초기 건강가정사 교육 프로그램에 관한 연구 (A Study on the Workshop Program for the Specialists of Healthy Families)

  • This study was conducted to develop and propose the workshop program for the specialists of healthy families. The proposed workshop program suggests the 6 divisions: 1. the roles of the specialists, 2. the system and contents of Act for Healthy Families, 3. the family policies and the related administrational organizations, 4. the projects for healthy families, 5. the management strategies for healthy families centers and networking system, and 6. the qualities of specialists. This developed workshop program contributes to enhance and improve the human capital of the specialists for healthy families.

미국 노스다코타주 농촌지도사업에 있어서 노인복지 프로그램의 현황과 전망 (The Situations and Its Challenge for Rural Elderly Welfare Program on Extension Education in North Dakota, USA)

  • The objective of this study is to explore the situations and extension roles for rural elderly welfare program in North Dakota, USA. With a growing older population, aging has become an important issue for extension. Services for rural elderly available in North Dakota were adult day care, home health care, senior insurance counseling, nutrition and medication assistance programs, support groups, legal assistance, meals on wheels, nursing homes and more. With a growing older population, aging has become an important issue for extension. Extension provides programs and services for rural elderly. This study was conducted by literature review. First, many rural elderly Americans are actively engaged in volunteer work and have made substantial contributions to their communities. Second, extension educators from interdisciplinary areas should work together to develop programs. Extension programs can include intergenerational programs to help younger generations learn about the issue. Third, extension can collaborate with other agencies and groups to offer support groups. Offering educational programs is a key to empowering older people. Fourth, elderly residents may be the only increasing natural resource for volunteering in general, and for participation in community improvement in particular. Fifth, extension educators should be proactive in working with agencies to provide social access and in helping older people be actively engaged in their lives, especially in rural areas.

다직종 연계교육(IPE) 프로그램이 대학생의 팀 의료에 대한 태도에 미치는 효과

  • Recently people require complex access to problems in various fields of health, medical and welfare by an aging society. For this reason, the need for interprofessional education is required at the site of university education. This study was conducted to investigate the effect of interprofessional education (IPE) on attitudes towards health care teams. The subjects were 29 sophomores in the fields of health, medical and welfare in a university. Attitudes Towards Health Care Teams Scale (ATHCT) was used to measure the attitudes towards health care teams of subjects. The subjects were provided with a IPE program. The collected data were analyzed by descriptive analysis and paired t-test using the SPSS 26.0 version program. The attitudes towards health care teams of subjects increased significantly after IPE education (t=-4.28, p<.001). And there were significant differences in the three sub-factors of attitudes towards health care teams (Team efficacy, t=-4.44, p<.001; Benefit of communication, t=-3.30, p=.003; Team value, t=-3.21, p=.003). Therefore, the IPE program is considered to be an effective education program to improve attitudes towards health care teams.

요양보호 대상노인의 서비스 요구도 평가 (Needs Assessment of Elderly for Community-based Long-Term Care)

  • Purpose: Needs of health-welfare-medical service for the elderly is rapidly increasing in Korea. The purpose of this study was to evaluate the needs of health-welfare-medical service for the long-term care elderly in the community and to compare differences by their characteristics. Method: Needs assessment was completed in the homes of 598 persons over 65 years by using the tool of needs assessment, between November and December, 2003. We examined all the health-welfare-medical service of elderly in the community. Data were analyzed using SAS program. Result: The needs of the long-term care elderly in community was largest 'home visiting service of visiting nurse(87.5%)', and then 'religious, psychological and emotional support(73.9%)', 'home visiting therapy of physician(58.5%)', 'social support service(55.7%)', 'health improvement program of public health center and social welfare center(51.8%)', 'health examination(48.8%)' followed. The difference of health-welfare-medical service needs among characteristics(age, medical security, caregiver existence, and regions) was statistically significant by service contents(p<0.05 or p<0.01). Conclusion: We can apply it in the distribution of community resource and the development of service providing programs by figure out the needs assessment for the long-term care elderly in the community, and consequently, through this, realizing the health maintenance and promotion of the long-term care elderly.

농작물재해보험의 농가 수입안정 및 사회적 후생 효과 분석 (Analysis of Farm Revenue Stabilization and Social Welfare Effects of Crop Yield Insurance)

  • Crop yield insurance program in Korea has rapidly grown not only in quantity but in quality for 15 years since it was introduced in 2001. Despite growth of Crop insurance, performance evaluation for crop yield insurance has not fully been evaluated at the farm, consumer and national level. The purpose of this study is to conduct the performance evaluation for crop yield insurance through estimating the effects of farm revenue stabilization and social welfare increase with three popular insurance items: apple, pear and sweet persimmon. Based on the analysis of social welfare effect, cost-benefit analysis of operating crop yield insurance was conducted at the national level. We found that crop yield insurance stabilizes farm revenue based on the estimated four risk indicators: Coefficient of Variation, Value at Risk, Certainty Equivalence, and Risk Premium. The result of cost-benefit analysis shows that crop yield insurance increases social net benefit by 44.1 billion won for the three items. As a result, crop yield insurance program has contributed remarkably on social welfare as well as farm management and its role will be more important in the future.

