Objective: The death of animals during transport for slaughter is a major factor indicating the level of welfare in transported animals. The aim of this study was to assess mortality related to the commercial transport of finisher pigs for slaughter in the Czech Republic. Methods: The inspectors of the State Veterinary Administration of the Czech Republic recorded the numbers of finisher pigs transported to processing plants in the Czech Republic for slaughter and the mortality in these pigs in relation to transport in the period from 2009 to 2014. Results: Our results show that the likelihood of death losses in transported pigs increases with increasing transport distance. The transport-related mortality ranged from 0.049% in pigs transported for distances below 50 km to 0.145% in pigs transported for distances exceeding 300 km. The impact of external air temperature on the transport-related mortality found in our study clearly shows that current transport practices fail to ensure the welfare of pigs transported under other than moderate weather. Particularly cold temperatures below $-2^{\circ}C$ were associated with increased death losses in winter transport. Conclusion: Despite a decreasing trend in the mortality of finisher pigs transported for slaughter in Europe, our study suggests that current transport conditions are not efficient at ensuring the welfare of pigs during transport for longer distances and the protection of pigs against the negative impact of extreme ambient temperatures. Further research should focus on developing practical guidelines to improve the welfare of pigs in transit accordingly.

An act of children's welfare was made in 1961 for the first time in Korea but it had been nothing but the name in view of practical impact to prevention of child abuse. Real undertakings of Child Abuse Prevention were commenced overtly since 2000 in Korea, when the law for children's welfare was revised to put protective settings for the victims and to establish criterion for children's safety. The history of Child Abuse Prevention is very short in Korea but the reporting cases increased very fast from 4,133 cases in 2001 up to 9,570 cases in 2008 with the enthusiastic activities from people of the associated organizations along with the national supports. But the portion reported by the mandated reporters such as teachers or doctors is still low compared to those of the developed countries. The National Child Protection Agency (NCPA) was founded in 2001 by the Ministry of Health and Welfare to prevent child abuse and to aid recovery of abused and neglected children including their families, through the cooperation of related organizations. NCPA refers reported cases of child abuse to appropriate local centers, operates a computer database system for case management, publicizes national reports of child abuse on a yearly basis and technically supports the Local Child Protection Agency (LCPA) by developing scales for assessment of child abuse and neglect and distributing programs for the education of mandatory reporters. LCPAs operate 24-hour telephone hotline, investigate and visit homes and provide in home services networking with local resources, and operate multidisciplinary teams for screening child abuse victims and supervising case management through multimodal systems. We summarized the present state of child abuse in Korea and reviewed the operating systems for child protection in this country. Through this article, we hope that medical peoples are to be informed on the seriousness of child abuse and to be able to devote themselves for the prevention of child abuse.
This paper investigates the long-term social changes and the emerging issues in social insurance that such changes will entail, It does not attempt to resolve the conflict between neo-liberal reforms and neo-corporalist reforms. Nor does it confine itself to proposing the options to secure the financial stability of social insurance schemes. The aim of this paper lies in anticipating various problems that result from social development, analyzing the impacts of these problems on social insurance schemes, and delineating the solutions to these problems. This paper is comprised of three parts. First, it describes the expected long-term changes in society and the ensuing problems. Second, it asks whether these problems can be solved with increased public expenditures. For this purpose, an analysis of the trend in the expenditures by welfare states is attempted. Third, it summarizes the issues in social insurance and presents the possible solutions to the problems. In the chapter that deals with social changes and social problems, various aspects are reviewed, including the globalization process, the development of It industries, the uncertainty in the classification of incomes, the widening gap in earnings due to the bio-economy, and the relation between social insurance schemes and the tax system. It is concluded that there are limits to the role that increased public expenditures can play to solve the social problems. This paper argues for a structural change in the social insurance system. In every social insurance scheme, the state should foe-us its effect on the provision of basic protection against social risks for the whole population. At the same time, the state should improve the financial stability of the scheme and avoid large-scale deficits.
Following the welfare state typology well known, the typology in terms of individual system in welfare state has been widely examined and, pension which is the biggest and most important in welfare state has been classified into Beveridge and Bismarckian types based on their pension system design. Such typology focused on benefit type or size of private pension has been recently refined to add a new type - 'Bismarckian Lite' type - in addition to traditional Beveridge and Bismarckian types. Whereas the pension reforms in the developed countries has been changes within their pension regimes, the Korean pension reform in 2007 seems to have changed the existing social insurance type into the 'Bismarckian Lite' type. However, considering the immaturity of Korean pension regime, it is difficult to conclude the existing status of the Korean pension regime and, the Korean one can be classified into a multi-pillar one. Over the last decades the developed countries have increased the size of private pension regardless of their original pension regimes, which tends to converge into multi-pillar schemes. Accordingly, there is recently a new typology focused on the degree of regulation in terms of private pensions, which seems to be the better perspective. It will be more important how to regulate the (immature) occupational pension as well as the National Pension in Korea. Considering that old age income security in countries where the public regulation regarding private pension was absent has been deteriorated, it would be necessary to strengthen the role of government to effectively regulate private pension.
