A Study on the Necessity of Weather Information for Low Altitude Aircraft (저고도 운용 항공기를 위한 기상정보의 필요성에 관한 연구)

  • According to the Ministry of Land, Infrastructure and Transport press release ('18.12.21.) The amendment of the Aviation Business Act will reduce the capital requirements for aviation leisure operators and make it easier to enter aviation leisure businesses by improving regulations on small air transportation business. In addition, as the scale of the UAV(Unmanned Aerial Vehicle) sector is expected to increase globally, the dramatic increase in low altitude operating aircraft, including this, must be taken into account. The low altitude aircraft category is divided into small airplanes, helicopters, light aircrafts and ultra-light aircrafts, and instructors include school instructor pilots and student pilots, military and national helicopter pilots, and aviation leisure operators. In case of low altitude aircraft, there are cases of canceling operations due to low visibility and low clouds, and aircraft accidents due to excessive operation and sudden weather phenomenon. Therefore, in order to prevent low-altitude aircraft accidents, a safe flight plan based on weather conditions and weather forecasts and more accurate and local weather forecasts and weather forecast data are needed to prepare for the rapidly changing weather conditions.

  • This paper is part of the research about the selection and justification of Jeju international airport as an aircraft category 'F' alternative airport, which is the results of an weather analysis based on meteorological statistics. As the results of the study, it has been only 1 day per year (58minutes) that weather conditions of Incheon and Jeju international airports, from January 2006 to June 2011, are below landing weather minimums of each airport at the same times. This means that these airports are not within the same meteorological region, which is against the current orthodoxy. In addition, it is very rare that weather conditions of Jeju international airports are below landing weather minimums when Incheon international airport is below landing weather minima. It shows that the meteorological characteristics of these regions differ widely and the designation of Jeju international airport as an alternative airport is scientifically reasonable.

  • The purpose of this study is analysis of Korean peninsula aircraft turbulence using the numerical weather prediction model, KWRF with the various turbulence index and pilot weather report data. Compared with the pilot weather report data and Calculated the turbulence index using the KWRF model result, many turbulence index show the similar horizontal distribution, except for the TUB2 and VWS. The analysis of vertical structure of turbulence, there are some difference each turbulence index respectively, but severe turbulence turn up in 15,000ft almost turbulence index. above 20,000ft height, intensity of turbulence vary each turbulence index. Through this turbulence study, It is founded on the research and development of the Korean peninsula aircraft turbulence

A Study on the Development of Flight Prediction Model and Rules for Military Aircraft Using Data Mining Techniques (데이터 마이닝 기법을 활용한 군용 항공기 비행 예측모형 및 비행규칙 도출 연구)

  • Purpose This paper aims to prepare a full operational readiness by establishing an optimal flight plan considering the weather conditions in order to effectively perform the mission and operation of military aircraft. This paper suggests a flight prediction model and rules by analyzing the correlation between flight implementation and cancellation according to weather conditions by using big data collected from historical flight information of military aircraft supplied by Korean manufacturers and meteorological information from the Korea Meteorological Administration. In addition, by deriving flight rules according to weather information, it was possible to discover an efficient flight schedule establishment method in consideration of weather information. Design/methodology/approach This study is an analytic study using data mining techniques based on flight historical data of 44,558 flights of military aircraft accumulated by the Republic of Korea Air Force for a total of 36 months from January 2013 to December 2015 and meteorological information provided by the Korea Meteorological Administration. Four steps were taken to develop optimal flight prediction models and to derive rules for flight implementation and cancellation. First, a total of 10 independent variables and one dependent variable were used to develop the optimal model for flight implementation according to weather condition. Second, optimal flight prediction models were derived using algorithms such as logistics regression, Adaboost, KNN, Random forest and LightGBM, which are data mining techniques. Third, we collected the opinions of military aircraft pilots who have more than 25 years experience and evaluated importance level about independent variables using Python heatmap to develop flight implementation and cancellation rules according to weather conditions. Finally, the decision tree model was constructed, and the flight rules were derived to see how the weather conditions at each airport affect the implementation and cancellation of the flight. Findings Based on historical flight information of military aircraft and weather information of flight zone. We developed flight prediction model using data mining techniques. As a result of optimal flight prediction model development for each airbase, it was confirmed that the LightGBM algorithm had the best prediction rate in terms of recall rate. Each flight rules were checked according to the weather condition, and it was confirmed that precipitation, humidity, and the total cloud had a significant effect on flight cancellation. Whereas, the effect of visibility was found to be relatively insignificant. When a flight schedule was established, the rules will provide some insight to decide flight training more systematically and effectively.

