독일 루르지역의 도시재생정책: 오버하우젠시와 겔젠키르헨시를 사례로 (Urban Revitalization Policies of the Ruhr Area, Germany: Case Studies on the Cities of Oberhausen and Gelsenkirchen)

  • 독일 북서부에 위치한 루르지역은 1850년대부터 석탄이 채굴되면서 석탄광업과 제철공업을 중심으로 유럽 최대의 공업지역으로 발전하였다. 그러나 1950년대에 접어들면서 에너지원으로써 유류(Oil)에 비해 석탄의 가격과 품질 경쟁력이 떨어졌고 개발도상국의 부상에 따라 이 지역의 석탄광업과 제철공업이 쇠퇴하기 시작하였다. 1970년대 부터 석탄광구와 제철공장이 하나씩 폐쇄되기 시작하여 도심에 조성된 많은 공업용지가 유휴화 되었고 실업자도 크게 늘어 심각한 경제위기에 직면하였다. 루르지역의 전형적인 공업도시라 할 수 있는 오버하우젠(Oberhausen)시는 이러한 문제에 당면하여 대규모 제철공장부지를 정화하여 거대한 쇼핑몰과 여가산업지구를 조성하였고, 겔젠키르헨(Gelsenkirhen)시는 석탄광업지구를 정화하여 태양광 산업을 중심으로 신재생에너지 산업단지와 친환경 주택단지를 조성하였다. 본 연구는 경로의존론(Path Dependence Theory)에 입각하여 이 두 도시가 추진한 도시재생정책의 집행과정과 결과를 분석하고, 이론적, 정책적 시사점을 도출하였다.

도시농업을 활용한 유휴공간의 재발견: 밀워키를 사례로 (Reinventing Vacant Lands for Urban Agriculture: Evaluating Milwaukee's Vacant Land Programs and Initiatives)

  • Converting vacant lands for urban agriculture has become a popular topic for American cities to engage in on a program and policy level. The advocates of urban agriculture cite a number of potential benefits, ranging from promoting sustainable urban development, fostering social interaction and educational opportunities, regenerating neighborhoods, and empowering residents. With the emergence of vacant lands in South Korea, different strategies have been implemented for productive use. Nonetheless, less attention has been paid to reinvent vacant lands for urban agriculture. Therefore, this study has examined the case of the City of Milwaukee's vacant land initiatives and programs that were known to have brought a series of positive neighborhood revitalization outcomes. Compared to the case of Milwaukee, intensive land use and high property prices have turned to be the major actors that prevent an active use of vacant land for urban agriculture within the context of South Korean cities. Thus, this paper proposes the possibility of using vacant lands in apartment complexes for urban agriculture.

도시재생 사례분석을 통한 커뮤니티 활성화 정책에 관한 연구 -영국·독일·한국의 도시재생 사례를 중심으로- (A Study on Community Revitalization Policy through Analysis of Urban Regeneration Cases -Focussing on the Cases of the Urban Regeneration in the UK, Germany and Korea-)

  • Purpose : This research aims to present policy plans for community vitality in the field of the urban regeneration project by analyzing aspects for vitality via domestic and abroad city policies and cases. Methods: The research method works as follows: The first step is 1) to introduce the concept of evaluation matrix to analyze cases of urban generation, 2) to apply to the proposed evaluation matrix, and then 3) to analyze communities' decline diagnosis, counterstrategies, and promotion process. And the second step is to draw features and evaluation of cases and to present the policy plan for communities' vitality with the urban regeneration project in South Korea via a comprehensive analysis. Result : This research confirmed the fact that when different sectors is expanded toward a mutual cooperation, communities are vitalized, having a mutual effect on other related sectors by taking a part in the community positively. Especially in the base of each characteristic and estimation, when various activities and socio-economic programs with residents are promoted in the integrated system, communities are successful. Through this results we present four policy plans for community vitality of the urban regeneration project in South Korea.

