3D GIS(Geographic Information System) processes, analyzes and presents various real-world 3D phenomena by building 3D spatial information of real-world terrain, facilities, etc., and working with visualization technique such as VR(Virtual Reality). It can be applied to such areas as urban management system, traffic information system, environment management system, disaster management system, ocean management system, etc,. In this paper, we propose video visualization technology based on 3D geographic information to provide effectively real-time information in 3D geographic information system and also present methods for establishing 3D building information data. The proposed video visualization system can provide real-time video information based on 3D geographic information by projecting real-time video stream from network video camera onto 3D geographic objects and applying texture-mapping of video frames onto terrain, facilities, etc.. In this paper, we developed sem i-automatic DBM(Digital Building Model) building technique using both aerial im age and LiDAR data for 3D Projective Texture Mapping. 3D geographic information system currently provide static visualization information and the proposed method can replace previous static visualization information with real video information. The proposed method can be used in location-based decision-making system by providing real-time visualization information, and moreover, it can be used to provide intelligent context-aware service based on geographic information.
This study was done to identify a status of home visiting project as a community health nursing system, that was the organization. personal who have age, educational background, marital status, position, experience of the home visiting in the public sectors in part of Seoul. Kyonggi, Kang-won area, It was done to provide basis data for the development of effective visiting nurses project in the health sectors, where was Health Centers in urban and rural. Branch of Health Center in rural and Health posts. The question airs were distributed 352 public health workers who working place was 118 health workers in 12 health centers in Seoul. 56 public health workers among 39 health center and other public health sectors in Kyonggi and 178 public health workers among health center and health care sectors. Data collected from October to December. 2000. The analysis by SAS system with F test, percentage and frequency. The major result were as follows. The general characteristics of the respondent show that most of them were graduates from community college and RN-BS with broadcast that they had not completed CPHN course but only two health workers have trained for the visiting nurses project. As for their grade in the position, the most of health workers have seventh level and the other CHP were above sixth level in the health care post that in the government structure. This indicates that workers do not have great authority in decision making, the most period of works in the position was one and two years indicating that they change jobs frequently. On an average their clinical experience was 4.11 years which is ideal for the total service. As for preparation of staff for home visiting workers education on visiting nurses program have to receive short term or longer term training course for strong emphasis. The analysis showed that public health visiting workers responds about active job performance that based on an area, approach of acting by districts, education and position are shown statistically significant difference between acceptance of the visiting nursing job show the same as well as visiting nurses project. Special concerns for visiting Nursing care spread came to burden, many of activity carry out main solution is covered the health problem connective support system needs of quality and quantity which out health problem. As 71.1% of visiting health service held on the poor population was under the guardianship of the law, but people who health insurance wide application under law shown a tendency to increase gradually. The general characteristics of the patients showed 56.2% of female on average of age was 66.1 years old, they have health problem was the most of 47.6% of high blood pressure and stroke, the other and as a problem that economics, which is complex welfare with out health problem. Community health care service should be combined health and social work program. The form of delivery of visiting health care given the most guide and education with counselling and support. (33.6%) Among the six category of visiting care service shown statistically significant difference and next is fundamental care, remedy care with priority.

Recent increasement of metropolitan infrastructure due to rapid expansion and development of urban areas which caused complexity and diversification of management system demands higher cost and effort to manage and maintain the facilities. The reason why it requires continuous and systematic management by national government is that the infrastructure facilities takes important role as it is directly related to public's living. Thus this study suggests an efficient management plan for increasement of work efficiency, cost reduction, and time saving by introducing 3D geospatial information system for water distribution reservoirs which is managed by the Office of Waterworks Seoul Metropolitan Government. This study evaluates and quantifies the range of work improvement using the 3D GIS technology through carrying out a survey targeting people in charge of the Office of Waterworks Seoul Metropolitan Government and other 8 offices. From the result of the research, applying the 3D-GIS improves by 90.32%, 93.55%, and 91.61% in the area of work efficiency, cost reduction, and time saving respectively. Consequently, using 3D GIS in future management of infrastructure could be used as a way of producing base data which supports administrative decision making through statistical and case analysis based on continuous data management. Also it would contribute to improving work efficiency by improving management system through preventing data omission.

