In this paper, we propose an approach that efficiently builds regional hazardous weather prediction models based on past weather data. Doing so requires finding the proper weather attributes that strongly affect hazardous weather for each region, and that requires a large number of experiments to build and test models with different attribute combinations for each kind of hazardous weather in each region. Using our proposed method, we reduce the number of experiments needed to find the correct weather attributes. Compared to the traditional method, our method decreases the number of experiments by about 45%, and the average prediction accuracy for all hazardous weather conditions and regions is 79.61%, which can help forecasters predict hazardous weather. The Korea Meteorological Administration currently uses the prediction models given in this paper.
This study deals with the traffic accidents by weather condition. The objectives are to comparatively analyze the characteristics, and to develop the models of traffic accidents by weather condition. In pursuing the above, this paper gives particular attentions to testing the differences between two groups, and developing the models(Poisson and negative binomial regression) using the data of domestic circular intersections. The main results are as follows. First, three Poisson models and one negative binomial models which were all statistically significant were developed using the number of accident and EPDO by the clear weather and other as the dependant variables. Second, the differences between two models were comparatively analyzed using the chosen variables. This paper might be expected to give some implications to traffic safety policy-making to reduce and prevent the traffic accidents in circular intersections.
Accurate and reliable weather forecasts for temperature, relative humidity, and precipitation using advanced transformer models and IoT are essential in various fields related to global climate change. We propose a novel weather prediction device that integrates state-of-the-art transformer models and IoT techniques to improve prediction accuracy and real-time processing. The proposed system demonstrated high reliability and performance, offering valuable insights for industries and sectors that rely on accurate weather information, including agriculture, transportation, and emergency response planning. The integration of transformer models with the IoT signifies a substantial advancement in weather and climate modeling.
Impact by estimation error of hourly horizontal global solar radiation in a weather file on building energy performance was investigated in this study. There are a number of weather parameters in a given weather file, such as dry-bulb, wet-bulb, dew-point temperatures; wind speed and direction; station pressure; and solar radiation. Most of them except for solar radiation can be easily obtained from weather stations located on the sites worldwide. However, most weather stations, also including the ones in South Korea, do not measure solar radiation because the measuring equipment for solar radiation is expensive and difficult to maintain. For this reason, many researchers have studied solar radiation estimation models and suggested to apply them to predict solar radiation for different weather stations in South Korea, where the solar radiation is not measured. However, only a few studies have been conducted to identify the impact caused by estimation errors of various solar radiation models on building energy performance analysis. Therefore, four different weather files using different horizontal global solar radiation data, one using measured global solar radiation, and the other three using estimated global solar radiation models, which are Cloud-cover Radiation Model (CRM), Zhang and Huang Model (ZHM), and Meteorological Radiation Model (MRM) were packed into TRY formatted weather files in this study. These were then used for office building energy simulations to compare their energy consumptions, and the results showed that there were differences in the energy consumptions due to these four different solar radiation data. Additionally, it was found that using hourly solar radiation from the estimation models, which had a similar hourly tendency with the hourly measured solar radiation, was the most important key for precise building energy simulation analysis rather than using the solar models that had the best of the monthly or yearly statistical indices.
In this work, we propose weather prediction models to estimate hourly outdoor temperatures and solar irradiance in the next day using forecasting information. Hourly weather data predicted by the proposed models are useful for setting system operating strategies for the next day. The outside temperature prediction model considers 3-hourly temperatures forecasted by Korea Meteorological Administration. Hourly data are obtained by a simple interpolation scheme. The solar irradiance prediction is achieved by constructing a dataset with the observed cloudiness and correspondent solar irradiance during the last two weeks and then by matching the forecasted cloud factor for the next day with the solar irradiance values in the dataset. To verify the usefulness of the weather prediction models in predicting a short-term building load, the predicted data are inputted to a TRNSYS building model, and results are compared with a reference case. Results show that the test case can meet the acceptance error level defined by the ASHRAE guideline showing 8.8% in CVRMSE in spite of some inaccurate predictions for hourly weather data.
Weather is the most influential factor for crop cultivation. Weather information for cultivated areas is necessary for growth and production forecasting of agricultural crops. However, there are limitations in the meteorological observations in cultivated areas because weather equipment is not installed. This study tested methods of predicting the daily mean temperature in onion fields using geostatistical models. Three models were considered: inverse distance weight method, generalized additive model, and Bayesian spatial linear model. Data were collected from the AWS (automatic weather system), ASOS (automated synoptic observing system), and an agricultural weather station between 2013 and 2016. To evaluate the prediction performance, data from AWS and ASOS were used as the modeling data, and data from the agricultural weather station were used as the validation data. It was found that the Bayesian spatial linear regression performed better than other models. Consequently, high-resolution maps of the daily mean temperature of Jeonnam were generated using all observed weather information.

