Development of Forest Fire Information Management System using GIS (GIS를 이용한 산불 정보관리시스템 개발)

  • Recently our nature of environment has destroyed by a large scaled forest fire. In order to manage these forest fires, forecasting of it is considered as the most important thing. In this paper the database related to forest fire was first built and the efficient forest fire information management system was implemented by using GIS. The main goal of this system is that forest fire managers have GUI(graphic user interface) to analyze data of forest fire effectively and update and retrieve information in database. For the efficient GUI, this system is built in Visual Basic 6.0 and Map Object 2.0. Map Object 2.0 is combined to have various and powerful functionality of GIS analysis as component ware. The Oracle 8.0 is used as DBMS in this study to manage all the spatial and attributed information in database effectively. In the future, this system will play a critical role as making a decision supporting system for scientific forest fire protection and help real time forest fire hazard information offers service for public welfare administration business management.

A Study on the Biotope Evaluation and Classification of Urban Forests for Landscape Ecological Management (경관생태학적 도시숲 관리를 위한 비오톱 평가지표 및 유형 분류에 관한 연구)

  • To provide more natural elements in the harsh urban environment, 'planting trees as urban forests' has been emphasized as having an important role, and trees are expected to be as functional as the trees under more natural conditions in rural areas, and provide people with benefits. To do this, urban forest policies needed a better idea of planting methods and management of trees through the theory of landscape ecology, and also the feedback system according to the evaluation and assessment of urban forests. In this case study, a new principle and assessment indices for the evaluation are applied for the 4 urban forests in two Korean metropolitan cities, Daejeon and Ulsan. The evaluation of Korean urban forest-function as biotope and the assessment for the classification of biotope diversity types are carried out. The AUEM(Adding Up Estimation Matrix) is applied for the analysis of urban forests. Unlikely previous researches on the other Korean metropolitan cities, the size of urban forest has less influence on the vegetation diversity. The most frequent biotope grade is the 3rd grade at Namseon park and Mt. Hamwol, while Mt. Bomun and Mt. Yeompo show the 4th grade. The grades of forest-function as biotope are from 3rd to 5th in which lower than average in forest-function grades. This means that the 4 sites are still not-matured forests and less-functional forests as the urban biotope.

  • In Korea, Public demand for quality of life is increasing gradually with socioeconomic growth. It is really necessary urban forestry because urban forest is one of the important factors in citizen's living environment. There is expected to participate government, citizen, NGOs and the corporate sector in urban forestry. This study was investigated the directions of environmental governance in urban forestry focused local government. As a result, urban forestry official recognized the importance of urban forestry by partnership. In order to manage urban forest efficiently, the committee must be comprised of various stakeholder and researcher have need to develop support system for management. Especially, it shows that they prefer corporations participate to create and manage urban forest.

A Study on the Management Plan of Hongneung Forest Based on Visitor Monitoring (이용객 모니터링을 통한 홍릉숲 관리방안 연구)

  • In 1922, Hongneung forest was established to support the study of Korean forestry. Nowadays the forest also plays a role as urban forest which provides a green space for local people. This paper proposes the better management plan of Hongneung forest based on visitor monitoring. On-site surveys with a structured questionnaire were carried out from August to November in 2014 and total 750 data were analyzed. The survey results are as follows: 1) Visitors were inclusive of all age groups and most of them lived nearby Hongneung forest, 2) Visitors used the forest mainly for recreational purposes and recognized the forest as 'Green space' rather than 'experimental forest', 3) Visitors had great satisfaction from the forest visit and raised the necessity of more environment education and promotion of the program. Based on the results, the following solutions have been suggested: 1) Environment education will help visitors to raise awareness on the importance of Hongneung forest which plays a role as both experimental and urban forest, 2) Systematic visitor monitoring can contribute to efficient visitor management and administration of the areas. In conclusion, it is necessary to establish a visitor management system that enable to achieve a harmonization between nature conservation and recreational demands as well as to improve management of natural resource and service.

Analyzing Difference of Urban Forest Edge Vegetation Condition by Land Cover Types Using Spatio-temporal Data Fusion Method (시공간 위성영상 융합기법을 활용한 도시 산림 임연부 인접 토지피복 유형별 식생 활력도 차이 분석)

  • The importance of monitoring and assessing the status of urban forests in the aspect of urban forest management is emerging as urban forest edges increase due to urbanization and human impacts. The purpose of this study was to investigate the status of vegetation condition of urban forest edge that is affected by different land cover types using $NDVI_{max}$ images derived from FSDAF (Flexible Spatio-temporal DAta Fusion). Among 4 land cover types,roads had the greatest effect on the forest edge, especially up to 30m, and it was found to affect up to 90m in Seoul urban forest. It was also found that $NDVI_{max}$ increased with distance away from the forest edge. The results of this study are expected to be useful for assessing the effects of land cover types and land cover change on forest edges in terms of urban forest monitoring and urban forest management.

