As an essential prerequisite for systematic and integrated management of river water, it is necessary to secure the basic data such as discharge supplied to the river and released from the river. Under the current permit system for river water use, 59.1% of licensed facilities were found to have no discharge meters in 2017, especially for agricultural water, which makes it difficult to secure reliable data as a large portion of the reports are voluntarily reported by users. In this study, the indirect discharge measurement method of calculating the discharge through the power usage of the pumping station was applied to secure reliable discharge data. In particular, focusing on the fact that the discharge calculated by the power usage method differed with the actual discharge according to the level of the river, the study was conducted on improving the power usage method reflecting the river water level and improving the accuracy of discharge data. Analysis of the discharge calculated using the power usage method considering river water level using the correlation analysis method such as regression analysis, percent difference, root mean square error etc. confirmed that the results are not high compared to the conventional power usage method, but are slightly more approximated to the actual discharge. Therefore, although reliable discharge data can be obtained from the existing power usage method, it is expected that more accurate data on intaking water of river water can be obtained if the improved power usage method is used at points where the variation in the water level of the river is large.

In this study, we developed a program to estimate discharge efficiently considering major hydraulic characteristic including water level, river bed, water slope and roughness coefficient in a natural river. Stream discharge was measured at Gongju gauge station located in the down stream of the Daechung Dam during normal and dry seasons from 2003 to 2004. The developed model was compared with the results from the existing rating curve at T/M gage stations, and was used for runoff analyses. Evaluating the developed river discharge estimation program, it was applied during 1983-2004 that base flow separation method and RRFS (Rainfall Runoff Forecasting System) which is based on SSARR (Streamflow Synthesis And Resevoir Regulation). The result presents the stage-discharge curve creator range at the Gong-ju is overestimated by approximately $10-20\%$, especially at the low stage. It is attributed to the hydraulic characteristics at the study. The discharge simulated by the RRFS and base flow separation, which is calibrated using the measurement at the early spring and late fall season during relatively d]v season, shows the least errors. The coefficient of roughness at Gongju station varied with the high and low water level.

In Turbine performance diagnosis, Kwater(Korea Water Corporation) got an enough ability and decent reputation for who has invested lots of time and effort for buildup and development. In Korea as a public corporation who should take a crucial roll in Turbine business, Kwater has introduced some developed new technology for other domestic concerned one. With this writing, I'd like to introduce ASFM system as a newly developed instrument that can cope with lots restriction in discharge measurement in turbine. Kwater adopted the system in 2005, and performed 2 times of trial test. The test result was good enough to use the system as a reference test method.
Derivation of stage-discharge relationship and characteristics for Yangsan river is presented in this paper. This research has been conducted as the second one after the first trial in 1997. The determination of discharge at a Yangsan river gauging was best made by measuring the flow velocities with a current meter and rod float. The rating curve obtained through 52 stage-discharge measurements on Yangsan river basin in 1999 is represented by Q=15.3540-140.6076H+182.44372H$^2$, which is discovered to be most excellent among other curves in reliability analysis. The observed stage-discharge data for Yangsan river was tested by HEC-RAS program, and reproduction of discharge by the induced curve was investigated and compared with the computational results. The rating curve of Yangsan river shows characteristics of Yangsan river more accurately compared with those separated in terms of water levels.
This study was carried out to investigate the characteristics of the pollutant discharge from non-point source and to estimate the unit loads of the pollutant discharge from the upper watershed of Seomjin Dam during rainy season. The upper watershed of Seomjin Dam is located in the middle of Jeonbuk province is formed two tributaries mainly. A sub-branch stream of those tributaries is Imsil stream of which flow rate is about 13% of the main stream of Seomjin reservoir normally. On the basis of measurement result in this study, the water quality of Imsil stream was fluctuated highly and the quantity of measured pollutant discharge was higher than the value calculated with the proportion of flow rate during dry season. On the contrary, during rainy season the mean values of flow rate and water quality were higher than the quartile according to the statistical analysis. That means rainfall can influence strongly on the water quality of the upper watershed of Seomjin reservoir. Among the several criteria of water quality, SS discharge was most sensitive to the flow rate variation of stream, which was fluctuated in proportion of rainfall, basically. It was evaluated the event mean concentration (EMC) of non-point source pollutants depending on rainfall events as well. Though the pollutant discharge unit of Imsil stream was lower than the main stream of Seomjin reservoir, the EMC value of Imsil stream was higher than the main stream of Seomjin reservoir.
Different from the main land of South Korea, Jeju Island has been in difficulties for measuring discharge. Due to high infiltration rate, most of streams in Jeju Island are usually in the dried state except six streams with the steady base flow, and the unique geological characteristics such as steep slope and short traveling distance of runoff have forced rainfall runoff usually to occur during very short period of time like one or two days. While discharge observations in Jeju Island have been conducted only for 16 sites with fixed electromagnetic surface velocimetry, effective analysis and validation of observed discharge data and operation of the monitoring sites still have been limited due to very few professions to maintain such jobs. This research is sponsored by Ministry of Land, Transport and Maritime Affairs to build water cycle monitoring and management system of Jeju Island. Specifically, the research focuses on optimizing discharge measurement techniques adjusted for Jeju Island, expanding the monitoring sites, and validating the existing discharge data. First of all, we attempted to conduct discharge measurements in streams with steady base flow, by utilizing various recent discharge monitoring techniques, such as ADCP, LSPIV, Magnetic Velocimetry, and Electromagnetic Wave Surface Velocimetry. ADCP has been known to be the most accurate in terms of discharge measurement compared with other techniques, thus that the discharge measurement taken by ADCP could be used as a benchmark data for validation of others. However, there are still concerns of using ADCP in flood seasons; thereby LSPIV would be able to be applied for replacing ADCP in such flooded situation in the stream. In addition, sort of practical approaches such as Magnetic Velocimetry, and Electromagnetic Wave Surface Velocimetry would also be validated, which usually measure velocity in the designated parts of stream and assume the measured velocity to be representative for whole cross-section or profile at any specified location. The result of the comparison and analysis will be used for correcting existing discharge measurement by Electromagnetic Wave Surface Velocimetry and finding the most optimized discharge techniques in the future.

