사용자 참여설계를 통한 교실공간계획에 관한 연구 - 인천광역시 학교공간 혁신사업 사례를 중심으로 - (A Study on the Classroom Space Planning through User Participation Design - Focusing on the case of School Space Innovation Project in Incheon -)

  • This study is aimed at presenting an efficient management plan of user participatory design in a situation where the School Space Innovation Project is in progress. 2 schools that were the targets of the Incheon School Space Innovation Project in 2019 were selected for this, and features such as the physical environment of that classroom, classroom usage plan, and the stepwise outcome of the user participatory design workshop were contemplated. Especially the workshop outcome was compared and analyzed quantitatively, focusing on the actual master plan and zoning plan, in order to identify the feature that opinions of various users are reflected on the actual plan. As a result, the following conclusion could be reached. Firstly, it was confirmed that the expression about the user preferential space influences the classroom usage plan of that classroom. Vague expressions about the whole space held a large majority of the objects for the linguistic expression of the preferential space. The expression mode as limited as the expression of the actions that users want to carry out in the space. On the other hand, when the usage purpose of the classroom was definite, it was confirmed that the demand for furniture·facility is relatively high. Secondly, according to the analysis of zoning for each function, it seems that the stereotype, which is arranged on the basis of the chalkboard at the front of existing classrooms, was applied in the case of the learning zone. However, in cases of other functions, a tendency was identified that the user carries out an image description that reflects the physical features of the space. Sufficient preparation will need to precede for the efficient management of the user participatory design workshop and the acceptance of various opinions. It seems that especially the classroom usage plan, number of workshops, consultation of each step, and the education about the space expression mode affect the master plan.

  • "Death is the side of life which is turned away from us." The life of people in Seoul, however, is disconnected from death. Why? This article compares the historical changes in the cemetery disposition of Paris and Seoul to answer this question. The cemetery is always a meeting place between the living and the dead. In pre-modern cities, the cemetery was close to the people's daily life. However, the fundamental change of urban structure due to modernization has a great influence on the cemetery. With the advent of the train, the world has shrunk and the city has expanded unprecedentedly. In such a situation, the cemetery is expelled to the outside of the city. However, while Paris and Seoul share the same overall flow, they responded differently to the plans for the establishment of large-scale remote cemeteries. In Paris, the plan was canceled by citizens who value their relationship with the dead. On the other hand, Seoul was unable to manage the cemetery due to social confusion in 20th century. All cemeteries were expelled as industrialization began. As a result, there is no public cemetery or ossuary at present in Seoul. In Seoul, about 20 years ago however, a new kind of place for the dead began to appear. It is an ossuary attached to religious facilities. In other words, the current cemetery of Seoul is divided into two forms : the public cemetery, which is expelled from the city, and the private ossuary, which is attached to religious facilities built in the city.

사회통합 구현을 위한 유휴 공공시설 활용 방안에 관한 연구 - 유휴 동사무소 및 유휴 학교시설에 대한 '사회통합적 복합시설'로의 재활용을 중심으로 - (Reusing Vacant Public Buildings for Social Integration - Focusing on the Conversion of Dong-Offices and Primary Schools into 'Housing-Mixed Public Facilities' -)

  • Due to the growing interest in eco-friendly and sustainable design in the architectural and urban planning field, we are witnessing numerous projects in which old buildings are being reused. However, with the exception of domestic apartments, there hasn't been a systematic approach or policy regarding the reuse of specific building types. On the other hand, we were able to point out two public building types, dong-offices and primary schools, that are expected to be underused, with future needs for conversion. Because the two building types are public buildings, we believe that their conversion must address the needs of the society. In this study, we have chosen 'social integration' as the ultimate goal of reusing public buildings. Upon the conceptual model of 'Housing-Mixed Public Facility', which was produced in a previous study, we have added other core programs that could be adopted into the model. Then, we applied the improved model onto the two building types by producing conversion plans and introducing key planning techniques. During this process, we have found some regulations that would not allow the realization of some models. Therefore, we have suggested amendments to the related regulations.

