Policy Directions and Promotional Tasks for Vitalization of Social Economy Organizations (사회적경제조직의 활성화를 위한 정책 방향과 추진 과제)

  • Although social economy organizations have achieved quantitative growth in various types and fields, they have been mainly promoted by the government, and there is still room for qualitative improvement, such as institutional reorganization, support systems and support methods, compared to advanced countries. In this study, the problems of social economy organizations, the current status and actual analysis of social economy organizations, the policy delivery system, obstacles to the development of social economy organizations, and problems of activation, etc. were reviewed through previous studies. Through this, policy directions and tasks for revitalization of future social economy organizations were presented. As a result, the policy direction for revitalization of social economy organizations requires private and local government initiatives, expansion of fields, customized support for the creation of a growth ecosystem, and various linkage cooperation. Organizational capacity development and education, reinforcement of various linkage cooperation systems, creation of an investment ecosystem, and joint market development are necessary.

Technology Transfer Process of Daegu Automotive Parts Industry (대구 자동차부품산업의 기술이전 프로세스)

  • This paper analyzes the technology transfer mechanism of companies clustered in a specific economic space from the perspective of absorptive capacity, taking the Daegu automotive parts industry as an example. According to the analysis results, The absorptive capacity of a company was found to be positively related to the supplier, channel, method, and institutional interaction of technology transfer. Low absorptive capacity limits technology transfer by reducing companies' technology search capabilities, while high absorptive capacity gives companies access to technology search and various technology transfer opportunities through formal and informal channels. These results suggest that, in the short term, it is necessary to supplement the search capabilities of companies through preemptive visiting services of local intermediaries for the vitalization of regional technology transfer, while in the long term, a policy approach focusing on enhancing the absorptive capacity of local companies is required. For effective implementation of these policies, a multi-layered governance approach corresponding to each level of companies' absorptive capacities is required in establishing an interface structure that promotes linkage between institutional actors.

A Study on Measures to Promote Rural Community Empowerment Project for Residents in Jinja, Uganda: Focused on On-Site Investigation on the Feasibility of Creating a Tourism Agriculture Complex

  • The purpose of this research is to strengthen rural community empowerment by creating a tourism farm as a plan to reduce relative poverty and to improve the quality of life by creating jobs and increasing the income of local residents in underdeveloped countries. To do so, literature review, stakeholder interviews, on-site investigations, focus-group interviews, a project meeting for residents and a questionnaire survey were performed and analyzed and the results were as follows. First, Uganda has the potential to increase agricultural production based on its warm climate, fertile land and abundant natural resources. The quality of life of local residents is expected to be improved by realizing high-added values through the convergence of the conventional existing agricultural industry and other industries if the agricultural technology is properly transferred based on abundant labor force and low labor expenses. Opportunities for the success of the project can be spread to other rural villages across the country. Second, since local residents are now cultivating sugar cane, cassava, matoke, banana, coffee and so on as a farm owner, tourism agriculture with high-added values can be promoted by vitalizing communities based on farming technology to be transferred and a cooperative farm. It is also necessary to implement a rural community empowerment project to do so. Third, the university that is the cooperative partner of the project is positively considering to train experts by establishing a community development department, and, if necessary, a technical training center to educate the general public, which is expected to create synergic effects through the convergence of education, agriculture and tourism.

Effects of Facilities Linked to the Subway Stations on the Rent of Commercial Spaces Inside the Stations (지하철역과 연계된 시설이 역사 내부 상업공간 임대료에 미치는 영향)

  • This study aims to analyze whether facilities linked to the inside and outside of the station affect the revitalization of commercial spaces inside the station where individual rental stores are clustered. Rent, which can replace sales, was set as the determining factor for revitalization. In addition to the variables related to sales, culture, office work/residential, public institutions, and transportation facilities, the independent variables were the number of daily passengers, which is a location factor of the station, and the product sales business, which accounts for the largest number of industries in the commercial space inside the station. As a result of regression analysis, it was proved that rent has an effect on product sales business, linked sales facilities, transportation facilities, and the number of passengers on board. These results indicate that the formation of sales products that can increase purchasing power and the direction of facility linkage that can increase the inflow population into the station are needed to revitalize commercial spaces in the station. In this study, the establishment of a living-friendly SOC for residents' convenience daily life was suggested as a policy management plan for stations with a high vacancy rate due to reduced vitalization.

Quantitative Analysis for Win/Loss Prediction of 'League of Legends' Utilizing the Deep Neural Network System through Big Data

  • In this paper, we suggest the Deep Neural Network Model System for predicting results of the match of 'League of Legends (LOL).' The model utilized approximately 26,000 matches of the LOL game and Keras of Tensorflow. It performed an accuracy of 93.75% without overfitting disadvantage in predicting the '2020 League of Legends Worlds Championship' utilizing the real data in the middle of the game. It employed functions of Sigmoid, Relu and Logcosh, for better performance. The experiments found that the four variables largely affected the accuracy of predicting the match --- 'Dragon Gap', 'Level Gap', 'Blue Rift Heralds', and 'Tower Kills Gap,' and ordinary users can also use the model to help develop game strategies by focusing on four elements. Furthermore, the model can be applied to predicting the match of E-sports professional leagues around the world and to the useful training indicators for professional teams, contributing to vitalization of E-sports.

