g$ $L^{-1}$ 및 1.09-3.27 ${\mu}g$ $L^{-1}$으로 산출되었다.
