  • Over the last several years, regarding to the strategic items, the international community has seen governments make more formal commitments to adopt and implement effective export controls to counter the proliferation of weapons of mass destruction(WMD). United Nations Security Council Resolution 1540(that is "S/RES/1540") stands as the most important of these commitments. Many UN members already have export control laws and regulations in place to prevent the proliferation of weapons of mass destruction. Many members also participate in a variety of formal and informal international arrangements to coordinate their export control efforts. Nonetheless, each of these countries has its own unique legal framework for export controls. This generates considerable diversity in the construction of the specific national legal authorities. Over the last few years, however, a consensus over what constitutes the key elements of effective legal authorities for export controls has begun to emerge. Evidence for this development comes in the identification of best legal authorities or principles at several multilateral conferences on export controls.

  • A bioterrorism attack is the deliberate release of viruses, bacteria, or other germs(agents) used to cause illness or death in people, animals, or plant. These agents are found in nature, but it is possible that they could be changed to increase their ability to cause disease, make them resistant to current medicines, or to increase their ability to be spread into the environment. Terrorists may use biological agents because these agents can be extremely difficult to detect and do not cause illness for several days. Some bioterrorism agents, like smallpox virus, can spread from person to person, like anthrax, can not. From these agents, we discussed the characteristics of biological agents and national safety regulation on the weapons of mass destruction including bioterrorism.

Study on the State Leadership's Safety Measures Regarding the North Korean Threat of Weapons of Mass Destruction - Focuses on the Threat of North Korean Nuclear Weapons (북한 대량살상무기 위협에 대한 국가지도부 안전대책에 관한 연구 - 북한 핵무기 위협을 중심으로)

  • The concept of national security and the fundamental system for crisis management have departed from traditional methods and the importance of a national critical infrastructure crisis management has been emphasized. A national critical infrastructure crisis means a situation where human resource, material and functional system that may have a material effect on the critical functions of the government, the vitality and integrity of society, national economy and the safety of the public becomes disabled due to causes such as terrorism or major disasters. Although North Korea had been subject to numerous rounds of negotiations and sanctions as it continually developed nuclear weapons since the 1960s, it has also showed off its nuclear armaments through successful nuclear testings and missile launches. As the development and threat of North Korea's weapons of mass destruction becomes more noticeable and the range of its risk expands, this study focuses on the potential for an absence of leadership for national crisis management where the country's leadership, which should serve the critical role and function of handling national crises, becomes completely destroyed by the unexpected initial attacks by North Korea. As a result, the purpose of this study is to propose safety measures for the country's leadership in preparation for North Korea's threat of nuclear weapons by examining the concept and degree of risk of weapons of mass destruction with a focus on nuclear weapons, analyzing the substance of the threat of North Korean nuclear weapons and evaluating such threat. In conclusion, first, to ensure the normal functioning of a national crisis management system in the event of a national crisis, we must seek safety measures that conform to the scope and succession order of the leadership of the national crisis management for an Enduring Constitutional Government (ECG) and the Continuity Of Operations (COOP). Second, in the event of a national ceremony, the gathering of the country's leadership all together in an open place should be avoided. In unavoidable circumstances, the next in rank that will act on behalf of the current leader should be designated and relevant safety measures should be taken. Third, during time of peace, in preparation for national crises, the scope of protection for the country's leadership should be prescribed and specific security and safety measures should be implemented. Fourth, the succession order for acting president in the case of the death of the president pursuant to Articles 71 and 26(1) of the National Government Organization Act should reconsidered to see whether it is a reasonable provision that takes into consideration a national crisis management that corresponds to the threat of North Korean nuclear weapons and weapons of mass destruction. Pursuant to the Basic Guidelines for National Crisis Management set out under Presidential Directive No. 229, the Korean government is currently operating a case-by-case "crisis management standard manual" and its sub-manuals and has also prepared the Presidential Security Service's security and safety measure regulations regarding the acting president. Therefore, the Korean government should actualize the above points in the case-by-case crisis management standard manual and security and safety measure regulations regarding the acting president to implement and legislate them.

  • Recently, the Kim Jong Eun regime announced the completion of nuclear armed forces, and has been holding a summit meeting between the ROK and the US administration to promote the denuclearization of the Korean peninsula by the complete dismissal of the North Korean nuclear weapons toward the international community and the Republic of Korea. North Korea's Kim Jong Eun declares complete denuclearization, but in order to complete the real denuclearization of the Korean peninsula we seek, we need more practical preparation and preparation. In modern international society, the jungle law logic is applied precisely. A country that is not prepared cannot exist in history unless it believes only the good will of the other party and makes substantial preparations. Therefore, the top priority for us to prepare at this point is to obtain and manage complete information on the reality of North Korea's weapons of mass destruction. In particular, the weapons of mass destruction possessed by North Korea must be identified early on, and preparations for such weapons are essential, due to the seriousness of the damage. Therefore, this study complements the inherent limitations of modernized technology information in order to obtain accurate information on North Korea's threat of weapons of mass destruction, which is a serious issue directly linked to the survival of the Korean people and the state, And the operation plan was specified.

