도시성장에 따른 효율적인 중학교군 설정 방법 연구 - 세종특별자치시의 중학교군을 중심으로 - (A Study on the Appropriate Allotment Methodology of Middle School District According to Urban Growth - Focusing on the Middle School District in Sejong City -)

  • This study aims at proposing the efficient settlement of middle school district and the appropriate allotment of middle school student. It focuses on the middle school district in Sejong city where has recently been developed. Firstly this study analyzes the long-term plans of school establishment, the current state of the student accommodation and the number of increasing students according to the continuing developments. To set up the efficient school district, it investigates the number of students per school district, school location and the commuting condition to each school. Throughout a question investigation to school parents, it analyzes the school choice factors - distant to school, school environment, school facilities, teacher's passion, the school curriculum, and so on. Furthermore it carries out focus group interview(FGI) targeting parents and teachers. It proposes a short-distance allotment method as an appropriate disposition of middle school student in Sejong city, which conducts a process of the first-application and the later-draw with a community as a unit.

대구시 칠곡지구의 도시발달 (The Process of Urban Development of Chilgok District in Daegu City)

  • 대구시 칠곡지구는 금호강을 경계로 대구의 기성시가지와 분리되어, 독립된 지역성을 지니고 있으며, 과거부터 상당한 규모의 도시발달이 이루어졌던 역사적 도시이다. 본 연구는 칠곡지구의 도시발달 과정을 역사적으로 고찰하고, 현안 개발과제를 분석하고자 한다. 칠곡지구는 영남대로가 통과하는 교통의 요충지로서 임진왜란을 거치면서 중요성이 크게 인식되어 1640년 칠곡지구 및 칠곡군 일대가 칠곡도호부로 되었다. 초기 칠곡도호부의 읍치는 가산산성에 있었으나, 읍내동 지역으로 읍치를 옮기게 된다. 1914년 칠곡군청 소재지를 경부선 철도가 통과하는 왜관으로 옮겨, 칠곡지구는 상대적으로 성장이 지체되었다. 그 후 대구시의 세력권에 흡수되면서 대구 외곽의 배후 농촌지역으로서 점진적인 도시발전을 이루어 나갔으며, 1981년 대구시로 편입되었다. 1980년대 말부터 칠곡지구의 택지개발사업이 시작되었는데, 태전교 북부의 팔거천 유역평야를 중심으로 개발되었다. 구 칠곡읍의 중심지는 공공개발지구에서 제외되었으나, 민간 개발이 이루어져 옛 모습을 찾아볼 수 없다. 칠곡지구는 현재 고층아파트 중심의 공동주택과 단독주택이 혼재된 고밀도의 주거신시가지로 변모하였다. 칠곡지구의 개발에 따라 도로교통 혼잡 문제가 드러났으며, 향후 개발추세로 미루어 보아 교통문제는 지속될 전망이다. 대구시 제4차 순환도로의 조기개설, 지하철 3호선의 개통 등이 요구된다.

도심지 상업지역의 정부 지원사업 효과 분석 (Government-funded Projects' Effects in Revitalizing the Urban Commercial District for Small and Medium Retail Merchants)

  • Purpose - This study reviews the achievements of a pilot project for the revitalization of a commercial district performed for three years after its establishment in 2011. The project for the revitalization of the commercial district was performed to create a new local community space in connection with the traditional market and nearby districts. Although it was a pilot project, the project for the revitalization of the commercial district has been performed for almost three years. Therefore, this seems a proper time to conduct an interim evaluation of the project. This study aims to review and evaluate how the government support policy is influential for the revitalization of the commercial district. In other words, this research aims to identify what projects positively affected consumers' intention to revisit the downtown commercial area among the commercial district revitalization projects-promotion events, promotion activities, education, merchants cooperation system, IT projects, cultural events, and residents' communication. Research design, data, and methodology - This study designated seven management improvement projects affecting commercial district revitalization based on preceding studies. The survey of the degree of satisfaction on seven management improvement projects was executed targeting consumers who visited the commercial areas. Additionally, visitors' revisit intentions regarding currently visited commercial areas were also investigated. Therefore, revisit intention was set as a dependent variable and the satisfaction degrees of the respective management improvement projects were set as the independent variables. A total of 1,209 consumers were examined in six districts in the country. Result - Multiple regression analysis results showed that cultural events, education, the merchants' cooperation system, and IT projects brought statistically significant effects to the revisit intentions of consumers. In contrast, promotion events, resident communication projects, and promotion activities did not affect the revisit intentions of consumers. Particularly, the residents' communication project did not show significant influence because of consumers' recognition that it is similar to a cultural event. Conclusion - The following implications for the revitalization of business districts in the urban central area are drawn. From a general perspective, the businesses of culture, education, and cooperative system among seven businesses play positive roles regarding the intention to revisit so that the project is required to be promoted periodically through unique performances differentiated for each district, the merchant training reinforced for professionalism, and the expansion of joint events of merchants. Moreover, the sales promotion project and public relations activity are shown to be not influential to the intention to revisit. Therefore, while short-term sales promotion such as one-time gift events are required, sales promotion and public relation activities to induce revisits by mileage savings and accumulated gift presentation to attract long-term customers are required. The IT business is positively influential to the intention of revisit. Therefore, detailed information on the revitalized commercial district should be provided and additional functions such as discount coupons for continuous utilization should be included in the mobile app and the website.

