In this paper, we propose an unmanned vehicle scratch detection deep learning model for car sharing services. Conventional scratch detection models consist of two steps: 1) a deep learning module for scratch detection of images before and after rental, 2) a manual matching process for finding newly generated scratches. In order to build a fully automatic scratch detection model, we propose a one-step unmanned scratch detection deep learning model. The proposed model is implemented by applying transfer learning and fine-tuning to the deep learning model that detects changes in satellite images. In the proposed car sharing service, specular reflection greatly affects the scratch detection performance since the brightness of the gloss-treated automobile surface is anisotropic and a non-expert user takes a picture with a general camera. In order to reduce detection errors caused by specular reflected light, we propose a preprocessing process for removing specular reflection components. For data taken by mobile phone cameras, the proposed system can provide high matching performance subjectively and objectively. The scores for change detection metrics such as precision, recall, F1, and kappa are 67.90%, 74.56%, 71.08%, and 70.18%, respectively.
While small libraries have steadily increased in quantity, parts of qualitative growth such as lack of manpower and poor operation have been pointed out as problems. Accordingly, with the aim of establishing a foundation for linkage and cooperation between public libraries and small libraries, the small library itinerant librarians project has been promoted since 2010, and its scale has been continuously expanding. However, the lack of manpower and poor operation still remain tasks to be solved, and the poor treatment and job environment of itinerant librarians have not improved. In this context, this study aims to examine the problems of small libraries and job problems experienced by itinerant librarians and to find ways to improve the job environment of itinerant librarians based on this. Through the analysis of previous studies, small libraries and net companies were investigated, and in-depth interviews were conducted with participants related to itinerant librarians and small libraries. Through interview data analysis, a total of 17 meaning topics were extracted, including 'lack of work authority', 'lack of work manual', 'lack of communication, community', 'lack of integrated operating system', 'poor treatment and working environment', 'malicious user', and 'lack of belonging'. Based on this, four improvement measures were proposed, including the improvement of the job authority and standard regulations of itinerant librarians, the establishment of a community organization, job security guarantees, and job education reinforcement.
Conversational AI which allows users to interact with satisfaction is a long-standing research topic. To develop conversational AI, it is necessary to build training data that reflects real conversations between people, but current Korean datasets are not in question-answer format or use honorifics, making it difficult for users to feel closeness. In this paper, we propose a conversation dataset (KOMUChat) consisting of 30,767 question-answer sentence pairs collected from online communities. The question-answer pairs were collected from post titles and first comments of love and relationship counsel boards used by men and women. In addition, we removed abuse records through automatic and manual cleansing to build high quality dataset. To verify the validity of KOMUChat, we compared and analyzed the result of generative language model learning KOMUChat and benchmark dataset. The results showed that our dataset outperformed the benchmark dataset in terms of answer appropriateness, user satisfaction, and fulfillment of conversational AI goals. The dataset is the largest open-source single turn text data presented so far and it has the significance of building a more friendly Korean dataset by reflecting the text styles of the online community.
Purpose: To enlarge the efficiency of operation and establish a constituency for development of new radiotherapy treatment through database which is established by arranging and indexing radiotherapy related affairs in well organized manner to have easy access by the user. Materials and Methods: In this study, Access program provided by Microsoft (MS Office Access) was used to operate the data base. The data of radiation oncology was distinguished by a business logs and maintenance expenditure in addition to stock management of accessories with respect to affairs and machinery management. Data for education and research was distinguished by education material for department duties, user manual and related thesis depending upon its property. Registration of data was designed to have input form according to its subject and the information of data was designed to be inspected by making a report. Number of machine failure in addition to its respective repairing hours from machine maintenance expenditure in a period of January 2008 to April 2009 was analyzed with the result of initial system usage and one year after the usage. Results: Radiation oncology database system was accomplished by distinguishing work related and research related criteria. The data are arranged and collected according to its subjects and classes, and can be accessed by searching the required data through referring the descriptions from each criteria. 32.3% of total average time was reduced on analyzing repairing hours by acquiring number of machine failure in addition to its type in a period of January 2008 to April 2009 through machine maintenance expenditure. Conclusion: On distinguishing and indexing present and past data upon its subjective criteria through the database system for radiation oncology, the use of information can be easily accessed to enlarge the efficiency of operation, and in further, can be a constituency for improvement of work process by acquiring various information required for new radiotherapy treatment in real time.
