Post Occupancy Evaluation of the Central Hospital in Quang Nam Province of Vietnam Funded by Korean ODA (ODA 지원 베트남 중부 꽝남성 종합병원의 거주후 평가)

  • Purpose: This is the ex-post evaluation on "the Central General Hospital in Quang Nam Province in Vietnam" funded by Korean ODA. Through this evaluation, this study tries to explore useful ways to improve the effectiveness of Korean ODA projects related to hospital establishment. Methods: Field survey and analysis of questionaire to the staffs and patients of Quang Nam Province General Hospital were conducted twice in 2012 and 2014 after the completion of the Hospital. Two sets of surveys and questionaire outcomes have been comparatively analysed by statistics in order to seek the trend of satisfaction level of hospital users and find out the improvement way in hospital design and construction. Results: The satisfaction level on the hospital was relatively high and that of 2014 is higher than that of 2012. The satisfaction level of the users was recorded in Likert 5 scales. Continuous facility complement and maintenance is considered as the main contributor in increasing the satisfaction level of users. As far as the satisfaction level of outpatient is concerned, that of 2012 was recorded as 3.65 and that of 2014 was 4.05. In case of inpatient, the satisfaction level on the hospital in 2012 was 3.76, and 4.06 in 2014. Implications: In overseas hospital projects, proper hospital project management system including medical service plan, strategic plan, brief, design & construction and maintenance have to be put together effectively and efficiently for the success of the hospital project. At the same time local climate, culture, building material and local code have to be considered in order to build sustainable hospital.

  • Since Paris Climate Change Conference in 2015, many policies to reduce the emission of greenhouse gas have been accelerating, which are mainly related to renewable energy resources and micro-grid. Presently, the technology development and demonstration projects are mostly focused on diversifying the power resources by adding wind turbine, photo-voltaic and battery storage system in the island-type small micro-grid. It is expected that the large-scaled micro-grid projects based on the regional district and town/complex city, e.g. the block type micro-grid project in Daegu national industrial complex will proceed in the near future. In this case, the economic cost or the carbon emission can be optimized by the efficient operation of energy mix and the appropriate construction of electric and heat supplying facilities such as cogeneration, renewable energy resources, BESS, thermal storage and the existing heat and electricity supplying networks. However, when planning a large residential town or city, the concrete plan of the energy infrastructure has not been established until the construction plan stage and provided by the individual energy suppliers of water, heat, electricity and gas. So, it is difficult to build the efficient energy portfolio considering the characteristics of town or city. This paper introduces an energy mix optimization(EMO) method to determine the optimal capacity of thermal and electric resources which can be applied in the design stage of the real large-scaled residential town or city, and examines the feasibility of the proposed method by applying the real heat and electricity demand data of large-scale residential towns with thousands of households and by comparing the result of HOMER simulation developed by National Renewable Energy Laboratory(NREL).

Classification of the damaged areas in the DMZ (demilitarized zone) using high-resolution satellite images and climate and topography data (고해상도 위성영상 및 기후·지형 데이터를 이용한 DMZ 불모지의 유형화)

  • In this study, we 1) identified the damaged areas along the south limit line (SLL) of the demilitarized zone (DMZ) by the military's 'DMZ barren land campaign', and 2) categorized the identified damaged areas into a few ecological types. Using high-resolution satellite images, we delineated the total damaged areas to be 1,183.2 ha, which accounted for 50.1% of the 100-m northern buffer regions from the SLL. Of the total damaged areas, 16% were severely damaged, i.e., they had been damaged until recently and so remained barren without vegetation cover. In other areas, the levels of damage were either moderate (59.9%) or slight (24.1%), due to natural succession that turned those areas to grassland or forest. Using satellite image-derived land cover maps and climatic and topographic data, we categorized the damaged areas into seven types: lowland grassland (19.8%), western lowland forest (21.4%), low-altitude forest (25.5%), mid-altitude forest (18.4%), high-altitude forest (6.8%), vicinity in east coast (7.9%), and waterbody (0.2%). These types can be used to identify proper measures to restore ecosystems in the DMZ for now and after Korean reunification.