소도읍의 유형별 내부기능 특성 분석 (Analysis of the Distinguishing Characteristics of Small Towns in Korea)

  • With the establishment of municipalities, public interest in small towns in Korea has been on the rise. To initiate an effective study and suggest subsequent policies for small towns, it is necessary to analyze and discuss substantive issues based on specific conditions of these small towns. The primary objective of this paper is to categorize small towns into types and to analyze the peculiarities and differences of their internal factors. The focus of this research is to determine the general characteristics of the classified towns and to suggest specific revitalization and specialized studies about them. In the main analysis of this paper, 39 small towns are divided into sets according to urban rank, conditions of location, and size of the population in the central site. Furthermore, distinctions of the divided towns are analyzed using three constituents for urban organization, including populations, activities, and facilities/land. From the research results, it was determined that there is a difference between small town types, according to population, land cost, and urban activities, based upon the urban rank and size of the population in the central site. Therefore, this paper concludes it is necessary to conduct further studies on time series analysis regarding the peculiarity changes of the types, and to complement the variables for future related studies.

독일 산업.기술문화재 노르트스테른 폐광산 재생 사례 분석 (Case Study for Revitalization of Abanoned Nordstern Mine as Industrial/Technological Cultural Properties in Germany)

  • Industrial/Technological Cultural Properties are closely related to contemporary life, and have played the dominant role as a bridge between the traditional architectural buildings and contemporary architectural buildings, reflecting the overall economical, social and cultural portraits of that time. Nowadays, due to various sprawling developments and new development-oriented urban policies, only a select few Industrial/Technological Cultural Properties are being protected, the rest facing with demolition and damages. In order to better cope with such situation, Korea has officially introduced the Registered Cultural Properties System since 2001, and began acknowledging the historical values of industrial buildings as modem cultural properties. Under this circumstances, purpose of this study is to analyze main project plans of each facility in Abanoned Nordstern Mine Gelsenkirchen in the state of Nordhein-Westfalen, that have been preserved and recycled as office spaces. and to bring out the main features of the plans, so that they can be utilized to find suggestions for Industrial /Technological Cultural Properties Revitalization.

  • 본 논문은 중국 시장 이후에 새로운 시장으로 부각되고 있는 인도차이나반도의 여러 국가 중 특히 라오스를 중심으로 중소기업의 수출정책 활성화 방안으로 연구되어졌다. 라오스는 사회주의 국가이지만 2014년 현재 활발한 개방정책을 필두로 교육, 사회, 문화적인 인적교류가 활발하게 진행되고 있고, 경공업 및 사회간접자본의 확충 등 경제개발을 위한 초석을 다지고 있다. 본 논문은 대기업과 정부의 공적 기관이 발 빠르게 대응하지 못하는 신흥 개척시장에 대한 선점을 위해 현지에서 이미 네트워크를 구축한 현지 개척개발인력, 예를 들면 봉사, 선교, 연구 개발인력들과의 인적네트워크 융합을 통해 성장하는 도시와 지역에서 중소기업의 활성화방안을 찾는다.

  • Changes in consumer purchasing patterns due to construction of large Western-style commercial buildings and introduction of new purchasing methods in South Korea in the 1990s led to a gradual decline in traditional markets. Under such a new environment, Yukgeori market, one of Korea's exemplary markets, has continued to develop and survive, while maintaining the traditional market form of Korea, both physically and operationally. Therefore, to find the characteristics of spatial configurations supporting the revitalization of traditional market, we deduced social attributes of spaces in street network of Cheongju city and the neighborhood including Yukgeori market by calculating the depths of nodes in the network using analysis models based on space syntax. The results illustrated that long street with the function to attract people and acts as a bridge of traffic and communication between highly modernized commercial area and traditional market can lead to continuous win-win development of both areas and the revitalization of traditional market through the promotion of social activities in the market. We expect that sound and sustainable development of contemporary cities, which lost tradition, will be achieved through the results of this study.

