Purpose: The purpose of the study is to suggest the main functions and implications of public hospitals to effectively respond to the future epidemic crisis based on analyzing the accessibility to designated Coronavirus Disease 2019 (COVID-19) medical institutions of Seoul and examining the main features of the quarantine of Seoul municipal hospitals. Method: To analyze the response and function of Seoul municipal hospitals, we reviewed the Infectious Disease Control and Prevention ACT, 258 articles of Seoul Metropolitan Government press releases from January to the end of April, 48 articles of Seoul Metropolitan Government's daily newsletters, 2019 Health Bureau Budget report. We also referred to internal data of Seoul Children's Hospital, Seoul Seobuk Hospital, and Seoul Eunpyeong Hospital during the same period. Besides, the accessibility to medical institutions was analyzed by using the COVID-19 data which was announced daily basis. Results: The accessibility of COVID-19 patients living in the Southeastern part of Seoul to a medical institutions was 16.2km on a distance basis, and it was the lowest accessibility among four regions of Seoul since it took about 40 minutes by car. On the other hand, patients living in the Northeast part had the highest accessibility, as the access to medical institutions was 10.7km and 27 minutes by car. Also, the main functions of the municipal hospital of Seoul against COVID-19 were to shift the public hospital function to COVID-19 patients only hospitals, to perform the epidemiological investigation by medical doctors, and to support the operation of self-isolation facilities, community treatment centers and triage rooms of community health centers. Conclusion: Through the experience of COVID-19, we suggested that the functions of public hospitals will be reorganized as the reinforcement of infectious disease treatment and mental health for quarantined patients, cooperation with private hospitals, supporting for strengthening community health capacity and preparation for another epidemic.

Various social problems such as traffic congestion, car accidents and environmental problems(air pollution, noises etc.) have been happening in the Seoul metropolitan area that has the car oriented traffic system providing cars continuously. Along with this, the financial burden caused by current oil price anxiety made paradigm shift from caroriented to public transportation-oriented. Its typical example is an arterial branch bus system changing(bus lane through the center of main road) started in Seoul in July, 2004. But study on safety analysis of bus lane and characteristic of accidents are not sufficient enough to now. The bus lanes are expanded to provide roads for better traffic operation and accidents between buses and pedestrians or ordinary vehicles are considered main problems. This study divided each bus route of median bus lane(bus-only lane through the center of main roads) and bus lane at roadside by intersection and collected and analysed data about influence variables of bus accidents chosen in each section. We constructed a logistic model using collected data. As a result, bus lane at roadside are used by both buses and other kinds of vehicles differently from median bus lane and showed such characteristic in accident influence. Therefore access management to factors causing conflict and improvement of operation management are required. In case of median bus lane, the more buses moving general vehicle lane and traffic volume of section were, the more accidents happened. In case that stop line of center lane is not backward, view blocking of vehicles turning left caused accidents.

The Pasadena Freeway follows the Arroyo Seco through foothills and scenic passes to link Downtown Los Angeles with Pasadena. The approximately 10 mile road was the first freeway built in the West during the 1930's and is today designated as a Historic Parkway. As it approaches Pasadena, it terminates at a traffic light intersection at Glenarm Street, and then becomes a commercial road the Arroyo Parkway. This one and a quarter mile long, north south road moves significant volumes of traffic both into and out of Pasadena. The Arroyo Parkway is thus a major 'gateway' and an important axis of orientation and movement, terminating in the City's core civic, commercial and retail district. Planting, lighting, signage, paving, furnishing and fixtures ought to all be properly designed and coordinated to create a distinctive 'gateway' experience arriving to Pasadena and driving along the Arroyo Parkway. Alternate design studies, developed in discussion with City officials and others involved in the redevelopment of the area, would need to be done to properly decide on the best direction. Issues of heritage and traditional streetscape will likely have to be reconciled with both the reality of the vehicular character of the road and more contemporary themes. Obviously with such large parcels of property available in the Arroyo Fair Oaks corridor, there is a huge potential for redevelopment and building. This potential would only be strengthened by the Light Rail Line and its stations, the improvements to the Arroyo Parkway, and the redevelopment of the Arts Center College of Design. Guides and controls to the development process, including programming and physical design studies, would need to be developed in order to ensure that the maximum potential for the corridor be realized. This concept proposal suggests that the whole strip might be developed as a Arts and Technology corridor, with special emphases on education, public culture, media and lifestyle. The full programming possibilities need to be further developed. Additionally, appropriate urban design guidelines to ensure high quality development also need to be incorporated into an overall development plan.
Greedy protocols show good performance in Vehicular Ad-hoc Networks (VANETs) environment in general. But they make longer routes causing by surroundings or turn out routing failures in some cases when there are many traffic signals which generate empty streets temporary, or there is no merge roads after a road divide into two roads. When a node selects the next node simply using the distance to the destination node, the longer route is made by traditional greedy protocols in some cases and sometimes the route ends up routing failure. Most of traditional greedy protocols just take into account the distance to the destination to select a next node. Each node needs to consider not only the distance to the destination node but also the direction to the destination while routing a packet because of geographical environment. The proposed routing scheme considers both of the distance and the direction for forwarding packets to make a stable route. And the protocol can configure as the surrounding environment. We evaluate the performance of the protocol using two mobility models and network simulations. Most of network performances are improved rather than in compared with traditional greedy protocols.
A method of smart system identification of super high-rise buildings is proposed in which super high-rise buildings are modeled by a shear-bending system. The method is aimed at finding the story shear and bending stiffnesses of a specific story only from the horizontal floor accelerations. The proposed method uses a set of closed-form expressions for the story shear and bending stiffnesses in terms of the limited floor accelerations and utilizes a reduced shear-bending system with the same number of elements as the observation points. A difficulty of prediction of an unstable specific function in a low frequency range can be overcome by introducing an ARX model and discussing its relation with the Taylor series expansion coefficients of a transfer function. It is demonstrated that the shear-bending system can simulate the vibration records with a reasonable accuracy. It is also shown that the vibration records at two super high-rise buildings during the 2011 Tohoku (Japan) earthquake can be simulated with the proposed method including a technique of inserting degrees of freedom between the vibration recording points. Finally it is discussed further that the time-varying identification of fundamental natural period and stiffnesses can be conducted by setting an appropriate duration of evaluation in the batch least-squares method.

