The west express way is notorious for extremely heavy traffic area in the west of Seoul, South Korea. Hence, the city government recently initiated a new underground BTO (Build-Transfer-Operate) road project to solve traffic congestion and a high construction cost. The proposed underground express road being designed is the first double-level tunnel ever designed in South Korea and using Conventional tunnelling method (NATM). A total length of tunnel for light vehicles is 10.91km long including both open cut structures and concrete lining with middle-deck in bored tunnel. There are also 4 ventilation shafts for ventilation and evacuation on emergency. Many design issues had been aroused during the preliminary design phase and detail design phase is currently going on. This paper discusses design focuses including excavation methods, ground water issues, a deck slab installation, and a construction cost etc. for the double level road tunnel design of urban area.

The west express way which links south west area of the central city of Seoul has been notorious for extremely heavy traffics since its first opening in 1991(i.e. the average vehicle speed is less than 25km/h, a daily traffic is 112,000 and among them, more than 94% of the vehicles are the light vehicles). The city government recently initiated a new BTO(Build-Transfer-Operate) project as an alternative in releasing heavy traffic and a high construction cost. The proposed underground express road is the first double-level tunnel (i.e. a total length of road is 10,91km and the tunnel is 9.308km long) ever built in South Korea, while such tunnel system is not new worldwide as such A86 East tunnel in France, SMART tunnel in Malaysia, and Fuxing tunnel in China. This paper discusses major design issues regarding the internal structures such as deck slab, and secondary liner.

It is required that information sharing and integrated management between roads and underground facilities because there are so many possibilities to happen unexpected accidents. But if there are road excavation work happened, work agency should ask fer other facility information to the facility management company. In the case of local government, it is increasing that the needs for the development of roads and underground facilities management system and information sharing because digital map generation(1/1,000 scale) completed. In this study, as a way of integrated management and information sharing between roads and underground facilities, centralized system based on internet web technique and decentralized system based on closed network technique between the local government are considered. And for the development of information sharing system, action plan and considering points are proposed.

To estimate the retained strength of reinforced concrete structure after fire is very difficult because the complex behavior of structure is hard to understand during course of a fire. However, the damages which is caused by fire of the traffic facility infrastructure are enormous. Therefore the security against fire is important element that must not be overlooked. For this reason, an exact estimate method of the fire endurance is highly demanded. In this study, the validity of the nonlinear finite element method approach for the fire endurance of reinforced concrete structure is verified. The results of fire endurance estimate of underground road way by nonlinear finite element method approach are compared with those by ACI 216R-89.

As the use of GIS becomes more widespread, the quality and source of data is becoming more of a concern among users. But accuracy is a component of quality, and the positional accuracy is a component of total accuracy. If only we consider the positional accuracy, simultaneously collecting technology of location and attribute information, whether it be manually, using conventional surveying method, GPS, or remote sensing, is a practical way of insuring that location and attribute information are correctly correlated. This study analyse the positional accuracy from a view-point of user and supplier, which is the considerations that can ensure quality level and continuously maintain the road and underground utility information. The positional accuracy of road and underground utility information are considered as two categories - expected accuracy of data collection procedure, required accuracy of data usage process. And the project manager must consider the cost/benefit view of data generation in order to determine the surveying method.
Ground penetrating radar (GPR) survey is a geophysical method that utilizes electromagnetic waves reflecting from a boundary where the electromagnetic property changes. As the frequency of the antenna is about 25 MHz ~ 1 GHz, it is effective to acquire high resolution images of underground pipe, artificial structure, underground cavity, and underground structure. In this study, we analyzed the change of signals reflected from the same underground objects according to the arrangement of transceiver antennas used in ground penetrating radar survey. The antenna used in the experiment was 200 MHz, and the survey was performed in the vertical direction across the sewer and the parallel direction along the sewer to the sewer buried under the road, respectively. A total of five antenna array methods were applied to the survey. The most used arrangement is when the transmitting and receiving antennas are all perpendicular to the survey line (PR-BD). The PR-BD arrangement is effective when the object underground is a horizontal reflector with an angle of less than 30°, such as the sewer under investigation. In this case study, it was confirmed that the transmitter and receiver antennas perpendicular to the survey line (PR-BD) are the most effective way to show the underground structure. In addition, in the case where the transmitting and receiving antennas are orthogonal to each other (XPOL), no specific reflected wave was observed in both experiments measured across or parallel to the sewer. Therefore, in the case of detecting undiscovered objects in the underground, the PR-BD array method in which the transmitting and receiving antennas are aligned in the direction perpendicular to the survey line taken as a reference and the XPOL method in which the transmitting and receiving antennas are orthogonal to each other are all used, it can be effective to apply both of the above arrangements after setting the direction to 45° and 135°.

