An Analysis of Panel Data on the Web-accessibility Policies of Local Governments in Korea (우리나라 웹 접근성 정책 영향요인 분석 - 16개 광역자치단체 패널데이터를 중심으로 -)

  • This paper starts from one question: what are the key factors of the web accessibility policy, which is significant for realizing equity in the web and enhancing human dignity in the information society. To find significant factors for complying with web accessibility, this paper analyzes panel data of 16 Korean local governments (for five years: 2004-2009) according to the research design which is based on the demand and supply balance model and consists of four variables : 'legal and institutional environment (including legal infrastructure)', 'financial foundation (fiscal self-reliance ratio)', 'policy inputs (amount of imformatization budget, employee of information experts)'and 'policy demand (internet usage rate, the number of disabled people and elderly people)'. From the results of this study, this paper can explain the mechanism and impact factors on the web accessibility policy of Korean local governments. Some factors are critical to improve web accessibility: (1) the importance of policy demand, (2) the importance of policy inputs, (3) the importance of legal and institutional environment. Finally, this paper concludes with some suggestions to enhance the web accessibility capacity for Korean local governments: (1) improve awareness on web accessibility, (2) develop a standard and invest R&D on web accessibility, (3) foster experts in web accessibility.

Racking shear resistance of steel frames with corner connected precast concrete infill panels

  • When precast concrete infill panels are connected to steel frames at discrete locations, interaction at the structural interface is neither complete nor absent. The contribution of precast concrete infill panels to the lateral stiffness and strength of steel frames can be significant depending on the quality, quantity and location of the discrete interface connections. This paper presents preliminary experimental and finite element results of an investigation into the composite behaviour of a square steel frame with a precast concrete infill panel subject to lateral loading. The panel is connected at the corners to the ends of the top and bottom beams. The Frame-to-Panel-Connection, FPC4 between steel beam and concrete panel consists of two parts. A T-section with five achor bars welded to the top of the flange is cast in at the panel corner at a forty five degree angle. The triangularly shaped web of the T-section is reinforced against local buckling with a stiffener plate. The second part consists of a triangular gusset plate which is welded to the beam flange. Two bolts acting in shear connect the gusset plate to the web of the T-section. This way the connection can act in tension or compression. Experimental pull-out tests on individual connections allowed their load deflection characteristics to be established. A full scale experiment was performed on a one-storey one-bay 3 by 3 m infilled frame structure which was horizontally loaded at the top. With the characteristics of the frame-to-panel connections obtained from the experiments on individual connections, finite element analyses were performed on the infilled frame structures taking geometric and material non-linear behaviour of the structural components into account. The finite element model yields reasonably accurate results. This allows the model to be used for further parametric studies.

A mathematical steel panel zone model for flanged cruciform columns

  • Cruciform sections are an appropriate option for columns of orthogonal moment resisting frames for equal bending strength and stiffness about two main axes and the implementation is easier for continuity plates. These columns consist of two I-shaped sections, so that one of them is cut out in middle and two generated T-shaped sections be welded into I-shaped profile. Furthermore, in steel moment frames, unbalance moment at the beam-column connection leads to shear deformation in panel zone. Most of the obtained relations for panel zone strength derived from experimental and analytical results are on I-shaped columns with almost thin flanges. In this paper, a parametric study has been carried out using Finite Element Method (FEM) with effective parameters at the panel zone behavior. These parameters consist of column flange thickness, column web thickness, and thickness of continuity plates. Additionally, a mathematical model has been suggested to determine strength of cruciform column panel zone and has been shown its accuracy and efficiency.

A Study on Elastic Shear Buckling Coefficients of Horizontally Curved Plate Girder Web Panels (강곡선 플레이트거더 복부판의 전단좌굴계수에 관한 연구)

  • In the design of horizontally curved plate girder web panels, it is required to evaluate accurately the elastic buckling strength under pure shear. Currently, elastic shear buckling coefficients of curved web panels stiffened by transverse intermediate stiffeners are determined by assuming conservatively that straight web panels without curvature are simply supported at the juncture between the flange and web. However, depending upon the geometry and the properties of the curved plate girder, the elastically restrained support may behave rather closer to a fixed support. The buckling strength of curved girder web is much greater (maximum 38%) than that of a straight girder calculated under the assumption that all four edges are simply supported in Lee and Yoo (1999). In the present study, a series of numerical analyses based on a 3D finite element modeling is carried out to investigate the effects of geometric parameters on both the boundary condition at the juncture and the horizontal curvature of web panel, and the resulting data are quantified in a simple design equation.

