  • There are many stakeholder whose interests against the rest and lots of complex projects in Urban Regeneration. Moreover, there are various communication routes and complex decision making structure because the benefits among stakeholder are conflict. Eventually, the lots of decision making task and complex structure cause inefficiency and delay of Urban Regeneration business. This Is a basic study for establishing decision making governance which help efficient decision making in Urban Regeneration. This study was conducted follow process. Through the analysis the Urban Regeneration process and literature study of "Governance", we characterize the decision making of Urban Regeneration, and based on that character we founded "decision making governance composition". Finally we suggest the "Decision Making Governance System Concept in Urban Regeneration"

  • Performing 'Mega Project' in which various stakeholders are involved is difficult to control due to the respective conflicting objectives. Urban regeneration which is being challenged issue in various ways can be defined as the mega project. Since the mega project like urban regeneration a long-continued project and includes a lot of participants whose benefits conflict, cooperation among stakeholders is essential. Moreover, as the project goes, diverse decision making situations which require collaboration happen, and if proper decision making cannot be given at that time, the whole project would have critical effects. Also, since each activity concerns numerous stakeholders, prompt decision making is difficult in the mega project. Therefore, the objective of this study is to support stakeholder's cooperative decision making in order for conducting successful project. For the purpose of the paper, the concept of cooperation in mega project is redefined and a cooperative decision making framework is suggested. Also, the term of governance, which means cooperative mechanism based on the mutual trust, information sharing and partnership, is applied to the newly defined cooperation. The suggested cooperative decision making framework contains the structure of stakeholders in urban regeneration project which enables participants to understand the relationship among bodies and checklists for supporting decision making appropriately. The application of the framework proposed in this research is expected to contribute subjects' suitable decision making by providing proper information in a timely manner.

Study on Decision Making Style & Task Management of Urban Homemakers (도시 주부의 의사결정 스타일과 일 처리 방식에 관한 연구)

  • The purpose of this study is to investigate decision making styles task management of urban homemakers. This study focuses on the following aspects: 1) to find out which variables of background variables (ie. age of couple, education of couple, duration of marriage, income, family life cycle, number of children) have effect on decision making styles & task management of urban homemakers. 2) to find out the relationships between decision making styles and task management of urban homemakers. 3) to find out independent influcene of background variables on task management. major findings are as follows; First, it is general tendency that decision making styles were human oriented in urban homemakers. Importance & Urgency of the task, age of homemakers, education of homemakers, family life cycle were significant variables to have influcence on task oriented decision making styles. Importance & urgency of task were variables to have influences on human oriented decision making styl s. Second, the tendency of dealing with task at once is the highest in the task management, on the other hand, the tendency of dealing with task in the next session is the lowest. Income is a variable to influence on dealing with task in delegation to others, education of homemaker is a variable to influence on dealing with task in next session and importance & urgency of the task and the number of children were variables to influence on dealing with task immediately. Third, human oriented decision marking style was a variable to influence on dealing with task in delegation with task in delegation to others, in the next session, and in suspending/ in neglecting. Task oriented decision making style was a variable to influence on dealing with task immediately. Fourth, The urgency of task & income were variables to have direct influence on dealing with task in delegation with task in next session, and the urgency of the task, age & education of homemaker and family life cycle were varia les to direct influence on dealing with the task immediately. The urgency & importance of the task and age of homemaker were variables to have indirect on dealing with the task urgency of task & the number of children were variables to have indirect influence on dealing with the task in suspending/in neglecting through the medium of the human oriented decision making styles.

Collaborative and Participatory Model for Urban Forest Management: Case study of Daejisan in Korea

  • Citizen's involvement in forest decision-making is recently acknowledged as a potential solution to forest management conflicts. Through participation, affected citizens become a part of the decision-making process. This paper focuses on the use of collaborative and participatory model(CPM) for urban forest management. The model, which is exemplified by the Daejisan case in Yongin-si, Gyeonggi-do, Korea, utilizes the collaborative decision-making structure and the gradual level of resident participation in urban forest management. As a result, the committee in the model contributed to building partnerships among different interest groups and then to constructing environmentally compatible urban park. Furthermore, an improvement in the levels of resident participation was manifested in the process. These characteristics of CPM can encourage participation and cooperation among stakeholders and ultimately contribute to realizing sustainable urban forest management.

