The Economic and non-Economic Analysis of U.S.-China Trade Deficits

  • While the bilateral trade volume between China and U.S. has been growing rapidly, the trade deficits of U.S. to China has also been expanding. This growing trade deficit of U.S. to China has several reasons: the increase of foreign direct investment to China, the transfer of trade deficit origins, the intervention of U.S. domestic politics to China-U.S. trade relations, and U.S. direct control on export to China. However, the increased U.S. trade deficit to China does not mean that U.S. is in a disadvantaged position in its economic relations with China, or its international competitiveness is deteriorating. When U.S. surplus in service trade to China is included, the picture would be very different. Also, as internationalization progresses and China's industrial structure adjusts, the trade deficit of U.S. to China would narrow.

한국 중소기업의 uTradeHub 활용 및 성과 결정요인에 관한 실증적 연구 (An Empirical Study on the Determinants of Usage and Performance of the uTradeHub in Korean SMEs)

  • 본 연구는 uTradeHub시스템의 정식운영이 개시된 후 일정한 기간이 경과한 시점에서 uTradeHub시스템 활용실태를 분석하고, 다수의 표본기업들을 선정하여 이들에 대한 설문조사를 통해 우리나라 중소기업들이 uTradeHub시스템을 활용하는데 영향을 미치는 요인이 무엇인지를 파악하고자 한다. 이러한 활용요인과 uTradeHub시스템의 활용수준 및 성과의 인과관계를 검증함으로써 중소기업의 특성에 맞는 글로벌 전자무역의 활용전략과 이를 발전시키기 위한 협력 방안을 제시하는 것이 본 연구의 궁극적인 목적이다. 이러한 연구 목적을 달성하기 위해서 uTradeHub시스템을 이용하고 있는 회원 중소기업들을 대상으로 설문조사를 통해 실증분석을 한 결과 uTradeHub시스템의 활용 요인 중 기업외부요인으로는 산업내 경쟁강도와 거래강도, 기업내부요인으로는 최고경영자의 지원, 정보화 요인으로는 기업의 IT인프라와 정보화 훈련정도 등이 uTradeHub의 활용에 정의 영향을 미치는 것으로 나타났다. 또한 uTradeHub시스템의 활용도는 전자무역의 재무적 성과와 비재무적 성과에 유의한 정의 영향을 미치는 것으로 나타났다.

  • The purpose of this study is to examine which factors are encouraging SMEs to participate in uTradeHub(focused on the uTrade search service) in terms of product characteristics and sourcing patterns. The three factors encouraging Trade e-Marketplaces are identified in this study. First, internal factors include the support of top management, mature of IT infrastructure. Second, external factors include the pressure of industry, industry competition, dependence of trading partners. Third perception factors are perceived Usefulness, perceived easy of use. The empirical analysis had the following results. First, it reveals that support of top management, mature of IT infrastructure, industry competition have significant influence upon uTrade Search Services. On the other hand, pressure of industry, dependence of trading partners, Perceived relative benefits are not significant variable of the participation in uTrade Search Services. Second, the factors affecting the participation in uTrade Search Services are differentiated in terms of product characteristics and sourcing patterns. And the support of top management, mature of IT infrastructure, Perceived relative benefits are emphasized very important factors affecting the participation of uTrade Search Services in SMEs. The industry competition is recognized as more important factor in horizontal market in which Spot sourcing just like Operating products is trading. On the other hands, the dependence of trading partners are significant factor in vertical market in which Systemic sourcing just like Manufacturing products is trading.

  • It is childhood yet in uTradeHub system practical use. According as company's necessity of cost-saving is increased according to trade terms aggravation such as uncertainty of international money market, commodities prices rise, necessity of e-trade practical use in company is increased. Use is inevitable by state that link with e-Nego and e-B/L service with related presentation e-L/C banks is not made. At the present users are doing specification only service this main point, and practical use activation through public information and marketing about service is needed situation because most of, companies which is not using service, do not know about existence availability of uTradeHub system, usage, availability. This study presented five such as early materialization of user center's link and integration, medium and small enterprises e-trade participation extension, utilization ratio raising through government's public information, e-trade cooperation business activation between the country, electronic documents standardization etc. by prompting competition about practical use of uTradeHub system.

