We intend to improve the sustainability of rural villages by investigating the element technologies and platforms necessary for building smart villages. There are so many investment smart city platforms and solutions in many cities. but there are relatively few investments in rural or small cities. This situation can not only increase the urban problem due to the increase of population to the city, but also deepen the digital gap of citizens. So far, studies on smart village have been investigated in fragments. We will examine the cases applied to smart village as a whole and study the open smart village platform that analyzes the overall data storage and management of the village after the smart village was finally established. First, we will look at the overseas trends of smart village and second, we will study the smart village platform that efficiently manages smart village through the technology necessary for smart village.
This article comes up with a new method which is based on the visual characteristic of the objects and machine learning technology to achieve semi-automated recognition of the personnel, machine & materials of the construction sites. Balancing the real-time performance and accuracy, using Faster RCNN (Faster Region-based Convolutional Neural Networks) with transfer learning method appears to be a rational choice. After fine-tuning an ImageNet pre-trained Faster RCNN and testing with it, the result shows that the precision ratio (mAP) has so far reached 67.62%, while the recall ratio (AR) has reached 56.23%. In other word, this recognizing method has achieved rational performance. Further inference with the video of the construction of Huoshenshan Hospital also indicates preliminary success.
As the Internet has expanded and the continuous expansion of online shopping in China, many rural areas also have sales outlets. Due to the impact of economic conditions, rural locations have inadequate e-commerce logistical infrastructure, the number of outlets is small, and each other is in a decentralized state. For various reasons, the advancement of rural e-commerce logistics lags far behind that in urban areas. As the Internet of Things with big data grow in popularity, we can create and enhance the assurance system for the booming ecommerce in rural areas by building the support system of rural online shopping platform, and strengthening the joint distribution of logistics terminals based on data mining, so as to encourage the quick and healthy growth of rural online shopping.

Based on the supply status statistics of new renewable energy according to public obligation system, current status of overall application centered on solar heat, solar ray, and geothermal heat as energy sources that can be applied to buildings may be analyzed as follows. (1) After the public obligation system, the investment costs on the total construction costs by years were between 5.21% and 7.12%: they were 7.12% in 2004, where the system was initially implemented; and they were gradually declined from 2005 to 2011, 5.76% in average. The ratio of equipment investment per energy sources in the total construction costs was 5.9%, which was slightly more than the obliged ratio. The order of investment costs per energy source was solar ray, geothermal heat, and solar heat. (2) Among the 1,433 sites in the plan of new renewable energy installation based on the public obligation system, "for cultural & social use" was most in target institution, and facilities for education & research was most in use classification, followed by public working, culture & rally, and sports. The number of facilities applied according to the case for planning installation per use classification of the target institution was between 1.1 and 1.5, or 1.4 in average of energy source. Conclusively, the authors of this study investigated overall current status of new renewable energy supply from the analysis of statistic data, and it may be needed of further supplementation of various examinations by visiting investigation and interviews with practitioners based on classification of use of target institutions.
To accommodate urban concentration of population, multi-purpose super-tall buildings have been introduced, but they induce many travel demands causing regional traffic problems. While several travel demand management policies such as transit promotion or parking limits are presented to alleviate such problems, transportation infrastructure are still insufficient to meet high demands. In this study, super-tall buildings are categorized by scale and purpose, then mode-specific derived demand is estimated using modal share of each category. Optimal transportation infrastructure level is determined by condition-based average changing amount yielded by street network delay (in case of road) or the number of transit routes (in case of transit).
This study aims to analyze the performance of public-private governance of urban parks in Cheongju-city, focusing on the 'cooperative governance' model of Ansell & Gash(2007) and find implications. The performance and limitations of the governance were analyzed using 13 success factors suggested by this model. According to the results of the analysis, four categories are satisfied: initial conditions, institutional design, leadership, and cooperation process. 8 out of 13 factors were analyzed at a 'good' level and thus this governance can be evaluated as successful one. Building trust and committed collaboration can be seen as key elements of successful governance. On the other hand, 5 factors were evaluated as 'average' because some limitations were revealed. The results of this analysis suggests that in order to improve cooperative governance, a post-implementation management system should prepared, and the inclusiveness of participation should further strengthened, and also regulations that ensure a regular forum for indirect participants and the public from the institutional design stage should be established. Although this study was analyzed based on the evaluation category of the objectively verified model, there is a limitation in that the evaluation was based on subjective judgment.
The Korean government is pursuing technological development through nearly every government agency, and Korea's growing R&D spending is yielding good results in many fields. With the country moving from the technology development stage to the demonstration stage, it is actively implementing testbed projects to demonstrate developed technologies and services. This is, however, not without problems. There is no consistent systematic system for the testbed projects because government agencies compete against each other in the planning of execution of R&D: they do not work together. The most serious problem is that both testbeds and developed technologies die out due to poor operation management after the completion of test projects. Research should, therefore, be done on operation management and commercialization. However, the government still does not consider the system after the test: it focuses on building testbeds to verify developed technologies. This study intends to determine the basic orientation of operation management to ensure maximum performance, efficiency, and continuity of national projects through intensive analysis of ongoing national R&D testbed projects and examination of success stories of operation management at home and abroad.

