  • Smart city has effect toward its sustainability. Citizens should be viewed as co-creators of cities, not consumers. From this point of view, citizen responsibility and ethics should be emphasized. Now, Smart cities are becoming more important than ever. From now on, urban development is divided into two major categories. One side is the development based on smart city, and the other is urban development that revives the old city. As the city grows bigger and bigger, many problems arise and there are many problems. This tendency must become stronger in the future. But, Stones shall be dressed to exact size and shapes before being laid. Until now, No attempt has been made to declare about Citizen Spirit in Fourth Industrial Revolution. In the era of the Fourth Industrial Revolution, in order to become a leading country of Smart City, we must first complete the spiritual revolution. From this aspect, this study proposes the "Declaration of the Fourth Industrial Spirit Revolution".

  • Today we live in the Hyper-Connected Society. The Hyper-Connected Society is the network society connected with hyper-connectivity. We know that this technical substructure of hyper-connectivity is the 4th industrial revolution. In this paper, I want to find the origin of the Hyper-Connected Society by clarifying the pattern of the staged development of industrial revolution. The variation pattern of technical revolution including industrial revolution can be summarized very simply as follows; (1) technical revolution ${\rightarrow}$ network revolution, (2) network revolution화 ${\rightarrow}$ the variation of social network, material revolution${\rightarrow}$spiritual revolution. The pattern of the staged development of industrial revolution is as follows. Therefore, in the aspects of network revolution, the origin of the Hyper-Connected Society is the railroad revolution in USA after 1840.

  • Korea has the potential to lead the era of the Fourth Industrial Revolution, which succeeded in the information and communication revolution, including the establishment of an e-government. The Go match between humans and computers has led to the realization that humans are starting to live in a new era that they have never experienced before. In 2018, the Federation of Science and Technology Organizations conducted a recognition survey on "what is the most urgent thing?" in the era of the Fourth Industrial Revolution. As a result, it has been shown that the readjustment of the laws of science and technology is most urgent, so it is necessary to analyze the laws of science and technology. According to the research, more than 400 laws are diagnosed, and laws that serve as basic laws cannot lead the Fourth Industrial Revolution. The Framework Act on Science and Technology provides an emphasis on the promotion and management of R&D projects. When analyzing the regulations on 'Development of Science and Technology Innovation System', 'Basic Plan of Science and Technology', and 'Comprehensive Plan for Promotion of Local Science and Technology', there is no suggestion of the Fourth Industrial Revolution. After all, a comprehensive analysis of the current Framework Act on Science and Technology indicates that it is in effect the R&D and Management Act. The "Regulations on the Establishment and Operation of the Fourth Industrial Revolution Committee" poses the problem of defining parliamentary legislation as administrative legislation. 'In addition, if we analyze the Smart City Act, the lack of logical links with the Framework Act on Science and Technology and the Regulations on the Establishment and Operation of the Fourth Industrial Revolution Committee is a major problem. In conclusion, in order to platform the Fourth Industrial Revolution, two improvements can be put forward. First, the Framework Act on Science and Technology shall be abolished to enact the National Research and Development Administration Act, and secondly, the Framework Act on the Fourth Industrial Revolution shall be enacted to absorb the contents of the Regulations on the Establishment and Operation of the Fourth Industrial Revolution Committee.

  • In Minkowskian 3-spacetime $L^3$ we find timelike or spacelike surface of revolution for the given Gauss curvature K = -1, 0, 1 and mean curvature H = 0. In fact, we set up the surface of revolution with the time axis for z-axis to be able to draw those surfaces on standard pictures in Minkowskian 3-spacetime $L^3$.

  • In this study, a windmill type ultrasonic motor operated by single-phase AC electric field was fabricated, and then revolution characteristics and 3-dimensional vibration mode of the ultrasonic motor were investigated. Brass metal was pressed with umbrella-type using metal mold, then slot of 4 kind was processed at various thickness. It was found that the revolution speed of the ultrasonic motor increased with decreasing the thickness of elastic body. The revolution speed of the ultrasonic motor increased with increasing the slots of elastic body. When the characteristics was measured, applied voltage was changed from $10V_{max}\; to\; 100V_{max}$. Then, revolution was began from $30V_{max}$, if voltage was applied over $90V_{max}$ revolution speed was saturated, and not increased. The maximum revolution speed was 510[rpm] when using elastic body with 6 slots and thickness of 0.15mm. And 3-dimensional displacement mode was rotated clockwise direction.
