Eye Tracking Using Neural Network and Mean-shift (신경망과 Mean-shift를 이용한 눈 추적)

  • In this paper, an eye tracking method is presented using a neural network (NN) and mean-shift algorithm that can accurately detect and track user's eyes under the cluttered background. In the proposed method, to deal with the rigid head motion, the facial region is first obtained using skin-color model and con-nected-component analysis. Thereafter the eye regions are localized using neural network (NN)-based tex-ture classifier that discriminates the facial region into eye class and non-eye class, which enables our method to accurately detect users' eyes even if they put on glasses. Once the eye region is localized, they are continuously and correctly tracking by mean-shift algorithm. To assess the validity of the proposed method, it is applied to the interface system using eye movement and is tested with a group of 25 users through playing a 'aligns games.' The results show that the system process more than 30 frames/sec on PC for the $320{\times}240$ size input image and supply a user-friendly and convenient access to a computer in real-time operation.

An International Comparison of Phases in Healthy City Project Development (건강도시사업 실행단계의 국제간 비교)

  • The aim of this study was to utilize the 20 steps in the three phases from the book, 'Twenty steps for developing a Healthy Cities Project $2^{nd}$ Ed., 1995, WHO/EURO' to survey Healthy Cities to identify the similarities and differences by implementation rates and perceived significances among Healthy Cities worldwide. For this study, a self-administered questionnaire was developed based on the book. The questionnaires were delivered by air-mail and e-mail to 213 Healthy City coordinators or directors in 43 nations from Jan 13 to Feb 10, 1999. The responses were gathered up until March 31 from 40 Healthy Cities in 17 nations, mostly in the USA and in the European regions. The main results are as follows; Overall the perceived significances were higher for healthy cities with higher implementation rates and there were significant differences for 'set-up office', 'plans strategy', 'increase health awareness', 'mobilize intersectoral action', and 'secure healthy public policy'. 1. According to national health system, the implementation rate, perceived significance and implementation ability of the 20 steps were higher in the healthy cities with a comprehensive-type health system as compared to those with an entreprenetrial & permissive health system. Overall there were significant differences in the steps 'mobilize intersectoral action', and 'secure healthy public policy'. steps which were predominant in the healthy cities with a comprehensive-type health system. There was no concordance in the ranks of implementation rate and perceived significant score. 2. According to the length of implementation time, the perceived significance and implementation ability were higher in healthy cities with more than 6 years compared to those with less than 6 years, although implementation rate was the same. Overall there was a significant difference in 'secure healthy public policy' the step which was predominant in the healthy cities with more than 6 years of implementation. 3. According to population covered by the Healthy City Project, the implementation rate and implementation ability were higher in healthy cities with more than a population of 100 thousand. There was no significant difference in perceived significance, but there were differences in the following, 'find finances', 'set-up office'. 'mobilize intersectoral action' in the implementation rate and implementation ability. These three steps were predominant in the healthy cities with a population of more than 100 thousand. 4. The population covered by the Healthy City Project was the only effective factor influencing the total implementation ability of each healthy city, and it was higher for those cities with a population of more than 100 thousand. In Conclusion, the implementation rate, the perceived significance and the implementation ability were higher in cities with a comprehensive -type health system, with more than 6 years of healthy city experience and with a population of more than 100 thousand. To increase the reliability and the validity of the questionnaire and the results of this study arising from lack of sufficient data, repeated study needs to be considered with a more refined questionnaire delivered to more healthy cities worldwide.

Comparative study of the Regional Economic Power of the Korean 5+2 Mega-regional Economic Zones (5+2광역경제권의 지역경제력 비교연구)

  • This paper as basic work on the regional economic policy of Korean government considers economic conditions and fundamentals of the cold started 5+2 mega-regional economic zones and makes a comparative study of regional economic power of national mega-regional economic zones based on the established economic indicator. Therefore, this study aims to consider henceforward policy direction of the mega-regional economic zone and the validity of the regional economic policy, which promote autonomous mega-regional economic zone in dimension to secure the global competitiveness. According to the comparison result of regional economic power index, the capital area had absolute superiority, while Gangwon, Honam and Jeju areas were relatively weak. Since the given regional conditions are dissimilar, the government must consider regional characteristics and economic fundamentals carefully, as they push henceforth regional development policy for the mega-regional economic zone. What is more, the government should promote a balance of the regional development, through to maintain demand-based policy and demand-pull policy flexibly, which are based on demand analysis, as well as unequal quota budget and policy for regions, which are relatively falling behind in terms of development and income.