GIS를 활용한 상세계획 지원시스템의 개발 (Development of District-level Planning Support System by using GIS)

  • 도시를 관리하고 계획하는 과정은 정보의 수집, 처리, 분석과정이라 해도 과언이 아니다. 특히, 지구를 대상으로 하는 상세계획의 경우는, 도시의 물적 환경을 구성하는 기본요소인 대지, 도로, 건축물 등에 대한 다양한 정보를 획득, 분석함으로써 분석대상 지구의 공간을 인식할 수 있고, 이를 통해서 공간계획을 수립하게 된다. 상세계획 과정에 있어서 지리정보시스템의 활용은 현재까지 현황자료의 단순한 주제도 작성에만 활용되고 있을 뿐이다. 공간인식 및 계획과정에서의 분석적 목적에는 아직까지 효율적으로 활용되고 있지 않다. 따라서, 본 연구에서는 상세계획을 지원하기 위한 시스템을 지리정보시스템을 활용하여 개발하는데 목적이 있다. 이를 위해서 우선, 상세계획 특성에 따른 도시의 지구(district)레벨의 물적 환경 구성의 기본요소인 건축물, 대지, 도로 등에 대한 현황자료의 데이터베이스 설계 방법론을 제시하고, 공간관계를 이용한 물적 요소간의 위상(topology)을 정의하였다. 아울러 이를 바탕으로 한 상세계획 지원을 위한 공간질의기를 ArcView와 Avenue, Dialog Extension을 이용하여 개발하였고, 이를 사례지역에 적용해 보았다. 결론적으로 본 연구를 통하여 공간의사결정 규칙을 활용한 상세계획 지원시스템의 활용 가능성을 확인하였고, 보다 효율적 인 시스템으로 상세계획의 불확실성을 줄이기 위해서는 최신의 지형도의 확보와 지형도와 지적도의 불부합 문제를 해결해 나가야 하겠다. 아울러서 래스터, 네트워크, 이미지, 3차원자료를 활용할 수 있는 방법을 개발해야 한다.

A Modified Digital Elevation Modeling for Stormwater Management Planning in Segmentalized Micro-catchment Areas

  • Background and objective: Urban topology can be characterized as impervious, which changes the hydrologic features of an area, increasing surface water flow during local heavy rain events. The pluvial flooding is also influenced by the vertical structures of the urban area. This study suggested a modified digital elevation model (DEM) to identify changes in urban hydrological conditions and segmentalized urban micro catchment areas using a geographical information system (GIS). Methods: This study suggests using a modified DEM creation process based on Rolling Ball Method concepts along with a GIS program. This method proposes adding realized urban vertical data to normal DEM data and simulating hydrological analyses based on RBM concepts. The most important aspect is the combination of the DEM with polygon data, which includes urban vertical data in three datasets: the contour polyline, the locations of buildings and roads, and the elevation point data from the DEM. DEM without vertical data (DCA) were compared with the DEM including vertical data (VCA) to analyze catchment areas in Shin-wol district, Seoul, Korea. Results: The DCA had 136 catchments, and the area of each catchment ranged from 3,406 m2 to 423,449 m2. The VCA had 2,963 catchments, with the area of each ranging from 50 m2 to 16,209 m2. The most important finding is that in the overlapped VCA; the boundary of areas directly affected by flooding and the direction of surface water flow could be identified. Flooding data from September 21, 2010 and July 27, 2011 in the Shin-wol district were applied as ground reference data. The finding is that in the overlapped VCA; the boundary of areas directly affected by flooding and the direction of surface water flow could be identified. Conclusion: The analysis of the area vulnerable to surface water flooding (SWF) was more accurately determined using the VCA than using the DCA.

중국 연변조선족자치주 鄕鎭企業의 입지특성과 존립기반 (The Locational Characteristics and Viabilities of Chinese Township Enterprises in Yan-bian Korean Ethnic Autonomous District)

