  • Lately construction industry tends to prefer remodeling of existing buildings rather than new construction or reconstruction of buildings due to strengthening of several restriction related to real estates along with prolonged depression. And also, remodeling of building costs less and creates less wastes compared to reconstruction and so it is more profitable in financial and environmental view. However remodeling is process of creating new environment with existing building. Therefor remodeling must follow the procedure realizing problem and fix the problem based on through investigation on existing building and users requirement must be faithfully reflected. Specially in case of apartment houses, since vagueness on ownership and management authority on common parts exists. Hereupon, in this study we are to present the procedure of analyzing apartment house remodeling method through user requirement by approaching to several considerable factors in user request side.

  • This paper presents an image contrast enhancement technique for improving the low contrast images using the improved IAFC(Integrated Adaptive Fuzzy Clustering) model. The low pictorial information of a low contrast image is due to the vagueness or fuzziness of the multivalued levels of brightness rather than randomness. Fuzzy image processing has three main stages, namely, image fuzzification, modification of membership values, and image defuzzification. Using a new model of automatic crossover point selection, optimal crossover point is selected automatically. The problem of crossover point selection can be considered as the two-category classification problem. The improved IAFC model is used to classify the image into two classes. The proposed method is applied to several experimental images with 256 gray levels and the results are compared with those of the histogram equalization technique. We utilized the index of fuzziness as a measure of image quality. The results show that the proposed method is better than the histogram equalization technique.

  • This paper proposes a fuzzy-based AHP model by which the greenhouse gas reduction for container terminal problem was systematically structured and then evaluated. The model was established by exploiting a fuzzy theory and AHP for capturing the inexactness and vagueness of information. In this study, measurement areas were selected for equipment aspect, operating aspect, and energy aspect. The greenhouse gas reduction is the number one priority in the equipment aspect, operating aspect, energy aspect in order. The analysis result of equipment aspect reveals that the most important element is electrical T/C. The most important element of operating and energy aspect were a container rehandling and a LED lighting. As for the whole priority which conversion weight was applied, the results were shown as follows: an electrical T/C(16.2%) as the first rank: a hybrid Y/T(14.4%) as the second rank: a AMP(10.6%) as the third rank. The result of this study suggests some guidelines for deciding priority of greenhouse gas reduction for container terminal.

  • The increasing complexity of the socio-economic environments makes it less and less possible for single decision-maker to consider all relevant aspects of problem. Therefore are, many organizations employ groups in decision making. In this paper, we present a multiperson decision making method using fuzzy logic with linguistic quantifier when each of group members specifies imprecise judgments possibly both on performance evaluations of alternatives with respect to the multiperson criteria and on the criteria. Inexact or vague preferences have appeared in the decision making literatures with a view to relaxing the burdens of preference specifications imposed to the decision-makers and thus taking into account the vagueness of human judgments. Allowing for the types of imprecise judgments in the model, however, makes more difficult a clear selection of alternative(s) that a group wants to make. So, further interactions with the decision-makers may proceed to the extent to compensate for the initial comforts of preference specifications. These interaction may not however guarantee the selection of the best alternative to implement. To circumvent this deadlock situation, we present a procedure for obtaining a satisfying solution by the use of linguistic quantifier guided aggregation which implies fuzzy majority. This is an approach to combine a prescriptive decision method via a mathematical programming and a well-established approximate solution method to aggregate multiple objects.

  • This study aims at the evaluation of procedural changes and policy outcome caused by the Open Method of Coordination(OMC) on Social Inclusion in the European Union. The policy instruments of the OMC introduced by the Lisbon Council can be divided into two groups: the outcome-oriented New Public Management(NPM) and the process-oriented Directly Deliberative Polyarchy(DDP). By considering the adoption process of the NPM instruments, it can be said that OMC could not be effective due to the vagueness of its objectives, the institutional barriers in decentralized decision-making, and the rejection of benchmarking by the Member States. The intended learning by deliberation and peer review as indicated by the normative DDP, is hard to achieve because they are not so reflexive due to relatively restricted and closed participation. We also cannot find any significant reduction of poverty after the long implementation of the OMC. Considering the higher recognition of poverty problem and expanding NGOs concerned with it, however, we may see some significant impact in the future.

  • Preventive maintenance of buildings has increased the importance of interest in that it is able to maintain the performance building has and to prevent a problem occurred in future. For improved preventive maintenance work, it should be performed to select works order clearly and preceded the accurate measurement for the state of works order. when measuring the conditions, measurement of the state of work order considering the various criteria is more effective than to measure by only criterion. But, there are something hard to evaluate exactly between the criteria because of decision-maker's subjective judgments. To solve these problems, this research proposes decision making support model to determine preventive maintenance works order using Fuzzy-sets. By using Fuzzy-sets when measuring state of work objects, it can be reduced vagueness of judgments by decision-makers. This model can be used as a tool for objective evaluation of preventive maintenance work orders and offer the guideline to perform decision-making.

  • The Musculoskeletal Disease has been ignored or turned away due to the difficulty of diagnosis and the vagueness of judgement up to now. Contrary to other diseases, there were many cases where the character of the Musculoskeletal Disease wasn't revealed through the objective inspection. And that's because the Musculoskeletal Disease appears for the most part due to muscular defect so it is impossible to diagnose the muscle by X-ray diagnosing the bone and it is also impossible to diagnose the fine damage of the muscle or tendon even by advanced device like MRI. As the nervous blood vessels or acupunctures pass through or are next to the muscle, the tension of the muscle put pressure on these so can become the direct or indirect causes of various kinds of pains or intern diseases. But in spite of that, for lack of proper equipment diagnosing the state of the muscle(Shortened.. Relaxed... or Hardened...) the muscle has been disregarded or neglected intentionally or unintentionally. While many people think themselves to be a muscular expert, if they don't see the shape of the muscle, that is just like blind treatment. But as now the equipment diagnosing the state of the muscle is developed, it seems that this problem can be settled. It was attempted in this study that the muscle or skeleton of the Musculoskeletal disease patients was diagno the treatment order and method were decided by a questionnaire survey and simple inspection, and the Musculoskeletal correction exercise using the muscle management and sling system made them escape from the Musculoskeletal disease, turning their muscle into more flexible and stronger muscle. As a result notwithstanding the limited treatment period '12 times', the improvement rate was as high as 74%, which showed that the muscle management and Musculoskeletal correction exercise had a great effect on the symptom improvement of the patients. If the treatment times had increased, the improvement rate also would have increased more.

  • With the maturity and fierce competition of domestic logistics market, Korea government is actively working on the overseas investments in global logistics market after establishing the basic plan since 2006. In particular, India is selected one of promising countries for logistics investments since it has more 1.1 billion people and is regarded as post-China. In fact, a number of global logistics enterprises have started their businesses in the logistics market of India so that the competition already started. In this regard, it is highly necessary to find out feasible investment projects and then detemin the priority of the alternatives for successful investments. Therefore this study proposes a fuzzy-based AHP model by which the overseas investment problem was systematically structured and then evaluated. The model was established by exploiting a fuzzy theory and AHP for capturing the inexactness and vagueness of information. The results show that the investment of port operations is the number one priority in the India's logistics market and ODCY operations, road transportations, forwarding operations, inland depot operations in order. Finally the proposed model will help Korea's policy makers to have a better reliable investment strategy.