  • This study synthesizes previous research accomplishments with analysis of problems and counterplan for the riparian forest zone management and ongoing research strategy is suggested. If a part of budgets for water use allotments is supported for forest watershed owner, this policy for the forest owner could encourage the forest management of watershed. Integrated riparian forest management guideline in city and county needs to be established for the implementation of government guidelines. Base on the guideline, working plans of city and county could be evaluated. Public Forest Tending Work for stream water quality and quantity conservation should be enlarged for forest watershed and forest area management in five big river watersheds. Forest watershed should be managed with a connected system for a pollutant reduction strategy in urban and industrial areas.

Greenbelt Systems Play an Important Role in the Prevention of Landscape Degradation Due to Urbanization

  • Greenbelts were designated by the Korean government in 1971 in 14 large cities to prevent uncontrolled urban expansion. Recently, deregulation of the greenbelt system has resulted in further development, but the ecological role of greenbelts has not been fully considered when decisions about urban management are being made. We examined the ecological roles of the greenbelt system in the Seoul metropolitan area and prepared sustainable management and improvement plans based on our analysis of landscape characteristics using satellite images covering a ${\sim}30$-year period. The loss of forest cover during this period in the greenbelt areas was lower than that in the areas outside and inside of the greenbelt. Fragmentation of forest cover was correlated with the pattern of loss of forest cover. The NDVI of the greenbelt remained steady at 90% of that in outside of the GB for three decades. This suggests that the greenbelt system has performed its primary roles well. However, the remaining green space was not adequate to provide a sink for air pollutants even when the greenbelt area was included. We discuss how the negative effects of urbanization can be reduced through sustainable management and restoration to promote ecological functioning in greenbelts and urban landscapes.

Constructing the Forest Fire Extinguishment Helicopter Management System by Integrating GPS and GIS (GPS와 GIS를 통합한 산불진화 헬기 관리시스템 구축)

  • Recently in order to extinguish the large scale of forest fire efficiently and rapidly the forest fire extinguishment equipment such as helicopters and vehicles has been mobilized. In this situation, the most consideration for the effective extinguishment is to understand the forest fire surrounding area and situation very well and arrange and manage the extinguishment equipment timely. In this paper, the client/serve-based forest fire extinguishment helicopter management system was constructed by integrating GPS(global positioning system) and GIS(geographic information system) technologies. This system manages and considers not only extinguishment equipment information such as helicopters and vehicles including manpower arrangement but also extinguishment environment information such as storing reservoir status and road situation and so on. For this, the real time tracking of helicopter location was first acquired through GPS technology then all the information about forest fire surrounding area was offered through the user-friendly interface of GIS concept. The result of constructing this system helps to extinguish a large scale of forest fire rapidly and effectively within shorter time then reduces physical damage and much manpower mobilization.

Ecological diagnosis and Development of Ecological Management System of Urban Forest : On Mt. Hwangryung in Pusan, Korea (도시림의 생태학적 진단과 생태적 관리시스템 개발 : 부산시 황령산을 중심으로)

  • The forest vegetation established on Mt. Hwangryung located in Pusan, southern Korea was analyzed through phytosociological procedure. Vegetation of the study area was categorized into 14 communities, 16 groups, and 13 subgroups. Vegetation units obtained from such an analysis were shown in a detailed vegetation map (scale 1:5,000). Ecological characteristics of each vegetation unit were discussed on the basis of the principle of restoration ecology. From those results, it was confirmed that some introduced vegetation under excessive artificial interference was in unstable state and then ecological restoration was needed. On the other hand, ecological information and management systems to maintain the urban forest as ecologically healthy state were developed using GIS.

Developing Forest Fire Status Information Management System using Web GIS Technology (웹 지리정보시스템 기술을 이용한 산불 현황정보 관리시스템 개발)

  • In this paper forest fire status information management system was developed under web environment using web GIS(geographic information system) technology. Though this system, general users can easily retrieval domestic forest fire status information and obtain that in visual way such as maps, graphs, and texts if they have only certain web browsers. Moreover, officials, who have system access authority, can easily control and manage all domestic forest fire status information through input interface, retrieval interface, and out interface of the system. This system can be considered as the first domestic system to manage forest fire status data and service them in visual through user friendly interfaces on web. In order to implement this system, IIS 5.0 of Microsoft is used as web server and Oracle 8i and ASP(active server page) are used for database construction and dynamic web page operation, respectively. Also, ArcGIS IMS(internet map server) of ESRI is used to serve maps by using Java and HTML as system development languages. Not only the domestic tendency of forest fire but also the forest fire status information of certain area and time such as the frequency and the loss can be presented through distribution maps, graphs and tables. Therefore, this system is supposed to play as a important role when the policy relate to domestic forest fire is established. In addition, the self consciousness of people against forest fire can be inspired and the foundation of scientific and systemic forest fire services can be obtained through this system in the future.
