우포늪 습지보호지역 보전계획 개선방안 (The Improvement of Wetland Conservation Plan for Upo Wetland Protected Area)

  • The Wetland Conservation Plan is used as a tool to set the management direction of wetland protected areas, and which is establishing a plan for the conservation, wise-use, and management based on wetland's condition. This study was conducted to establish a conservation plan considering the functions and management conditions of Upo wetland protected area. To this end, there are analyzed the current issues, plans and implementation status of Upo Wetland Conservation Plans in the past. The management elements to be considered in establishing the Wetland Conservation Plan were selected through prior research analysis and the priority of those elements was identified through the AHP. As a result, it was found that lack of considering the changes and performance evaluation of the existing plans in wetlands, conducting short-term projects related to maintenance original function of wetland, different management methods for wetland protected areas and other adjacent areas, lack of understanding and cooperation by stakeholders, inconsistencies in timing of the Conservation Plan and survey of wetland protected areas. In order to improve the problem, it needs to include the performance evaluation stage of establishing the conservation plan, strengthen cooperation of stakeholders and expertise, continuing of projects for wetlands' maintenance, priority of the project considering the management side, and to adjust the timing of plans to improve data availability.

Floristic characteristics of vascular plants and first distributional report of Pseudostellaria baekdusanensis M. Kim in Yongneup wetland protected area

  • Yongneup wetland protected area, the only high moor in Korea, is a core area to conserve biodiversity. Even though the Yongneup wetland protected area is relatively small, various plant species are distributed in the Yongneup wetland protected area because it includes various habitats showing different environmental gradients. Vascular plants distributed in the Yongneup wetland protected area were identified as a total of 376 taxa that is composed of 73 families, 217 genera, 322 species, 3 subspecies, 44 varieties and 7 forms. For endangered plants designated by the Ministry of Environment, 5 species including Trientalis europaea var. arctica, Lilium dauricum, Halenia corniculata, Lychnis wilfordii and Menyanthes trifoliata were found and 34 taxa were confirmed to be distributed only in the mountainous wetland habitats. Regarding naturalized plants, a total of 11 taxa were distributed, but most of them were distributed in the areas where artificial interference has occurred. And in areas inside the wetlands that are relatively well preserved, 2 species of Bidens frondosa and Erigeron annuus were observed. In this study, the occurrence and distribution of Pseudostellaria baekdusanensis M. Kim, which was recently found in Mt. Baekdu and reported as a new species, were identified in the Yongneup wetland protected area. A wetland is a very vulnerable area to drastic environmental changes and damages to its ecosystem could cause the extinction of rare plant species which are distributed only in the wetlands. Therefore, it is mandatory that current status of the Yongneup wetland protected area is evaluated and actions to prevent rapid environmental changes are taken. Fourteen separate investigations were conducted in 2013 and another four in 2014, to evaluate current status of the Yongneup wetland protected area. These investigations have provided us the basic information for future actions of conservation and restoration.

Distribution of Fish Species in Wetland Protected Areas in South Korea

  • In order to secure basic data on biodiversity for wetland conservation and management used the data from Wetland Protected Area surveys conducted in South Korea (2015-2019) to analyze the distribution of fish from a total of 15 orders, 45 families, 134 species, and 12,972 individuals. The predominant species identified were Zacco platypus (Temminck and Schlegel) (19.47%) and Zacco koreanus (Kim, Oh and Hosoya) (8.16%). Of all emergent species, 52.9% (n=71 species) were freshwater species, 26.9% (n=36) were brackish species, 3.0% (n=4) were migratory species, 27% (n=36) were marine species, and 9.0% (n=12) were riffle benthic species. Overall, 5.2% (n=7 species) were endangered species, 3.0% (n=4) were exotic species, and 23.1% (n=31) were Korean endemic species. The eight identified Wetland Protected Areas (WPA) were classified based on their habitat characteristics and on the analysis of their emergent fish communities, as estuarine (n=2), coastal dune (n=1), marsh (n=2), stream (n=2), and stream-marsh (n=1) types. The environmental factors revealed to have the greatest influence on the species diversity of emergent fish were maintenance and repair, installation of reservoirs, and construction of artificial wetlands around them. The present study offers basic information on the diversity of fish species in different Wetland Protected Area types that can be used to inform conservation and management decisions for WPA.