  • In recent years, there is growing concern about the potential use of biological agents in war or acts of terrorism accompanied an increased realization that rapid preparedness and response are needed to prevent or treat the human damage that can be caused by these agents. The threat is indeed serious, and the potential for devastating numbers of casualties is high. The use of agents as weapons, even on a small scale, has the potential for huge social and economic disruption and massive diversion of regional and national resources to combat the threat, to treat primary disease, and to clean up environmental contamination. Biological weapons are one of weapons of mass destruction (or mass casualty weapons, to be precise. since they do not damage non-living entities) that are based on bacteria, viruses, rickettsia, fungi or toxins produced by these organisms. Biological weapons are known to be easy and cheap to produce and can be used to selectively target humans, animals, or plants. Theses agents can cause large numbers of casualties with minimal logistical requirements (in wide area). The spread of disease cannot be controlled until there is awareness of the signs of infection followed by identification of agents; and if the organism is easily spread from person to person, as in the case of smallpox, the number of casualties could run into the tens of thousands. Biological weapons could be used covertly, there can be a lot of different deployment scenarios. A lot of different agents could be used in biological weapons. And, there are a lot of different techniques to manufacture biological weapons. Terrorist acts that make use of Biological Agents differ in a number of ways from those involving chemicals. The distinction between terrorist and military use of Biological Weapon is increasingly problematic. The stealthy qualities of biological weapons further complicate the distinction between terrorism and war. In reality, all biological attacks are likely to require an integrated response involving both military and civilian communities. The basic considerations when public health agencies establish national defence plan against bioterrorism must be 1) arraying various laws and regulations to meet the realistic needs, 2)education for public health personnels and support of concerned academic society, 3)information collection and cooperative project with other countries, 4)Detection and surveillance(Early detection is essential for ensuring a prompt response to biological or chemical attack, including the provision of prophylactic medicines, chemical antidotes, or vaccines) and 5) Response(A comprehensive public health response to a biological or chemical terrorist event involves epidemiologic investigation, medical treatment and prophylaxis for affacted persons, and the initiation of disease prevention or environmental decontamination measures). The purpose of this paper is providing basic material of preparedness and response for biological terrorism in modern society.

  • Approximately 95% of the world's trade moves by containers, primarily on large ships, but also on trains, trucks, and barges. The system is efficient and economical, but vulnerable. However, the rise of terrorism and the possibility that a container could be used to transport or actually be the delivery vehicle for weapons of mass destruction or high explosives have made it imperative that the security of shipping container system be greatly improved. This study proposed a trend of container security and its Countermeasures.

A Study on the Measures against Suicide Terrorism (자살테러에 대한 대책 연구)

  • Over the past two decades suicide terrorism has become an ever-widening phenomenon. When suicide terrorism was first introduced in the Middle East it seemed that this new phenomenon was invincible and that it might change the innate imbalance between terror groups and their rivalry governments. This did not in fact occur. Looking at history of terrorism, it can be seen that suicide attacks are in actuality a very old modus operandi. However, contemporary suicide terrorism differs from such historical tactics, just as the whole phenomenon of terrorism differs from ancient modes of warfare. Modern suicide terrorism is aimed at causing devastating physical damage. through which it inflicts profound fear and anxiety. Its goal is to produce a negative psychological effect on an entire population rather than just the victims of the actual attack. The relatively high number of casualties guaranteed in such attacks, which are usually carried out in crowded areas, ensures full media coverage. Thus, suicide terrorism, ranks with other spectacular modus operandi such as blowing up airplanes in mid air or the use of Weapons of Mass Destruction as a sure means to win maximum effect. For the purposes of this paper a suicide terror attack is defined as a politically motivated violent attack perpetrated by a self-aware individual (or individuals) who actively and purposely causes his own death through blowing himself up along with his chosen target. The perpetrator's ensured death is a precondition for the success of his mission. The greatest potential risk suicide terrorism may pose in future is if terrorists carry out operations combined with other spectacular tactics such as blowing up airplanes or the use of Weapons of Mass Destruction. Such a combination will increase immensely the death toll of a single terror attack and will have a shocking psychological effect on public moral. At this level suicide terrorism would constitute a genuine strategic threat and would probably be confronted as such. This study portrays a general overview of the modern history of suicide terror activity worldwide, focusing on its main characteristics and the various aims and motivations of the terror groups involved. In addition, This study provides an overview what is to be done to prevent such terrorist attacks.

  • The international community recognizes North Korea's nuclear and missile provocation as a real threat. This is due to the analysis and evaluation that has developed nuclear electro magnetic pulse of domestic and overseas North Korea experts, intelligence agencies related to electro magnetic pulse. Electro magnetic pulse experts are concerned about North Korea's nuclear electro magnetic pulse in the following aspects. First, industrial, military, medical, and living facilities in modern society are constructed with electrical and electronic systems. So, All electrical and electronic appliances will become neutralization if North Korea's nuclear electro magnetic pulse was set off over the world(i.e. Korean Peninsula, United States etc). Second, North Korea will judge that possibility of criticism by the international community is low from the point of view of an attacker. Because nuclear electro magnetic pulse aim to destroy only the electronic equipment of the opposite nation and cause damage rather than taking life. Finally, nuclear electro magnetic pulse is more threatening than weapons like mass destruction because it does not need to hit targets accurately and can strike a wide area with nuclear weapon of the low technology levels. In this respect, we will analyze and evaluate nuclear and missile development and make a prospects about nuclear electro magnetic pulse developed by North Korea.

  • North Korea has been preparing for WMD(Weapons Mass Destruction) using asymmetric force since it recognized the economic effects of CBR (Chemical, Biological, Radiological) weapons system operation and the limitations of conventional weapons. However, the threat only to conventional bombs, missiles and etc. is considered on the current Civil Defense Shelter, which could increase civil damages, not responding appropriately to disasters such as CBR weapons, terror attacks and etc. Therefore, this study confirms the current situation of Civil Defense Shelter and design criteria focused on CBR disasters so that we could make a plan and design of Civil Defense Shelter. In addition, we suggest the research result and improvements on Civil Defense Shelter and Design.
