  • Urban rail transit offers target performance and function because various lower part system such as rolling-stock, signal, power and trackis consisted as complex. In order to function properly an urban rail transit which is complicated system to work as safety and reliability, System must secure safety with structure, design, manufacture, install and verification and it is important to establish a safety standard follows it procedures, establish what step all it is important to operate. Safety standard of urban transit infrastructure is minimum standard necessary to secure safety of signal, power and track. Urban rail transit standard business leads to make many requirements. Recently, many types of equipment have applied to manage requirements and standards for system efficiently in part of universal, airline and car accordingly applied equipments use to manage a pursuit(Trace) between standard of system. Especially importance of management is emphasized more become more. Importance of standard management which usesa computing support tool recently in transit filed is embossed and is predicted to be more such forward. Therefore we propose the effective method of management with infrastructure system by constructed data-base system.

A Study on the Critical Safety Management Buildings and factors by Analyzing the Actual State of Building Safety Management (건축물 안전관리 실태분석을 통한 중점안전관리 대상 및 요소 설정에 관한 연구)

  • According to the statistical surveys and studies, insufficient maintenance in the use of existing buildings caused fire and collapse accidents. In this respect, I analyzed the data managed by the current building maintenance and inspection system to find out the actual state of safety management and proposed two significant results. First, regarding the state of the buildings, the safety management status of the small-sized ones, where 20 years or more passed after construction, is the worst and a priority improvement plan is required. Second, there are eight deeply concerning factors for the fire incidents and collapse accidents of buildings. In the order of high risk, these factors are structural strength (seismic design), exterior wall finishing material, basement floor, interior finishing materials, other evacuation facilities, corridors stairs entrances, rooftop, fire partition. We need to have more special designs and management plans regarding high-risk factors as a system to prevent accidents in the building.

Operation Direction of Regional Architectural Safety Center through Analysis of Japanese Building Confirmation System (일본의 건축확인제도 분석을 통한 지역건축안전센터의 운영 방향 설정)

  • To prevent illegal building work in advance, regional building safety centers were introduced to perform technical investigations and management. The purpose of this study is to propose the detailed operational directions of the regional building safety center through the analysis on the current status of parameters, such as the operation of designated confirmation and inspection bodies in Japan. We consider the role, building administrative process and establishment criteria of regional building safety centers through the analysis the introduction background and the designation criteria of designated confirmation and inspection bodies. In establishing the center's professional manpower qualifications, we refer to the criteria for the professional qualifications of the designated confirmation and inspection bodies. In addition, the calculation method of required manpower of verification inspectors in Japan was used as a reference in setting the scale of regional professional manpower. Finally, we propose the detailed operational directions of the regional building safety center such as (1)roles of the center, (2)establishing management plan of the center, (3)work scope (4)scale of the professional manpower, (5)qualification of the professional manpower, and (6)funds.

Architects' Perceptions on Identifying Major Risk Factors and Mitigation Measures in Green Building Design :The Case of South Korea

  • Architects are facing increasing risks that result from heightened expectations of benefits and performance when designing green buildings compared to traditional buildings. This study aims to explore the possible risk factors for architects in green building projects in South Korea and assess risk mitigation measures. To attain this goal, 14 risk factors and 12 mitigation measures were determined through an extensive literature review. A questionnaire was administered to architects practicing green building design and criticality index was employed to assess major risk factors and mitigation measures. This study identified 'adoption of new technology and process', 'green building certification results', 'building products and materials', and 'energy saving uncertainty' as the major risk factors of green building projects. Additionally, the questionnaire proposed 'contract indicating each party's role, liability, and limitations clearly', 'utilizing integrated design process', and 'understanding client's goal in green building projects' as the three most effective risk mitigation measures in designing green buildings. There are few studies that focus on architects' perceived risks concerning green building projects; this study contributes to a deeper knowledge and attempts to fill the current literature gap, which would benefit South Korea's green building design practice by aiding in the development of better risk management strategies.