Development of Gateway Review System for Supporting Collaborative Decision-Making through Project Life Cycle (사업 단계별 의사결정 지원 게이트웨이 리뷰 체계 구축)

  • As Urban Regeneration is being carried out, stakeholders are most likely to have disagreements on their interests. Besides, dispersion of numerous communication routes and obscure decision processes aggravate the situation. Eventually, fragmented decision-making processes and complex structure lead to inefficient outcome and delay of projects. This paper is a study on decision-making support not only helps the program manager have more efficient and optimum decision, but also provides alternatives for Urban Regeneration. This study is conducted as follows. Firstly, the project process and the decision-making structure among stakeholders in Urban Regeneration are analyzed, and then the current status of decision-making in Urban Regeneration project is classified. Secondly, with literature study on "Gateway Review", the decision-making gateway review process in Urban Regeneration is defined, and then the "Gateway Review Elements" are listed. Thirdly, to establish gateway review process, this paper presents a check points, namely gate which supports a program manager to monitor and to control the program management in Urban Regeneration. Each gate has several supporting tools such as diagram of critical decision points relation, scheme of stakeholder, checklist. Fourthly, the proposed concept is verified by experts who have been carefully selected to provide their respective reviews. Finally, decision-making support gateway review system is modified based on their critiques and suggestions.

  • Recently, the role of community in public design has become important. However, the design process often places only emphasis on the 'agreement' of the community. As a result, the process was forced to collect opinions from the community only passively. Also, a process that only focuses on the formation of an agreement is likely to provoke confrontations and conflicts between those who support and oppose it. In the end, persuasion by the opposing residents is more important than decision-making by the whole community. Therefore, it has recently been paying attention to 'decision-making' that values a variety of things, not 'agreement formation'. Because various values of the community are valued and process is more important than result, 'decision-making' is different from 'agreement formation'. South Korea is also paying attention to public design, where community decision-making is central. Therefore, it is very necessary to develop a methodology that can support community decision making. In Jeju, the community's decision-making support methodology was devised for urban regeneration. The purpose of this study is to examine the characteristics of this methodology and to reveal its potential and challenge as a decision-supporting methodology.

  • The paradigm of urban generation does not lie in physical development/maintenance such as urban redevelopment any more. The paradigm is shifting to balanced activation of administration / management functions including central commerce/business functions, broad culture/tourism functions, international functions and adequate level of residence functions. The urban regeneration project aims to restore functions of cities by physical/environmental, living/cultural and industrial/economical regeneration and is managed differently from existing projects in that it includes multiple sub-projects in it. The overall projects management should be by managing the value sought by the urban regeneration project and multiple other sub-projects. The objective of this study is to present various methods of value management in order to avoid conflicts between various objectives within the said project. It aims to provide the value management methods for decision making by understanding correlatedness between values of various projects and prioritizing them.

  • A spatial decision making process is needed when a local government tries to make polices and plans for eco-tourism in urban and regional site scale. This study aimed to suggest an assessment model to support spatial decision making on planning and making polices for eco-tourism. The model composes 6 stages of 'setting up ecogeographic territories'. 'value analysis method as ecotourism resources' 'synthetic assessing', 'grading values', 'selecting main resources for ecotourism' and 'spatial decision making support'. Applying the model to Shiheung city in Kyounggi province, validity was secured. By using the model, it was possible to make some decisions effectively such as selection of ecotourism resources, decision of the priorities of polices for ecotourism, and setting up the type of ecotourism to be introduced. In addition, by visualizing high valued resources and areas for ecotourism it w possible to support to make plans and policies effectively.

  • The full extent of damage depend greatly on the quick and rational decision making by the incident commander soon after the disaster. The decision that everybody should wait by the captain, not to enter into the ship by the first dispatched incident commander, broadcasting failure have brought about a huge loss of life at Sewol cruise ship incident. Thus this study reviews the training and education system supporting the rational crisis decision making performed by the incident commander to cut off the expansion of disaster which is caused by the failure of the incident situation awareness and the decision making described above.

A Research on the Importance of Decision Making in Process of Promoting an Urban Regeneration Project -Focused on Cheong-ju City- (도시재생 사업추진과정에서의 의사결정기준 중요도 -청주시를 중심으로-)

  • Urban regeneration projects involve various stakeholders, which result in decision making processes that require long periods of time and cause many conflicts. This study aims to identify important factors in decision making for promoting an urban regeneration project. The analysis results utilizing AHP are as follows: Firstly, the analysis results identify the main considerations in the process of promoting urban regeneration projects as residents' opinion(0.393), involvement of local government(0.231), opinions of related experts(0.206) and master plan(0.169). Secondly, the key drivers of stakeholders' qualitative decision making were found to include sustainability(0.325), economic feasibility(0.277), ease of project implementation(0.232) and equity(0.166). Lastly, meaningful differences in the relative importance of key aspects of decision making were identified when respondents were grouped according to being aware or not aware of the urban regeneration project, as well as living on or living off the project site. The results of this study can be used to implement successful urban regeneration projects in the future.