PURPOSES : This study develops various models that can estimate the pattern of road surface temperature changes using machine learning methods. METHODS : Both a thermal mapping system and weather forecast information were employed in order to collect data for developing the models. In previous studies, the authors defined road surface temperature data as a response, while vehicular ambient temperature, air temperature, and humidity were considered as predictors. In this research, two additional factors-road type and weather forecasts-were considered for the estimation of the road surface temperature change pattern. Finally, a total of six models for estimating the pattern of road surface temperature changes were developed using the MATLAB program, which provides the classification learner as a machine learning tool. RESULTS : Model 5 was considered the most superior owing to its high accuracy. It was seen that the accuracy of the model could increase when weather forecasts (e.g., Sky Status) were applied. A comparison between Models 4 and 5 showed that the influence of humidity on road surface temperature changes is negligible. CONCLUSIONS : Even though Models 4, 5, and 6 demonstrated the same performance in terms of average absolute error (AAE), Model 5 can be considered the optimal one from the point of view of accuracy.

City or Community-scale Energy Management System(CEMS) is used to reduce the total energy consumed in the city by arranging the energy resources efficiently at the planning stage and controlling them economically at the operating stage. Of the operational functions of the CEMS, generation forecasting of renewable energy resources is an essential feature for the effective supply scheduling. This is because it can develop daily operating schedules of controllable generators in the city (e.g. diesel turbine, micro-gas turbine, ESS, CHP and so on) in order to minimize the inflow of the external power supply system, considering the amount of power generated by the uncontrollable renewable energy resources. This paper is written to introduce numerical models for photo-voltaic power generation prediction based on the weather forecasting information. Unlike the conventional methods using the average radiation or average utilization rate, the proposed models are developed for CEMS applications using the realtime weather forecast information provided by the National Weather Service.
Numerical weather prediction (NWP) models play an essential role in predicting weather factors, but using them is challenging due to various factors. To overcome the difficulties of NWP models, deep learning models have been deployed in weather forecasting by several recent studies. This study adapts long short-term memory (LSTM), which demonstrates remarkable performance in time-series prediction. The combination of LSTM model input of meteorological features and activation functions have a significant impact on the performance therefore, the results from 5 combinations of input features and 4 activation functions are analyzed in 9 Automated Surface Observing System (ASOS) stations corresponding to cities/islands/mountains. The optimized LSTM model produces better performance within eight forecast hours than Local Data Assimilation and Prediction System (LDAPS) operated by Korean meteorological administration. Therefore, this study illustrates that this LSTM model can be usefully applied to very short-term weather forecasting, and further studies about CNN-LSTM model with 2-D spatial convolution neural network (CNN) coupled in LSTM are required for improvement.

New Zealand suffers from regular floods, these being the most common source of insurance claims for damage from natural hazard events in the country. This paper describes the origin and distribution of the largest floods in New Zealand, and describes the systems used to monitor and predict floods. In New Zealand, broad-scale heavy rainfall (and flooding), is the result of warm moist air flowing out from the tropics into the mid-latitudes. There is no monsoon in New Zealand. The terrain has a substantial influence on the distribution of rainfall, with the largest annual totals occurring near the South Island's Southern Alps, the highest mountains in the country. The orographic effect here is extreme, with 3km of elevation gained over a 20km distance from the coast. Across New Zealand, short duration high intensity rainfall from thunderstorms also causes flooding in urban areas and small catchments. Forecasts of severe weather are provided by the New Zealand MetService, a Government owned company. MetService uses global weather models and a number of limited-area weather models to provide warnings and data streams of predicted rainfall to local Councils. Flood monitoring, prediction and warning are carried out by 16 local Councils. All Councils collect their own rainfall and river flow data, and a variety of prediction methods are utilized. These range from experienced staff making intuitive decisions based on previous effects of heavy rain, to hydrological models linked to outputs from MetService weather prediction models. No operational hydrological models are linked to weather radar in New Zealand. Councils provide warnings to Civil Defence Emergency Management, and also directly to farmers and other occupiers of flood prone areas. Warnings are distributed by email, text message and automated voice systems. A nation-wide hydrological model is also operated by NIWA, a Government-owned research institute. It is linked to a single high resolution weather model which runs on a super computer. The NIWA model does not provide public forecasts. The rivers with the greatest flood flows are shown, and these are ranked in terms of peak specific discharge. It can be seen that of the largest floods occur on the West Coast of the South Island, and the greatest flows per unit area are also found in this location.