Developing Ecological Trails and Route Alignment for Revitalizing Rural Traditional Theme Village in Naegok-ri (농촌전통테마마을 활성화를 위한 내곡리 여산팔경 마을 생태탐방로 노선설정 방안 연구)

  • This study discusses developing ecological trails and route alignment in mountainous rural area. Through a process of ecological resources survey, ecological trails and route alignment has been established. Mainly, by focusing on ecological resources in rural areas, it was indifferent to their own ecological resource and charm to make it unique strengths. Based on survey the results, Natural ecology resources, there were the climate factor, surface, geological, terrain analysis. Furthermore, ecological resources were researched and analyzed the elements of it, distribution of resources, types, location, semantic analysis. The results are expressed on the map and recorded by taking pictures. Plant ecosystem, there were actual vegetation, land use, flora analysis. Wild animal ecosystem, it was checked and recorded on 1/1,000 map partition the emergence of wild birds, the number of species distributed by foraging guild, the emergence of amphibians, reptile, mammals and insect species. The site is chosen as rural theme village in 2007, base on their own rich ecological and landscape resources. Therefore, we carried out ecological trails and route alignment plan in accordance with analyzed the natural ecological resource and after setting up the basic goal, ecological trail has been composed and planting has done and direction.

A Study on some Problems derived form Improvement Work of Rural Houses and their Solutions (농촌주택개량사업에서 파생되는 문제와 그 대책)

  • Since 1971 when the nation wide 'New Community' movement was launched to improve rural standards of living, dol and thatched-roof houses have been reshaped or removed, thereby making it hard to find time-honored people's living structures in the countryside. Since 1977, the improvement work of rural houses has started throughout the country, so many new rural residences have been constructing along the highway, main roads, railways and around the sightseeing area, New rural houses do not show, for the most part, the traditional architectural style and the nation's unique conventional ways of living. The writer tried to find solutions to the problems derived from improvement work of rural residence, in a comparative method of traditional rural houses and newly constructed rural ones. The greater part of new rural houses' types, painting colors, and fence types had been recommended by provincial administrative trative officials. Officials recommended them to the farmer with their standards, which did not consider farmer's convenience of traditional way of life, but a fine sight from the highways or railways. Korea's three basic roof types are the HAPKAK roof (gabled and hipped), the UCHINKAK roof(hipped), and the BAKKOONG roof(gabled). However, the gabled roof houses, having their entrance on the gabled side, are found more ofter in new rural village. As mentioned above, architectural style is not harmonious with the topography and climate i Korea, because it is not Korean traditional type, but one of the western styles. And new rural house plans are inconvenient in the conservation rural family system, because of the same category with urban houses plans. Other problems derived from ton-traditional architecture style are roof painting in 4-5 colors in a new village, types of wall and fence, and attached building in the site.