빈곤 여성 한부모 자활 경험의 재구성 -자활, 복지의존, 일의 의미- (Reconstruction of the Experience of Single Mothers in Poverty -The Meaning of Self-Sufficiency, Welfare Dependency, and Work-)

  • 본 질적연구는 '아래로부터의 관점(bottom-up approach)'에 근거하여 빈곤 여성 한부모의 자활 경험을 재구성하였다. 국가와 지역사회가 제공하는 복지가 "쓰러진 그들의 손을 잡아 일으켜 준", "남편 대신"이었다는 연구참여자들의 메시지를 통해 '복지의존'은 그들 스스로와 자녀의 삶을 지켜내는데 긴요한 도움으로 확인되었다. 또한 그들에게 자활이란 '복지의존으로부터 벗어난 상태'라기보다 '복지의존을 통해 이루어갈 수 있는 과정적 지향'이며, 경제력 외에도 자존감을 세우고 자신의 가치를 찾을 수 있는 일을 통해 찾아나갈 수 있는 길이다. 빈곤 여성 한부모의 자활을 돕기 위해서는 '일을 통한 탈수급'의 성급한 초점보다는 그들이 겪고 있는 심리사회적 스트레스를 다루어 자활 잠재력을 복원하고 장기적 차원의 자활을 성취하는데 필요한 직업 능력 개발과 자녀 보육 및 교육 지원 서비스의 확충이 선행되어야 한다. 한편 현재 자활 사업이 참여자들에게 비추어진 '종속과 낙인'의 이미지를 벗고 근로연계복지의 애초 의미를 살리기 위해서는, 사업 참여 동기와 과정에 대한 내부자관점을 반영하는 수행 및 평가시스템을 갖추고 그들의 욕구와 관심에 따른 맞춤형 자활사업을 개발하는 것이 필요하다.

  • This research is based on the survey of welfare beneficiaries, aiming to set up the gender-equal welfare policies. Through the survey, this research examines status of women in the family and society and also examines, the degree of perception of women's welfare policies, needs, and satisfaction. According to the survey results, the current welfare policies that are limited to needy women should expand its range, enforcing the infra structure. That employment policy for women turned out to be very important in welfare policies. Demand for more enlarged welfare policies is quite high, especially in housing, employment and elderly care. On the contrary, the degree of satisfaction degree appears quite low because of unrealistic welfare program and benefits. In order to improve the welfare policies, more active and realistic employment policies should be emphasized with the proper support for family life. To raise the status of women, proper policies for women's economic independence should be set up. In addition, consciousness of gender equality should be encouraged in the whole society. Also, women's participation in politics and decision-making process is necessary.

일 복지관 이용 노인들의 인구학적 특성과 노인복지서비스 요구 조사 (Demographic Characteristics and Welfare Service Needs of Elders Utilizing a Welfare Center)

  • Purpose: This study was done to provide statistical data for developing client-needs based welfare services in community welfare facilities. Method: The participants were 270 senior citizens, who visited a community welfare center in Gyunggi province, during the month of October 2005. They were asked to answer a structured questionnaire. Descriptive statistics, $X^2$ test and Fisher's exact test were used to analyze the data from 221 of the elders. Results: 1. More than 50% of the respondents were women aged between 60 and 75, who had education levels above high school and who lived in apartments. Among the respondents, 54.3% lived separately from their children. 2. 70.0% of the respondents considered their health status as "good", even though they had more than one disease. Also 41% of the respondents were supported by their children, and 76.8% wanted jobs. 3. The respondents pointed out several programs such as languages, computer, singing class, physical activities (dances, billiards, Tai-chi and table tennis), needed to be included in the welfare center programs. Conclusions: Elders aged 60-75, educated above high school, living in an apartments, live alone or with spouse, and having frequent contact with children, were the most frequent utilizers of the welfare center. They want the welfare center programs in variety, including languages, computer, singing class, and physical activities.

지방교육 복지재정의 실태 분석 연구 -부산광역시교육청 교육비특별회계를 중심으로- (Local Education Welfare Financial Analysis - Focused on Busan Metropolitan City Office of Education Special Account)

  • This paper is to analyze the size of Busan Metropolitan City Office of Education Special Account and Educational finance Changes based on the welfare types from 2009 to 2013. It also identifies the impact on welfare finance education programs that target low-income students. The size of Education welfare finance was increased to 355.3 billions (2013) from 90.9 billions (2009), with the last 5 years average annual growth rate as high as 41.9%. But there has been relative decrease in the size of selective welfare budget for low income students such as tuition assistance & IT support to low-income and vulnerable groups, rural schools support to improve facilities, education welfare priority program. The finding suggests that the size of selective welfare budget should not be decreased due to universal education welfare policy. If it is to expand the universal education welfare, then there should be redesigning of local educational finance and further revenue for local education finance to keep the budget for the education welfare target groups.

사회복지조직 혁신적 척도 개발 연구 - 지역사회복지관과 아동복지시설을 중심으로 - (Developing an Inventory of Organizational Innovativeness of Social Welfare Organizations Focusing on Community Welfare Centers and Child Welfare Institutions)

  • 본 연구는 사회복지조직의 혁신적 측정을 위한 조직혁신성 척도 개발을 목적으로 하였다. 척도개발을 위해 먼저 문헌분석과 전문가 조사로 조직혁신성 측정을 위한 37개의 예비문항을 도출하였다. 다음으로 이들 예비 문항에 대한 사회복지현장실무자 178명 대상의 1차 설문조사자료로 실행한 탐색적 요인분석에서는 7요인(리더십 혁신, 팀워크 혁신, 업무 혁신, 프로그램개발 혁신, 환경관리 혁신, 프로그램기술 혁신, 아이디어 혁신), 31문항을 추출하였다. 이들 7요인 구조의 적절성은 2차로 실시한 사회복지현장실무자 409명 대상의 설문조사자료에 대한 확인적 요인분석을 통해 검증되었다. 또 조직혁신성 척도의 7개 하위 요인 모두는 조직혁신문화 변인과의 상관관계분석에서 정(+)의 유의한 관계로 나타나 조직혁신성 척도의 준거타당성이 확인되어 추후 연구에서 사회복지조직의 혁신적 측정에 유용한 도구로 활용되어질 수 있음을 보여주었다.