전자무역 통합시스템 u-Trade Hub 2.0의 분석과 설계

  • Korea is one of the most advanced countries in terms of nation-wide readiness for conducting complex trade processes in an electronic way. Since various trade processes are well-known for their complexity and cost as well as time consuming characteristics due to required collaborations with involving parties, automation and efficiency are always the main concern of trade-related practitioners. Using information technology can be a possible solution to this problem and Korea has developed the national e-trade infrastructure called "u-Trade Hub." In this paper, we propose the framework to enhance the national integrated e-trade system called "u-Trade Hub," which is ready to be released for commercial use in near future. We propose the framework to upgrade u-Trade Hub in four directions: (1) opening, (2) strengthening community feature, (3) modularization, (4) seeking profitability. In this paper, we study and compare national e-trade environment of other countries such as Singapore and Japan. Then, we analyze and design the enhanced e-trade infrastructure based on Web 2.0.

uTradeHub 수용요인이 시스템 유용성과 사용자 만족도에 미치는 영향 (A Study on the uTradeHub Acceptance Factors Effecting upon the System Usefulness and User Satisfaction)

  • 본 연구는 2008년 중반 이후 중소기업의 수출입 업무에 uTradeHub 시스템이 도입된 이래 해당 시스템의 유용성과 사용자 만족도를 점검한다는 차원에서 i) uTradeHub 수용요인에 따른 시스템의 유용성과 사용자 만족도에 영향을 미치는 요인을 파악하고, ii) 시스템의 유용성이 사용자 만족도에 미치는 영향관계를 분석함으로써 향후 uTradeHub 시스템을 도입하고자 하는 무역업체가 시스템 도입과정에서 간과하기 쉬운 uTradeHub의 수용요인을 효율적으로 관리하여 도입한 시스템의 성과를 최대화할 수 있도록 도움을 주고자 하였다. 설문조사를 통해 수집한 112개의 유효응답 자료를 SPSS 19.0 통계패키지를 이용하여 실증분석 하였으며, 분석결과는 다음과 같다. 첫째, 시스템의 유용성에 유의한 영향을 미치는 uTradeHub 수용요인으로는 상대적 이점, 사용의 편리성, 업무적합성, CEO의 지원, IT인프라 성숙도, 교육/훈련 정도 등이었다. 둘째, 사용자 만족도에 영향을 미치는 uTradeHub 수용요인으로는 상대적 이점, 업무적합성, CEO의 지원, IT인프라 성숙도, 교육/훈련 정도 등이었다. 셋째, 시스템의 유용성은 사용자 만족도에 유의한 영향을 미치는 결과를 보였다.

미국 무역확장법 제232조 조치는 GATT/WTO 규정에 타당한가? (Is the U.S. Trade Expansion Act Section 232 Consistent with GATT/WTO Rules?)

  • Global trade protectionism has increased further and U.S. priorities and protectionism have strengthened since Trump took office in 2017. Trump administration is actively implementing tariff measures based on U.S. domestic trade laws rather than the WTO rules and regulations. In particular, the American government has recently been imposing high tariffs due to national security and imposing economic sanctions on other countries' imports. According to the U.S. Trade Expansion Act Section 232, the American government imposed additional tariffs on steel and aluminum imports to WTO member countries such as China, India, and EU etc. on march 15, 2018. Thus, this study aims to investigate whether the U.S. Trade Expansion Act Section 232 is consistent with GATT/WTO rules by comparing the legal basis of US / China / WTO regulations related to Section 232 of the U.S. Trade Expansion Act, and gives some suggestions for responding to the Section 232 measure. As the Section 232 measure exceeded the scope of GATT's Security Exceptions regulation and is very likely to be understood as a safeguard measure. If so, the American government is deemed to be in breach of WTO's regulations, such as the most-favored-nation treatment obligations and the duty reduction obligations. In addition, American government is deemed to be failed to meet the conditions of initiation of safeguard measure and violated the procedural requirements such as notification and consultation. In order to respond to these U.S. protection trade measures, all affected countries should actively use the WTO multilateral system to prevent unfair measures. Also, it is necessary to revise the standard jurisdiction of the dispute settlement body and to explore the balance of the WTO Exception clause so that it can be applied strictly. Finally, it would be necessary for Chinese exporters to take a counter-strategy under such trade pressure.

