Volunteer services in communities work to provide human and material resources needed in social welfare centers and help the centers efficiently and effectively respond to diverse needs in society as well as provide quality services to clients. With this in mind, this study presents a few political suggestions on their utilization. First, potential volunteer development should be done in communities. Second, users of diverse volunteering services should be developed. Third, centers should pay attention to promotion of volunteers and the volunteers should be completely educated before services are rendered.

This study aims to develop strategies to reinforce the roles of universities and volunteer service activities centering on promotion of their connections to communities and community-oriented volunteer service activities. First, for autonomous and continuing development of volunteer services, universities should have active connections with service organizations. Second, more specialized volunteer service programs should be developed. Third, as volunteer service activities are somewhat forced on college students, recognition for them should be improved. Fourth, as the quality of the service and academic achievement decrease, conditions for volunteer service education and programs should be made available. Fifth, for continuing participation in volunteer service activities, organized systems should be established.
This research investigated the improvement plan for Korean Volunteer Fire Department through comparative consideration of overall operation system of Japanese and U.S. Volunteer Fire Department. For this, the researcher utilized descriptive approach according to documentary survey method including relevant academic essay, advanced research report, national institution publication, fire fighting-related books, textbook for new comers of Japanese fire department, and overseas training report, etc., and suggested an improvement plan for efficient operation of Korean Volunteer Fire Department. Research results are, first, enhance the community spirit of local community and establish of the status of Volunteer Fire Department. second, enlarge the scope of the work of Volunteer Fire Department to rescue, emergency medical services. third, organize task force team which is in charge of professional field education and training for Volunteer Fire Department. fourth, improve individual reward system and establishment of Volunteer Fire Department's identity and reinforce financial support. The researcher expects the research results can be utilized as the basic materials for the development of Korean Volunteer Fire Department, henceforth.
This study was conducted to examine the present state, types of services, difficulties, education programs, motivation, satisfaction and attitude of hospice volunteers and also to suggest supporting programs for the volunteer. For these purposes, a questionnaire was distributed among the 200 hospice volunteers in ten hospice organizations in Daejeon and Chungcheong province. In this research, 85.5% of the respondents were women and most of them were housewives in their forties and fifties. The majority of hospice volunteers had an education background of more than high school. Christianity (94%) was the dominant religion of volunteers. Among the service area of the hospice, emotional caring, such as listening closely and establishing empathy were the most frequently done by the respondents and the next one was spiritual care. Hospice volunteers who had started with altruistic motivation show more dynamic activities in emotional, spiritual, physical caring and so on, than those with non-altruistic motivation. Most of the respondents expressed that they felt a hospice volunteer was valuable. However they had a hard time to overcome the sorrow coming from sharing empathy with the dying patients. Those who had started with altruistic motivation usually took part in two times per a week and had more positive attitude. Volunteers who had been working more than five years showed better attitude than those who had been working less than three years. The longer the voluntary services, the more positive attitude experienced by volunteers. Hospice volunteers encountered the most considerable difficulty with lack of background knowledge and their actual capability. Insufficiency of time was the next reason for the considerable difficulty of the hospice volunteer. On the other hand, those who served more than twice per week replied that lack of background knowledge and their capability were the least considerable difficulty. Insufficiency of time was the reason of difficulty for male volunteers, as well as for females under thirty and those in their forties and fifties respectively. Generally most of the hospice volunteers (70%) were satisfied with their services and they usually satisfied with physical caring, spiritual caring, hospice's family caring. The less difficulty in voluntary services, more satisfaction for the volunteers in the end. There is a positive correlation between a attitude of the hospice volunteer and frequency of voluntary services while the volunteers' difficulty affect negatively their attitude as well as the frequency of voluntary services. Most of the hospice volunteers want to have more education about basic skills, volunteer's attitude and role, spirituality, the way of attending on the hospice and so on. Most of them considered discussion and sharing different cases as the most effective method. They also wish to had more supporting programs for the hospice volunteers(in the order of their needs) such as regular events, newsletters, personal concern, social meetings among the volunteers, insurance and minimum expenses. Based on the study results, more programs should be run in order to activate the voluntary services regardless of their gender and education background. A continuous practical supporting policy and education programs are required in order to provide special education and training courses considering every field of voluntary services. Expanding the role of the volunteers allows them more opportunities to take part in voluntary services and th activate participation. It is necessary to establish a new hospice system as a part public medical system, which can not only facilitate the voluntary services for a hospice but also enhance professional hospice volunteers. Finally, experts are needed to operate the voluntary services effectively.
Purpose: The purpose of the study is to investigate the actual state of activity on domestic and foreign civil anti-disaster organizations, related suggestions, and development plans. Methods: This study used the documentary survey research method and the technical approach method. Civil anti-disaster organizations' information was derived from detailed scholarly monographs, specialty publications, and previous studies of master doctorate dissertation. Results: Volunteer Fire Department and voluntary crime prevention groups show problems related to budgetary deficits and volunteer deficiency. In order to resolve these issues, laws must be enacted to guarantee interest and support. In addition, the Citizen Corps Active in Disaster (CAIND) organization requires a dedicated salary system to address the investment of its workforce and the cost of heavy equipment. Moreover, deficiencies were revealed regarding the lack of systems in support of occupational education and training. In conclusion, several weak points require close attention. Conclusion: The results of this comparative analysis study about the domestic and foreign civil anti-disaster organizations provide insight into identity materialization and concept establishment.