  • 기후변화와 변동으로 인해 기온, 강수, 증발산 등의 수문순환 요소들이 과거와는 다르게 빠른 속도로 변하고 있다. 이에 따라 지난 수십 년간 기후변화가 수문학적 극한사상에 미치는 잠재적 영향은 수자원공학 관련 분야에서 관심 대상이 되어왔으며, 많은 선행 연구들은 극한 수문사상의 규모 및 빈도가 증가한다는 결과를 보여 주었다. 우리나라의 경우 최근 10년간(1999~2008년) 1일 100mm 이상 집중호우의 발생빈도는 총 385회로, 70~80년대 222회에 비해 무려 1.7배나 증가했다. 2011년의 경우 7월초부터 8월 중순까지 지속적인 장마와 집중호우로 인해 1285.3mm의 누적강수량이 발생하였으며, 서울 및 수도권 지역에서 100년 빈도 설계강수량을 초과하는 집중호우 발생으로 서울의 도심지역 곳곳이 침수되어 많은 재산피해와 인명피해를 입혔다. A1B 기후변화 시나리오에 따르면 21세기말(2071~2100년)에는 20세기말(1971~2000년)에 비해 약 17%가 증가할 것으로 전망하고 있다. 이처럼 기후변화는 특히 도시수공시설물을 설계하는데 있어 가장 중요한 변수인 극한강우사상을 변화시키기 때문에 도시배수시설물을 계획하고 설계하는 수공기술자들에게 기후변화를 고려하는 일은 자명한 일이다. 또한, 기후변화로 인한 수문과정의 점진적 변화 영향은 도시배수관련 기반시설물의 첨두홍수량과 빈도를 변화시킬 것으로 예상하고 있다. 이에 본 연구에서는 기후변동이 도시배수체계에 미치는 영향을 평가하기 위해 외부기상인자의 변동을 반영할 수 있는 비정상성 빈도해석기법을 이용하여 지속시간 1기간, 3시간, 24시간 빈도별 설계강수량을 산정한 후 도시유출모형인 XP-SWMM 모형을 통해 도시배수체계에 미치는 영향을 평가하였다. 이를 통해 현재의 도시배수체계와 비교함으로써 기후변동이 도시배수체계에 미치는 영향을 정량화하였다.

A STUDY ON THE VARIATION OF DESIGN FLOOD DUE TO CLIMATE CHANGE IN THE URBAN CATCHMENT : A CASE STUDY ON THE HYOJA DRAINAGE BASIN IN SEOUL (기후변화에 따른 도시유역의 확률홍수량 변화에 관한 연구 : 서울시 효자배수분구를 대상으로)

  • 최근 국지성 호우와 홍수, 그리고 극심한 가뭄과 같은 기후변화로 인한 극치수문현상이 빈번하게 관측되고 있다. 이는 과거와는 다른 양상의 강우사상으로 광화문(2010), 강남역(2010), 청계천(2010), 청주(2017), 부산(2017) 등 주요 도심지역에 내수침수로 인한 막대한 인명, 재산 피해를 발생시켰으며, 피해의 빈도와 강도가 증가되고 있는 추세이다. 특히 기후변화에 따른 강우강도의 증가는 설계홍수량의 변화를 초래하며, 그로 인해 홍수 위험도 증가와 치수안전도 감소 등 수공구조물의 설계기준에 불확실성을 증가시키는 원인이 되고 있다. 최근 국내에서도 기후변화에 따른 수공시설물 설계빈도 상향에 대한 필요성이 대두되고 있으나 기후변화의 불확실성 및 기후시나리오의 한계로 인해 정량적 분석결과가 제시되지 않아 정책 수립에 반영하기 현실적으로 어려운 상황이다. 본 연구에서는 기후변화에 따른 홍수특성에 대한 도시유역의 영향을 평가하기 위하여 서울 효자배수분구를 대상유역으로 선정하고, 과거관측자료 기준 S0 대비 상세화 기법(Downscaling) 및 편의보정(Bias Correlation)으로 생성된 RCP 4.5 기후시나리오 HadGEM3-RA(RCM)모델을 통해 생산된 S1, S2, S3 기간의 확률강우량의 변화를 평가하였다. 이때 확률분포형은 Gumbel, 매개변수 추정은 최우도법(ML)을 사용하였고, 도시유출모형을 이용하여 최대첨두홍수량 및 침수면적 산정하고 기후변화 기간별 변동성을 분석하였다. 평가 결과 대부분의 도시배수시설물의 설계빈도인 10년빈도를 3사분위값을 기준으로 할 때 50년과 70년 이상의 미래를 가정할 경우 각각 약 10%, 20%의 확률 홍수량이 증가가 예상되었다. 이러한 결과 현재 구축되어 있는 배수시스템의 설계빈도를 크게 상회하는 값으로 도시배수시스템에 많은 어려움을 줄 것으로 예상되며, 정량적 평가 결과가 기후변화 적응 대책 신규 시설물 설계시 참고할 수 있는 기초자료로 활용될 것으로 판단된다.

