This paper considers the optimal cell association and resource allocation for load balancing in a heterogeneous cellular network subject to user's quality-of-service (QoS) constraints. We adopt the proportional fairness (PF) utility maximization formulation which also accommodates the QoS constraints in terms of minimum rate requirements. With equal resource allocation this joint optimization problem is either infeasible or requires relaxation that yields a solution which is difficult to implement. Nevertheless, we show that this joint optimization problem can be effectively solved without any priori assumption on resource allocation and yields a cell association scheme which enforces single BS association for each user. We re-formulated the joint optimization problem as a network-wide resource allocation problem with cardinality constraints. A reweighted heuristic l1-norm regularization method is used to obtain a sparse solution to the re-formulated problem. The cell association scheme is then derived from the sparsity pattern of the solution, which guarantees a single BS association for each user. Compared with the previously proposed method based on equal resource allocation, the proposed framework results in a feasible cell association scheme and yields a robust solution on resource allocation that satisfies the QoS constraints. Our simulations illustrate the impact of user's minimum rate requirements on cell association and demonstrate that the proposed approach achieves load balancing and enforces single BS association for users.

The current linear programming model as for city park planning has the following intrinsic constraints. First of all, it cannot explicity consider choice behaviors of people. Secondly, the objective function of linear programming model cannot sufficiently intergrate satisfactions of people. In order to overcome these weak points of linear programming model, the following extensions have been made in this paper. First of all, bionominal and multinominal logit models based upon logit models, utility maximization of people have been constructed, Secondly, based upon logit models, social welfare function has been constructed in order to aggregate satisfactions of people. By doing this, intrinsic oonstraints of linear programming model have been successfully overcome. In the future research, empirical study of the model developed in this paper will be necessary. By doing this, the construction of optimal investment plan for city parks will be possible.
Purpose - The objective of this study is to investigate what motivates global FDI inflows in the different economic development level and to clarify the FDI motivation type in the level of qualitative economic growth. Design/methodology/approach - Major macroscopic social·economic factors induced FDI inflows were analyzed using fixed-effect panel regression with 30-year panel data of 28 countries from 1985 to 2014. For analysis in the stage of economic growth, two category of developed and developing countries was used. And to analyze FDI motivation type in the level of qualitative economic growth, 4 shares of GDP; consumption·government·investment expenditure and export, was used as explanatory variable. Findings - In developed country, TFP(total factor productivity) and GDP have a great influence on FDI inflows, and consumption and labor compensation have a slight effect. This result indicates that the market seeking-driven, horizontal type investment is shown along with efficiency seeking investment. In developing country, human capital and TFP is shown to have greater impact on FDI inflows and labor compensation, exports, investment and government expenditures also have impacts. Thus it has confirmed that not only efficiency-seeking vertical investment for using low cost well educated laborer, but also government-driven economic growth and export policies could affect the FDI inflows. Research implications or Originality - The FDI investment decision making of multinational companies is decided by their own purpose. But, in the concept of as follows; 1) FDI is a long-term capital flowing for maximization of economic utility with limited global resource, 2) Thus FDI could be affected by macro socio·economic factors of host country. 3) Also such macro factors is different by each economic growth qualitative level. Therefore macro socio·economic factors of each country could be affected by the qualitative level of their own economic growth. To attract FDI inflows, it is desirable to implement differentiated incentive policies in the qualitative level of economic growth. Furthermore in developing countries it is recommended to implement government driven economic growth policies as follows; fostering well educated human resources, improving technology productivity in the relative lower cost labor market compared to developed countries and boosting international export volume.

This paper analyzes the effect of profit incentives within the setting of bounty open source project. A simple decision-making model based on classical utility maximization is presented for open source developers that includes income effects from the bounty prize. We then simulate the decisions of multiple developers to assess the effect from the bounty prize. Our result shows that learning costs can greatly reduce the software quality improvement benefit from bounty project. It also suggests that open source projects can benefit more when they have multiple small bounty projects than a single large bounty project since it reduces the learning cost and the opportunity cost for the open source developers.

