최근 유비쿼터스 정보기술(U-IT : Ubiquitous Information Technology)이 급격히 발전하고 있으며, 국가정책에 있어서도 이를 기반 한 국가 발전 방안이 모색되고 있다. 지방자치단체도 이러한 국가정책 기조에 부응하며, 합리적인 도시 관리, 미래적 도시모델로써의 u-City 건설, 지자체 경쟁력 강화의 필요성 등 현실 여건변화에 따른 지역의 자립적 발전 기반으로써 3D GIS의 개발 및 활용을 구체화하고 있다. 이에 본 연구는 일정 정도 기반이 갖춰진 3D GIS DB, SW, HW 등의 기술적 부분 보다는 전체 지자체 차원의 업무에서 지자체 3D GIS가 추구해야할 활용 방향 등 본질적 측면에 초점을 두었다. 연구의 주요 내용은 현실 변화에 있어서의 지방자치단체 3D GIS의 역할을 정립하고, 선행연구의 3D GIS 활용성을 검토하여, 현실 여건변화를 수용하고 전체 지자체 차원의 업무에 활용이 가능한 종합적이고 미래지향적인 지방자치단체 3D GIS의 구축 및 활용 방향을 제안하였다.
오늘날의 의료산업은 첨단 IT에 기반으로 언제, 어디서나 사용 및 접근이 가능한 인간중심의 U-헬스케어 패러다임으로 대변될 수 있다. 또한의료산업은정보통신기술발달을기반으로많은발전 및 응용에 관한 연구가 활발히 진행되고 있다. 의료정보시스템은 의료 IT 정보 시스템들이 통합되는 방향으로 진화해가면서 발전된 IT와 융합한 u-헬스케어 시스템 구축을 목표로 하고 있다. 따라서 이 논문에서는 분산된 의료정보 시스템을 이용해 자유로운u-헬스케어 서비스를 제공한다. 제안 시스템은 상호 이질적인 개인의료정보 데이터인 PHR을 하나로 통합하여 IaaS 클라우드 컴퓨팅 기반으로 운영관리 한다. 제안 시스템은 PHR을 기존 웹기반으로 통합 운영하는 방법보다 접근시간은 24%, 서비스 처리를 위한 대기시간은 4.3% 향상됨을 실험을 통해 증명하였다.
This paper examines the American role in shaping South Korean nation-building during the early Cold War by considering how the United States attempted to form South Korea's education and how Koreans responded to these efforts. It looks at education as an arena where "American" ideas such as democracy and liberalism were received, transformed, and utilized by Koreans. This study pays particular attention to the gap between American intentions and Korean expectations, as well as to the competition between American and Japanese systems, which explains the contradictory role America played in South Korean nation-building. In order to better assess the role of the United States in shaping South Korean education, this article considers the complex dynamics between the Japanese legacies, American influence, and Korean actors. Americans had exerted a great effect on Korean education since the beginning of their relationship. American missionaries, U.S. military government, and educational mission teams had all contributed to the expansion of educational opportunities for Koreans. Through the educational institutions that they established or helped establish, Americans tried to spread "their" ideas. In this process, Americans had to struggle with two obstacles: Korean nationalism and the legacies of Japanese colonialism. Many Koreans used American missionary schools for their own purposes and resisted U.S. military government's policies which ignored their desire for self-determination. American education missions had limited effect on Korean education due to the heterogeneous Japanese system that was still influencing South Korea even after liberation. The ways in which Americans have influenced the democratization of South Korea have not been simple. Although "American" democratic ideas reached Koreans through various routes, Koreans understood the "American" idea within their own historical context and in a way that fit their existing socio-political relations. Oftentimes suspicious of "American" democracy, Koreans developed their own concept of democracy. The overall American influence on Korean democratization, as well as on Korean education, was important but limited. While Americans helped Koreans build educational infrastructure and tried to transfer democratic ideas through it, Koreans actors and Japanese colonial legacies limited its impact.
The function failure of present major facilities is likely to lead to failure of related systems and/or whole facilities, increasing the necessity for protection of infrastructures, main structures, and major industrial facilities. In addition, safe and efficient management for urban infrastructure (waterworks and sewerage facilities, electricity, telecommunications, roads, etc) installed in the basement or on large cities grounds at various public areas is required. Recently in response to this demand, efforts for vitalizing asset management are being made such as enacting related laws and developing asset management system in the U.S., Australia, Europe and other advanced countries with the concept for a new maintenance. In our county, identifying maintenance system problems such as aging and rapid increasing of existing infrastructures and decision-making about updating maintenance is required for systematic and organizational maintenance. In this study, by comparing and observing the LOS(Level of Service) of each countries' waterworks and risk-based LOS, we suggest the direction of future urban water infrastructure management systems for more effective management.