  • The purpose of this study is verification of threshold of the aircraft turbulence index and icing index using PIREPs and KWRF on Korean peninsula, to operational weather support. There is improvement in new threshold value made of the pilot weather report data and the turbulence and icing index from KWRF model result, using the ROC Diagram method. the accuracy is up to 0.6 compared with the precedent study result 0.5. Through this study, It is founded on the research and development of the Korean peninsula aircraft turbulence and icing.

  • The Prime objectives of this study are to identify and analyze possible solutions and select a solution for the specification and operation plan of the meteorological purpose aircraft in Korea. Infrastructure like meteorological purpose aircraft and aircraft operating systems should be set up and their efficient plan must be established to improve meteorological technic in Korea. As a result of the study, we have found that the turboprop engine powered aircraft is the most suitable to initial model for the meteorological purpose aircraft. It was found that the indirect operation method might be the best solution, also. The results of this study may be useful to make decision for selecting specification and operation of the meteorological purpose aircraft.

  • The purpose of this study is to analyze the aircraft icing index of Korean peninsula using the numerical weather prediction model, KWRF and pilot weather report data. As comparing the pilot weather report data with the calculated icing index using the KWRF model result, SCLW, RAP, and AFGWC index are more useful than any other index, and IC2, NAWAU, and RSID index are different case by case. But IC1, SID1 and SID2 index show that these overestimated severe icing in every vertical level. Through this icing study, it is expected that this study will help to develop the proper icing index of Korean peninsula.

  • Student pilots receiving flight education are inexperienced in piloting and situation judgment skills and are greatly affected by various factors such as psychological, physical, and environmental factors. In particular, one of the most influential factors in the flight education of student pilots is the weather conditions. Unlike large aircraft used in the air transportation business, small aircraft used for flight education have a great impact on education, such as flight restrictions depending on weather conditions, psychological pressure in severe weather, and deterioration of student skills. Therefore, in this study, the meteorological characteristics of meteorological factors that have a great influence on small aircraft were analyzed. As a result of the analysis, an efficient and safe training operation method was suggested to a professional pilot aviation training organization through the adjustment of the training period for the season, the increase in aircraft operation rate, and a safe solo flight plan considering the weather.

Meteorological Conditions for the Cloud Seeding Experiment by Aircraft in Korea (인공강우 항공실험을 위한 한반도 기상조건의 예비결과)

  • In this study, we investigated the optimal meteorological conditions for cloud seeding using aircraft over the Korean Peninsula. The weather conditions were analyzed using various data sources such as a weather chart, upper air observation, aircraft observation, and a numerical model for cloud seeding experiments conducted from 2018 to 2019 by the National Institute of Meteorological Sciences, Korea Meteorological Administration. Cloud seeding experiments were performed in the seasons of autumn (37.0%) and winter (40.7%) in the West Sea and Gangwon-do. Silver iodide (70.4%) and calcium chloride (29.6%) were used as cloud seeding materials for the experiments. The cloud seeding experiments used silver iodide in cold clouds. Aircraft observation revealed relatively low temperatures, low liquid water content, and strong wind speeds in clouds with a weak updraft. In warm clouds, the cloud seeding experiments used calcium chloride. Observations included relatively high temperatures, high liquid water content, and weak wind speeds in clouds with a weak updraft. Based upon these results, we determined the comprehensive meteorological conditions for cloud seeding experiments using aircraft over the Korean Peninsula. The understanding of optimal weather conditions for cloud seeding gained from this study provide information critical for performing successful cloud seeding and rain enhancement.

  • Due to the recent rapid increase in passenger and cargo air transport demand, the capacity of Jeju International Airport has been approaching its limit. Even though in COVID-19 crisis which has started from Nov 2019, Jeju International Airport still suffers from strong demand in terms of air passenger and cargo transportation. However, it is an undeniable fact that the delay has also increased in Jeju International Airport. In this study, we analyze the correlation between weather and delayed departure operation based on both datum collected from the historical airline operation information and aviation weather statistics of Jeju International Airport. Adopting machine learning techniques, we then analyze weather condition Jeju International Airport and construct a delay prediction model. The model presented in this study is expected to play a useful role to predict aircraft departure delay and contribute to enhance aircraft operation efficiency and punctuality in the Jeju International Airport.
