The loss prediction and assessment during extreme events such as wind hazards is always crucial for the group low-rise residential buildings. This paper analyses the effect of variation in building density on wind-induced loss for low-rise buildings and proposes a loss assessment method consequently. It is based on the damage matrices of the building envelope structures and the main load-bearing structure, which includes the influence factors such as structure type, preservation degree, building density, and interaction between different envelope components. Accordingly, based on field investigation and engineering experience, this study establishes a relevant building direct economic loss assessment model. Finally, the authors develop the Typhoon Disaster Management System to apply this loss assessment methodology to practice.
Urban environmental problem became one of major issues during its urbanization processes. Environmental impacts are assessed during recent urban planning and development. Though the environmental impact assessment considers meteorological impact as a minor component, changes in wind environment during development can largely affect the distribution pattern of air temperature, humidity, and pollutants. Impact assessment of local wind is, therefore, a major element for impact assessment prior to any other meteorological impact assessment. Computational Fluid Dynamics (CFD) models are utilized in various fields such as in wind field assessment during a construction of a new building and in post analysis of a fire event over a mountain. CFD models require specially formatted input data and produce specific output files, which can be analyzed using special programs. CFD's huge requirement in computing power is another hurdle in practical use. In this study, a CFD model and related software processors were automated and integrated as a microscale wind environmental impact assessment system. A supercomputer system was used to reduce the running hours of the model. Input data processor ingests development plans in CAD or GIS formatted files and produces input data files for the CFD model. Output data processor produces various analytical graphs upon user requests. The system was used in assessing the impacts of a new building near an observatory on wind fields and showed the changes by the construction visually and quantitatively. The microscale wind assessment system will evolve, of course, incorporating new improvement of the models and processors. Nevertheless the framework suggested here can be utilized as a basic system for the assessment.
A wind turbine power performance test is very important to wind turbine manufacturers because a wind farm developer or planner must want to define power performance characteristics and reliability of new wind turbines. Based on the IEC 61400-12-1, A wind turbine test site has to be nicely installed at flat terrain for testing. We are developing the wind power system which is IEC wind class IIa model with rated power of 3MW. KEPCO's Gochang power testing center was considered as candidates to build the test site without site calibration. This paper aims to verify the validity of the test site by using implement site assessment result that was based on IEC 61400-12-1.
The investigation on reliability of ERA-Interim reanalysis wind data was conducted using wind data from the five met masts measured at inland and coastal areas, Jeju island. Shinchang, Handong, Udo, Susan and Cheongsoo sites were chosen for the met mast location. ERA-Interim reanalysis data at onshore and offshore twenty points over Jeju Island were analyzed for creating Wind Statistics using WindPRO software. Reliability of ERA-Interim reanalysis wind data was assessed by comparing the statistics from the met mast wind data with those predicted at the interest point using the Wind Statistics. The relative errors were calculated for annual average wind speed and annual energy production. In addition, the trend of the error was analyzed with distance from met mast. As a result, ERA-Interim reanalysis wind data was more suitable for offshore wind resource assessment than onshore.
본 연구는 바람에 민감한 영향을 받는 건축물 또는 구조물에 있어서 풍향풍속을 고려하여 평가하는 방법을 제안하며 지역별 년 최대풍속에 따른 풍향풍속 특성에 대한 기초적인 결과를 정리한 것이다. 본 풍향풍속성 평가방법에서는 년최대풍속의 기상청 데이터를 기초로 하여 극치분포를 통해 적합성을 확인하였으며 풍향성을 고려하기 위하여 풍향풍속별 풍향패턴을 4그룹으로 구분하여 풍향풍속성 평가방법을 시도하여 제안하였다. 연구결과는 서울, 통영, 인천지역의 년최대풍속 기상데이터를 사용하여 전풍향풍속이 Gumbel분포에 의한 적합성을 확인하였으며, 이 전풍향풍속의 Gumbel model은 패턴별 4그룹 풍향풍속 Gumbel mode을 지배하는 독립된 확률특성을 가지므로 풍향패턴 4그룹 풍향풍속성의 평가를 통하여 적용율을 제안하였다. 연구결과는 년최대풍속에 의한 Gumbel분포의 적합성에 따른 서울, 통영, 인천 지역의 풍향패턴 4그룹 풍향풍속성을 고려한 새로운 적용율을 제안하였다.
