본 연구의 목적은 국가복지가 확대되는 우리 현실에서, 복지국가의 발전방식(제도 보편성)에 대한 선호에 영향을 미치는 요인이 무엇인지를 파악하는 것이다. 특히, 주관적 인식과 선호의 인과구조를 밝히는 과정에서 발생할 수 있는 내생성(endogeneity) 문제를 고려해, 도구변수를 활용한 2SLS 회귀분석을 시도하였다. 분석결과는 다음과 같다. 첫째, 국가복지의 확대에 반대할 것으로 예상되는 집단(고소득자, 저위험자, 그리고 고용주/자영업자 등)들이 보편적 복지는 선호하는 것으로 나타났다. 둘째, 주관적 인식의 경우 복지제도 및 수혜자에 대한 부정적 인식은 보편적 복지를 반대하는 쪽으로 영향을 미쳤다. 추가로 부정적 인식은 산업화 시대를 오래 경험한 세대들에서 더 강한 것으로 나타났다. 셋째, 태도로 태도를 설명하고자 할 경우에 발생할 수 있는 내생성 문제가 본 연구에서도 확인되었다. 이것은 실제로 추정회귀계수를 왜곡시키고 있었다. 따라서 관련 후속연구들은 분석과정에서 이를 유념해야 할 것으로 보인다.

Permanent rental housing which is entirely financed by the Government is welfare housing for those who fall within the lowest income bracket. This type of housing is intended for use as rental housing on a long-term basis. At present, there are about 190,000 permanent rental housing units in Korea. The purpose of this study is to suggest the implications to improve the management and welfare service system of permanent rental housing. For this, qualitative data were collected by using the in-depth interview with staffs of community welfare center and management office of five permanent rental housing complexes and two times of advisory committee meeting with housing and social welfare experts. To analyze the data gathered in this study, the constant comparative method of data analysis was used. Conflicts between the management office and social welfare center of permanent rental housing could be classified into two aspects; personal and operational. Main reasons for the conflicts between two institutions were identified such as attitude of management office staffs, lack of cooperation, current administrative system, lack of management resources such as space and operation cost, and so on. Based on the results, some implications including institutional support and social complementary cooperation were suggested for improvement of management and welfare service system for the residents of permanent rental housing.

Forest service government has been prepared a Forest welfare voucher service system base on published law on th Promotion Welfare Forest. The purpose of this research is study on domestic situation and set on direction of voucher service before started it. In particular, voucher service will be implemented to Forest service government's recreation facilities area, awareness of voucher service system of its users and operators need to be reveal, and also other government's similar voucher operator's opinions also investigate. From those results, it find out introduction factors of forest welfare services voucher system. Recognition investigating survey result shows that the ordinary people are interested in programs, the forest recreation experts are interested in 'Construction and utilization of forest infrastructure', other voucher's experts are interested in 'Training', and ordinary people are interested in 'voucher programs'. So each respondents' results are different in important factors of introducing welfare service voucher system.

This study focused on the necessity and structural framework of tentative draft of "Act on Family Welfare". The background of this study started from the necessity that we need a holistic family welfare system to enhance the family function. The suggested act of family welfare is consisted on 4 parts, General Provisions, Arrangements of Basic Plan and Policy, Organizations and Facilities for Family Wefare and certified Personnel.

This paper attempts to assess the impact and implication of globalization on social welfare in Korea. It is no easy task to give an exact definition of globalization and the concept has been used in many different senses, that is, economic, social, cultural, political globalization. In particular, the meaning of globalization is connected to the rise and expansion of neo-liberalism. Globalization tends to undermine national welfare systems by the social dumping, race to the bottom, privatization of social services, labor market flexibility. On the other hand, in many studies the negative impact of globalization on social welfare has been questioned. Instead of end or erosion of the welfare systems, it is emphasized that competitiveness and welfare may go hand in hand. We investigate the question what and how the social welfare system in Korea has been changed in globalization process. In order to answer, this paper examines the changes in welfare ideology, welfare programs, social stratification level after economic crisis. The result of analysis is that in contrast to globalist expectations which is to retrench social welfare, paradoxically, the welfare system in Korea has been reinforced in globalization process. Therefore, the alleged impact of globalization on social welfare will be independent on the structure of domestic institution, political legacies, and on the socialization of global politics such as IMF, World Bank, ILO, UNDP, etc., on the welfare politics of stakeholders in national state.

이 연구는 우리나라 사회복지 전달체계의 형성과 경로를 '사회복지' 담론의 작용과 결부시켜 분석해 보고, 그에 따른 쟁점 현안을 설명해보려는 것이다. 연구 방법으로는 역사적 제도주의의 관점에서 경로의존적 변화와 분기점 분석 접근을 채택했으며, '사회복지' 용법의 담론적 기호와 맥락들에 대한 추출은 법제적 역사 자료들을 중심으로 했다. 연구의 결과는 다음을 제시한다. 첫째, 우리나라에서 '사회복지' 담론이 태동되는 기점은 1961년 "생활보호법" 제정 때이다. 둘째, 1987년을 기점으로 하는 사회복지관 사업 확장 및 사회복지전담공무원의 채용은 '사회복지' 담론이 전달체계를 통해 제도적 형성을 이룬 사건이다. 셋째, 근래에 이르기까지 사회복지 전달체계의 경로적 변화는 큰 틀에서 이 같은 담론의 범주를 벗어나지 않은 채 내적 확장과 조정의 형태로 이루어져 왔다. 넷째, 2015년을 전후로 해서 사회복지 전달체계의 기축 제도들에서 탈'사회복지' 용법이 가시화되고 있다. 결론적으로는, 이것이 1960년대 이래 지속되어온 '사회복지' 담론의 해체를 뜻하는지, 그렇다면 그에 기반한 전달체계의 조직과 인력, 전문성 요소들에 대한 정향이 보다 근원적 차원에서 논의될 필요가 있음을 밝힌다.