북한산국립공원의 둘레길과 정상정복형 탐방로의 경관 특성 비교 연구 (Exploring the Characteristics of scenic landscapes of between the Dulle-gil and the uphill trail in Bukhansan National Park)

  • This is a comparative study focused on the scenic landscape preferences derived from visitors's perceptions at the Dulle-gil and the uphill trail in Bukhansan National Park. Unlike previous landscape assessment methods, this study contains more direct and on-site analysis with methods of understanding the visitors' perceptions by using 'visitor employed photography(VEP)' which requires each visitor to take preferable scenic landscape with one's own smart phone camera. The scenic landscape types at two different trails were categorized and then the types favoring most of participants were verified. There are total number of 16 visual landscape types preferred by participants at both the Dulle-gil and the uphill trail in Bukhansan National Park. As in terms of consensus photography(CP) on the Dulle-gil was found to have more diverse elements including both natural and artificial elements compare to the uphill trail. Furthermore, the perceptually excited node(PEN) at the Dulle-gill were found to be more scattered evenly whereas PEN at the uphill trail were concentrated on the entrance and the top of the mountain. It is necessary to consider that the scenic landscape management at the Dulle-gil and the uphill trail require different approaches. Facilities were set based on careful consideration of distinctive geographical features and vegetation in the Dulle-gil. And the management need to be focus on the 'forested area' maintaining natural state in the uphill trail. Futhermore, the result of the CP and PEN in the trails would be helpful to proceed the next step of landscape perception study depending on characteristics of groups.

경기도 토지이용규제 현황과 문제점 고찰 (A Case Study on the Status and Problems of Regulations of Land Use in Gyeonggi-do)

  • Purpose: Laws and regulations of land use are enormous, and the appliance of regulations is overlapped redundantly. Therefore, there are many problems such as time consuming in the process, limiting individual property rights, and interrupting enterprises' economic activities. This study will discuss problems of redundant regulations of land use and its improvement by figuring out current regulations of land use in Gyeonggi-do, one of provinces which applies the most various regulations of land use. Method: This study reviews laws on national land-use planning system and characteristics of land-use regulation in Korea. The extent of the review is limited to "framework act on the regulation of land use" with categories of national land, urban planing, architecture, etc. Through case studies in Gyeonggi-do, the status and problems of redundant regulations of land use are defined. For example, it is overlapped in "Seoul Metropolitan Area Readjustment Planning Act", Development Restriction Zone, Paldang Special District, and so on. It is mainly referred to 2015 Gyeonggi-do land-use restriction map. Result: First, Gyeonggi-do confronts many problems related to the development restrictions and the financial increasement for environmental management by redundant regulations. The development restrictions include supplying additional land for industrial use, relocating colleges, and height limitation relating to military facilities. Second, in order to organize redundant regulations, it is required to combine similar regulations and adjust through communication system among other departments. Third, regulations should consider unique local condition of each district. Lastly, efficient application of regulations is necessary so as to maximize the function of land, protect individual property rights, and stimulate local development.

3대문화권 사업 계획의 역사문화적 진정성 평가 - 한국문화테마파크 영주지구와 세계유교선비문화공원 봉화지구를 대상으로 - (The Evaluation of Historical and Cultural Authenticity of the Three Major Cultural Areas Projects - Targeting Korean culture theme park in Yeongju-Zone and World confucian scholar culture park in Bonghwa-Zone -)