습지보호지역의 습지보전·이용시설 현황에 관한 기초 연구 - 5개 습지보호지역을 대상으로 - (Fundamental Research of Preservation & Utility Facilities in Wetland Protected Area - 5 Wetland Protected Areas were Used as Main Subjects -)

  • This research was completed to provide fundamental data regarding the guidelines to installing and managing utility facilities & structures in wetland protected area to advance the functions and sustainable use of ecology services by preserving the ecology within wetland protected area. There were 5 on-site researching areas that were used as the main subject with these areas chosen and considered from 21 inland wetlands that have been designated and are being managed from the Ministry of Environment and by their designated dates as a wetland protected area. The utility facilities in these wetland areas were categorized by their types and a detailed on-site investigation was proceeded with investigation items chosen whereas these facilities are working by their roles from their location, size, used materials, types, information contents and etc., The results showed that regarding informational structures, several locations of information boards were distanced from the main exploring routes which did not consider the visitor's eye level which had their readability dropped and by sunlight, time lapse and water penetration, many information boards were damaged or corrupted so that it was hard to confirm the information noticed or understanding an image. Insufficient observation and educational structures were installed that considered the ecological characteristics of wild animals and their living conditions. Regarding convenience facilities, there were parking lots that were installed on the fore-land and to decrease non-point solution sources, some parking lots needed to be located in protected lowlands while some facilities' shape and colors did not harmonize with their natural surroundings, creating a sense of awareness, which will need some more consideration. As for safety facilities, they were very insufficient compared to other facilities. This means that additional safety structures are needed so that related personnel can be aware of where a visitor is located when an accident occurs. Protectional facilities strongly needed new structures and a management system to cut off entrances and do surveillance so that visitors do not go into areas outside of the managed areas and bring damages to restricted locations. Research labs needed to expand the use of automatic weather systems and water gauge equipments to build fundamental data regarding floodgates that are intimated to the forming of wetlands. Sensor cameras and other types of monitoring systems are needed to monitor the majority types of animals living in the wetlands as well.

담양하천습지의 식생유형과 분포양상 (Vegetation Classification and Distributional Pattern in Damyang Riverine Wetland)

  • 담양하천습지는 영산강 본류에 위치하는 하천습지로서 2004년 습지보호지역으로 지정되었다. 이번 연구에서는 총 30개의 식생자료가 획득되었으며, 총 101종(미동정종 1종)을 포함하는 22개의 식생유형이 구분되었다. 현존식생도는 6개의 범례(하천림, 대상식생, 터주식생, 연안대식생, 습생초원, 개방수역)로 구분되었으며, 습지식생의 면적은 약 35%($386,841.86m^2$)를 차지하였다. 본 연구 결과 담양하천습지에 분포하는 식물사회는 보호지역 상단에 설치된 물막이보와 상부 유역에 운영 중인 담양댐 등으로 인해 급격한 수환경 변화로 형성된 것으로 유추되었다. 고수부지는 최근까지 경작이 진행되었으나 보호지역 지정 이후 방치됨으로써 현재와 같은 하천변 휴경작지의 식생경관이 형성되었다. 조사지역 내 환경부 지정생태계 교란 야생식물인 털물참피가 우점하는 군락이 넓게 발달하고 있으며, 국내 미기재된 새로운 귀화식물군락인 앵무새깃군락이 관찰되었다. 이들 식물군락들은 나도겨풀군락이 발달하는 환경과 중복되어 그 밖의 유사한 생태적 지위를 가지는 고유식물군락의 서식처를 점유하게 될 것이다. 담양하천습지의 다양한 식물사회들은 인공 시설물 등에 의한 하천환경 변화 및 교란, 훼손에 기인한 것으로 이해된다.

김해 화포천 습지보호지역의 관속식물상 (Vascular Plants of Hwapocheon Wetland Protected area in Gimhae)

  • 본 연구는 김해 화포천습지 보호지역에 분포하는 관속식물상의 특성을 조사하여 습지생태계 보전과 관리를 위한 기초정보를 제공하는데 목적이 있다. 관속식물상은 81과 221속 315종 9아중 12변종 2품종 등 339분류군으로 요약되었다. 희귀식물은 쥐방울덩굴, 자라풀 등 7분류군이며, 식물구계학적 특정종은 32분류군이고, 침입외래식물은 66분류군이며, 생태계교란종은 11분류군이었다. 수생식물은 29분류군이며, 정수식물은 16분류군, 침수식물은 3분류군, 부유식물은 4분류군, 부엽식물은 6분류군으로 나타났다.

국내 연안습지 보전 정책의 법제도적 한계와 개선방향 고찰 (Study on the Institutional Limitations and Improvements for Effective Management of Coastal Wetlands)

  • 우리나라는 1999년 람사르 협약의 국내이행을 위하여 "습지보전법"을 제정하여 환경부와 해양수산부가 각각 내륙습지와 연안습지를 관리하고 있다. 연안습지는 2001년 무안갯벌을 습지보호지역으로 지정하기 시작하여, 2013년 6월 기준으로 총 12개 지역, $218.96km^2$을 습지보호지역으로 지정하였다. 제도가 도입된 지 10년이 지나면서 보호지역 지정 면적이 늘어나는 외형적 성과를 거두었으나, 한편에서는 습지 보전정책이 효과적으로 이행되는지에 대한 의문이 제기되기도 한다. 이 연구에서는 습지 관련 법률과 제도에서 나타나는 문제점을 분석하고, 연안습지 보전 정책의 효과적인 이행을 위한 정책개선방향을 제시하고자 한다.

