  • Purpose: We would like to identify the appropriate size of stores in the commercial district suitable for the era of low growth. In addition, it is intended to present alternatives to prevent gentrification along with measures to revitalize commercial districts according to the selection of appropriate stores. Research design, data and methodology: The importance and commercial district usage patterns were identified through surveys by consumers and sellers. the demand and size of the commercial area were calculated based on the floating population and resident registration population. In addition, based on this, through metric analysis, the importance of the business district activation plan and what important matters can prevent gentrification were analyzed. Result: In this the study, 555 stores are currently operating in the target area, but it is seen as a commercial district with a scale that can operate 136 stores and 938 stores. In addition, it was analyzed that the Commercial Lease Protection Act needs to be strengthened to prevent gentrification. Conclusions: Due to the nature of small and medium-sized cities in Korea, commercial districts that have once lost their resilience must take much effort to find vitality. It is believed that local commercial districts will have resilience when diagnosis and recovery measures are adequately presented.

Samples were drawn from the various sources of a district in seoul. 53 persons involved in district health's administration(the Members of a District Parliament, the senior officials of a District office, village chief) and 84 health center workers were surveyed with anonymous postal questionaires and 427 district private medical personnels with postal questionaires and 625 users of a health center with direct questionaires, from November 18 to 25, 1996. Additionally, 12,151 households were surveyed with self-reported questionaires including priorities on special district health services of health center, from September 1 to 7, 1996. The major findings were as follows : 1) Although the persons involved in district health administration tend to put lower priority on health service over other community activities, they well acknowledged the importance of health center. But health center workers strongly acknowledged the importance of both health service and heath center. 2) As to the level of human resoureces, equipments and ammenities of Health Center commpared with private medical institute, the persons involved in district health's administration and health center workers responded that health center was higher in following order : 54.9%, 41.6%, 36.5% and 88.0%, 80.7%, 44.1%. 3) Concerning the priorities of health center's improvement, the persons involved in district health's administration replied in the order of reinforcement of proffesional health workers (43.3%), improvement of equipments and ammenities(28.3%), and the health center workers replied in the order of reconstruction of organization(24.1%), public health education and promotion(22.8%), reinforcement of proffesional health workers(21.0%). 4) Both the persons involved in district health's administration and health center workers replied that Ministry Health and Welfare, District office, health center were essential as the most critical organizations in the activation of Health Center's Function. 5) Persons involved in district health's administration and health center workers chose, as the most important health center's Function, medical treatment and prevention of infectious disease, and prevention of acute and chrone disease control and special district health service, respectively. Both Groups replied that fammily planning and parasite control are no longer in need. 6) As the future health service requiring reinforcement, every human resources parties considered health conselling, health line, sex education as the most imortant elements in public health education. Concerning the reinforement of other health services such as medical checkup and visiting nurses, every human resources parties showed more than 80% approval rate, but for oriental medical care service, the private medical personels showed relatively low approval rate(52.9%). Therefore the planning for reinforcement of health center's function requires the reflection of human resources party's opinion and the implication of system which can control and combine the differences in party's opinions.

  • The purpose of this study is to present the rational decision process for new ward office building site. AHP Technique used in this study considers both quantitative and qualitative factors on the basis of decision maker's intuitive, reasonable or unreasonable judgement by giving weight through mutual comparision of publicity factors. The evaluaion factors were refer to another five ward office there were executed these kinds of new site selection before. These standards are composed of 6 middle groups and classified into 9 detailed standards. Alternative building sites are five places in this district. The final evauation standards are Accessibility, Urban Expansion Possibility. Distrct balance, Environment, Financing. Development easiness. And It became clear that the priority of evaluation is Financing > Urban expansion > Accessibility > Development easiness > District balance > Environment. In conclusion, it was determined that alternative " E " is the most adequate place for new ward office building.

  • A mathematical model is developed in order to describe the network configuration and heating distribution to a Central District Heating System for an Urban Residential Community. The purpose of using this model is to optimize operating costs and to distribute heat to the Residential Community efficiently. In particular, because of the inherent nonlinearity and dual optimization of the problem a dyamic programming approach is taken. It is turned out that the optimal cost of the system is a strong non-linear function of the network. In particular, it is found that increasing N, the number of houses, may not necessarily imply increased costs. It is felt that past failure of producing economical systems may be due to the improper attention given to the network.

  • Management practices and ordinances for urban scenic view protection are varied by cities because they have their distinctive nature and social environment. Therefore landscape management methods for urban scenic views are generally varied by the characteristics of city landscape and ordinance. This case study for scenic view protection practices in U.S.A. is very meaningful and appropriate because cities initiate a plan and/or an ordinance to manage urban scenic view in Korea. Urban scenic view protection methods were analyzed based on followings: 1) how to select scenic view resources and define spatial areas for preserving them, 2) how to control building height, open view corridor and guide landscaping and 3) how to carry out view protection methods and organize them in laws or ordinances. Findings of this study will be applied usefully in the development of urban scenic view protection methods in Korea.

  • In the past, the United States has been engaged in large-scale urban development projects as a tool for urban regeneration to revitalize distressed urban areas. On the other hand, large-scale urban development projects have been stalled or discontinued globally since the 2008 economic crisis. Despite this, the Hudson Yard development, which is the subject of this study, has resumed smoothly due to the characteristics of its development structure and rational negotiation process. Most domestic developments depend on the economic circumstances, and the problems that are exposed in a privately led development are repeated; the Yongsan International Business District Development is a representative failure case. This study examined the characteristics of the business structure and the nature of the negotiation process in the Hudson Yard development project in New York City.

  • Urban Skyline is strongly influenced by high-rise buildings. It is changed and becoming over time and is formed by the human choice. This study does an analysis of the foreign urban skyline managements in three aspects: criteria and control, operation and deliberation, and citizen participation and inducement. It draws common characteristics of foreign cases; preparing rational and premeditated building height control in the aspect of district, transformation from height restrictions of individual building to height standards in the aspect of urban landscape, devising efficient design review and citizen participation methods, and administrative processing for an integrated building height management. It also suggests policy implications for preparing both comprehensive and systematic building height standards in the aspect of district to create a desirable city image and urban skyline.

  • Most of construction at urban area is now undertaking a redevelopment because currently the most of city is full. But the research about the collision of urban tissue at urban redevelopment area are very limited and there are many issues at urban redevelopment area. So the purpose of this study is to analyze the collision between different urban tissue at urban redevelopment area and suggest proper method for urban redevelopment. The area inside of four main gates, especially Chung Jin, Gong pyeong, Mu gyo- Da dong district are selected to analyze because the area inside of these gates is the oldest urban redevelopment area and each of them has a different redeveloped method. And current status of research area's urban tissue and collision situation are analyzed by macro and micro scale of view. The results of this study were as follows; Ignoring the timeline of the urban redevelopment process can be a major issue in collision between urban tissue. Therefore, the consideration of intermediate stage of redevelopment process is needed by making public area, a temporal use of vacant lot and changing architectural elements can make a harmony between different urban tissue.