Korea is among the ten countries with the largest R&D budget and the highest R&D investment-to-GDP ratio, yet the subject of security and protection of R&D results remains relatively unexplored in the country. Countries have implemented in their legal systems measures to properly protect cutting-edge industrial technologies that would adversely affect national security and economy if leaked to other countries. While Korea has a generally stable legal framework as provided in the Regulation on the National R&D Program Management (the "Regulation") and the Act on Industrial Technology Protection, many difficulties follow in practice when determining details on security management and obligations and setting standards in carrying out national R&D projects. This paper proposes to modify and improve security level classification standards in the Regulation. The Regulation provides a dual security level decision-making system for R&D projects: the security level can be determined either by researcher or by the central agency in charge of the project. Unification of such a dual system can avoid unnecessary confusions. To prevent a leakage, it is crucial that research projects be carried out in compliance with their assigned security levels and standards and results be effectively managed. The paper examines from a practitioner's perspective relevant legal provisions on leakage of confidential R&D projects, infringement, injunction, punishment, attempt and conspiracy, dual liability, duty of report to the National Intelligence Service (the "NIS") of security management process and other security issues arising from national R&D projects, and manual drafting in case of a breach. The paper recommends to train security and technological experts such as industrial security experts to properly amend laws on security level classification standards and relevant technological contents. A quarterly policy development committee must also be set up by the NIS in cooperation with relevant organizations. The committee shall provide a project management manual that provides step-by-step guidance for organizations that carry out national R&D projects as a preventive measure against possible leakage. In the short term, the NIS National Industrial Security Center's duties should be expanded to incorporate national R&D projects' security. In the long term, a security task force must be set up to protect, support and manage the projects whose responsibilities should include research, policy development, PR and training of security-related issues. Through these means, a social consensus must be reached on the need for protecting national R&D projects. The most efficient way to implement these measures is to facilitate security training programs and meetings that provide opportunities for communication among industrial security experts and researchers. Furthermore, the Regulation's security provisions must be examined and improved.
As the demand of nuclear power plant equipment is continuously growing worldwide, the importance of handling nuclear strategic materials is also increasing. While the number of cases submitted for the exports of nuclear-power commodity and technology is dramatically increasing, preadjudication (or prescreening to be simple) of strategic materials has been done so far by experts of a long-time experience and extensive field knowledge. However, there is severe shortage of experts in this domain, not to mention that it takes a long time to develop an expert. Because human experts must manually evaluate all the documents submitted for export permission, the current practice of nuclear material export is neither time-efficient nor cost-effective. Toward alleviating the problem of relying on costly human experts only, our research proposes a new system designed to help field experts make their decisions more effectively and efficiently. The proposed system is built upon case-based reasoning, which in essence extracts key features from the existing cases, compares the features with the features of a new case, and derives a solution for the new case by referencing similar cases and their solutions. Our research proposes a framework of case-based reasoning system, designs a case-based reasoning system for the control of nuclear material exports, and evaluates the performance of alternative keyword extraction methods (full automatic, full manual, and semi-automatic). A keyword extraction method is an essential component of the case-based reasoning system as it is used to extract key features of the cases. The full automatic method was conducted using TF-IDF, which is a widely used de facto standard method for representative keyword extraction in text mining. TF (Term Frequency) is based on the frequency count of the term within a document, showing how important the term is within a document while IDF (Inverted Document Frequency) is based on the infrequency of the term within a document set, showing how uniquely the term represents the document. The results show that the semi-automatic