  • Industrialization and urbanization of coastal areas in recent years have brought about a lot of coastal marine environmental problems. Water quality problems such as eutrophication or pollution by toxic chemicals are especially serious, threatening coastal ecosystems. These problems are mainly induced by anthropogenic loads of materials from the land. In order to design suitable counter measures, we should well understand the processes causing the problems. The Priority of Environmental Problems in Korea (우리나라의 환경문제 우선순위 도출 - 환경전문가를 중심으로 -)

  • This study was conducted to analyze the priority of environmental problems in Korea by investigating the environmental professionals' perception. The delphi technique was applied to identify their risk perception towards some specific items related with pollution. A standardized questionnaire on environmental problems and their priorities was used to 74 subjects. In the questionnaire, the environmental problems were divided into the general ones,9 items, and the specific ones,30 items. Also, the perception was associated with two points of view which were the risk on general human health or ecosystem, and on the present situation in Korea. The priority of risk from general environmental problems on human health or ecosystem was analyzed in the order of 'water pollution', 'air pollution', 'soil contamination', 'waste', 'toxic chemical pollutants', 'food contamination', 'ocean contamination', 'odor pollution', and 'noise pollution'. The priority of risk on the present situation in Korea was analyzed in the order of 'water pollution','air pollution','waste','toxic chemical pollutants','food contamination','soil contamination','ocean contamination','odor pollution', and 'noise pollution'. And these priorities were significantly related with the characteristics of respondents such as sex, age, and major concerned area. However, for the first five priorities of risk from the specific environmental problems on human health or ecosystem, the environmental professionals agreed with 'automotive vehicle exhaust', 'domestic and industrial source pollutants to surface water', '$CO_2$nd g1oba1 warming effect','toxic air pollutant' and 'industrial source air pollution'. The priorities of risk on the present situation in Korea were similar to these results.

  • Recently human beings face serious water crisis, namely water management at the critical moment because of rapid increasing in population, subordinate part of a national budget, water pollution by domestic use and industrial use or waste, agricultural water use by intensive market farming, excessive development and extraction of water sources, and etc. We become to recognize that water and sanitation is the one of most important part which is threatening us with a drain on the water resources and death around the world and then are making opportunities of discussion for water policies and solutions of water problems through international network such as Global Water Partnership(GWP), World Water council(WWC). World Water Forum(WWF), as one of main water-related activities, aims at sharing knowledge and experience among various stakeholders for accomplishing a holistic water resources management by making common thoughts regarding the necessity of integration among different organizations related with water management, problems and issues. Also the unity of each local area for the holistic approach focuses on showing present local actions and actively supporting them, and suggesting new ideas. With Korea's participation in the 4th WWF this year, Korean government should have consistency in its establishment and implementation of sustainable water resources policies as a more active and future-oriented member of international water network. Finally it will be necessary that we will set up an organization and system which does publicity activities about results of various local actions of Korea around the world through next WWF in the future and contribute to solving global water problems.

  • Water problems recently, not only influence environmental issues such as water quality and water management but also influence socioeconomic issues such as poverty, gender, and regional conflicts. Therefore there is increasing attention on water education as part of the environmental education. Yet water education in formal education is only treated with particular subjects like science and social studies with limited contents which fails to cover the social, economic problems related to water thoroughly. Also, though there is an active water education on the field of informal education. its contents are also very limited. Water education requires the implementation of a comprehensive and holistic approach that can holistically consider economic and social problems as well as environmental problems. Therefore in this research, 'water education for sustainable development' is set up as a direction of contents development which include interdisciplinary and holistic aspects. Contents development of water education for sustainable development is an reflection of the experts and teacher's opinions and contain of: main category dividing into three pillars of sustainable development such as environment, economy, and society, and subcategory covering environmental science's objective including knowledge, skill, attitude, and action as well as local, national, regional, and global issues.

Work-related Injuries and Diseases of Fisheries in Korea (어업인의 업무관련성 손상 및 질병에 관한 고찰)

  • There are many work-related injuries and diseases of fisheries in Korea. Fishermen have exposed to harmful environment, such as natural disasters, ultraviolet, noise, vibration, organic solvents, ergonomic risk factors, loss of fresh water and food, and psychologic stress. They have suffered from numerous work-related health problems, including musculoskeletal disorders, cardiovascular diseases, infectious diseases, pyschological diseases, decompression sickness, and so on. Sea accidents can cause deaths of fishermen and if sea pollution is occurred, fishermen have a great economic damage. However, the concern of these injuries and diseases has been little because they are small in number and have decreased. Fisheries are important core industries, so the problems of fisheries have to be solved by a government. But work-related injuries and diseases are not investigated properly and accurate diagnoses are not made due to loss of concern. We hope that this article will be a cornerstone to solving the work-related problems of fisheries.