This paper examines the effect of redistributive inheritance tax on income distribution and social welfare. The model used here is the Overlapping-Generations Model consisting of individuals with different bequest motives where the lifetime income distribution in each cohort is determined endogeneously by the dynamic bequest process. It is shown that the introduction of redistributive inheritance tax can improve the vertical equity in the sense that the increase in tax rate reduces the coefficient of variations of intra-cohort income distribution in steady-state. However, it is also shown that, the effect on social welfare, when measured by Benthamite SWF, is uncertain in general. The numerical simulations show that, in spite of its equity-enhancing effect, the tax increase can actually lower the steady-state social welfare within the plausible range of parametric values, through the long-run output effect as well as the deadweight welfare loss incurred by tax distortion. Hence, the problem of equity-efficiency trade-off can arise in this case. However, if both the market interest rate and the elasticity of marginal utility in individual's preference function are sufficiently high, it is shown to be possible that the steady-state social welfare is enhanced by the introduction of inheritance tax.
This study aims to examine the change of state-market-family as three welfare provisions. This exploratory study investigates the change of welfare provisions and life of the elderly for 25 North Korean refugees focusing the actual condition of income security for the elderly using the snowball sampling. The main results are followings. First, in the age of Kim Il Sung showed the state-led, market absence, family supplementation and in the age of Kim Jong Il and Kim Jong Un showed the state diminishment, market appearance, family supplementation in terms of welfare provisions. Second, there is disparity between institution and reality because the law don't prescribe the responsibility of market provisions for the people but the elderly should have made a living in the market since the early 1990s. The situation of 'the weaken state and strengthened market' in the age of Kim Jong Il have still continued in the age of Kim Jong Un. The formal income security for the elderly need to return to the former condition.
This article explores the characteristics of care and care labor which is core keyword of the welfare state and the way of institutionalization of care labor, focusing specially on differences among women. Caring is defined by the expression of morality and labor accompanied by concrete action. But, care labor in the welfare state is defined by "activities involved in caring for the ill, elderly, handicapped and dependent", and I think, that definition is more useful than the narrow one for policy institutionalization. But the latter definition intentionally separates the domestic work from care work. Care labor is considered to be different from the market labor in terms of motivations, but there are some limits in standardization and commercialization of the traits of emotional and moral engagement. Thus, requiring of emotional motivation as one of the job descriptions is not realistic. Welfare state is institutionalizing women's unpaid care work in family through de-familization, and its policy tools are cash benefits and services for care-related, which influence to the female wage worker and fulltime housewife, care receiver and care giver, and polarization of women's class in a very different way. Cash benefits enhances the division of gender labor, polarizes the care laborer and weakens of expansion the care as decent job. The movement of feminist welfare state have a vision of universal service expansion and need the policy list for de-gendering of care labor.
This study views the aged inequalities according to the inequality hypothesis of the life course perspective in OECD 10 countries. Focusing on educational level which is early social status and welfare state regime which is social structure factors of inequality, this study analyzes income inequality for the aged who have transformed into old age period from non-aged period. The analysis is based on the data SHARE of Europe and HRS of USA. The main results of this study are summarized in four points. First, the income inequality is quite high by welfare system and the educational level. Second, the income inequality is somewhat reduced in case the people move from the period of non-aged to the period of aged. However, gini coefficient is still high(0.475). Considering welfare state regimes, although the income inequality is high in conservative regime of non-aged period, this would be higher in aged period. This result supports cumulative advantages/disadvantages hypothesis. The liberal regime remains high income inequality which supports the theoretical argument of status maintenance. Social democratic regime provides evidence to offer some support for the status leveling hypothesis. In there, income inequality is lower in aged period even though income inequality of non-aged period is low. Third, the cumulative advantages/disadvantages of disposable income according to educational level are strengthened and heterogeneity is grown in case people transition from the late period of non-aged to aged period. But public pension has been more equally distributed than gross income. Fourth, seeing welfare state regimes, public pension of aged-period is more inequally distributed than that of non-aged period in liberal and conservative regime. Specially in conservative regime, inequality of gross income is very high and public pension is also inequally distribute So this might show that the social security system strengthens the cumulative advantages/disadvantages. However, in the social democratic regime, public pension is more equally distributed than gross income and it could be much more equally distributed in aged period, which can support the status leveling hypothesis.
The social welfare system in modern world is generally recognized as the most effective measure against the social problems in capitalist societies. When a social welfare program is introduced to solve a social problem, however, it used to cause another new problem at the same time. In order to overcome this circularity, we need to consider not only quantitative but also the qualitative aspect of social welfare. In line with this problematic, this thesis tries to examine the social welfare thoughts in Confucianism in order to rethink the meaning of social welfare. In contrast to the modern social welfare as a social right, the social welfare in Confucianism was basically regarded as the grace of a king whose purpose was to legitimate his domination. But it was also based upon Confucian humanism and institutionalized into the Confucian govern mentality. It was practiced through the Confucian communality whose basic concept lies in the traditional family system. The social welfare in this society was to be fulfilled automatically by promoting the production and by consolidating the solidarity of the community. The social intervention, therefore, was principal1y indirect and preventive rather than direct and postfactum. The social welfare supports in Confucian societies included not only the material but also the psychological. In these senses, it sounds like that the Confucian welfare system reached the very high standard. Although the real practice should be cautiously differentiated from its ideal state, we may find interesting implications from the social welfare thoughts in Confucianism.

In ubiquitous computing, shared environments are required to adapt to people intelligently. Based on information about user preferences, the shared environments should be adjusted so that all users in a group are satisfied as possible. Although many group recommender systems have been proposed to obtain this purpose, they only consider average and misery. However, a broad range of philosophical approaches suggest that high inequality reduces social agreeability, and consequently causes users' dissatisfactions. In this paper, we propose social welfare functions, which consider inequalities in users' preferences, as alternative aggregation functions to achieve a social agreeability. Using an example in a previous work[7], we demonstrate the effectiveness of proposed welfare functions as socially agreeable aggregate functions in group recommender systems.