본 연구는 해상풍력 환경성 평가 협의 지침 개발 과정을 검토하고 이를 토대로 향후 지침 개정을 위한 시사점 및 개선안을 제시하였다. 국내·외 사례 연구는 국내 해상풍력 개발사업 협의 사례 및 환경입지 컨설팅 사례와 국외 해상풍력 관련 지침을 검토하였고 사업별 입지 특성과 주요 환경 이슈를 분석하였다. 해상풍력 관련 주요 환경 이슈로는 조류(새), 소음·진동, 해양 동·식물, 해양물리, 해양수질 및 해저퇴적물, 해양경관, 육상에 설치되는 기타 부대시설 항목이다. 해상풍력 환경성 평가 협의 지침 개정을 위한 시사점 및 개선안은 사업자가 해상풍력 사업 입지 가능 지역을 판단하는데 있어서 중앙정부 차원에서의 자료 제공 및 명확한 가이드라인 제시가 필요하다. 누적영향평가의 중요성이 강조되는 상황에서 해상풍력 환경 이슈에 대한 누적영향평가를 위해서는 국내 상황을 반영한 항목별 누적영향평가 방법론에 대한 가이드라인도 마련되어야 한다. 또한 협의 지침 개정 시에는 해역별 해상풍력단지의 환경조사 및 모니터링 데이터의 축적을 통해 실증 연구사례가 반영되어야한다.
The objective of this research aims preliminary assessments of the proposed plans of offshore wind farm development based on the recently established national offshore wind map and suitability assessment system of offshore wind farm. Incheon Mueodo, Busan Dadaepo-Gadukdo, Sinangun Haeodo have been assessed considering geographic constraints such as water depth, offshore distance, national park, grid connection, and meteorological constraint such as wind power density and wind direction. According to the assessment, Mueodo plan has a weak point in grid connection and several geographic limitations are involved in Haeodo plan while Dadaepo-Gadukdo seems the most possible plan among the review cases. Because of limited assessment in this research, more detail and further consideration are necessary to make a decision of a feasibility project at proposed sites.
Massive offshore wind projects of have recently been driven in full gear on the Western Offshore of Korea including the 2.5 GW West-Southern Offshore Wind Project of the Ministry of Trade, Industry and Energy, and the 5 GW Offshore Wind Project of the Jeollanamdo Provincial Government. On this timely occasion, this study performed a general wind resource assessment on the Western Offshore by using the MERRA reanalysis data of temporal-spatial resolution and accuracy greatly improved comparing to conventional reanalysis data. It is hard to consider that wind resources on the Western Sea are excellent, since analysis results indicated the average wind speed of 6.29 ± 0.39 m/s at 50 m above sea level, and average wind power density of 307 ± 53 W/m2. Therefore, it is considered that activities shall be performed for guarantee economic profits from factor other than wind resources when developing an offshore wind project on the Western Offshore.

A coupled model system for Wind Resource Assessment (WRA) was studied. Using a mesoscale meteorological model, the Weather Research and Forecasting (WRF) model, global-scale data were downscaled to the inner nested grid scale (typically a few kilometers), and then through the coupling Computational Fluid Dynamics (CFD) mode, FLUENT. High-resolution results (50 m in the horizontal direction; 10 m in the vertical direction below 150 m) of the wind speed distribution data and ultimately refined wind farm information, were obtained. The refined WRF/FLUENT system was then applied to assess the wind resource over complex terrain in the northern Poyang Lake region. The results showed that the approach is viable for the assessment of wind energy.
This paper introduces remote-sensing data which can be practically applied for offshore wind resource assessment. Development of offshore wind energy is inevitable for Korea to achieve the national dissemination target of renewable energy, i.e., 5% uptil 2010. However, the only available offshore in-situ measurement, marine buoy data would not represent areal wind characteristics. Consequently, remote-sensing technology has been started to apply to offshore wind resource assessment and is actively developing. Among them, NCAR/NCEP reanalysis dataset, QuikSCAT blended dataset, and offshore wind retrieval from SAR imagery are briefly summarized in this paper.