내륙 습지보호지역의 생태계 보전·관리 도구로서 시민과학연구 방법론 및 성과 제고 방안 - 습지보호지역 보전계획의 보전·관리·이용 목표를 중심으로 - (A Study on Method of Citizen Science and Improvement of Performance as a Ecosystem Conservation and Management Tool of Wetland Protected Areas (Inland Wetland) - Focused on the Target of Conservation·Management·Utilization in Wetland Protected Area Conservation Plan -)

  • 본 연구에서는 습지보호지역 보전계획을 달성할 수 있도록 습지보호지역의 생태계 보전관리 도구로서 시민과학연구 방법론을 제시하고 2022년부터 주민역량강화 사업이 추진되고 있는 습지보호지역 3개소(광주광역시 장록, 경남 고성 마동호, 고창 인천강하구 습지보호지역)를 대상으로 적용성을 검토하였다. 본 연구에서 제안한 시민과학연구 방법은 습지보호지역 보전계획에서 제시하고 있는 보전·이용·관리 목표에 근거하여 습지보호지역의 이해당사자와 그들의 주요 관심사 및 정보수요 파악 후, 각 주체별 정보 수요를 충족할 수 있는 성과물을 도출할 수 있는 연구 활동을 수행하고 시민과학자를 포함한 이해당사자에게 연구 성과를 환류 및 확산하는 절차이다. 본 연구에서는 해당 방법론을 적용하여 3개 습지보호지역에서 생태계 모니터링(생태계교란 식물 등 식물 모니터링, 육상곤충 및 포유류 흔적 조사, 신규 습지 발굴)을 실시하고 식물 16종, 육상곤충 43종, 멸종위기야생생물 I급 수달, II급 삵을 포함한 포유류 5종의 서식현황 정보를 취득하였다. 시민과학자들이 수집한 모니터링 정보를 활용하여 생태계교란 식물 분포지도 제작 후 소관 환경청 및 지자체에 관리 근거자료로 제공하여 시민과학연구의 정책 활용성을 제고하였다. 향후 본 연구에서 제안한 시민과학연구 방법론이 습지보호지역의 보전관리 도구로 정착하기 위해서는 시민과학연구 자료 축적, 정책수요에 부합하는 연구 성과의 도출과 함께 성과물의 정책 활용성과 사회·경제적 파급효과에 대한 검토가 면밀히 이루어져야 할 것이다.

A Participation Income Project to Remove Marine Debris and its Possible Contribution to Creating a Marine Protected Area in Korea

  • The creation of marine protected areas is an important aspect of marine ecosystem sustainability. However, South Korea has not achieved its Aichi Biodiversity Target to designate 10% of its sea as marine protected by 2020. Local residents have strong opposition to the designation of protected areas in South Korea; there has been little trust in the government since the 1970s, when residents felt that their property rights were being ignored in favor of creating national parks. Here, we present a case where creation of a marine protected area was led by residents of TongYeong City. The success of a participation income project to remove marine debris in the city seems to be an important factor that led to the designation of the marine protected area. The case of TongYeong City is compared with that of nearby Geoje City, where an ecologically important stream has not been designated as a wetland protection area, although a similar participation income project enrolled the city's residents. The comparison provides a tentative assessment of the conditions needed to increase trust among residents. The results suggest that, if the projects are well-designed and well-managed, participation income projects to remove marine debris can be effective in building trust among stakeholders in potential marine protected areas.

화포천 습지보호지역 토지 매수 우선순위 산정 - 깃대종 서식지 적합성 지수를 고려하여 - (Prioritizing Land Purchase in Hwapocheon Wetland Protection Area - Based on Habitat Suitability Index for Flagship Species -)

  • This study was conducted to prioritize land purchase in Hwapocheon wetland protection area by reflecting the conservation value of wetlands considering HSI(Habitat Suitability Index) for flagship species. As a result of this study, the flagship species, Oriental White Stork and Been Goose, which can represent the Hwapocheon wetland protection area, were selected through selection criteria and expert feedback. Based on the habitat requirements of the selected flagship species, SI(Suitability Index) for the flagship species was reviewed and the conservation value of wetlands was assessed. The conservation value of the wetlands was divided into five grades from very high to very low. The areas with high conservation value were mainly distributed around wetlands and waters in upstream and downstream of Hwapocheon wetland protection area. The land purchase priorities were divided into five grades by overlapping the thematic maps of the conservation value of wetlands, the economics, and the urgency of restoration. The arable lands which can disrupt wetland ecosystems are analyzed as priority areas where priority purchasing is required. Relatively well-preserved wetlands and areas have low land purchase priorities. This study is meaningful in that biodiversity is considered in land purchase priorities.