Designing the User-Based Voluntary Service Recommendation Program proposed in this study was motivated by the fact that it is not easy for volunteers to find a place for their services. Even though there are many volunteer centers or organizations, volunteers often experience difficulty in where and how they should apply for their work as those places are not well promoted. Thus, this program has been designed by applying the mobile push services along with location technology. The authors plan to introduce the program to the public as an open source by implementing the program with both Android and Python - hoping that the program will be useful to the users and volunteer organizations.
The purpose of this paper is to study effects of participation motivations, relationships, and compensation on a satisfaction in activity of volunteer firefighter. For this purpose, we surveyed 106 volunteer firefighter worked in Sejong city. The survey data was analyzed the reliability in questionnaire design by SPSS 20.0 win program. Also, the interrelationship of each factors were confirmed by analysis of frequency, percentage and regression analysis. Furthermore, the regression analysis was performed in order to investigate effects of motivations, interpersonal relationships, and compensation on a satisfaction in activity of volunteer firefighter. A factor of motivations, interpersonal relationships, and compensation was found to be a positive influence on a satisfaction in activity of volunteer firefighter under significance probability of < 0.05. The overall satisfaction was influenced in order of motivations, compensation, interpersonal relationships. This paper is expected to serve as a basis for the efficient operation of the Korean Volunteer Fire Department.
The purpose of this study is to develop human resources and management system model for home-based welfare services. For the purpose of the study, both of method of literature review about home-based welfare services and previous research and survey were used in the study. The subjects of the survey were Junior and senior high school students, the employed, housewives, the disabled, and the aged. They were considered as human resources for the home-based welfare services. Based on the result of the survey and related theories, the study suggests the model for the development of volunteers and management system composed of recruitment, education and training, disposition, management and supervision, and evaluation for home-based welfare services. Assuming linking and cooperation between volunteer center and agency using volunteers which provide home-based welfare services, the model was developed. The role of volunteer center is recruitment, education and training. The agency using volunteers is responsible for education, disposition, supervision, and evaluation related to practice. In the stage of recruitment, elaborating strategy considering characteristics of group was suggested. In the campaign, use of mass media, selection of timing, equal opportunity for all group were suggested. Also outreach strategy as a effective recruitment strategy was presented. In the stage of education and training, method and content of education in each stage of primary education and re-education were presented. In the stage disposition, method and content for the right volunteer in the right place were suggested. In the stage of management and supervision, supervision by coordinator and necessity of using volunteers as para-professionals was suggested. Also the necessity of program operation for volunteer maintenance and management was discussed. In the stage of evaluation, time, main body, and method of evaluation was suggested.

The purpose of this study is to evaluate an education program to take care of the elderly in the rural area. The education program that includes 4 sessions are carried out in the community center. The 4 sessions are to understand rural elderly and volunteer role, help elderly's daily living, aid elderly to use welfare services and support the elderly's leisure. The subjects were 30 persons under 60 years of age living in Jangseong and Hoengsung villages. By paired t-test, knowledge on caring and the attitude for elderly and volunteer showed significant differences between before and after the education program. After the training, 66.7% of the subjects answered 'yes' to the question that asked whether they would like to participate in caring volunteer for neighboring elderly. Subjects's positively changed attitude can stimulate positive behavior that eventually enables them to provide high quality services. The satisfaction of the program showed high scores for contents, place and operation of education.
Volunteers activities in Health Centers are strategically important for the efficient utilization of human resource and local people's health promotion in community. With these backgrounds. this study is conducted to examine significant factors in relation to demand and utilization of volunteers in Health Centers. and the factors are the characteristics of Health Centers. volunteer management factors and external environment factors. Subjects in this study were 245 Health Centers all chosen. Data were collected from April. 12. 1999 to May. 31. 1999. and the data for analyses were ones of 116 respondents. Then. the data coded and submitted to Fisher's exact test. NPAR1WAY ANOVA, Correlation analysis. multiple regression analysis, multiple logistic regression analysis with SAS program. The key results from this study can be epitomized as follows: 1. 43.1% of responding health centers answered that they 'utilize volunteers'. The average number of volunteers who were engaged in responding health centers was 43, out of which 7 were men and 36 were women. As for the adequacy of the number of the volunteers. 55.1% responded 'not enough' and 30.6% responded 'adequate'. The more the number of volunteers needed. the more the number of utilizing volunteers is. When asked about their views concerning the utilization of volunteers in Health Centers. 88.7% of all respondents answered in the affirmative. The accountable factor for the utilization of volunteers was the present utilization of volunteers. 2. Concerning the reasons for using volunteers. 'to induce local people's participation in health services' was the highest comprising 76% of the responding health centers. 3. Most of volunteers were housewives and independent enterprisers. The most type of volunteer activities was 'just simple labor'. 4. As for the action duration of volunteers. 69.4% answered 'under 6 months'. The factor was significant difference with the action duration of volunteers was 'to provide social meeting' in the middle of rewards for volunteers. 5. Asked about the problem in utilizing volunteers. 53.2% answered 'the difficulty of recruitment and education for volunteers'. and 42.6% answered 'lack of budget and manpower needed for the utilization of volunteers.' 6. Concerning the evaluation of the performance by volunteers. 88% answered 'satisfactory'. With regards to the reason for that. 29.3% answered 'volunteers can provide various kinds of services' 7. 88.7% of responding health centers answered that they will continuously or newly utilize volunteers in the future. 8. The main health program services which expect utilization of volunteers were visiting health services(63.2%). old people's health services (25.3%). These were not significant difference with any explanatory variable. 9. The average number of volunteer needed in responding health centers was 38. The more the average number of utilizing volunteers. the more the number of volunteers needed is. The more the degree of financial independence. the more the number of volunteers needed is. In conclusions. Health centers are necessary to promote their role of recruitment. education and training for volunteers. the development of volunteer activities programs.