approach, which is based on the collaboration of machine and human, is the most effective solution regardless of whether the human is a field expert or a student who majors in nuclear engineering. Moreover, we propose a new approach of computing nuclear document similarity along with a new framework of document analysis. Various theories and techniques for the subject catalog have been developed since Charles Ammi Cutter first tried to formulate rules for the construction of subject headings in 1876. However, they do not seem to be appropriate to Korean language because the syntax and semantics of Korean language are different from those of English and other European languages. This study therefore attempts to develop a new Korean subject indexing system, namely Korean String Indexing System(KOSIS), in order to increase the use of subject catalogs. For this purpose, advantages and disadvantages between the classed subject catalog nd the alphabetical subject catalog, which are typical subject ca-alogs in libraries, are investigated, and most of remarkable subject indexing systems, in particular the PRECIS developed by the British National Bibliography, are reviewed and analysed. KOSIS is a string indexing based on purely the syntax and semantics of Korean language, even though considerable principles of PRECIS are applied to it. The outlines of KOSIS are as follows: 1) KOSIS is based on the fundamentals of natural language and an ingenious conjunction of human indexing skills and computer capabilities. 2) KOSIS is. 3 string indexing based on the 'principle of context-dependency.' A string of terms organized accoding to his principle shows remarkable affinity with certain patterns of words in ordinary discourse. From that point onward, natural language rather than classificatory terms become the basic model for indexing schemes. 3) KOSIS uses 24 role operators. One or more operators should be allocated to the index string, which is organized manually by the indexer's intellectual work, in order to establish the most explicit syntactic relationship of index terms. 4) Traditionally, a single -line entry format is used in which a subject heading or index entry is presented as a single sequence of words, consisting of the entry terms, plus, in some cases, an extra qualifying term or phrase. But KOSIS employs a two-line entry format which contains three basic positions for the production of index entries. The 'lead' serves as the user's access point, the 'display' contains those terms which are themselves context dependent on the lead, 'qualifier' sets the lead term into its wider context. 5) Each of the KOSIS entries is co-extensive with the initial subject statement prepared by the indexer, since it displays all the subject specificities. Compound terms are always presented in their natural language order. Inverted headings are not produced in KOSIS. Consequently, the precision ratio of information retrieval can be increased. 6) KOSIS uses 5 relational codes for the system of references among semantically related terms. Semantically related terms are handled by a different set of routines, leading to the production of 'See' and 'See also' references. 7) KOSIS was riginally developed for a classified catalog system which requires a subject index, that is an index -which 'trans-lates' subject index, that is, an index which 'translates' subjects expressed in natural language into the appropriate classification numbers. However, KOSIS can also be us d for a dictionary catalog system. Accordingly, KOSIS strings can be manipulated to produce either appropriate subject indexes for a classified catalog system, or acceptable subject headings for a dictionary catalog system. 8) KOSIS is able to maintain a constistency of index entries and cross references by means of a routine identification of the established index strings and reference system. For this purpose, an individual Subject Indicator Number and Reference Indicator Number is allocated to each new index strings and new index terms, respectively. can produce all the index entries, cross references, and authority cards by means of either manual or mechanical methods. Thus, detailed algorithms for the machine-production of various outputs are provided for the institutions which can use computer facilities.
The wall shear stress in the vicinity of end-to end anastomoses under steady flow conditions was measured using a flush-mounted hot-film anemometer(FMHFA) probe. The experimental measurements were in good agreement with numerical results except in flow with low Reynolds numbers. The wall shear stress increased proximal to the anastomosis in flow from the Penrose tubing (simulating an artery) to the PTFE: graft. In flow from the PTFE graft to the Penrose tubing, low wall shear stress was observed distal to the anastomosis. Abnormal distributions of wall shear stress in the vicinity of the anastomosis, resulting from the compliance mismatch between the graft and the host artery, might be an important factor of ANFH formation and the graft failure.
