소수의 풍력발전기에 의한 해상관제 레이더 간섭 영향 (Effect of Maritime Traffic Control Radar Interference by a small number of Wind Turbines)

  • 본 논문에서는 해상에 설치되는 풍력발전기에 의한 해상 관제 레이더의 간섭 여부를 분석하는 방법론을 제시하고, 군산항 인근 해역에 설치되는 소수의 풍력발전기에 의한 해상 관제 레이더의 간섭 여부를 분석하였다. 레이더 간섭 분석은 ray 기반의 전자기 해석 프로그램을 이용하였으며, 고도 정보를 포함하는 수치지형도, 풍력발전기 도면 및 파도를 포함하는 해수면을 전자기 해석 프로그램에 맞게 변환하여 주변 지형과 풍력발전기에 의한 영향을 반영하였다. 분석 결과 대규모 풍력발전단지가 아닌 소수의 풍력발전기의 설치는 해상 관제 레이더의 운용에 심각한 영향이 없는 것으로 분석된다.

포항항의 VTS 서비스구역 설정에 관한 연구 (A Study on the Establishment of VTS Service Area in Pohang)

  • In world trade, the vessel traffic in major routes has been congested due to the rapid increase of cargoes and shipping tonnages. The patterns of vessel traffic have also been complicated and diversified. Therefore it was necessary that the Vessel Traffic Service(VTS) should be established in order to enhance the safety of navigation, to prevent the loss of life and damage to the environment. The first advanced radar surveillance system(LevelIII-VTS) was introduced in Pohang, Korea in 1993 and in 13 other ports later. While the hardware of Korea VTS is equal to that of an advanced country, the software, specially the operation manual, the recruitment and education of VTS operator, and the VTS service area is behind that of Russia, USA, Germany, Hong Kong, Singapore and others. After researching and investigating. the VTS equipment and service area of many countries, and analyzing the IMO regulations relevant to VTS and the traffic pattern and accident of Pohang port, the most efficient VTS service area should be established in Pohang. According to the analysis of the preceding studies and research on VTS, the worldwide VTS areas are recognized under the following conditions: First, the service area should be extended over at least radar coverage taking into account of traffic flow, traffic density, the degree of danger to navigation and harbour condition in order to provide all possible services. Second, the established service area should be subdivided and systematized to render reliable VTS services, such as the allocation of VHF frequency and reporting procedure in each area. In conclusion, the VTS service area of Pohang must be established and operated over 10 miles from shore(radar site) covering the radar coverage, so as to include the area of traffic congestion and high density traffic flow.

  • 선박교통류 평가는 대상해역 해상교통특성 파악을 통하여 정량화된 체계화된 교통관리를 수행함으로써 해양사고를 예방하는데 중요하다. 해상교통류의 특성은 선박자동식별장치(AIS, Automatic Identification System)가 선박에 설치됨에 따라 이 장치에서 수신된 정보를 토대로 평가할 수 있다. 본 연구에서는 해상교통관제센터(VTS, Vessel Traffic Services)에서 선박으로부터 수집된 위치, 속력, 침로, 시간 정보로부터 항로상에 해상교통류를 평가하기 위한 시뮬레이터를 구현하였다. 그 결과 해상교통관제센터에서 수집된 데이터로부터 선박 통항량, 통항분포, 선박속력분포, 기하학적 충돌빈도가 계산되어 표시된다. 이러한 해상교통류평가 평가는 해상교통관제사가 해상교통관리의 관점에서 해상안전을 위한 서비스를 제공하는데 유효하게 활용될 수 있을 것으로 사료된다.