Comparative Evaluation of Albedo Distribution according to Administrative Boundary Using MODIS Products (MODIS 영상을 이용한 행정구역별 알베도 분포 비교평가)

  • This paper is primarily intended to present quantitative evidences for land surface albedo difference among seven metropolitan cites in South Korea. An empirical study for experimental sites was conducted to confirm how a standard MODerate Resolution Imaging Spectroradiometer (MODIS) instrument offers the viable method of measuring and comparing the regional heterogeneity of albedo among administrative districts. The metropolitan cities like Seoul located in dense building environment do result in much lower albedo than those exposed in much more sub-urban surface (e.g KwangJoo). These experimental results indicate that an urban surface such as building and road is a crucial explanatory variable for lower albedo. It is confirmed that the urban surface such as building and road could be employed as a proxy of the lower albedo burden in the metropolitan area. It is anticipated that this research output could be used as a valuable reference to confirm the potential of introducing the new concept of "administrative districts specific albedo management" to support more scientific and objective decision-making in the process of GHG (Greenhouse Gas) reduction project.

  • When the foundation work of the underground part of the building structure or the excavation work of the civil engineering structure is carried out, there is the earthwork work by the inevitable process. As the economic situation continues to develop, construction in urban areas is becoming bigger and higher in scale due to the expansion of infrastructure and the rescue of urban dwellings in urban areas, and excavation of underground roads is inevitable. Excavation of the underground part may cause problems in the process difficulty and safety of the earthworks due to the complexity and various characteristics of the ground selected without consideration of the ground characteristics and site conditions. In order to complete the required facilities, it is necessary to secure the design and construction of the retaining walls. In order to complete the required construction, It is an important factor satisfying construction period and economical efficiency.

A Study on the Improvement of Inspection System for Building Maintenance (건축물 유지관리점검 체계화를 위한 제도 개선방안)

  • As the life cycle of buildings is expected to increase, new constructions will decrease and the proportion of remodeling and repair will increase. Therefore, there is an increasing need for overall performance management of old buildings. In 2020, the proportion of buildings over 30 years old is expected to reach a half. As a result, the demand for securing and improving the performance in the stage of using the building is increasing due to the change in the demand for the building, such as the decrease in the construction permit and the increase in the use of the existing building. From this perspective, the study sought to consider institutional measures to organize the preventive and conservative maintenance of buildings. For this purpose, the conceptual goals of inspection for building maintenance were set through a literature review, and the status and problems associated with building maintenance were analyzed to suggest ways to improve the inspection system for building maintenance.

  • Geographic information system (GIS) sewer network data are a fundamental input material for urban inundation modeling, which is important to reduce the increasing damages from urban inundation due to climate change. However, the essential attributes of the data built by a local government are often missing because the purpose of building the data is the maintenance of the sewer system. Inconsistent simplification and supplementation of the sewer network data made by individual researchers may increase the uncertainty of flood simulations and influence the inundation analysis results. Therefore, it is necessary to develop a basic algorithm to convert the GIS-based sewage network data into input data that can be used for inundation simulations in consistent way. In this study, the format of GIS-based sewer network data for a watershed near the Sadang Station in Seoul and the Oncheon River Basin in Busan was investigated, and a missing data supplementing algorithm was developed. The missing data such as diameter, location, elevation of pipes and manholes were assumed following a consistent rule, which was developed referring to government documents, previous studies, and average data. The developed algorithm will contribute to minimizing the uncertainty of sewer network data in an urban inundation analysis by excluding the subjective judgment of individual researchers.

Development of the Building Boundary Detection for Building DEM Generation (건물 DEM 생성을 위한 경계검출법 개발)

  • It is estimated that, in the twenty-first century, 70% of global citizens will live in urban areas. This accelerated urbanization will require a greater need for the building DEM and orthoimagery along with Geographic Information System for urban management. The building DEM requires the detection of outlines showing building shapes. To do this, automatic and semiautomatic building extractions are usually used. However, in cases where automatic extraction is performed directly from the aerial images, accurate building outline extraction is very difficult because of shadow, roof color, and neighboring trees making it hard to discern building roofs. To overcome this problem semiautomatic building extraction was suggested in this paper. When a roof texture was homogeneous, building outline detection was performed by mouse-clicking on a part of the roof. To construct the building outlines when the texture was not homogeneous, a computer program was developed to search out corner points by clicking spots near corner points. The building DEM was generated by taking into account building outlines and heights calculated by image matching.
