  • Means reducing the gap to prevent discomfort to use information from the perspective of Web accessibility is disabled.   • This paper evaluates web accessibility using an evaluative measure of K-WAH 3.0. It targets systems and contents in scientific and technological information, based on a guide for 'Internet Web Contents Accessibility 1.0'. The result indicates that web accessibility of informational system is lower than that of informational contents. Based on this fact, this paper identifies the main characteristics and differences of web accessibilities in informational system and contents, and discusses possible improvements. the result of the evaluation found the scientific system sites is more superior than contents sites in web accessibility. And the scientific system and contents sites except NDSL was lest 'understandable' and 'Robust' in observance. Therefore web page that should bring "easily understandable" and "reducing outstanding side effects" was required.

  • In this paper, to proposes a development scheme of standardized Web site for the visual disabled Firstly, to discuss the international standard of web site development and domestic development and standardization status for reducing the difficulties of information estranged group, increasing information and communication accessibility and developing web site. Nextly, to discuss the Website Contents Accessibility Guideline of the W3C. Also this paper, to proposes a Korean Website Contents Accessibility Guideline to reduce the inequality between visually disabled people and normal people.

An Evaluation of Web Accessibility for Idea Proposal Websites (공동가치창출을 위한 아이디어 제안 웹 사이트의 웹 접근성 평가)

  • For joint value creation, collaboration among different interested parties is vital and should be supported by information technology. Currently, both government and private companies have launched websites to collect ideas. However, the information poor, including the visually disabled, have difficulty in gaining access to those websites. Therefore, the aim of this paper is to evaluate the level of web accessibility to websites, operated by companies or the government, for idea proposals. According to the automatic assessments, regarding proposal specific websites, 77%, 69% of the websites operated by the government and 41%, 44% of those operated by private companies were extremely inadequate. According to the expert's assessments, regarding proposal specific websites, 67%, 52% of the websites operated by the government and 39%, 26% of those operated by private companies were extremely inadequate in their level of accessibility. A range of policies should be prepared to improve web accessibility.

  • Recently, geo-based application services such as location-based commerce or personal navigation are recognized as a kind of common tool on smart-phone, and demands with respect to advanced functions of online map editing linked to value-added contents are increasing. However, the disabled people have severe difficulties to equally use those geo-based services, compared to the normal people's uses. Of course, this situation is almost same to other application fields besides geo-based applications. Web accessibility basically means necessary guideline handling web-based contents for equal uses of web services for all people. W3C has developed and distributed a generalized web content accessibility guideline, and Korean web content accessibility guideline version 2.1 referred it. As well, there is a certificate system operated by public agencies. In spite of this situation, geo-based application field is globally on the very early stage for web accessibility. This work first summarized the concept of web accessibility and Korean guideline, and then presented some practical schemes for the further geo-based applications, focused on web visualization of geo-based contents among numerous implementable application services.

Static Analysis of Web Accessibility Based on Abstract Parsing (요약파싱기법을 사용한 웹 접근성의 정적 분석)

  • Web-accessibility evaluation tools can be used to determine whether or not a website meets accessibility guidelines. As such, many such tools have been developed for web accessibility, but most of them dynamically fetch and analyze pages and as a result, some pages maybe omitted due to the lack of access authorization or environment information. In this paper, we propose a static method that analyzes web accessibility via abstract parsing. Our abstract parsing technique understands syntactic and semantic program structures that dynamically generate web pages according to external inputs and parameters. The static method performs its analysis without omitting any pages because it covers all execution paths. We performed an experiment with a PHP-based website to demonstrate how our tool discovers more accessibility errors than a dynamic page accessibility analysis tool.

A Study on Web Accessibility Status of Metropolitan and Provincial Offices of Education from the Universal Design View (유니버설 디자인 관점에서 본 국내 시도 교육청의 웹 접근성 실태에 관한 연구)

  • Due to the enforcement of a law about disability nondiscrimination and rights protection in 2008, the web accessibility has become an obligation. According to a survey targeting public sectors such as central administrative organization, local autonomous entity and etc., the level of compliance with web accessibility appeared to be improved every year. However, such legal mechanism focuses on the improvement of convenience for disabled people only and does not meet the concept of universal design that aims to satisfy every user. Therefore, this study verifies the status of web accessibility on 17 homepages of metropolitan and provincial offices of education. The status survey was carried out with 3 steps: 1) Verification through automated verification tool by National Information Society Agency, 2) Verification through Web Content Accessibility Guidelines(UD-WCAG) that adopts the concept of universal design, 3) Verification by using screen reader. Compared to the verification through automated verification tool, the overall compliance rate verified through UD-WCAG was reported lower.

  • Cultural contents should provide all the people web services to ensure accessibility without any obstacles as a core resource of nation including a code linking people and people beyond time and space. This study achieved that automated measure including 11 checkpoints and manual analysis including 11 criteria and 26 checkpoints of three areas in selected five web sites such as Culture Portal. Art Road, Korean Patterns, MFM, and e-Museum supported by Ministry of Culture & Tourism. As a result, web accessibility level of cultural contents analyzed it staying at the beginning level. This study Provided the directions in order to improve accessibility of cultural contents through showing real cases to practice for improving web accessibility.

A Study on the Accessibility of Web Resources via Citation Analysis (인용문헌에 나타난 웹 자원의 접근성에 관한 연구)

  • The purpose of this study is to analyze the accessibility of web resources contained in the references section of journal articles.1 was identified a total of 1,377 web citations for a major journal in information science over a ten year period. The results show that the accessible ratio of domestic web resources was at 40% and the ratio of foreign web resources about 50%. The accessible ratio of domain type web resources was shown 58% while the same ratio for file type web resources was 45%. This low accessibility of we resources in references poses threat to the overall value of journal articles.

People are facing with disability situations, and the elder people are facing with disability situation more and more. 'Everyone' is faced with disability situations. The value of the universality of accessibility oriented. The game is typical of modern society and culture activities, but society in Korea is still recognized as a special minority cultures. To understand about conflict over the game, we access game accessibility as a Despotic conditions. Game Accessibility implies a social meaning ; Cultural values of universal access to games, literacy games, new business creation, contents accessibility.