  • Genome-wide reanalyzed data of 25 Flammulina strains were compared against the reference genome (KACC42780) to establish a genome-wide single nucleotide polymorphism (SNP). The rate of mapping differences between the strains reflected in the strain variation in its result. Genome-wide SNPs distribution divided into types of homozygous SNP and heterozygous SNP moreover all of the strains demonstrated a wide variation in all of the regions. In the further study of topological relationship between the collected strains, phylogenetic tree was separated into 3 major groups. Group I contained F. velutipes var. related strains of ASI 4062, 4148, 4195. Group 2 contained strains that are different species of ASI 4188 F. elastica, ASI 4190 F. fennae, and ASI 4194 F. rossica. The other 19 strains F. velutipes were classified as a single group. However, further experiment to discriminate its genetic relationship between the white group and brown group did not verify its validity. The inferred tree exhibited a phylogenetic relationship between Korea white fruitbody forming strains of ASI 4210, 4166, 4178 and Japan white fruitbody forming strains of ASI 4209, 4167 confirmed to be genetically closely related.

  • This study suggests the estimation of the demand for the exhibition center in Busan and to valid reasons for the establishment of the 2nd Convention Center in Busan. The validity for the estimated demand is acquired by examining the studies conducted by the Ministry of Commerce Industry and Energy. The qualitative data for the phased establishment of the area is suggested in accordance to the results of the demand estimation. From previous study(Oh, 2017), Kangseo-gu, Busan has been evaluated to be the final candidate for building a new convention center in the city of Busan. The potential synergy effects of on-going developmental projects in Kangseo region is one of the influential factors for the MICE professionals' opinion in the qualitative analysis. Moreover, the region has available land to hold the facility of more than 100,000 square meter to overcome the current drawback of BEXCO, insufficient space to hold large events. Lastly, the expansion of Gimhae International Airport would bring an increased international flights that would also lead to an increase in MICE industry for the region. The virtual effect of the more than one million $m^2$-sized oconvention center is examined via Huff Model and the results suggests a logical estimated data for further demand needed for the south east regions, not just within the city of Busan.

  • Domestic agriculture is facing real problems, such as a decrease in the population in rural areas, a shortage of labor due to an aging population, and increased risks due to the deepening of climate change. Smart farming technology is being developed to solve these problems. In the development of smart agricultural technology, irrigation control plays an important role in creating an optimal growth environment and is an important issue in terms of environmental protection. This paper is about the study of collecting and analyzing the rhizosphere environmental data of domestic paprika farms for the purpose of improving the quality of crops, reducing production costs, and increasing production. Irrigation control modeling presented in this paper Control modeling is to graphically present changes in a medium weight, feed, and drainage due to regional climatic features. To derive the graph, the parameters were determined through data collection and analysis, and the suggested irrigation control modeling method was applied to the collected rhizosphere environmental data to control irrigation in 6 regions (Gangwon-do, Chungnam, Jeonbuk, Jeonnam, Gyeongbuk, and Gyeongnam). The parameters were obtained and graphs were derived from them. After that, a study was conducted to analyze the derived parameters to verify the validity of the irrigation control modeling method and to correlate them with climatic features (average temperature and precipitation).

