This study aims to explore the potentials of System Dynamics as a tool to understand the community welfare practice by paying attention to the strengths of System Dynamics to complement the weaknesses of the theories and studies of the community welfare practice. The contents of this study are as follows. First, it draws the limitations of its theories and studies by reviewing the literatures related. Second, it outlines the characteristics of the community welfare practice process as well as the strengths of System Dynamics as a tool to understand the community welfare practice. Third, it presents a causal loop model of System Dynamics applied to the community welfare practice process. Lastly, it concludes with the suggestions and implications of the key research findings. This study is expected to be a basic study to highlight the potentials of System Dynamics as a tool to understand the community welfare practice.

Purpose: The purpose of this study is to develop a satisfaction evaluation survey tool that reflects the characteristics of the program for housing welfare supported in long-term public rental housing in Seoul. Research design, data and methodology: The main research methods of the study were review of previous studies, literature review, and expert consultation. Results: First, the characteristics of each housing welfare program being promoted by Seoul City were summarized, and the characteristics were reflected in the evaluation survey tool. Second, the SERVOUAL model, a service quality model, was used to measure satisfaction with the housing welfare program and modified to suit the characteristics of the program. Third, an evaluation survey tool was constructed by dividing the evaluation tool into common questions and individual questions, and for the operation and sustainability of the housing welfare program, rather than just evaluating satisfaction, program loyalty was used as a survey item. Fourth, through expert advice, more than 10 evaluation questions for each housing welfare program were revised. Conclusions: The results of future research are expected to be used to prepare practical operation plans through annual monitoring of housing welfare programs and comparative analysis between programs.
Purpose: The aim of the study was to develop a Korean version of an ICF e-Learning tool (KICF e-Learning tool). Methods: The process of translation and adaptation of the ICF e-Learning tool was followed: two translators developed the Korean versions independently, and a consensus version of the translation was then produced. An expert committee, which was composed of five experts from physiotherapy, occupational therapy, speech pathology, and social welfare, reviewed the consensus Korean version to make a beta version of the tool. A field test was conducted to determine if the Korean version of the tool was easy to understand and suitable to use in ICF learning. Feedback from the field test were used for the final adaptation of the KICF e-Learning tool. Results: One-hundred and twenty-six volunteers (40 males and 76 females) were invited to examine the KICF e-Learning tool. The participants reported various levels of ICF knowledge from none to very good. Forty-eight participants reported no knowledge of ICF. The majority of participants (n=84) reported that Korean terms or expression in the tool were easy to understand and one-hundred fourteen participants would recommend the tool to another person. The Korean cases would be helpful for a Korean audience to study the ICF using the tool. Conclusion: The KICF e-Learning tool was developed and is ready for use by the public for the consistency of ICF education. On the other hand, development of an advanced module will be needed.
In general, every welfare state is to be productive. If not, the welfare state itself cannot be sustainable because resource for the development of welfare only comes from a sound level of economic development However, how to mix welfare and production differs from country to country. This article tackles this phenomenon as a starting point. Granted, contemporary studies of comparative welfare state often starts from the theory of welfare regime which has been suggested by Esping-Andersen. This article also regards the framework as an analytic tool to elaborate upon the concept of productive welfare and to categorize different types of conception of productive welfare. In liberal regime, the concept is so narrowly interpreted that they emphasize micro-efficiency of specific welfare programs. On the contrary, the other two regime types recognize the concept of productive welfare as relatively wide. Therefore, conservative and social democratic regimes underscore macro-efficiency of the welfare state as a whole. Empirical analyses of this article explores each regime's success and failure in terms of achieving fundamental goals of the welfare state, i.e. economic development and enhancement of equality. A series of evidence show that liberal regime fails in achieving both goals, while the other two regimes seem to be relatively successful. In conclusion, it may be pointed out that current tendency of neo-liberalism and anti-welfarism in Korea should be overcome, which must be the prime task of social welfare academia of this country.
The purpose of this study is to assess the welfare level for shift workers by means of their satisfactions to the jobs in manufacturing environment. As a measurement tool of job satisfaction, we use the JDI(Job Descriptive Index) which can ensure reliability and are widely used. Measurement factors are investigated by means of the duty, payment, promotion, supervisor, co-workers, and general job satisfaction of shift workers. For the application of job satisfaction, 109 workers, 12-hour shift workers in domestic five companies related with manufacturing industry are considered. They treat general facilities in night shift work. The result of this study may be used as a strategic data of welfare policy for improving the welfare level of shift workers.
