A Case Study on the Natural Convergence Space as a New Type of Complex Cultural Space (새로운 복합문화공간 유형으로서 자연융합형 공간에 관한 사례연구)

  • Recently, alleys, villages and traditional market spaces have been recreated as complex cultural spaces due to urban renewal or village community policies. However, previous studies only refer to buildings such as museums and libraries in dealing with complex cultural spaces. The purpose of this study is to suggest the recreated complex cultural space as a natural convergence type and analyze its characteristics. Therefore, this study aims to reestablish the concept and type of the newly created complex cultural space. For this study, Busan Bosu-dong Bookstores Alley, Daegu Kim Gwangseok-street, Andong Traditional Market and Andong Shin-sedong Mural Village were selected as research examples. As a result of the study, the natural convergence space reflects the locality of the contents constituting the space, and the various values are convergenced. And this type of space is being reborn as an advanced case of urban regeneration and serves as a representative tourist destination in the region. As a next study of this study, we proposed social studies such as quantitative research and qualitative research.

Determining Key Ecological Indicators for Urban Land Consolidation

  • Urban land consolidation, which is to reform land parcels to remove fragmentation and produce ideal blocks, is an effective means for urban renewal. Successful urban land consolidation brings out great benefits to the city officials as well as general public, such as improved city image, increased land value, and more effective land use. However, urban land consolidation can be detrimental to environment, especially in the ecological aspects, while the execution of land consolidation has been focused solely on development for the sake of human benefits. To remove negative effects of urban land consolidation to the ecological system, this paper is intended to establish a set of criteria for evaluating ecological impacts of an urban land consolidation plan. Firstly, key ecological indicators are identified using a special group decision-making process called "habitual domain analysis" and then individual weighting of each indicator is recorded by analytical hierarchy process. An urban ecological evaluation model with 4 levels and 23 indicators is thus developed.

  • Urban residential redevelopment policies have inevitably been bound up with issue of conflicts among renewal associatios, local government and developer. The purpose of paper is to examine the causes of conflicts through four residential environment redevelopment projects. In result for the successful redevelopment projects, strategies for citizen paticipation program and relocation should be set up.

  • This study targets to recognize needs of adopting public management system in Urban Renewal Project. and to establish evaluation level of public management system using policy evaluation framework for establishing perspective and systemic level. Also, this study constructed basic principles as expanded concept like Public, expertise, participation, rationality, and sustainability based on previous studies and expert opinion. AHP analysis results are following. In case of upper level, post management and continuity are important factors. Also in case of under level, making stable economic system, honest operating system, reducing development costs, local development with self-sufficiency were important factors. through empirical results, the implications are following. First, public management system needs to develop a consistent principle from planning step to post management. Second, it is essential point that continuous retraining between involved people and drawing residents participate in progress activity. Third, when evaluating public management system, it is need that emphasize non-physical factor like conflict issue between stakeholder.

Sustainable Urban Industrial Space Policy: Experiences and Implications from US Cities (지속가능한 도시산업공간 정책 -미국 주요 도시의 경험과 시사점-)

  • This study attempted to seek policy directions for development of sustainable urban industrial space through reviewing recent policies and projects of US cities that experienced urban industrial land replacement and industrial suburbanization. The policies and regulations for the urban industrial space preservation include the New York City's Industrial Business Zone, Chicago's Planned Manufacturing District, the no-net-loss framework in San Jose, and the subdivided and the state of the art in zoning systems in Philadelphia and Seattle. These policies and zoning systems have been effective for preventing the conversion of urban industrial lands to other uses, promoting business activities, and creating jobs for urban residents. In addition, the updated and innovative zoning systems allow for a wide variety of urban industrial spaces to meet newly emerging industrial demands. On the other hand, we suggested several policy implications through reviewing the cases of urban regeneration projects in Portland's Willamette Industrial Urban Renewal Area, Atlanta's BeltLine, and Milwaukee's Menomone Valley as follows: 1) updating and reinforcing spatial planning and policies for preservation and revitalization of urban industrial land; 2) considering existing businesses and local workers first; 3) setting up a participatory planning for local workers and residents; 4) preparing policies for brownfield cleanups.

