A Study on the Laws and Policies Relating to Work-Family Balance (일-가정 균형과 관련된 법과 정책의 비교고찰)

  • The purpose of this study is to compare the laws and policies relating to work-family balance with foreign cases, and to analyse the problems in implementing those laws and policies. For these purpose, this study compares family leave policies, working hams policies, public care policies in other countries. And these laws in Korea are shown. This study also analyse the policies for work-family balance in labor policy, family policy, gender policy and saeromaji plan. The results are as follows; policies for work-family balance are limited to child care and family leave. Laws for family leave are various and proper. But implementing rate of policy goal is low and a few people can benefit by those laws and policies. So, wide-range policies for work-family balance which all the families can benefit are needed.

Needs and Utilization of Family-Friendly Work Policies for the Work-family Balance (맞벌이 가정의 일-가정 균형을 위한 기업의 가족친화정책 실시, 활용 및 요구)

  • The purposes of this study are to provide background information to develop a family-friendly work policy and to increase the effectiveness and feasibility of this policy. We surveyed the performance of family-friendly work policies, and workers‘ needs and utilizations of 17 family-friendly work policies. We also examined the factors that influence the utilization of family-friendly work policies. The study sample consists of 197 working mothers who have at least one child under age 10. The major findings are as follows: 1) The most-needed family-friendly work policy among working mothers is child care leave 2) Of those family-friendly work policies that are not currently provided, the most-needed policy is family care leave 3) The size of firms, the provision of substitutes, and 40-hour work schedules are statistically significant variables that influence the provision of necessary family-friendly work policies and 4) In addition, the work place culture is a very important factor related to the utilization of work- and family-friendly policies.

  • The purpose of this study is to evaluate the present workfamily balance policy and suggest a vision for moving forward. First, this study identified the scope of the workfamily balance policy and assessed the importance of this policy in relation to other family-related policies. Second, we evaluated the workfamily balance policy from the perspective of family resource management. Third, we suggested orientations and strategies for better policymaking from this same viewpoint.

  • Many women experience the conflicting demands of work and family life according to the increase of employed women. Their demand for balance of two spheres makes the companies have family friendly policy. Family friendly policy is win-win policy which gives benefits to the employers and the employees by helping the employees to balance of their lives. But this policy has been recognized as the one for women and which only companies have to carry out. This study aims to suggest and extend the applicable field of the family friendly policy, and press that the whole society have to be family friendly. So, this study examined the necessity of family friendly policy in the aspects of company and society. And it showed how the employers, policy makers, general public society and communities support the family by carrying out and applying the policy in USA.

  • Nowadays, the conflict of work and family has become a common problem in families due to the increase of working parents. But in Korea, there is a little supporting system which can help them work. So, this study showed the necessity of family-friendly Policy and families' demands to it. Many capitalist countries which have insufficient welfare system effort to integrating work and family by offering a family-friendly policy for working parents. So, policies for family and women have to be family friendly, and all of the corporation, community, school, and government have to support the working families.

  • This study analyzed the relationship between recognition and utilization of work-family balance support policy. 'Childcare leave' was the most Implemental and utilized policy, and 'working hours reductuion', 'flexible commute time' in order. Awareness(p<.001) and satisfaction(p<.05) of using work-family balance support policy positively affected the effectiveness recognition. For intention to use work-family balance support policy, awareness and satisfaction of work-family balance support policy was not significant but family support marginally affected. This study provided implications for expanding policy consideration on female workers' family and understanding the effectiveness of work-family balance support policy.

  • The purpose of this study is to construct the family support system and suggest various policies for work-life balance to create the family-friendly society. For this purpose, this study showed the theoretical background for constitution of integrated family support system-community, government and business. Especially, this study emphasized that family-centered viewpoint to the policy is needed and that support for worklife balance not work-family balance should be enlarged. Various policies were suggested in three parts and the role of community was emphasized. Finally, this study presented the necessity of laws and committee for work-life balance and role of healthy family-support center for work-life balance.

  • The purpose of this study is to analyze the effect of perceptions of work and family life on employee job satisfaction and to form a policy approach that contributes to the enhancement of worker satisfaction. In particular, we wanted to analyze how the characteristics of each variable appeared in industry groups with different gender ratios of workers. A notable point of the study was that the respondents who answered that work and family had similar importance were satisfied with their working conditions. In addition, it was found that the higher an employee's evaluation of the work-family reconciliation policy, the higher the employee's satisfaction with their working conditions. As a result of a path analysis, it was found that the most male-dominant industry was manufacturing, and the most female-dominant industry was health and social welfare. In the case of respondents who were employed in the most-male dominant industry, the degree of an employee's understanding of the work-family reconciliation policy recognition, rather than the relative priorities of work and family life, had a greater effect on job satisfaction. On the other hand, respondents who were employed in the most-female dominant industry confirmed that their level of education was highly related to the degree of institutional recognition.

  • The purpose of the paper is to discuss the restructuring of the family policy from a gender-integrating perspective. Several meaningful conclusions were reached. First, examining family policy from the laborer's perspective, the issue of work and family becomes not a gender-related issue but rather an issue for universal people. Second, in order to include the difference in interest among men and women in the labor market, and to view the issue from a gender-integrating perspective, the framework for family policy should consider the place of labor. Third, if family policy is divided into family and labor arena based on the above mentioned framework, the core content of the policy should gear toward loosening and/or eliminating barriers to fulfill the right to work for pay and the right to care for family. Lastly, family policy should aim at men and women sharing the responsibility of supporting and caring for the family. By doing so, we may be closer to maintaining work and family together, the ultimate goal of family policy.

The Effects of Work-family Balance Policies on Working Mothers' Job Satisfaction (직장 내 가족친화제도가 취업모의 직업만족도에 미치는 영향)

  • The purpose of this study is to provide background information to help develop family-friendly policies which aid in the ability for employees to balance family and work, and to increase the effectiveness and feasibility of these policies at work sites. We surveyed the performance and usage of work-family balance policies among working mothers with young children. We also examined the factors influencing the job satisfaction of working mothers. The study sample consisted of 237 working mothers with young children. We found that family economic status, working mother's experience of family leave or maternity leave, and easiness of policy use are important factors in a working mother's job satisfaction. Especially when individual and job characteristics are controlled, the most influential factor on working mothers' job satisfaction was the experience of family leave or maternity leave. In addition, the easiness of family-friendly policy use was a significant factor in working mothers' job-satisfaction.