The Study on the Determinant - Factors of the Budget for the Aged Welfare - Focused with the Local Governments of Cities & Counties in Jeollabukdo - (노인복지예산의 결정요인에 관한 연구 - 전라북도 시·군 자치단체를 중심으로 -)

  • The main purpose of this paper is to analyse the determinant factors affecting the budget for welfare of the aged. This study employs the statistical data of fourteen different cities and counties of local government in Jeollabukdo. According to the analysis, in the county, the rate of the aged and populations of social-economic factors and the number of public officials of political-administrative factors turned out to be important influencing of budget for the aged welfare. However, incrementalism has no validity of statistics. Also, In the fiscal factors, estimated expenditures in per capita influenced a negative effect on the budget of the aged welfare. As the results of this research, the policy implications are suggested as follows. First, in order to reduce the gap of the aged welfare service between regions, the greater subsidy is provided by government and the budget of the aged welfare is enlarged positively. Second, as the considering regional characteristic, the higher ratio of the aged, the greater budget of the aged welfare is enlarged, especially in the county. Third, the budget of the aged welfare has to be regarded by the number of public officials.

Analysis of Apple Colors and Sugar Contents Using Linear Regression (선형회귀를 이용한 사과의 색상과 당도 분석)

  • In this paper, the relationship between RGB, HSV, La*b* colors and sugar content was analyzed using linear regression on apples harvested in the same region. First, as a result of examining the correlation coefficient with sugar content according to each color level, it was found that the (+) region having a positive coefficient and a (-) region having a negative coefficient were separated according to the color level. Also, the correlation coefficient between color and sugar content, represented by the average value, was 0.342 in the La*b* color space, which was higher than the coefficient in the RGB and hsv space. That is, this means that the sugar content is related to the color in the La*b* space. Also, in the complex color composed of regions with high sugar content, it was found to be R2=0.3627, indicating that it is related to sugar content. In all nine color spaces, it was found to be R2=0.3668. In this case, it was found that the coefficients of v and b* had an effect on the sugar content. Due to this, it was possible to confirm the validity of the empirical prediction that the higher the b* representing yellow, the higher the sugar content.

  • Many researchers conducted studies on the relationship between entrepreneur's characteristic, capability, strategy and performance of new venture. However, the development of scientific technique and the complexity of the business environment have stimulated entrepreneurial teams rather than individuals. Therefore, the necessity of theoretical and practical study on the effect of the characteristics of an entrepreneurial team on the new venture companies was suggested. Initial research on entrepreneurial team diversity has primarily addressed the impact of demographic diversity on performance. In order to verify the research model of this study, 287 delegates of new venture companies that participated in the projects at the 18 Centers for Creative Economy & Innovation in 17 regions of the country conducted validity and reliability test based on the questionnaire to which they answered. The result shows that only gender diversity among demographic diversity affected non-financial performance. Information diversity influenced career diversity on financial performance and diversity in education on non-financial performance. Also, the higher the previous sharing experience, the better the financial performance. Value diversity has negative effect on both financial and non-financial performance. Based on the results, theoretical and practical implications are derived. Also suggested are methodological limitations and future research directions.

Possibility of Gugak Fusion Bands as Shin-Hallyu Content (신한류 콘텐츠로서 국악퓨전밴드의 가능성 모색)

  • In order to prolong the Shin-Hallyu and make a significant leap forward, we analyzed the characteristics of Jambinai, Singsing Band, and Ackdan Gwangchil, bands that are recognized globally for their musicality and popularity. First, the socio-cultural background behind the world's attention on korean traditional music lies in the racial and cultural diversity that embraces the non-mainstream identity. In particular, the success of Korean traditional music fusion bands in non-Asian countries can satisfy their public seeking to enjoy an exotic culture that is different from Western culture. it is necessary to recognize cultural, social and musical differences depending on the country or ethnicity and to approach them accordingly. Second, in the same Asian region, Korean traditional music is not given a sense of homogeneity, but in the West, the Eastern heterogeneity seems to have become a stronger ompetitive edge. With the expansion of the new Korean Wave to various regions, it is necessary to try to form a regional repertoire. Third, we found the validity of the convergence with the new Korean Wave through the characteristics of Gugak musicians as the main body to build a world of traditional music and enable popularization and globalization. It is necessary to highlight korea's traditional cultural value through analytical research on the effects of tone, composition and directing techniques reflected in korean traditional music or musical elements. The uniqueness and Korean values provided by Gugak will serve as homogeneity in Asia and heterogeneity in Europe and the United States, presenting the possibility of New Hallyu content and contributing to the prolonged Korean Wave.