A Study on Traffic Safety Assessments for Fishing Vessels Near the Southwest Sea Offshore Wind Farm

  • The purpose of this study was to analyze traffic safety assessments for fishing vessels near the southwest offshore wind farm. This study applied a collision model for safety assessment. It also involved a spatiotemporal analysis of vessels engaged in fishing to identify fishing hotspots around the offshore wind farm. This study used data from fishing vessel location transmission devices gathered over 1 year in 2014. As a result, in September, when the average number of vessels engaged in fishing is high, 62 ships were operating in fishing section 184-6 and 55 ships in section 184-6. In addition, in fishing sections 184-8 and 192-2, where an offshore wind farm was located, there were 55 and 38 ships operating, respectively. As the recovery period for a seaway near wind farm turbines is 55 years, it was determined that safety measures are required in order to reduce collision frequency while allowing fishing vessels to navigate through offshore wind farms. Meanwhile, the return period of Seaway B between the groups of generators considered was 184 years. A safety zone for offshore wind farms should be installed covering a distance of at least 0.3 NM from the boundary of turbines. Then, the collision return period was derived to be close to 100 years. Through this traffic safety assessment, it has been concluded that such measures would help prevent marine accidents.

A Study on the Radar Operational and Technical Performance Requirements for Vessel Traffic Service

  • With the expansion of the shipping and port logistics industry in the 21st century, the traffic density is continuously increased because of the increase in volumes of world sea freight and fleets, as well as the increase in the causes of potential marine accidents, such as ship collisions and stranding. Accordingly, the International Maritime Organization (IMO) has requested that the installation and operation of VTS should be applied in areas with high risk of marine traffic, and the request should be included as one of the Safety of Life at Sea (SOLAS) regulations. In this paper, the fundamental requirements of the radar system for vessel traffic services were analyzed and the analyzing factors were based on the IALA guideline.s This paper also includes results for the requirement and recommendation analysis on detection distance, target separation, and the target position accuracy of X-band radar. Also, to check if it satisfies the requirement of detection distance, range and azimuth separation of small point targets, and target position accuracy from the IALA guidelines, the test was conducted through the radar image acquired at the VTS center, and hence, the validity of the technical performance requirements was confirmed.

  • The question of recruitment qualification and standardization of VTS operators is reviewed through comparison with Air Traffic Control(ATC) The comparison reveals greater difference between the two services than commonality. While ATC enjoys a high degree of uniformity nationally and internationally the provision of VIS is dictated by varying local needs. The variety of those needs makes standardization of VTS operation a questionable short term objective. The paper concludes problem solving techniques such as the formal appreciation provide means of matching recruitment and qualification to local requriements.

  • There are enormous challenges in the Istanbul Strait- one of the most important, congested and narrow waterways in the world - from the view point of risk determination and risk mitigation for the local traffic. Previously several traffic parameters such as; traffic volume for local vessels, traffic flow and potential encounters of local traffic, in addition to the possibility of collision, were investigated in order to determine the degree of dangers in the southern entrance of the Istanbul Strait. Furthermore, risky zones were also determined in this waterway. On the basis of the results of those, a group of expert was surveyed. These experts were pilots, Vessel Traffic Services Operators (VTS-O), Local Traffic Vessel Captains and Master Mariners who had several experience of navigation through the Istanbul Strait. In order to assess experts perceptions of danger and to propose further studies based on this survey. The questionnaire was analyzed by using SPSS (Statistical Package for the Social Sciences) program version 13.0. Finally, some differences and/or shares on risk perceptions of expert in the Istanbul Strait are considered.

인공위성을 이용한 광역 선박교통관리 시스템 개발에 관한 연구 (The Development of a extended VTS System using Satellite)

  • The fundamental objectives of vessel traffic services (VTS) are the safety of traffic, efficient traffic flow and the protection of marine environment. And the coverge of VTS is used to be within the port and their approaches. It , however, is tend to expand the coverge beyond the radar coverage and the vessel carrying dangerous cargo. Therefore this study aims to investigate the international tendancy of the extended VTS system, and take a field test of using KOREASAT for the extended VTS system in Korean coastal waters. As the results of the test, KOREASAT is proved to be one of the alternatives for extended VTS system.