일본 UR임대주택단지의 커뮤니티활성화 지원실태에 관한 고찰 (A Consideration of the Present Status of Support for Community Revitalization in the Japanese UR Rental Housing Complex)

  • This study aims to analyze community support methods and specific attainments of UR rental housing complex S in Japan and examine the present state of community formation.. UR rental housing S is part of the community revitalization support project launched by UR Urban Agency for creating exchanges among residents in the rental housing complex and in this study, the community support project from February to November 2013 was considered. As community revitalization support tasks, five types of events and exchange meetings were held. While the events and exchange meetings continued, even the residents who did not join the residents' association began to make an exchange with each other and their identity as residents enhanced, which means there was a change in the sense of community. Moreover, it is thought that a good solution to maintaining the chance for the events and exchange meetings after the support project is that residents of the younger generation actively cooperate in management as the residents' association members. 5 years after the support project, the present condition of activities of complex residents was examined, but the Residents' Association was disbanded due to the aging of residents, a growth in residents and low participation rates of the younger generation. Besides, there is a complete absence of community activities in the complex now.

거리정비사업의 주민참여방식 비교를 통한 지역활성화 효과 연구 (A Study on Regional Revitalization Effects of Street Improvement Projects through Comparison of the Types of Citizen Participation)

  • 본 연구는 도시재생사업의 일환으로 추진되는 거리정비사업에 참여한 주민 특성에 따른 지역의 거리정비사업 활성화 효과를 알아보고, 그 차이를 분석하였다. 원주시와 시흥시에서 시행된 주민참여형 거리정비사업을 연구 대상지로 선정하여 심층면접조사와 설문조사를 실시하였다. 심층면접조사 결과, 원주시는 주민의 참여가 적극적이며 주도적인 주민주도형으로 분류되고, 시흥시는 주민의 의견이 제한적인 주민참가형으로 분류되었다. 설문조사는 상인 100명을 대상으로 하였으며 활성화 항목 21가지를 5점 리커트척도로 질문하였다. 분석방법은 SPSS 18.0을 이용하여 요인분석, 신뢰도검증, 회귀분석, 집단별 평균분석, T검증을 실시하였다. 요인분석 결과, 일반적으로 분류하고 있는 물리적 경제적 사회적 지표에서 더 세분화된 물리적 경제적 파트너쉽 커뮤니티 4가지 지표로 나뉘어졌다. 주민참여 특성에 따른 분석 결과는 다음과 같다. 주민주도형이 주민참가형보다 모든 지표에서 활성화가 높게 나타났고, 물리적 경제적 활성화는 긍정적으로 평가하고 있는 것으로 도출되었다. 또한 물리적 활성화 지표가 사업추진방식의 특성과는 상관없이 지역주민의 만족도에 가장 많은 영향을 준다는 것을 알 수 있었다. 커뮤니티 활성화 지표도 두 사례에서 만족도에 영향을 미치고 있는 것으로 나타나는데, 물리적 성과만큼 소통도 중요한 요소임을 알 수 있었다. 하지만 사업추진 방식에 있어 주민주도형과 주민참여형은 파트너쉽활성화에 효과를 주지 못하는 것으로 나타났다. 연구 결과를 종합해 살펴볼 때 사업의 성과를 물리적 개선에만 본다면 굳이 주민참여에 대한 고민을 하지 않더라도 소기의 성과를 달성할 수 있지만, 도시재생의 목적에서 거리정비사업을 지역활성화의 수단으로 활용하기 위해서는 파트너쉽과 커뮤니티와 같은 사회적 지표를 활성화 할 수 있는 노력이 필요한 것으로 나타났다.

  • In spite of the government policies and incentives to revitalize rural areas, we still have a lot of problems such as the environmental degradation in rural areas, widening gap in living conditions between urban and rural areas, and decreasing rural populations. This paper aims to suggest a new planning model for ecotourism based rural villages and develop a village revitalization plan for Jangwha-ri in Gangwha Island. The new model emphasizes sustainable development based on local indigenous resources and resident initiatives.