Evaluation of local comprehensive plan for sustainable urban regeneration (지속가능한 도시재생을 위한 도시기본계획 평가에 관한 연구)

  • The goal of this study is to examine municipality comprehensive plans by recognizing the problem that adverse impacts of urban regeneration impede the sustainability of specific renewal project. 10 major cities in Korea that are experiencing urban decline were chosen for the study area and plan evaluation indexes were adopted based on the sustainable urban regeneration principles in terms of environmental, social, and economic aspects. Plan evaluation was conducted by employing the content analysis method and developed assessment indexes for three sectors (factual basis, goal/objective, and policy/action) of plan. The findings show that policies, such as 'expansion of parks in urban area,' 'pedestrian-oriented street improvement project,' and 'countermeasures for local industry revitalization,' should be fundamentally included in adopting sustainable urban regeneration plans. Plan scores regarding sustainable urban regeneration had an insignificant relationship with the status of administrative district and plan adopted year. This is because metropolitan municipalities, including Ulsan, Daejeon, and Daegu, received relatively low plan score compared to local governments like Goyang and Suwon. Also, Daegu and Suwon, which established their comprehensive plan in 2018 obtained lower score than Seoul and Incheon, where its plans were created before 2015. Evaluation protocol and indexes that were suggested in this study can be used while reorganizing each locality's comprehensive plan, and thus, play as one of major bases in preparing future sustainable urban regeneration projects.

Composition of the Multi-Purposed Emotional Space for Activating Idle Offices in Original Urban Block

  • This study focuses on the human-centered diversity that is one of the important value in modern society, and the method to apply various demands for architectural space. Human begins pursue new contents and leisurely life all the time and live toward the period of high emotion with personal characteristics. With those social trends, people aggressively request subjects to satisfy their emotional attractiveness as well as comforts and pleasures beyond the functional basic requirements in space. Many studies and projects about emotion have been progressed in the fields of architectural planning and design these days. Purpose: The purpose of this study is to suggest the Multi-Purposed Emotional Space as a new alternative of space renewal that satisfy both functional programs and users emotional demands. Method: For this research, the pervious researches were investigated first to determine essential methodology and terminology to estimate and construct the multi-purposed emotional space. Result: According to survey, the multi-purposed emotional space could finally be classified by emotional words, and the results of experiment were applied for building spaces. By the above process, types of the multi-purposed emotional space and design guidelines could be suggested.

DEVELOPMENT OF A WEB-BASED COST AND DURATION MANAGEMENT SYSTEM FOR MEGA-PROJECTS

  • Urban renewal projects, in the form of mega-projects, are being actively implemented both nationally and internationally to revitalize inactive cities. These programs, however, are difficult to manage efficiently due to their need for a large budget over a long period of time and due to conflicts with stockholders. Moreover, existing cost and duration management systems are structured with emphasis on the design and construction stage of unit projects, thus limiting their application to long-term mega-projects that are integrated with various facilities. To solve these problems, this study developed a web-based system that can collectively manage the cost and duration of mega-projects at a program level. The unit modules included in the system--CBS organization, construction cost and duration prediction, and total cost and duration prediction--can support decision-making at the early stage of the program. Furthermore, the modules, which include contract management, execution management, change management, and program progress management, support the program operations for its successful accomplishment. The web-based cost and duration management system developed in this study is expected to be used as a valuable tool that supports the successful accomplishment of mega-projects through their efficient management throughout their life cycle.

  • ^x The enviroment defines the living conditions for people and has at the same time the possibility to create new environment. In Korea, where the rate of urbanization reached more than 50% in 1970′s the priority has been put on the economic development and administrative function. Under the circumstance, visual environmental field was dealt lightly and it resulted in undesirable environment. The techniques of Mordern Arts (Montage, Depeysment, Tromp L′oeil, P.O.P Art, etc.) helped Super Graphics appear in the urban areas. Environmental Art has been expended into the public space and people came to recognize the Arts as the "Street Art" or "Street as Gallery". Super Graphics has four types 1) Resident′s Super Graphics ; Minority groups came to maintain social equality and rights, in cooperation with each other. Such maintenance required general urbanites to form communities which gave birth to the community art, Mural Painting. 2) Environmental Super Graphics ; Beauty has come to be stressed in order to improve the quality of urban lives in the course of inescapable urban development. Instead of renewal of all established construction conservation oriented renewal was encouraged. 3) Super Graphics as Population Arts ; In the 1960′s artists repulsed the establishments in an efforts to open new phase independent from the expressional in the arts. They recognized the relationship between painting, society and the public in different angle and tried to describe all living space on canvas. 4) Super Graphics as Advertisement ; Super Graphics functions as efficient media to deliver images to the urbanites. Super Graphics as media plays the role for political propaganda and commercial advertisements according to their purposes. In Korea, especially, it is required to introduce the environmental Super Graphics. But it is desirable to introduce Super Graphics with Korean culture and sense of beauty. Designers themselves are also required to have responsibility to improve the quality of urban culture.