본 연구는 최근 사회적으로 관심이 고조되고 있는 가족복지정책을 중심으로 제기되고 있는 가족복지 서비스 전달체계에 관한 모형을 정립해 가는데 고려해야 할 원칙과 방향에 대하여 논의하고 있다. 이를 위해 본 연구는 가족복지정책의 패러다임 전환과 보건복지부에서 여성가족부로 가족업무가 이관되는 변천과정을 개괄하였다. 이를 통해 전환기에 서 있는 가족복지정책이 담보해야 할 내용성을 제시하고 이를 실현하기 위한 전달체계의 구축원칙을 기존 사회복지전달체계와의 연관성과 가족복지서비스 전달체계의 특성을 결합하여 제시하였다. 마지막 부분에서는 2004년도 시범사업을 수행한 기관들의 프로그램을 살펴보면서 가족복지서비스 전달체계 구조상 가장 지역사회 가족과 맞닿아 있는 가족지원 센터의 모형을 설계하는데 기본적으로 고려할 사항을 제안하였다. 가족복지서비스 전달체계의 구축원칙으로는 우선 가족구성원이 일과 가정의 양립을 통해 가족의 안정성을 강화하며, 어떠한 형태의 가족이든 사회적로 배제되지 않고 기본적인 생활기반을 유지해 나갈 수 있도록 지원하는 가족복지정책의 목표를 실현가능한 것으로 전환시키는 전달체계이어야 한다는 것이다. 또한 사회복지전달체계에서 요구되고 있는 통합성, 지속성, 효율성, 접근성의 강화가 동시에 요구된다. 특히 가족복지서비스의 구체적 현장단위인 가족지원센터는 민주적이고 평등한 가족관계 증진을 위한 교육 및 상담 프로그램 등과 같은 직접적 서비스 제공과 함께 구체적이고 다양한 욕구를 지닌 가족구성원에게 필요한 정보를 제공하고 지역사회의 가족관련 기관들을 활용할 수 있게 지원하는 모형으로 정착할 수 있는 방안이 고려되어야 하겠다.

담론의 역할은 무엇일까? 미셸 푸코(Michel Foucault)는 특정 사회와 시기의 권력(power)은 담론을 통해 인식과 규범 체계 형성에 영향을 미치는 지식(knowledge)을 생성하여 사회와 구성원을 통제한다는 권력지식관계(power and knowledge relations)를 제시한다. 본 연구는 권력지식관계론의 근간을 이루는 배제의 형성(인식의 통제), 그리고 물질성 및 실천성(규범체계)을 분석 틀로 삼아, 4명의 전임 한국대통령의 복지관련 연설문에 대한 담론해석을 시도하였다. 분석결과로 복지와 성장의 균형 그리고 최고의 복지는 일자리(복지-성장-고용의 연계), 개인의 경제적 자립과 자활, 선별적 복지의 지향, 의존적이고 시혜적인 복지를 배제하는 지배적인 인식체계를 형성하고 있음을 발견하였다. 하지만 권력이 항상 체계적이고 정립된 지식을 형성하는 것은 아니며 인식과 규범의 괴리 문제가 동시에 관찰되었다. 푸코의 담론해석은 한국의 낮은 복지지출에 대한 인과적 추론을 제시하는 반면, 지식의 생산자와 주입자로서의 권력의 역할에 대한 과도한 초점은 어떻게 현대적 변화들을 지식체계에 수용할 것인가에 대한 질문을 남긴다.

The purpose of this dissertation is to examine role and license of family welfare specialist and suggest in the occurrence of domestic violence crime family welfare specialist compulsory intervention rules legislate in the Domestic Violence Law. As for the methodology of the study, by a plan of the role and intervention of family welfare specialist on the Domestic Violence Law. First, role and its license of family welfare specialist, second, intervention for domestic violence defense of family welfare specialist system, third, for support legislation of family welfare specialist on the Domestic Violence Law. Namely, family welfare specialist of role in a report obligation of domestic violence accident, family welfare specialist of intervention in an emergency aid process of police, family welfare specialist of intervention in decision process of a court, family welfare specialist of intervention in the nation obligation in regard to domestic violence accident, family welfare specialist of intervention in the domestic violence counselling center. Finally, for the successful outcome of the role and intervention of family welfare specialist on the Domestic Violence Law, after all, not only the fulfillment of the condition of the system described above but also changes in peoples understanding are important.

사회복지시설은 지역주민의 복지욕구에 적합한 서비스의 자원개발과 전달체계를 국가로부터 위임받아 국민에게 전문적인 사회복지서비스 제공을 위해 시설의 합리적이고 효율적인 시설운영과 효과적인 서비스전달 등에 대한 사회적 책임의식을 가진다. 지금까지 사회복지사업법 규정에 의한 제5차에 걸친 평가는 사회복지시설 운영의 효율성과 책임성을 제고하는 동시에 합리적이고 체계적인 운영방향을 제시하여 사회복지시설의 균형적 발전과 선진화를 위한 중요한 토대를 마련하였다. 그러나 사회복지시설 평가의 문제점에 대해서도 지속적으로 제기되어 온 것도 사실이다. 따라서 본 연구에서는 사회복지시설에 대한 사회적 요구에 부응할 수 있는 평가체계가 갖추어야 할 기준과 개선방안을 도출함으로써 시설이용자들의 복지를 통한 삶의 질을 향상시킬 수 있는 융합모형을 제시하고자 한다.