Shear-bending interaction strength of locally buckled I-sections

  • In slender sections there is a substantial post-buckling strength provided after the formation of local buckling waves. These waves happened due to normal stresses or shear stresses or both. In this study, a numerical investigation of the behavior of slender I-section beams in combined pure bending and shear has been described. The studied cases were assumed to be prevented from lateral torsional buckling. To achieve this aim, a finite element model that simulates the geometric and material nonlinear nature of the problem has been developed. Moreover, the initial geometric imperfections were included in the model. Different flange and web width-thickness ratios as well as web panel aspect ratios have been considered to draw complete set of interaction diagrams. Results reflect the interaction behavior between flange and web in resisting the combined action of moments and shear. In addition, the web panel aspect ratio will not significantly affect the combined ultimate shear-bending strength as well as the post local buckling strength gained by the section. Results are compared with that predicted by both the Eurocode 3 and the American Iron and Steel specifications, AISI-2001. Finally, an empirical interaction equation has been proposed.

  • In this paper the advantage of web technology applied to Rapid Prototyping is discussed. Two fabrication processes are chosen to be web-enabled. One, a post-process of FDM is developed to provide translucent plastic parts made of medical grade ABS material. The other, a system to fabricate laser machined Light Guide Panel is developed. In order to show the timesaving characteristics of the web-based tools, two websites are implemented (http://nano.gsnu.ac.kr/fdm & http://nano.gsnu.ac.kr/laser). The 3-tier architecture is applied for the Internet communication between designers and manufacturing sites, The integrated design tools and physical manufacturing processes enable designers to submit a new design and to receive the fabricated parts in an expedited manner. Example parts are fabricated using the web-based system to prove the concept of the web-based design and Rapid Prototyping.

Experimental Study on Ultimate Shear Strength of Horizontally Curved Plate Girder Web Panels (강곡선 플레이트거더 복부판의 극한전단강도에 관한 실험연구)

  • Although a limited number of experimental investigations and finite element analyses revealed that a curved web panel in practical design has a considerable reserve strength after the elastic buckling as a straight girder web panel, the current Guide Specifications for Horizontally Curved Steel Girder Highway Bridges (AASHTO, 2003) do not consider the postbuckling strength in the ultimate shear strength due to lack of a comprehensive study. In this study, the ultimate shear strength behavior of horizontally curved steel web panels was investigated through nonlinear finite element analysis and experimental test. It was found that curved web panels used in practical designs are able to develop the postbuckling strength that is equivalent to that of straight girder web panels having the same dimensional and material properties.

  • In the design of plate girder web panels, it is required to evaluate accurately the elastic buckling strength under pure shear, pure bending and combined bending and shear. Currently, elastic buckling coefficients of web panels stiffened by transverse intermediate stiffeners are determined by assuming conservatively that web panels are simply supported at the juncture between the flange and web. However, depending upon the geometry and the properties of the plate girder bridge, upper juncture between the flange and web can be assumed as fixed because concrete deck prevents the rotational displacement of upper flange. In the present study, a series of numerical analyses based on finite element modeling is carried out to investigate the effects of the concrete deck, and the resulting data are quantified in simple equations.

Cyclic Seismic Performance of Reduced Beam Section Steel Moment Connections: Effects of Panel Zone Strength and Beam Web Connection Type (패널존 강도 및 보 웨브 접합방식이 RBS 철골 모멘트접합부의 내진거동에 미치는 영향에 관한 연구)

  • This paper presents test results on eight reduced beam section(RBS) steel moment connections. The testing program addressed bolted versus welded web connection and panel zone(PZ) strength as key variables, Specimens with medium PZ strength were designed to promote energy dissipation from both PZ and RBS regions such that the requirement for expensive doublet plates could be reduced. Both strong and medium PZ specimens with a welded web connection were able to provide satisfactory connection rotation capacity for special moment-resisting frames. On the other hand, specimens with a bolted web connection performed poorly due to premature brittle fracture of the beam flange of the weld access hole. If fracture within the beam flange groove weld was avoided using quality welding, the fracture tended to move into the beam flange base metal of the weld access hole. Plausible explanation of a higher incidence of base metal fracture in bolted web specimens was presented. The measured strain data confirmed that the classical beam theory dose not provide reliable shear transfer prediction in the connection. The practice of providing web bolts uniformly along the beam depth was brought into question. Criteria for a balanced PZ strength improves the plastic rotation capacity while reduces the amount of beam distortion ore also proposed.

Numerical Analysis of Inelastic Lateral Torsional Buckling Strength of HSB800 Steel Plate Girder with Monosymmetric Section (일축대칭단면 HSB800 강재 플레이트거더의 비탄성 횡비틂좌굴강도의 해석적 평가)

  • In this paper, lateral-torsional buckling(LTB) strength of HSB800 high strength steel plate girder with monosymmetric section under uniform moment was evaluated by nonlinear analysis. The unbraced length in inelastic LTB range was considered for the sections whose smaller or larger flange is in compression with slender, noncompact and compact web. Analyses of SM490 steel girders were first performed with the single-panel and three-panel model to judge the validity of the constructed models by comparing those results with Eurocode 3, AASHTO and AISC codes. By using the same models, LTB strength of HSB800 girder was evaluated and it was found that the sections whose smaller flange is in compression with noncompact flange-slender/noncompact web could not reach the flexural strength of the design codes.