  • This study targets Korean culture theme park in Yeongju-Zone and World confucian scholar culture park in Bonghwa-Zone among the Three Major Cultural Areas Projects supervised by Ministry of Culture, Sports and Tourism. The study analyzes the Historical and Cultural Authenticity of each project on the basis of the reports and the report materials for meeting with related organizations. The results of the study are drawn as follows. First, through the theoretical consideration, this study drew the types of authenticity: originality, identity, specificity and visibility, which are evaluation items on the Historical and Cultural Authenticity. Second, Bonghwa-Zone succeeded in acquiring originality with tangible cultural properties but Yeongju-Zone chose a project site without it. Third, with originality, Bonghwa-zone was evaluated as having resources and concept with high traditional culture connectivity and fulfilled identity. It led the feature showing the high affinity between originality and identity. Fourth, compared to the projects of Andong-Zone in the Three Major Cultural Areas Projects, these two projects failed to acquire the distinctions since the primary and the secondary influence area and major facilities & programs coincided with those of the projects of Andong-Zone. Fifth, compared to Bonghwa-Zone, Yeongju-Zone realized visibility faithfully by the conceptual flexibility of "Korean Culture" and a large-scale development. Sixth, in terms of the Historical and Cultural Authenticity of project plan, it is evaluated that Yeongju-Zone and Bonghwa-Zone only fulfilled visibility and specificity respectively.

농촌마을 정주환경분석을 통한 과소마을 임계규모 결정지표 개발 (Development of the Marginal Scale of Rural Over-Depopulated Village by Analysing the Rural Residential Conditions)

  • The rapid rural urban migration and aging has generated an over-depopulation problems in rural areas since the 1980s. The purpose of this study constructs the marginal size of rural over-depopulated village through the analysis of the residential disparities such as farmer's ratio, basic life service accessibility, and levels of social and economic factors for each village community. This marginal scale could support evaluating diverse rural policies, which have been planned to apply to the rural development programs at the village level. The major challenges for over-depopulated villages are the lack of basic facilities, production infrastructures and inactive communities in the village. Therefore, the quantitative analysis of rural residential disparities according to rural village scale can provide the criteria for rural over-depopulated villages. We utilized Korea Agricultural Survey Data(2010) including specific residential condition of village level. The present study adopt multinomial-logit model for quantitative analysis of different village scales and decomposition techniques to separate the direct effect by the village scale factor from the endowment effects by regional or area characteristics, and residual effect by unknown factors. The present study found that the minimum scale of a rural over-depopulated village was 40 and 60 houses for the respective conditions of farmer's ratios less than 50% and greater than 75%. It was concluded based on the study findings that threshold scale could support evaluating the diverse rural policies, which have been planned to apply to the rural development programs at the village level.

입체복합공간 개발사업의 프로그램 성과관리 체계 구축 (Developing a Program Performance Management Framework for Mixed-use Development in Urban Regeneration Projects)

  • 도시재생사업의 시장 규모는 꾸준히 증가하고 있으며, 도시재생 사업에서 큰 비중을 차지하는 입체복합공간 개발사업 역시 증가하는 추세를 보이고 있다. 하지만 기존의 도시재생 관련 연구는 국내외 사례의 비교분석에 기반한 시사점 및 제도의 개선방안 도출이 주를 이루어왔으며, 사업성패여부와 관련 깊은 사업관리 분야의 연구, 특히 사업관리의 기초를 제공하는 성과관리에 대한 연구는 상대적으로 미비한 실정이다. 본 연구는 입체복합공간 개발사업의 성공적인 추진을 위해 공공발주자 관점의 프로그램 성과관리 체계를 구축하는데 목적을 두고 진행되었다. 이를 위해 기존 문헌분석, 전문가 인터뷰 등을 실시하였으며, 입체복합공간 개발사업의 시설물 유형별 성과지표 및 리스크 연계 성과지표를 도출하고, 프로그램 성과점수 통합방법을 제안하였다. 본 연구에서 제안한 성과관리 체계는 기본계획 수립단계에서부터 유지관리단계까지 전 생애주기를 고려하고 있으며, 시설물 유형별 성과를 실시간으로 파악 및 평가가 가능한 구조를 갖추고 있다. 또한 리스크 연계 성과관리 체계는 주요 리스크요인별 대응주체 및 대응방안을 제공함으로써 리스크가 높은 성과지표의 지속적인 추적 및 통제를 가능하게 하였다. 본 연구는 도시재생사업의 전 생애주기에 걸친 성과관리 기술 향상을 통해 해당 분야의 효율성 제고에 기여할 것으로 기대되며, 향후 데이터웨어하우스 기반의 웹기반 성과관리시스템의 기본구조로 활용될 것이다.