This research paper explores the process of developing skateboarding spaces in urban parks. Skateboarding is one of the most popular sport activities representative of urban parks. This research paper will analyze the process of introducing skateboarding activities into park spaces and their acceptance by the general public as well as derive meaningful general implications for park space development planning. The research method is a discourse analysis of newspaper articles regarding skateboarding issued between the 1960s and 2010s. These articles are the main resources to show the creation of a skateboarding culture, generation of skate park spaces, and the extinction of these spaces during the research period. The result of this research is as follows. There are reasons that allowed for the creation of skate park spaces in urban parks. First of all, positive associations that people have regarding skateboarding have influenced the park's users and operators' decisions that a park is proper space for skateboarding activities, and the agreement to remodel the park space. Secondly, skate parks became a space for multiple-uses that can be shared with other emerging sports, which resulted in a building boom of skateboarding spaces in urban parks. Thirdly, urban parks and their new culture of active sports became a marketing tool used by local governments to attract new inhabitants to their new towns. On the contrary, there are three main reasons for the deterioration of skate parks. First of all, within parks in which skateboarding activities collided with other park usage, the skate parks disappeared. Secondly, skate parks built specifically for competitive skateboarding events and without consideration of casual skaters disappeared, as these facilities were not sustainable for use in the long term. Thirdly, the golden age of skate park skateboarding did not last long, as skateboarding trends shifted from trick performance to street skating, where skate parks are no longer needed. For this reasons, the exclusive use of park space for skateboarding activities has faded from public interest. The findings of this research suggest how sport activities should be introduced to urban parks. At first, each park's management needs to identify a sport suitable for long-term development, and not only plan for temporal events or follow fleeting trends. Secondly, the park's management systems should reflect a type of sport activity that would not only be popular at the beginning of the spaces development, but also take into consideration how these activities will change over time. Lastly, in cases where there are conflicts between sport activities and other activities in urban parks, attempts should be made to suggest feasible solutions other than the liquidation of sport spaces. This study explains the development process of sport spaces offered in urban parks, by thorough research of the process of acceptance of skateboarding activities in current urban park systems. This conclusion also indicates further areas for research with the purpose of understanding general best practices in urban parks sport space planning.

The vigor condition of trees is an important indicator for the management of urban forested area. But difficulties in how to assess the tree vigor condition still remain. Previous efforts were limited in the 1) measurement of single indicator rather than using multiple indices, 2) purpose-oriented measurement such as for air-pollution effect or specific pathological symptom, and 3) ordinal-scale evaluations by field crews 4) despite human errors based on his/her experiences or prior knowledge. Therefore, this study attempted to develop a quantitative and objective methodology for assessing tree vigor condition, by measuring multiple modules and building the profile inventory. Furthermore, the possibility and limitations were discussed in terms of schematic frames describing tree vigor condition. The vigor condition of 56 flowering cherry plants in urban park were assessed by in-situ measurements of following eight items; growth of crown(Gc), growth of shoots, individual tree volume(Vol), plant area index, woody area index, leaf area index, leaf chlorophyll content(Lc) and leaf water content(Lw). For validation, these measurements were compared with the ranks of holistic tree vigor condition, which were visually assessed using a 4-point grading scale based on the expert's knowledge. As a result, the measures of each evaluation item successfully highlighted a variety of aspects in tree vigor condition, including the states of both photosynthetic and non-photosynthetic parts. The variation in the results depending on evaluated parts was shown within an individual tree, even though the broad agreement among the results was found. The result of correlation analysis between the tested measurements and 4-point visual assessment, demonstrated that the state of water-stressed foliage of the season (Lw) or the development of plant materials since sapling phase (Vol) could be better viewed from the outer appearance of trees than other symptoms. But only based on the visual assessment, it may be difficult to detect the quality of photosynthesis (Lc) or the recent trend in growth of trees (Gc). To make this methodology simplified for the broad-scale application, the tested eight measurements could be integrated into two components by principal component analysis, which was labelled with 'the amount of plant materials' and 'vigor trend', respectively. In addition, the use of these quantitative and multi-scale indicators underlies the importance of assessing various aspects of tree vigor condition, taking into account the response(s) on different time and spatial scale of pressure(s) shown in each evaluated module. Future study should be advanced for various species at diverse developing stages and environment, and the application to wide areas at a periodic manner.

This study analyzed Japan's three-dimensional road system as part of a study on urban regeneration plans through the three-dimensional use of road space. The three-dimensional road system integrates the Road Act, Urban Planning Act, and the Building Standard Act. The advantage of the three-dimensional road system is that landowners can freely use the space above and below the road so that they can live and operate sustainably, and road managers have the advantage of reducing the land acquisition costs because they only acquire rights to the road. In terms of type, it is applied to a variety of integrated and separated structures in elevated roads, underpasses, free passages, parking lots, and monorails. In addition, in the case of development methods, the degree of freedom of development plans is improved by enabling integrated maintenance of roads and buildings. Management stability is improved by applying management and law-based authority according to the Road Act. In this way, the three-dimensional road system provides support to maximize the use of limited available land through the three-dimensional use of road space, and to develop sustainable and good urban areas in development areas.