  • Kon - Ha Thanh River basin is the largest and the most important river basin in Binh Dinh, a province in the South Central Coast of Vietnam. In the lower rivers, frequent flooding and inundation caused by heavy rains, upstream flood and or uncontrolled flood released from upstream reservoirs, are very serious, causing damage to agriculture, socio-economic activity, human livelihood, property and lives. The damage is expected to increase in the future as a result of climate change. An advanced flood warning system could provide achievable non-structural measures for reducing such damages. In this study, we applied a modelling system which intergrates a 1-D river flow model and a 2-D surface flow model for simulating hydrodynamic flows in the river system and floodplain inundation. In the model, exchange of flows between the river and surface floodplain is calculated through established links, which determine the overflow from river nodes to surface grids or vice versa. These occur due to overtopping or failure of the levee when water height surpasses levee height. A GIS based comprehensive raster database of different spatial data layers was prepared and used in the model that incorporated detailed information about urban terrain features like embankments, roads, bridges, culverts, etc. in the simulation. The model calibration and validation were made using observed data in some gauging stations and flood extents in the floodplain. This research serves as an example how advanced modelling combined with GIS data can be used to support the development of efficient strategies for flood emergency and evacuation but also for designing flood mitigation measures.

  • Nowadays, the knowledge of modern society through education has become more and more complicated. The education system and the educational philosophy have created various education systems and methods for each country due to the difference of history and culture. In Korea, there are various teaching methods in recent years. However, if the traditional teaching method in Korea is based on educating teachers with a good understanding of the contents taught, some foreign countries such as USA and Germany can express their thoughts of the total population. In this situation, this study researches cases of other countries that have different educational systems from ours. It compares the differences of social background, educational program, and educational space in Germany, Singapore and the United States. As a result of this study, the following contents can be derived. The educational program is based on the social background of each country and plans an educational space suitable for the education program. In Germany, the emphasis is on the students' experience and community consciousness rather than on the amount of knowledge, so a home base space is planned between the classrooms to solve the problem of lack of solidarity and belonging among the students who are lacking in the curriculum. Some practical courses are run in the community. In Singapore, educational programs are elite-oriented compared to the other country, and because of the typical tropical climate, educational facilities are characterized by a lot of common space in semi-exterior space. Many schools in the United States have IMC in the central part of their schools that adopt self-directed learning and discussion.

Algorithm for Judging Anomalies Using Sliding Window to Reproduce the Color Temperature Cycle of Natural Light (자연광의 색온도 주기 재현을 위한 슬라이딩 윈도우 기반 이상치 판정 알고리즘)

  • Research in the field of health lighting has continued to advance to reproduce the color temperature of natural light which periodically changes. However, most of this research could only reproduce a uniform circadian color temperature of natural light, therefore failing to realize the characteristics of the circadian cycle of color temperature difference by latitude and longitude. To reproduce the color temperature of natural light on which the characteristics of a region are reflected, the collection technology of real-time characteristics of natural light is needed. If the color temperatures which are not within a periodical pattern due to climate changes, etc., are measured, it will be difficult to judge the occurrence (presence) of the anomalies and to reproduce the circadian cycle of the color temperature of natural light. Therefore, this study proposes an algorithm for judging the anomalies in real time based on the sliding window to reproduce the color temperature of natural light. First, the natural light characteristics DB collected through the on-site measurement were analyzed, the differential values at a one-minute interval were calculated and examined, and then representative color temperature circadian patterns by solar terms were drawn. The anomalies were then detected by the application of the sliding window that calculated the deviation of the color temperature for the measured color temperature data set, which was collected through RGB sensors, while moving along the time sequence. In addition, the presence of anomalies was verified through the comparison study between the detection results and the representative circadian cycle of the color temperature by solar term. The judgment method for the anomalies from the measured color temperature of natural light was proposed for the first time, confirming that the proposed method was capable of detecting the anomalies with an average accuracy of 94.6%.