사회기반시설 이용특성에 따른 공동주택의 가격 영향에 관한 연구 - 수도권 도시철도를 중심으로 - (Analysis of Effect of Infrastructure Property on an Apartment Housing Price - Focused on Urban Subway System in Seoul Metropolitan Area -)

  • 본 연구는 서울/경기 지역을 대상으로 도시철도의 승하차인원이 공동주택가격에 미치는 영향을 분석하였다. 도시철도 역까지의 거리는 서울/경기 모두에서 주택가격에 부(-)의 영향을 주는 것으로 나타났으며, CBD/GBD까지의 소요시간은 주택가격에 부(-)영향을 주는 것으로 나타났다. 본 연구가 중점적으로 분석하려고 한 승하치인원 및 지상역 여부의 경우 서울/경기 지역 모두에서 지상역은 주택가격에 부(-)의 영향을 주는 것으로 나타났으나, 승하차인원의 경우 서울에서는 부(-)의 영향이 경기지역의 경우 정(+)의 영향이 있는 것으로 나타나, 지역마다 상권의 희소성 등에 따라 다른 결과가 나타날 수 있음을 도출했다. 이러한 연구 결과는 그동안 도시철도 역 접근성 위주로 분석한 연구들과 달리 도시철도역의 교통서비스 및 교통 외적 요인을 모형에 포함시켜 분석하였다는데 학술적 의의가 있으며, 이는 향후 주택정책을 위한 시장분석에 활용하고 나아가 수도권 도시계획 및 신도시 개발, 도시철도 교통계획 시 시사점을 제공하고자 한다.

COVID-19 사회적 거리두기가 도시공간이용에 미치는 영향 (Impacts of Social Distancing for COVID-19 on Urban Space Use in Seoul)

  • 이 연구에서는 COVID-19 확산에 따른 정부의 사회적 거리두기 조치가 도시민들의 공간이용행태에 미친 영향을 서울시 생활인구 자료를 이용하여 분석한다. 생활인구는 서울시와 KT가 공공빅데이터와 LTE시그널 데이터를 이용하여 추계한 특정시점, 특징지역에 존재하는 모든 인구이다. 커널밀도추정과 공간자기상관을 이용하여 COVID-19 유행 전후인 2019년과 2020년의 주중 주간생활인구를 분석한 결과, 2019년과 2020년의 생활인구분포는 전반적으로 유사한 패턴을 보였다. 이는 정부의 사회적 거리두기 조치가 COVID-19 확산을 통제하면서도 어느 정도 정상적인 활동을 가능하게 했다는 것을 의미한다. 그러나 2020년과 2019년의 차감생활인구에 대한 분석 결과는 미시적 차원에서 다른 결과를 보여주고 있다. 상업시설과 업무시설이 밀집한 지역에서는 주간생활인구가 감소하였으며 주거지역에서는 증가한 것으로 나타났다. 이는 COVID-19 사회적 거리두기 조치가 공간적으로 균등하지 않은 영향을 발생시켰다는 것을 의미한다. 공간회귀분석을 통해 지역, 토지이용, 경제, 교육, 접근성 특성의 생활인구 변화 영향을 분석한 결과, 상업과 업무시설 밀도가 높을수록, 규제를 받는 업종들과 비대면 수업을 하는 학교와 대학교가 많을수록 주간생활인구가 더 감소한 것으로 나타났다. 반면, 재택근무와 야외활동 증가로 주택과 공원이 많을수록 주간생활인구가 더 증가한 것으로 나타났다.