The population of Daegu, the third biggest city in Korea, is two point six million. Daegu is known as a basin or a city where it is not only too hot in summer but also too cold in winter. Recently with redevelopment apartment house boom, a 40-story or more apartment complexes are under construction near Shin-cheon and Dondaegu-ro, the south-north axis of Daegu. It is necessary to raise several points about blocking a road of the wind by high-rise apartment buildings and apartment complexes. As a kind of the green policy, Daegu enlarge the distance between apartment building by reconstructing low-rise apartment into high-rise and impose a duty of a green space on the ground by making a parking zone into an underground. Through this process, apartment complexes changed from a '一'shape to a '口'shape. It increases heat island phenomenon of a city by blocking a road of the wind that comes from Shin-cheon and Dondaegu-ro. To circulate the polluted air of Daegu basin, we need local wind. There are four effective measures. 1) Throw three greens into one in the center of the road at the north side in the same way of the south side of Dongdaegu-ro, 2) reflect the information of roads of the wind including heights, spaces and directions of buildings, 3) steer clear of a high-rise buildings and development apartment house constructions, and 4)select a city for benchmarking to be the environmental capital.

In order to excavate underground tunnel most safely such as Han river, the slurry shield TBM method is applied to cope with face of high water pressure for many metro projects. In downtown subway project most of excavated soil is discharged externally whereas in road construction excavated soil is used as filling materials so it becomes important factor for success of the project. After excavated soil, weathered rock and soft rock are discharged with bentonite through discharge pipe to slurry treatment plant then those soils are separated in separation plant according to those size. Fine grained soil has been discarded together with filter cake but it is not toxic and can be mixed with coarse aggregate in proper ratio so this study is performed to find use of qualified filling material to meet quality standard. Therefore, in this study, legal standards and quality standards for the utilization of excavated soil of the slurry shield TBM method were examined and test was conducted to derive recycling way for filter cake and aggregate. And a plan for using it as a filling material for road construction was derived. Because bentonite is a clay composed of montmorillonite, and the excavated soil in the tunnel is also non-toxic, disposal of this material can waste social cost so it is expected to be helpful in the underground space development project that carries out the TBM project by recycling it as a valuable resource.
Current domestic research is to demonstrate the effectiveness and efficiencies of flood prevention measures through one-dimensional numerical analysis and this study's object is to help water managers to make the efficient decisions by applying the two-dimensional urban run off model XP-SWMM model in the flooded area and comparing with the flood prevention measures. Statistics were analyzed, based on the data collected from Cheongju Weather Service from 1967 to 2011 for 45 years. 50 years Flood frequency simulations of water flow capacity analysis of the target area for flooded areas $539,548m^2$, inundation depth 1.0 m, was analyzed by inundation time of 48 minutes. When comparing with the constructions of bypass road and underground storage facilities to increase the water flow capacity of A1 small drainage areas as flood protection, if you install a batching target underground detention basin with a capacity of $13,500m^3$, it is expected that the flood by rainfall with frequency of 50 years will be resolved completely. In preparation for extreme weather in the future flood mitigation measures, underground storage tank installation is considered a better efficient way.