In the past, many state Departments of Transportation (DOTs) in the U.S. managed their highway assets on a "worst first" basis and planned their highway projects in a tactical rather than strategic fashion. Due to increasingly tight highway budgets and recognition of long term benefits of asset management systems, the Federal Highway Administration (FHWA) has strongly pushed and encouraged state DOTs to implement asset management for managing their highway assets and highway projects. Currently, many DOTs have actively implemented and are in the process of applying this asset management concept for their highway infrastructure. However, different DOTs are developing different asset management systems because of their different organizational structures, data management structures, relationship with the legislature, and investment priorities. This study first identifies asset management indicators which are essential to successfully implementing asset management systems for State highway assets. The research team conducted a survey of asset management experts and reviewed the practices and policies of leading DOTs in asset management. Based on these indicators, this study develops an Asset Management Assessment Model (AM2) for different asset management systems. This model can be used by different DOTs to evaluate their current asset management systems and identify their strong areas and also their weak areas to improve in order to fully benefit from the advanced concept of asset management.

Commercial deployment of nuclear microreactors presents an opportunity for the industry to rethink its approach to manufacturing, siting, operation and maintenance, and fuel cycle management as certain principles used in grid-scale nuclear projects are not applicable to a decentralized microreactor economy. The success of this nascent industry is dependent on its ability to reduce infrastructure, logistical, regulatory and lifecycle costs. A utility-like 'Central Facility' that consolidates the services required and responsibilities borne by vendors into one or a few centralized locations will be necessary to support the deployment of a fleet of microreactors. This paper discusses the requirements for a Central Facility, its implications on the cost structures of owners and suppliers of microreactors, and the impact of the facility for the broader microreactor industry. In addition, this paper discusses the pre-requisites for eligibility as well as the opportunities for a Central Facility host site. While there are many suitable locations for such a capability across the U.S., this paper considers a facility co-located with the Vogtle Nuclear Power Plant and Savannah River Sites to illustrate how a Central Facility can leverage the existing infrastructure and stimulate a local ecosystem.
Sejong City, which has been chosen as a new administrative capital of South Korea, has completed the first phase of its development plan with the construction of the facilities needed to accommodate central administrative organizations and the required accompanying population. Now, it is undergoing the second phase of development with a focus on strengthening the region's innovation capacity to catalyze endogenous development. The strategy for phase II is to establish a regional innovation system including building necessary infrastructure and attracting innovation agents such as universities, businesses, and research institutes. The first step for this is developing a research complex, tentatively named Tech Valley, that includes universities, research institutes, and businesses, and building infrastructure comprising a science complex, a knowledge industry center, and support facilities. Phase II of the city's development initiative includes the establishment of a joint university campus, which is to serve as a center to promote cooperation among industry actors, universities, and research institutes. The concept of a joint campus has been drawn from a need to enhance capacity for innovation and specialization in the region's industries and to maximize synergy among participating universities through the sharing of research equipment, facilities, and programs. The joint campus is expected to play a key role in creating an innovation system in the region by enhancing research capacity for strategic industries, cultivating highly skilled human resources, and leading industry-academia-research cooperation. In order to ensure the sustainable development of the new city, there is a growing need to have a main player in place that could lead the region's economic development. The joint campus will propel industrial specialization and serve as a catalyst to attract competent universities to the region. This paper will examine the concept, major functions, and the establishment and operation of the joint campus.
본 연구는 해외의 교육정보화 인프라 평가 지표들을 살펴보고, 향후 교육정보화 정책 방향 수립 및 발전을 위한 자료를 만드는데 목적이 있다. 교육정보화 평가 지표를 국제기구와 국가별로 구분하여 각각 OECD PISA의 ICT 친숙도 평가문항, UNESCO 인프라 분석지표, ITU 핵심 지표와 독일 베텔스만 재단의 보고서, 미국 교육부의 학생 접근성 보고서, 중국의 정보화 발전 지수 등을 분석하였다. 분석 결과, 학교 인터넷 연결망과 같은 전기 및 통신 시설에 대한 평가 문항(지표)이 공통적으로 모든 지표에서 나타났고, 학습자 대 PC 비율(LCR)도 4개 지표 중 3개의 지표에서 나타났다. 또한, 지원되는 응용프로그램의 종류, ICT 보조 수업의 유형과 같은 다양한 해외 평가 지표가 개발되어 있는 것으로 분석되었다. 본 연구의 결과물은 빠르게 급변하는 현대 사회에 적합한 교육정보화 평가를 수행하고 평가도구를 개발 하는데 큰 도움이 될 것으로 기대한다.