In the shallow tunnel, the surrounding ground could be loosened and deformed, which could be the cause of stress change in the ground. Terzaghi has clarified the development of a ground arching induced by the deformation of a tunnel crown in the trap door tests. However, he considered only the case in which that the tunnel crown deformed uniformly. He did not consider the effect of deformation shapes. Therefore, the relation between the shape of the ground relaxation above the tunnel crown and the deformation shape of the tunnel crown is not clear yet. In this study, model tests were performed for the three types of the tunnel crown, such as uniform, concave and convex shapes. As results, it was found that the vertical load would be transferred in various types depending on the deformation shapes of the tunnel crown.
This study aims at modeling boundary layers (BLs) encountered in sparse and built environments (i.e. open, suburban and urban) at the subsonic Wind Tunnel (WT) at Ryerson University (RU). This WT has an insignificant turbulence intensity and requires a flow-conditioning system consisting of turbulence generating elements (i.e., spires, roughness blocks, barriers) to achieve proper turbulent characteristics. This system was developed and validated in the current study in three phases. In phase I, several Computational Fluid Dynamic (CFD) simulations of the tunnel with generating elements were conducted to understand the effect of each element on the flow. This led to a preliminary design of the system, in which horizontal barriers (slats) are added to the spires to introduce turbulence at higher levels of the tunnel. This design was revisited in phase II, to specify slat dimensions leading to target BLs encountered by tall buildings. It was found that rougher BLs require deeper slats and, therefore, two-layer slats (one fixed and one movable) were implemented to provide the required range of slat depth to model most BLs. This system only involves slat movement to change the BL, which is very useful for automatic wind tunnel testing of tall buildings. The system was validated in phase III by conducting experimental wind tunnel testingof the system and comparing the resulting flow field with the target BL fields considering two length scales typically used for wind tunnel testing. A very good match was obtained for all wind field characteristics which confirms accuracy of the system.

Texture features can be incorporated in classification procedure to resolve class confusions. However, there have been few application-oriented studies made to evaluate the relative powers of texture analysis methods in a particular environment. This study evaluates the increases in the land-cover classification accuracy of the SPOT HRV multispectral data of Pusan Metropolitan area from texture processing. Twenty-four texture measures were derived from the SPOT HRV band 3 image. Each of these features were used in combination with the three spectral images in the classification of 10 land-cover classes. Supervised training and a Gaussian maximum likelihood classifier were used in the classification. It was found that while entropy produces the best empirical results in terms of the overall classification, other texture features can also largely improve the classification accuracies obtained by the use of the spectral images only. With the inclusion of texture, the classification for each category improves. Specially, urban built-up areas had much increase in accuracy. The results indicate that texture size 5 by 5 and 7 by 7 may be suitable at land cover classification of Pusan Metropolitan area.
This study fulfills an empirical analysis how the physical factors affect the formation of housing price with the block unit. Block unit houses are a type of housing that pursues comfort and convenience in that the characteristics of individual houses and apartment houses are mixed. Existing studies have focused only on the physical characteristics of various planning elements such as block-type residential complexes. Nevertheless, it is not known whether the physical characteristics of block-type residential complexes reflect the preferences of actual consumers. In addition, there are no sufficient studies on how to evaluate them from the market side. In this study, block-level detached housing sites the target complexes with 10 or more households built between 2002 and 2019. The target areas for analysis are 163 complexes in Paju, Namyangju, Goyang, Suwon, Yongin, Ansan, Gimpo, Incheon, Seongnam, Hwaseong and Gwangju, Gyeonggi-do. The physical elements that make up the unit housing were classified through factor analysis. Finally, regression analysis was conducted to establish the basis determining the price-forming factors. As a result of the analysis, the factors that influenced the price were the site area and the number of community facilities. The variable with negative influence was the distance from Seoul. Based on the results of this study, it can be said that the influence on price formation in various areas was confirmed by presenting the relationship between the facility composition and price of a detached house.

This paper proposes the Collision Prevention System based on Fuzzy which reasons a risk with the location information of vehicles and pedestrians and prevents collision between vehicles, and between a vehicle and a pedestrian with the reasoned risk. The proposed system provides three functions. First, it identifies a pedestrian's location with his smart phone and a vehicle's location with the GPS equipped in the vehicle. and transfers the identified information to their neighbors. Second, it makes a vehicle and a pedestrian reason a risk by considering a moving direction, a moving speed and road information. Third, it provides a vehicle and a pedestrian with the reasoned information such as route detour, speed reduction, etc. Therefore, the proposed collision prevention system based on Fuzzy not only prevents collision accidents beforehand by reasoning a risk, but also reduces a variety of losses by protecting traffic accident and congestion.