GIS has been building for various application fields with the aids of NGIS project, especially numerous municipal governments are building a UIS in the level of local governments' informatization. Although there are some difference between municipal governments' business, still many things are in common. So far, individual municipal governments have developed a UIS for their own use, which lead to duplicated development of the UIS. The component technology has been introduced to remove such duplicated efforts and it enabled maximizing the reusablilty of the UIS already developed. This paper proposes a component design for network analysis of the drinking water to calculate the amount of flow and the head loss. This component design provides the initial water amount to estimate the amount of the network flow and the head loss, thereby supports the decision making such as installation or extension of the pipe network. The process of the component design accompanies the business reengineering to support the standardized business work flow. Also, the design of the network analysis component uses the algorithms induced with UML specification. Based on the component design, the component development has been progressing and the network analysis system would be followed. In the near future, another component to integrate the network analysis and the business related to the drinking water needs to be developed.
This paper shows alternative route search and preference route search for the traffic route search, and proposes the use of the fuzzy non-additive controller by the application of AHP(analytic hierarchy process). It is different from classical route search and notices thinking method of human. Appraisal element, weight of route is extracted from basic of the opinion gathering for the driving expert and example of route model was used for the finding of practice utility. Model evaluation was performed attribute membership function making of estimate element, estimate value setting, weight define by the AHP, non additive presentation of weight according to $\lambda$-fuzzy measure and Choquet fuzzy integral. Finally, alternative route search was possible to real time traffic route search for the well variable traffic environment, and preference route search showed reflection of traffic route search disposition for the driver individual. This paper has five important meaning. (1)The approach is similar to the driver's route selection decision process. (2)The approach is able to control of route appraisal criteria for the multiple attribute. (3)The approach makes subjective judgement objective by a non additive. (4)The approach shows dynamic route search for the alternative route search. (5)The approach is able to consider characteristics of individual drivers attributed for the preference route search.
In this study, we developed the system that can collect and store environmental disaster data into the database and use it for environmental disaster management by converting structured and unstructured documents such as images into electronic documents. In the 4th Industrial Revolution, various intelligent technologies have been developed in many fields. Environmental disaster information is one of important elements of disaster cycle. Environment disaster information management refers to the act of managing and processing electronic data about disaster cycle. However, these information are mainly managed in the structured and unstructured form of reports. It is necessary to manage unstructured data for disaster information. In this paper, the intelligent generation approach is used to convert handout into electronic documents. Following that, the converted disaster data is organized into the disaster code system as disaster information. Those data are stored into the disaster database system. These converted structured data is managed in a standardized disaster information form connected with the disaster code system. The disaster code system is covered that the structured information is stored and retrieve on entire disaster cycle. The expected effect of this research will be able to apply it to smart environmental disaster management and decision making by combining artificial intelligence technologies and historical big data.

This study identifies the impact of social network service (SNS) on the spatial characteristics of retail stores locations in the hyper-connected society, which have been closely related to the everyday lives of urban residents. In particular, we focus on the changes in the spatial distribution of restaurants since the information retrieval process was added to the decision-making process of a consumer's restaurant selection. Empirically, we analyze restaurants in Seoul, Korea since the smart-phone was introduced. By applying the kernel density estimation and Moran's I index, we examine the changes in the spatial distribution pattern of restaurants during the last ten years for running, newly-open and closed restaurants as well as SNS popular ones. Finally, we develop a spatial regression model to identify geographic features affecting their locations. As the results, we identified geographical variables and online factors that influence the location of restaurants. The results of this study could provide important groundwork for food and beverage location planning and policy formulation.

Before urban railway vehicles reach their design life-span, operating agencies should determine when to buy new vehicles. Previous LCC (Life Cycle Cost) studies were limited because they independently focused on existing vehicles based on costs that directly impacted only the operating agency without considering effects such as social costs and the reduction of maintenance costs. Thus, it is difficult to systematically determine when to buy new vehicles. This study investigated the operating and maintenance related costs, especially from additional expenses and social costs due to unexpected vehicle failures and safety accidents, and did an economic analysis of scenarios with different discount rates. Considering that the public is very concerned about safety after the Sewol ferry accident, additional costs, which include social costs, should be included in the analysis. This study shows that the economic priority of scenarios may change depending on whether those costs are included and on the discount rate. The results of this study can help in the decision-making process for the planning and buying of new trains.
This research grasped the difference of between the daily medical expenses and the medical expenses reduction rate also the cause of change. In the centre, it was conducted in order to offer the necessary basic data to a recuperation pay management solution's establishment. This research surveyed across the country's urban region 50-general hospital's the infective enteritis disease for a year. Then it was conducted the average daily medical expenses and the average medical expenses reduction rate as a distinguishable survey that is a hospitalization and an outpatient the result is followed. The inpatient daily medical expenses correlated with the total number of medical institution personnel, and the outpatient daily medical expenses correlated with the number of beds.. Inpatient medical expense reduction rate was correlated with number of beds and the total number of medical institution personnel. The interaction between medical institution information and daily medical expenses was found to have a positive (+) effect on the total number of medical institution personnel, as well as the numbers of inpatients vs. outpatient. This research about the medical expense reduction rate and daily medical expense help medical institution's efficient, rational decision making and it will be an important basis of a priority recuperation pay's policy.

LID(Low-Impact Development) has received a great deal of attention in the field of urban water management. The spread of LID technologies as a natural drainage system has led to a rise in consideration of the applicability of policy in Korea. In this respect, the purpose of this study is to analyze experts' perception about utilization, applicability of policy, and improvements of LID by using Q-methodology. The sample included 31 experts who were government employees, landscape architects, researchers, and professors related to LID. All participants completed a 28-statement Q-sort task. Data was analyzed by using QUANL computer software. As a result of this study, four distinct experts' perceptions about LID are identified: Policy Enforcement Oriented Type, Expert Understanding Oriented Type, Manual Oriented Type, and Effectiveness Oriented Type. This study suggested appropriate directions related to LID technologies, and it is helpful to apply the domestic type's LID and increase the efficiency of LID in Korea. However, this study has a limit in which the viewpoint of the researcher intervenes: a complementary searcher is needed to verify the validity by type in policy decision-making.