Restructuring of Water Governance Institution in Korea (우리나라 물관리 체제의 혁신)

  • In Korea, water management policy had been successfully conducted until late 1980's. During the period, fundamental needs of human-being, such as requirements of drinking and irrigation waters and flood protection for living, had been satisfied. However, most of recent water problems occurred after the late 1980's such as water quality management and new water resources development, have been unresolved and accumulated. Because, our water governing institutions have become ineffective as water management issue has been changed gradually from fundamental human needs such as water supply and/or flood protection to complex/integrated issues, for example, river restoration. To solve those water problems accumulated, we needs a new paradigm of water governing institution such as setting up national water management committee and river basin committee, in order to coordinate water-related ministries' policies and establish national water resources planning in an integrated format.

  • The variable-frequency type water supply equipment, which adopts the variable-voltage and variable-frequency converter(VVVF converter) to govern automatically the rotating speed of a pump, can save 15-20% of power, as compared with a throttle-controlled pump device or an airpressurized water supply equipment, and is finding a wide application. However, it still has some disadvantages : greater pressure fluctuations during switching over the pump and prolonged low-effeciency running of the pump in the case of small consumption of water. Therefore, it is difficult to apply the equipment to the fire water supply system where the water should not be put into use unless a fire takes place, and the water pressure in pipelines should permanently remain constant. This paper introduces the automatic regulation principle of the variable-frequency type air-pressurized water supply equipment (hereafter referred to as simply BFQS equipment) for dual purposes of daily life and fire control, which combined both technologies of speed governing by a converter and air-pressurized water supplying, then discusses some problems related to automatic control, and finally gives the experimental results of an embodiment-BPQS-100-50 water supply equipment.

Effect of constant loading on unsaturated soil under water infiltration conditions

  • In many tropical regions, soil structures often fail under constant loads as a result of decreasing matric suction due to water infiltration. Most of the previous studies have been performed by infiltrating water in the soil specimen by keeping shear stress constant at 85-90% of peak shear strength in order to ensure specimen failure during water infiltration. However, not many studies are available to simulate the soil behavior when water is infiltrated at lower shear stress and how the deformations affect the soil behavior if the failure did not occur during water infiltration. This research aimed at understanding both the strength and deformation behavior of unsaturated soil during the course of water infiltration at 25%, 50% and 75% of maximum deviatoric stress and axial strain by keeping them constant. A unique stress-strain curve expresses the transient situation from unsaturated condition to failure state due to water infiltration is also drawn. The shearing-infiltration test results indicate that the water infiltration reduces matric suction and increase soil deformation. This research also indicates that unsaturated soil failure problems should not always be treated as shear strength problems but deformation should also be considered while addressing the problems related to unsaturated soils.

  • The study of lake pollution problems is often related to the dynamic behavior of phosphorus. Several phosphorus models are available that may be suitable to study these problems. Depending on the the management objectives and data availability, some models may be more appropriate than others. Criteria are defined to help modelers choose the most appropriate total phosphorus models for different lakes. These criteria consider in-lake processes such as sediment feedback, stratification, and algal uptake and recycle.

  • The advantages of solar energy are that it is renewable, infinite supplied and environmentally safe energy source. However, solar energy related products have the problems such as the limitation for installation, problems in maintenance and insufficient reliability which have been the barrier to consumers to satisfy the purchase need for solar heat related products. In this regard, in order to support the solar energy related companies the necessity for various technical information required for the commercialization of new products such as various performance test necessary for the certification of solar energy system, standardization for facilities and products, performance evaluation method and the measurement of performance is suggested. The purpose of this paper is to design the monitoring system for positive tests of system linked household hot water system using solar heat out of various solar energy systems, to establish an analysis and monitoring system for performance maintenance and operation technique, and to configure the centralized detection network by utilizing remote monitoring system. This research also aims at conducting monitoring for operation and performance evaluation in relation to database establishment and analytical evaluation and at describing the method of enhancing the reliability of solar energy system through the development of performance evaluation program.