Purpose: The maximum likelihood-expectation maximization (ML-EM) is the statistical reconstruction algorithm derived from probabilistic model of the emission and detection processes. Although the ML-EM has many advantages in accuracy and utility, the use of the ML-EM is limited due to the computational burden of iterating processing on a CPU (central processing unit). In this study, we developed a parallel computing technique on GPU (graphic processing unit) for ML-EM algorithm. Materials and Methods: Using Geforce 9800 GTX+ graphic card and CUDA (compute unified device architecture) the projection and backprojection in ML-EM algorithm were parallelized by NVIDIA's technology. The time delay on computations for projection, errors between measured and estimated data and backprojection in an iteration were measured. Total time included the latency in data transmission between RAM and GPU memory. Results: The total computation time of the CPU- and GPU-based ML-EM with 32 iterations were 3.83 and 0.26 see, respectively. In this case, the computing speed was improved about 15 times on GPU. When the number of iterations increased into 1024, the CPU- and GPU-based computing took totally 18 min and 8 see, respectively. The improvement was about 135 times and was caused by delay on CPU-based computing after certain iterations. On the other hand, the GPU-based computation provided very small variation on time delay per iteration due to use of shared memory. Conclusion: The GPU-based parallel computation for ML-EM improved significantly the computing speed and stability. The developed GPU-based ML-EM algorithm could be easily modified for some other imaging geometries.
The optimal congestion charge in transportation economics corresponds to the solution to the welfare maximization Problem for users of a certain road link where congestion takes Place. This congestion charge is in nature the optimal Price of the transportation facility, which is derived by the Partial equilibrium analysis on that facility. Therefore it is not certain that this congestion charge can maximize the well-being of all the users of the total transportation network, since the analysis does not count the impact of the congestion charge on traffic volumes of other links. This study suggests an alternative approach to estimate the optimal congestion charge. The key difference of this study from Previous ones is to derive the solution through the general equilibrium analysis on a market where several transportation facilities as well as Private goods are available to consumers. This approach shows a set of solutions a little different from the Previous one, which are explained below. The optimal congestion charge is derived for two different cases. One is the situation of which the congestion charge is levied on every transportation facility In this case, the optimal solution of each facility should equate the marginal utility of every user to the marginal cost of the corresponding facility. This analysis result in general equilibrium coincides with the Previous analysis result in partial equilibrium. However this result cannot apply to another case of which the charge is imposed only on a certain transportation facility. In this case, the optimal charge on a certain transportation facility should be less than the optimal congestion charge of partial equilibrium analysis.
Neoliberalism became a catch word of a post-cold war era. It began to develop in the middle of welfare state crisis in developed countries. It promoted both a unified world market through mutual penetration of national boundaries in International scene and maximization of efficiency through market competition in domestic scene. Privatization of public corporations is a major policy to pursue market efficiency through deregulation. Two reasons are often adduced to support the cause The socio-economic changes diminished the necessity to establish public corporation on the one hand. On the other hand gross inefficiency has been observed in the management of public corporation. 'Government failure' is an apt expression of the inefficiency. In analysing the experiences of privatization of utility industries of some other countries we found a couple of lessons for a Korean case. First, it is doubtful if privatization, that is a change in the form of ownership, is a necessary condition for achieving market efficiency. Because it is possible to operate a mechanism of market competition while maintaining competition among public corporations and with private actors. Second, the patron-agent dilemma is often cited as a major culprit of an inefficient management of public corporations. But it is without saying that the dilemma is also found in the management of private firms. So, the issue is not the privatization per se but to realize responsible management through discipline and incentives.
This study developed a high-utility type of vinegar from Rubus coreanus by optimizing its fermentation conditions. In the alcohol fermentation process, the optimal conditions for the maximization of the alcohol contents were an initial sugar concentration of 15 $^{\circ}Brix$, a temperature of $30^{\circ}C$ and 4 days. The optimal conditions for the acetic acid fermentation were 9 days of fermentation at $30^{\circ}C$ and 200 rpm, with 6% alcohol and 2% initial acidity. The sucrose, fructose, and glucose contents were 952.90, 491.01, and 386.62 mg%, respectively. The free organic acids were acetic, malic, succinic, malonic, oxalic, and lactic acids. The total free amino acid content was 104.33 ${\mu}g/mL$, with alanine, glutamic acid, ${\gamma}$-amino-N-butyric acid, and o-phospho-ethanolamine as the major amino acids. The K, Na, and Mg contents were 1,686.10, 172.50, and 69.33 ppm, respectively. The total phenolic and anthocyanin contents were 25.19 and 80.71 mg/100 mL, respectively. The DPPH- and $ABTS^{.+}$ radical scavenging activities were approximately 65 and 94%, respectively. Moreover, the vinegar's ${\beta}$-carotene bleaching activity and reducing power showed that it had strong anti-oxidant properties. These results show that Rubus coreanus vinegar has anti-oxidant properties and may be used as functional food.