  • This study is to improve the quantitative estimation index of biotop area ratio, which is an environmental planning index and environmental ecological planning technique, as a planning means that can induce the improvement of ecological soundness in the spatial planning stage. It is intended to identify the relative importance of space types and calculation indicators currently in operation, and to find alternatives through opinion analysis on improvement of space types and weights. As the method of this study, AHP analysis was performed to evaluate the relative importance of spatial types for in-depth analysis of spatial types and calculation indicators. In order to secure the reliability and objectivity of the study, 50 experts participated. Through this study, it can be linked with the improvement of technologies and construction methods, maintenance efficiency, economic feasibility, and construction technology, which are developed through analysis on the limitations and improvements by type of biotop area ratio. And it is expected to contribute to the improvement of the urban environment and vitalization of the biotop area ratio through the application of the biotop area ratio.

Virtual Fitting System Using Deep Learning Methodology: HR-VITON Based on Weight Sharing, Mixed Precison & Gradient Accumulation (딥러닝 의류 가상 합성 모델 연구: 가중치 공유 & 학습 최적화 기반 HR-VITON 기법 활용)

  • Purpose The purpose of this study is to develop a virtual try-on deep learning model that can efficiently learn front and back clothes images. It is expected that the application of virtual try-on clothing service in the fashion and textile industry field will be vitalization. Design/methodology/approach The data used in this study used 232,355 clothes and product images. The image data input to the model is divided into 5 categories: original clothing image and wearer image, clothing segmentation, wearer's body Densepose heatmap, wearer's clothing-agnosting. We advanced the HR-VITON model in the way of Mixed-Precison, Gradient Accumulation, and sharing model weights. Findings As a result of this study, we demonstrated that the weight-shared MP-GA HR-VITON model can efficiently learn front and back fashion images. As a result, this proposed model quantitatively improves the quality of the generated image compared to the existing technique, and natural fitting is possible in both front and back images. SSIM was 0.8385 and 0.9204 in CP-VTON and the proposed model, LPIPS 0.2133 and 0.0642, FID 74.5421 and 11.8463, and KID 0.064 and 0.006. Using the deep learning model of this study, it is possible to naturally fit one color clothes, but when there are complex pictures and logos as shown in <Figure 6>, an unnatural pattern occurred in the generated image. If it is advanced based on the transformer, this problem may also be improved.

  • An index that evaluates the health level of a population group considering both death and loss of function due to disease is called a summary measure of population health (SMPH). SMPHs are broadly divided into life year indices and life expectancy indices, the latter of which comprise healthy life expectancy (HLE). HLE is included as a policy target in various national and regional level healthcare plans, and the term "HLE" is commonly used in academia and by the public. However, the overall level of understanding of HLE-such as the precise definition of HLE and methods of calculating HLE-still seems to be low. As discussed in this study, the types of HLE are classified into disability-free life expectancy, disease-free life expectancy, quality-adjusted life expectancy, self-rated HLE, and disability-adjusted life expectancy. Their characteristics are examined to facilitate a correct understanding and appropriate utilization of HLE. In addition, the Sullivan method, as a representative method for calculating HLE, is presented in detail, and major issues in the process of calculating HLE, such as selection of the population group and age group, estimation of death probability, calculation of life years, and incorporation of health weights, are reviewed. This study will help researchers to select an appropriate HLE type and evaluate the validity of HLE research results, and it is expected to contribute to the vitalization of HLE research.

Measures to revitalize fisheries high school (수산계 고등학교 활성화 방안)

  • The purpose of this study is to investigate the status of admission and employment in fisheries high schools (FHS) and to consider ways to revitalize FHS through substantialization. The recruitment rate of new students in FHS decreased from 97.4% in 2016 to 83.2% in 2020. The aging training ship that FHS needs to improve most urgently is being jointly used by FHS across the country, and the construction of a joint training ship managed by the Korea Institute of Maritime and Fisheries Technology is being promoted. The average employment rate for FHS by year was 40.2-59.4%, and the fisheries-related employment rate was low at 31.0-38.9%. On the other hand, the acquisition rate of certificate of competence was 37.5-52.0%, and the rate of employment on board of those who obtained the certificate of competence was 42.9-59.8%. In order to secure new students and improve the recruitment rate, we operate experiential classrooms that reflect the characteristics of training ships and departments and conduct public relations activities using sns, publicity video ucc, YouTube, etc. It will be necessary to expand opportunities for fisheries-related vocational experience through active career exploration and elective courses in the FHS credit system. Finally, it is judged that fisheries related government agencies, industries and local governments need to improve their awareness of FHS and plan to support fisheries manpower nurturing in order to attempt the vitalization of FHS.

A Study on Plans for Facilitating the Management of Larchiveums (국내 라키비움 운영 활성화 방안에 관한 연구)

  • Such future-oriented institutions that put together the functions of a library, archive, and museum are being actively introduced overseas recently and are called LAM, GLAM, and media tech. In South Korea, the term larchiveum, combining library, archive, and museum, is widely used. Therefore, this study explores a case study followed to determine larchiveums in service both home and abroad. The researcher then conducted an interview with librarians, archivists, and curators working for the larchiveums selected as the South Korean cases for the study to understand the meaning of a larchiveum. Additional interviews were conducted with five users that visited a larchiveum in the nation and uploaded posts on a social media platform to understand their perceptions of a larchiveum and problems with the purpose, functions, and services of it. Based on the analysis results, the study proposes vitalization plans for the management of a larchiveum in three aspects: improving the internal and external awareness, securing budgets and manpower for space enhancement and service, and reinforcing the integrated management of a larchiveum via a devoted organization.
