  • This study was conducted to identify the utilization of public health centers, as well as the individual characteristics and regional characteristics that affect their utilization based on data from the 2016 Community Health Survey, National Statistical Portal, and National Institute of Environmental Research. Independent samples t-tests, variance analysis, and multiple logistic regression analysis were used for analysis. Hierarchical multiple regression was used to analyze individual and regional characteristics. The results of hierarchical multiple regressions revealed that aged regions, women, older age individuals, respondents with lower education level and income level, walking practitioners, nutrition label readers, individuals experiencing depression, those who have received health checkups, those who are not covered by essential care, those who have spouses, and basic livelihood beneficiaries have increased use of public health centers. However, the use of public health centers decreased in stressors, and regions in which the population per 1,000, number of health care workers, health and welfare budget, fiscal independence, and unemployment rate were above the national average. As above, the central government and local governments need to analyze not only individual characteristics such as health behavior and psychological factors, but also regional characteristics, when establishing local health care policy.

  • This study aims to explore social participation needs among the elderly in Korea from the perspective of the elderly participant's. 40 Q-samples are drawn from the Q-population including attitudes and needs toward social participation in later life based on news articles, essays, research, documentary, and television shows. 35 subjects are analysed by the QUANL program and the types of social participation needs are divided into four patterns which accounted for 60.16% of the total variance. The elderly's portrayal of an ideal social participation is about making independent decisions and being able to actively participate in the activities they chose to do. However, their most undesirable scenario would be being confused and uncertain of what they should do the remainder of their lives. The needs of social participation among the elderly varies on four indicators such as ego, social capital, life satisfaction, life vitality and these four indicators have two sub-categories with a total of 8 types of classification. These 8 types differ by priorities, adaptation to life changes, motivation to social participation, and desired activity. Findings suggest that researchers and policy makers need to consider service user perspective on social participation in later life, not service provider perspective.

  • This study aimed to extract the priority safety improvement factors for coastal passenger ships and analyze the perception gap between groups. To extract the improvement factors, we formed an expert group with maritime safety supervisors, passenger-ship safety inspectors (PSIs), and captains of passenger ships, and then conducted a Delphi survey. We found, using a hierarchy process, that the improvement factors were divided into three factors in Level 1 and ten factors in Level 2. For the relative importance analysis using the AHP (Analytic Hierarchy Process) model, we also formed two groups: an inspector group with maritime safety supervisors and PSIs, and an examinee group with safety managers, captains, and crews. Consequently, the factors of designation of public transportation for passenger ships and supporting the welfare of the crew were evaluated as the most important among the extracted factors. We conducted a t-test for the analysis of the perception gap between the two groups. Three perception gaps were found: increasing the inspection personnel, strengthening the qualification of the inspection personnel, and expanding the safety operation center. The result of this study will be useful for improving the safety policy of coastal passenger ships.

Methods: From May 1 to 15, 2019, self-report questionnaires were distributed and collected from 307 of clinical nurses in 10 hospitals located in P-metropolitan city and K-province. Analyses included descriptive statistics, t-test, Analysis of Variance, Pearson's correlation coefficient, and multiple regression, conducted using IBM SPSS/WIN 24.0. Mean scores were nurses' personality 3.67, resilience 3.28, and happiness index 3.28. There were significant differences on the happiness index for: clinical experience, type of work, and leisure activities and a positive correlation between personality and resilience, between personality and happiness index and between happiness index and resilience. Happiness index was influenced by clinical experience 'Less than 1-5' (${\beta}=-.41$), '${\geq}10$' ${\beta}=-.39$), 'Less than 5-10' (${\beta}=-.34$), resilience (${\beta}=.35$), personality (${\beta}=.29$), type of work '3 shifts' (${\beta}=.12$), leisure activities (${\beta}=.10$). Explanatory power of these variables was 41%. • The Korean fertility rate has been declining rapidly since 2000 with the fertility rate among provinces following a uniform tendency. In particular, the province-specific fertility rate is an essential tool for local governments to prepare local policies for low fertility aging policy, education and welfare policies. However, there is limitation on how to reflect different trends on the province-specific fertility rate because the KOSTAT's (2017) province-specific fertility rate projection estimates information use the national average birth rate date of vital statistics for the last 10 years (5 years). In this study, we propose an improvement plan that simultaneously considers important stable pattern maintenance and provincial fertility rate differentiation for an annual birth rate estimation. The method proposed in this study (proposal 1 and 2) can reflect birth rate changes from past to present and national and provincial differences by age that use time series data of the annual fertility rate. Proposal 3 also reflects the unique fertility rate trend from the past to the present by age according to province regardless of the relationship with the national trend. Therefore, it is preferable to use a relationship to the national rate when predicting the birth rate, as in proposals 1 and 2 because the national and the provincial fertility rate pattern are similar. These proposals show improved stability in terms of age-specific fertility rates.

  • This study deals with the rent-seeking behavior that exist in cultural voucher from the viewpoint of culture and arts management. Art organizations open to consumers, producers and governments of the arts are dependent on the internal and external influence of an open system. Researcher has found rent-seeking in the course of introducing policies and legalization of the cultural voucher business which has been promoted in the direction of democratization of culture or cultural democracy. Cultural voucher business is a legal term. Although the government has increased the budget or tried to change the policies of the cultural voucher business, the implementation of the cultural voucher business has been opposed to the diversity of consumption and equity as the consumption of genre and the concentration of the capital region have increased. These results were structurally related to the process of legalization and rent-seeking behavior in bureaucracy. This study reaffirms that the efficient operation standard of the cultural voucher business is a balance between the choice of the beneficiary, the competition of the supplier, and access to the cultural voucher. And the theory of rent-seeking was applied as a criterion to analyze this balance. Thus, it is suggested that the criteria of evaluation and improvement to check the conservativeness of bureaucrats are needed to establish a legal system applied to the purpose of 'cultural democracy' and 'democratization of culture' ideology and to guarantee individual creativity and autonomy.