홈 네트워킹(Home Networking)이란 유무선 네트워크 기반 하에서 가정 내 정보기기에 의한 상호 네트워크를 구축하는 것이라 할 수 있다. 다시 말해서 홈이라는 공간적 틀 안에서 이용되어지는 정보가전 기기들이 유무선 네트워크를 통해 서로 네트워크를 구성하여 상호 접속하게 하고 외부의 인터넷 엑세스에 대해서 상호 허용하고 통신하는 환경을 구축하는 것을 의미한다고 할 수 있다. 이를 기반으로 스마트 홈이라 함은 홈네트워킹기반의 가정환경에서 인간으로 하여금 자동화된 통신서비스를 사용할 수 있게 하는 주택이라고 할 수 있다. 이러한, 홈네트워킹 기반의 스마트 홈은 u-city와 같은 미래 converged 주거공간에 대한 개념적 게이트웨이라고 할 수 있을 것이다. 단순한 기능의 댁내 홈서비스 제어 환경이 홈오토메이션형태로 진화하고 현재와 같이 통신 네트워크 환경 기반의 최첨단을 확보한 인텔리전트 생활환경에서의 스마트홈네트워크 서비스는 IT의 발달에 따른 일반화된 서비스의 형상으로 우리의 삶에 공존하고 있다. 그러나 기술진화의 빠른 속도에 따른 공급자 위주의 서비스출시는 IT서비스 소외계층은 물론, 소위, early-adaptor라 하는 IT 선도계층에 까지 그 기술의 우수성과 선행성에도 불구하고 일정 부분 그 가치를 인정받지 못하고 있는 것이 현실이다. 이에 본 논문은 첨단 스마트홈서비스의 바람직한 요구 및 기대사항에 대해서 고민하여 바람직한 IT소외계층을 목표로 한 서비스 모델에 대해 논하고자 한다.
강우는 자연과 인간에게 중요한 자원이다. 적절한 강우는 농작물의 성장과 토지의 온도를 일정하게 유지시켜줌으로써 우리 사회가 안정적으로 유지되도록 하는 매우 중요한 역할을 한다. 그러나 태풍 및 집중호우 등과 같이 특정 지역에 계획강수량보다 더 많이 발생한 집중강우는 시설물 및 인간에게 커다란 피해를 입히기도 한다. 이에 따라 미국, 일본 등 국외 선진국의 수재해 대응기관들은 시설운영자와 재난전문가, 응급대응인력들에게 가이드라인을 제공하기 위해 수재해 EAP(Emergency Action Plan)를 작성 운영하여 시설물을 보호하고 강화하는데 활용하고 있다. 대표적인 예로, 미국의 FEMA와 DHS는 시설물과 인명을 보호하기 위해 댐, 제방 등을 위한 다양한 EAP를 운영하고 있는데, 특히 FEMA는 EAP를 시설물이나 인명에 가해지는 피해나 기능적 충격과 같은 응급상황을 감소시키기 위해 작성하는 공식문서로 규정하고 있으며, 이 EAP를 통해 응급 시에 발생할 수 있는 모든 상황뿐만 아니라 평상시 발생할 수 있는 시설물관리상의 문제까지 대응이 가능하도록 규정하고 있다. 이에 본 연구에서는 미국, 일본 등 국외주요국과 국내에서 사용중인 EAP 관련 규정을 분석하여 국내 상황에 적합한 EAP 체계를 제안하였다. EAP는 예방, 준비, 대응, 복구의 재난단계별로 시설물과 인명을 보호하기 위해 재난전문가들과 시설운영자들이 취해야 할 업무, 응급장비 운용 등의 내용을 담고 있다. 본 연구를 통해 개발된 EAP 프레임워크는 테스트베드 적용을 통해 적정성을 평가받았으며, 국내 홍수재난 위험을 감소시키기 위한 절차와 방법 개선에 기여할 것으로 기대된다.