uTradeHub 활성화 방안에 관한 실증 분석 (An Emperical Study on Activation of uTradehub)

  • As the rapid development of IT and the internet changed the trading method from the traditional offline transaction into the online e-Trading, the international documentation standards, the eUCP and the domestic laws and legislations have been established, adapting to the new e-Trading environment. This study was conducted to analyze the factors which affect the use of uTradeHub on the domestic trading companies and trade-related organizations and suggest how to activate e-Trading. To do this, classify the users into the enterprises and the trade-related organizations, set up the hypothesis of the study with the measurement variables of the user convenience, the new service, the system suitability and the legislation environment and carry out a survey targeting the trading companies and the trade-related offices to do an actual proof analysis. The analysis was performed by using the statistical program, SPSS IBM22.0, and the study hypothesis was tested by the multiple regression analysis methodology. The test result showed that the trading companies set a high value on the user convenience, the new service and the legislation environment of uTradeHub, meanwhile the trade-related organizations regarded the system security and reliability, the user convenience and the legislation environment as the major affecting factor on the use of uTradeHub.

통합기술수용이론(UTAUT) 기반 uTradeHub 서비스의 사용자 수용모형에 관한 연구 (A Study on User Acceptance Model of uTradeHub Service Based on Unified Theory of Acceptance and Use of Technology)

  • 무역 분야의 혁신 정보기술인 uTradeHub는 국가 전자무역 통합서비스로서 중소무역업체를 포함한 무역거래당사자들이 추가적인 투자 없이 인터넷을 통해 마케팅, 상역, 외환, 통관, 물류, 대금결제에 이르는 모든 무역 업무를 단절 없이 원스톱으로 처리할 수 있는 서비스를 제공하고 있지만 사용자의 불만이나 외면으로 방치되거나 지속적인 사용이 뒷받침되지 못함으로 인해 그 활용도가 높지 않은 편이다. 이에 본 연구에서는 uTradeHub 사용이 확산되고 있는 시점에서 통합기술수용이론에서 사용된 변인(성과기대, 노력기대, 사회적 영향, 촉진기반)을 uTradeHub의 지속적 사용에도 적용가능한지 이론적 틀을 검증하였다. 또한 이들 간의 관계에서 사용자 만족(매개효과)과 CEO지원(상호작용효과)의 역할을 규명해 봄으로써 uTradeHub 운영 전략 수립에 도움이 되는 기초자료를 제공하고자 하였다. 설문조사를 통해 회수된 응답지 총101부를 실증분석(SPSS 24.0) 자료로 활용하였으며, 연구결과는 다음과 같다. 첫째, 통합기술수용요인이 사용자 만족에 미치는 영향관계(H1)에서는 성과기대, 노력기대, 사회적 영향만이 사용자 만족에 유의한 영향을 미쳤고, 촉진기반은 유의하지 않았다. 둘째, 사용자 만족이 uTradeHub의 지속적인 사용에 미치는 영향관계(H2)에서는 유의한 결과를 보였다. 셋째, 사용자 만족의 매개효과 검증(H3)에서는 성과기대, 노력기대, 사회적 영향이 사용자 만족을 거쳐 지속적 사용에 영향을 미치는 완전매개효과를 보였다. 넷째, CEO지원의 상호작용 효과 검증(H4)에서는 성과기대와 사회적 영향이 사용자 만족에 미치는 영향관계에서만 상호작용 효과가 나타났다.

  • The purpose of this paper is to review the major issues of between electronic trade and Ubiquitous computing. The rapidly developed environment by ubiquitous computing make the paradigm form e-trade to u-trade. This Article suggests an a-trade performance framework based on both field and literatures surveys. We propose some research subjects as well as practical implications for improving the performance of global c-trade under ubiquitous.