Acoustic Doppler Current Profilers (ADCPs) have been widely utilized for assessing streamflow discharge, yet few comprehensive studies were conducted to evaluate discharge uncertainty in consideration of individual uncertainty components. It could be mostly because it was not easy to determine which uncertainty framework can be appropriate to rigorously analyze streamflow discharge driven by ADCPs. In this regard, considerable efforts have been made by scientific and engineering societies to develop a standardized theoretical framework for uncertainty analysis in hydrometry. One of the well-established UA methodology based on sound statistical and engineering concepts is Guide to the Expression of Uncertainty Measurement (GUM) adopted widely by various scientific and research communities. This research fundamentally adapted the GUM framework to assess individual uncertainty components of ADCP discharge measurements, and subsequently provided results of a customized experiment in a controllable real-scale artificial river channel. We focused particularly upon sensitivities of uncertainty components in the GUM framework driven by ADCPs direct measurements such as depths, edge distance, submerged depth, velocity gap, sampling time, repeatability, bed roughness and so on. Section-by-Section method for ADCP discharge measurement was applied for uncertainty analysis for this study. All of measurements were carefully compared with data using other instrumentations such as ADV to evaluate individual uncertainty components.
The water resources system of Jeju-do Island entirely depends on groundwater. This study is making a precision observation of baseflow, surface water, water shortage that might be vulnerable to climate change and drought in future. The field observation of baseflow discharges in Akgeuncheon stream has regularly been made with ADCP and ADC and Flowmate every two weeks for twenty-two (22) months (July 8, 2011 to April 27, 2013). This paper represent the results of calculating discharge of a number of hydraulic structures (broad-crested weirs) with comparing and has been calculated more accurate discharges with suitability of different observation methods. The average discharge has been observed 0.851 $m^3/s$, whereas the average ADC and Flowmate is 0.709 $m^3/s$. Meanwhile, stream discharge has been calculated 0.709 $m^3/s$ through the broad-crested weir equation. The discharge has calculated with the weir equation greatly changed according to even a small change in the water level. However, it showed a similar trend to one of the observed discharge. Although, in past there were generating errors caused by observers' strides, vertical and horizontal flow velocity distribution when the average flow velocity had been measured, non-prismatic flow, turbulent flow and others in ADC. This study comes up with the weir equation is more suitable for the characteristics of Jeju-do could be presented through an observations of baseflow discharge.
In this study, the Chiu-2D velocity-flow rate distribution based on theoretical background of the entropy probability method was applied to actual ADCP measurement data of Gangjung Stream in Jeju from July 2011 to June 2015 to predict the parameter that take part in velocity distribution of the stream. In addition, surface velocity measured by SIV (Surface Image Velocimeter) was applied to the predicted parameter to calculate discharge. Calculated discharge was compared with observed discharge of ADCP observed during the same time to analyze propriety and applicability of depth of water velocity average conversion factor. To check applicability of the predicted stream parameter, surface velocity and discharge were calculated using SIV and compared with velocity and flow based on ADCP. Discharge calculated by applying velocity factor of SIV to the Chiu-2D velocity-flow rate distribution and discharge based on depth of water velocity average conversion factor of 0.85 were $0.7171m^3/sec$ and $0.5758m^3/sec$, respectively. Their error rates compared to average ADCP discharge of $0.6664m^3/sec$ were respectively 7.63% and 13.64%. Discharge based on the Chiu-2D velocity-flow distribution showed lower error rate compared to discharge based on depth of water velocity average conversion factor of 0.85.
A method is presented which enables easily the computation of the suspended sediment discharge as the mean sediment concentration and mean flow velocity. This method has significant advantages over the traditional method, which principally depend on a set of measured concentration data. The method is based on both a new sediment concentration and mean sediment concentration equations which have been derived from the entropy concept used in statistical mechanics and information theory: (1) The sediment concentration distribution equations derived, are capable of describing the variation of the concentration in the vertical direction. (2) The mean concentration equation derived, is capable of calculating easily the mean concentration by using only one measured concentration in open channel. The present study mainly addresses the following two subjects : (1) new sediment concentration and mean sediment concentration equations are derived from the entropy concept : (2) An efficient and useful method of suspended sediment-discharge measurements is developed which can facilitate the estimation of suspended sediment-discharge in open channel. Flume and laboratory data are used to carry out the research task outlined above. An efficient method for determining the suspended sediment-discharge in the open channel has been developed. The method presented also is efficient and applicable in estimating the sediment transport in rivers and the sediment deposit in the reservoirs, and can drastically reduce the time and cost of sediment measurements.