Objectives: This study was done to identify health and functional status of rural elders, to identify the use of health and medical treatment and welfare services in order to present directions for improving use of health and welfare services by rural elders. Methods: The participants in the study were 170 elders over 65 years of age who live in the one of the 6 villages served by the Young Am Community Health Post. The elders were visited at home and interviewed the elders using the RAI tool. Descriptive statistics including frequency and range were used to analyze the data. Results: Limitations in physical function, finances and medical treatment service were identified. Conclusions: The findings of this study indicate a need to develop good quality service which is affordable and convenient.
Asymmetric regulation as applied to mobile termination rates refers to regulatory arrangements in which different mobile operators charge different termination rates, even though the services provided are essentially identical. The asymmetric regulation has been frequently used as a regulatory tool to support new entrants to a mobile market. This paper examines the economic effects of asymmetric regulation of mobile termination rates using a theoretical model and its simulation. The result shows that when there is no noticeable difference in brand loyalty between mobile operators with the high degree of substitutability between services provided by mobile operators, and the costs of new entrants are low, a reduction in the asymmetry of mobile access prices results in an enhancement of consumer welfare. These findings provide positive evidence for the argument that in certain situations asymmetric pricing of mobile access services may be counterproductive for consumer welfare.
Purpose: The primary objectives of this research are: (1) To examine the current situation of employee welfare in diverse workplace settings. (2) To explore and identify the different challenges that affect employees' overall well-being. (3) To examine and establish the importance of consultation as a strategic tool in addressing these challenges and enhancing employee welfare. Research design, data and methodology: The first step of the research design is the identification of databases, search terms, and filters. A thorough search will be conducted across respectable academic databases, journals, and pertinent sources using keywords and controlled vocabulary about consultation, employee welfare, and related concepts. The next step is full-text assessment, which verifies compliance with the research question and assesses the caliber of the methodology. Results: According to the previous evidence, the significant benefits of effective consultation for employee welfare have been highlighted: 1. positive impact on productivity in the workplace, 2. Effective consultation Improves employee's engagement, 3. Effective consultation Increases employee retention, and 4. Effective consultation facilitates trust in a corporate communication. Conclusions: The study has identified four main advantages: enhanced productivity, enhanced engagement, increased retention, and enhanced trustbuilding. These findings provide insightful information for practitioners looking to foster positive workplace cultures and improve organizational success.
The purpose of this study aims to interpretate the dynamics of the Social Citizenship of Marshall, and thereby to search a tool to evaluate the characteristics of social citizenship working at different welfare states and its developmental level. The existing study on the Marshall's Citizenship including the social citizenship mainly used to focus on Citizenship's composition, its basis and justification of rights to social citizenship. This implies to relatively neglect the concretization of social citizenship into social policy and its application to reality. Against this background, this study focuses on the embryological dynamics of Marshall's Social Citizenship and is to justify that social citizenship is historical concept which has been emerged in the complex development of modern capitalism, so called, the hyphenated society composed of Democracy, Capitalism and Welfarism. The study is to provide that complexity and dynamics of Marshall's social citizenship could be classified into some typology along political philosophical issues surrounding relationship between state and market and individual and community, and such typology can match the welfare state regime suggested by Esping-Anderson. Finally, this study is to prove that such typology could be used an analysis tool for current welfare states in the light of the welfare state regime.
This study is about the relationship between traditional familism and welfare consciousness in Korea. Traditional familism is known as the value that most Koreans share with, and the impeding value for welfare program development. Strong family solidarity and family-centered perception among Koreans influences other social values and ideology. Especially, care of the family members is understood as a family duty and responsibility. And this inhibits Koreans to develop welfare consciousness and further to develop welfare programs at the governmental level. Thus, this study purposes to explore the relationship between the two. The sample of 1,131 men and women was selected in Seoul area. As a result, traditional familism is found to be quite influential to welfare consciousness among Koreans. First, perception of welfare institution is strongly related with welfare consciousness. The respondents in high familism group showed low welfare consciousness. Second, state-friendly welfare responsibility was shown low in the group of high familism for the aged and youth. In the same context, for the disabled and the unemployed, state-friendly welfare responsibility was shown high in the group of low familism. Lastly, the relationship between familism and the welfare need was not apparent. Such results make possible to conclude that traditional familism among Korean is still influential to welfare consciousness and welfare ideology. However, although this conclusion should not be used for an excuse to avoid state responsibility but used as a tool to develop a welfare model to strengthen family function as one solid family.
