A Study on Deregulation Trends and Prospects in the Telecommunications Market of European Union (EU통신시장의 규제완화 동향 및 전망 분석)

  • The telecommunications market in European Union was fully liberalized as schedule except some member countries on and after January 1, 1998. The full liberalization of telecommunications market which will provide lower charges and various services to consumers. At present, the monopoly on voice telephony services is being maintained in five member countries authorized the implementation delay of liberalization. There are still remain many problems, such as pre-selection of carriers, number portability and interconnection, to solve by January 1, 2000. After examining the basic principle of telecommunication regulations and the liberalization trends of EU countries, we review the future assignments and prospects of European Union. finally we suggest implications for telecommunication policy and carriers in Korea.

A Study on the Effects of Wage Standardization Strategy by the Trade Unions (임금표준화전략의 효과에 관한 연구)

  • This study examines the effect of trade union on the structure of wage determining and the variance of wage in manufacturing and non-manufacturing, 1993, in Korea It finds that the wage determining mechanism is significantly different between union and nonunion establishments, and that the wage inequality is too significantly lower among workers in establishments that are unionized than among those that are not. However, it is not clear whether the union wage policies designed to standardize rates have the effects of reduction in wage variance. that is mostly because of smaller variance within unionized workers having the same wage determining characteristics.

  • The operation of femoral non-union after IM(Intramedullary) nailing in distally femoral fractures is considered. Augmentive plate fixation is the management of femoral non-union after IM nailing. The purpose of this study is to compare the bending, torsional stiffness and stress distribution of the two operations by the FEM(Finite Element Method). Augmentive plate fixation is better than IM nail fixation. These results conclude that plate augmentation is a useful method for the unstable femoral non-union after interlocking IM nailing.

  • The Purpose of this study is to compare occupational accident rate of unionized and non-unionized company and to investigate influences of labor relations on occupational accident rate in Korean manufacturing and construction Industry. Data in 2011 Occupational safety and Health Trend Survey were analyzed for this study. Results show that the occupational accident rate was lower in unionized company than non-unionized company. And amicable labor relationship reduces the occupational accident rate. The policy should be needed to support labor union and improve labor relationship to prevent industrial accidents.

Case on a Union-driven Participatory Ergonomics Program to Control Work-related Musculoskeletal Disorders in Korea

  • The objective of this paper is to report how workers' actively participate in a participatory ergonomics (PE) program, and how this program resulted in improved working conditions and decreased occurrence of work-related musculoskeletal disorders (WMSDs). A major tire manufacturing company in Korea was studied. Most of the activities in the PE program were designed and actually practiced by the workers and their union. The results revealed some positive effects of applying a PE program to the employees. It was shown that incidence of the WMSDs as well as the lost work days and the economic cost incurred by the WMSDs decreased with the PE program.

  • The European Union has adopted the ADR Directive and ODR Regulation in 2013 with the purpose to strengthen the e-commerce within the EU. Not covered by these legislations is the trade in the B2B sector. The author examines the question of whether online ADR under the currently applicable legal framework would be possible in Germany. At the center of his review is the possibility of an arbitration clause which refers exclusively to an online ADR scheme, may be included in the General Terms and Conditions of an online trader.

Robust inference with order constraint in microarray study

  • Gene classification can involve complex order-restricted inference. Examining gene expression pattern across groups with order-restriction makes standard statistical inference ineffective and thus, requires different methods. For this problem, Roy's union-intersection principle has some merit. The M-estimator adjusting for outlier arrays in a microarray study produces a robust test statistic with distribution-insensitive clustering of genes. The M-estimator in conjunction with a union-intersection principle provides a nonstandard robust procedure. By exact permutation distribution theory, a conditionally distribution-free test based on the proposed test statistic generates corresponding p-values in a small sample size setup. We apply a false discovery rate (FDR) as a multiple testing procedure to p-values in simulated data and real microarray data. FDR procedure for proposed test statistics controls the FDR at all levels of ${\alpha}$ and ${\pi}_0$ (the proportion of true null); however, the FDR procedure for test statistics based upon normal theory (ANOVA) fails to control FDR.

  • A series of poly[3-methylene-3'-methylenesodiumbisulfite-bis(4-hydroxyphenyl) sulfone] (PMSBPS) was synthesized by the reaction of bis-(4-hydroxyphenyl)sulfone(BPS), formalin, and formaldehyde sodium bisulfite(FSB), and their effect on the staining of direct dye on nylon in the dyeing of nylon/cotton union fabric was investigated. PMSBPSes have good staining resist effect on nylon in the dyeing of nylon/cotton union. Prolonged reacting time between BPS and formalin is effective in improving the staining resist of final PMSBPS. Too many sulfonic acid groups than necessary in the PMSBPS increase the staining of nylon, presumably by increasing the solubility of PMSBPS. Staining resist effect of PMSBPS was evident in the measurement of color diffence of dyed goods.