  • 본 논문의 목적은 중국 연변조선족자치주 延吉市 鄕鎭企業의 입지특성과 존립기반을 밝히는데웠다. 중국의 향진기업은 1970년대 후반 이후 중국의 급속한 경제성장을 주도하였을 뿐만 아니라 만성적인 농촌잉여 노동력 문제의 완화와 도시.농촌간의 사회.경제적 격차 완화에도 크게 기여하였다. 연변조선족자치주의 향진기업은 1980년대 말 이후 도시 인접지역과 중심도시와의 접근성이 양호한 지역을 중심으로 급격히 성장하였다. 이러한 입지특성은 단순한 시장에 대한 접근성 보다는 지역 내에서 해결하기 어려운 자금, 기술 및 판매상의 문제점을 도시기업과의 연합관계를 통해 해결하는 경영특성을 반영한다. 그리고 도시의 대규모 기업과의 경정에 있어서의 취약성을 지역내 풍부하고 저임금의 農民工 노동력 중심의 국지적 노동시장을 통해 극복하고 있다. 반면에 향진 정부의 역할은 초기단계에는 기업의 발달에 긍정적으로 작용하였으나 그 이후에는 오히려 기업경영의 자율성을 제약하는 이중적 성격을 가진다. 앞으로 자본주의 경제체제로의 전환을 전제로 한 경쟁력 강좌를 위해서는 기업경영의 자율성을 최대한 보장하는 제도개편이 요구된다.

  • This study is to analyse the transformation process of spatial structure of traditional small city structure in Jeollabuk-Do in the process of modern urbanization between 19th century and the year 2000. The small cities, IM-PI, YONG-AN, YEO-SAN, OK-GOO, GO-SAN, MU-JANG, GUM-MA, GO-BU, which have been local administrative center in CHO-SUN dynasty, have role of local administrative center of subdivision of country-myon, except OK-GOO. The method of this study is to investigate the transformation process of spatial structural elements of with the actual field surveys, the analysis of Gunhyun map made in 1872, land registration maps in 1910s and 2000, and various topological maps. The elements of analysis are the topological site and geographical situation conditions, the urbanized areas, the street systems, the function of streets, the focal points of urban land use, the land use systems, and the location of major facilities such as administration facilities, markets, bus terminals. The analytical point of view and the results are as follows. There is strong relationship between the transformation of internal matrix route system and the growth pattern of urbanized areas, Especially on the contrary to the matrix route with East-West direction which has the role of checking the growth of urbanized area, the South-North direction route acts as the leading line of the growth. The focal points structure of urban land use shows transformation process from the point of central space of administrative district in front of Nae-A, to the access point to administrative district or to the access point to housing and neighborhood commercial area. From the point of functional area structure and major facilities location, line-type commercial area is developed along the line of central axis route and access route to administrative district. Especially direction of the growth of commercial area is strongly connected with the interrelationship between the study area and its neighboring cities. Pattern of commercial district development is varied with the direction of matrix route. That is, commercial district, which shows one side development pattern along the East-West direction route, is developed on both sides of street along the South-North direction route.

공시지가평가에 있어서 도시교통소음 특성분석 (Characteristic Analysis of Urban Traffic Noise in Officially Notified Land Price Evaluation)

  • 도시지역은 다양한 경제 활동으로 인하여 교통량이 지속적으로 증가되고 있다. 특히 주거전용지역을 통과하는 도로상에서 발생하는 교통소음은 야간의 수면을 방해하는 부정적인 요소로서 삶의 질을 저하시키고 있다. 본 연구에서는 교통소음추정식과 GIS를 사용하여 주거전용지역에 있어서 공시지가와 교통소음과의 관련성을 분석하였다. 그 결과 도로변에 있는 주거전용지역의 필지에 대한 공시지가는 다른 곳에 위치한 필지보다 더 높게 나타났으며 교통소음도 더 높게 나타났다. 따라서 도심에 위치한 주거전용지역에서의 공시지가 평가 시 평가요소로서 교통소음도 함께 고려하여 생활의 편리성과 삶의 질이 동시에 반영된 공시지가 평가가 이뤄질 수 있는 방안이 마련되어야 한다고 판단된다.

  • This study aimed at framing alternative urban planning scenarios reflecting urban planning factors, performing urban climate simulation and evaluating eco-friend and low energy characteristics of each scenario on the viewpoint of urban temperature and energy savings on the target of the costal city including Haeundae District in Busan The results are as follows. 1)The fact that urban higher temperature is approximately 2.5 times higher in the building constructed area than whole urban area was represented severe higher temperature phenomenon in the built-up area. Ground greening, water scenario and soil scenario could be expected peek air temperature alleviating effect in order. Especially water scenario had significant effect(maximum $2.5^{\circ}C$) on lowering of air temperature.

서울시 지구단위계획의 환경적 지속가능성 평가지표 (Environmental indicators for evaluating sustainablility of district unit planning in Seoul)

  • This study aims at developing environmental indicators to evaluate sustainability of district unit planning in Seoul. The indicators are devised to evaluate three categories of influencing areas such as district planning area, surrounding areas of planning area, and city wide area. In order to formulate the environmental indicators, subsystems of the environment were reviewed and classified into seven sectors of the environment such as air and climate, soil, water, green space, fauna, noise, and landscape. 16 indicators were developed from the seven sectors. Weighing were given to each indicator resulting from AHP analysis of the questionnaire survey of environment and urban planning experts.
