u-City 통합운영센터는 u-City 운영의 가장 기본이면서 기존 도시와 u-City를 차별화 하는 중요한 요소이다. 이에 따라 도시통합운영센터에서 효과적으로 제공해야 하는 u-City 서비스 선정을 위한 분류가 마련되어야 한다. 본 연구에서는 u-City 도시통합운영센터의 중요 기능인 관제에 해당하는 서비스들을 분류하고 향후 u-City 도시통합운영센터를 구축할 때 관제 관점에서 고려되어야 할 서비스들에 대하여 제언하고자 한다.

u-City는 첨단 정보통신 인프라와 유비쿼터스 정보서비스를 도시공간에 융합해, 도시 생활의 편의증대와 삶의 질 향상, 체계적인 도시 관리에 의한 안전보장, 신산업 창출 등 도시 기능을 전반적으로 혁신할 수 있는 첨단 정보통신 도시를 의미한다. 최근 자치단체별로 활발하게 추진되고 있는 u-City사업의 성공적인 구현을 위해, 도시 관리의 효율적 운영, 편리하고 신속한 서비스 제공, 발생 가능한 정보의 통합, 각종 기관과의 연계 등을 일원화된 통합조직을 통해 수행할 수 있는 도시통합운영모델과 u-City 정보인프라의 핵심적인 역할(정보의 통합적인 수집 관리 제공)을 수행하는 도시통합운영센터 구현에 대한 관심과 중요성이 높아지고 있다. 하지만 현재 이에 대한 구축방법, 운영방안 등에 대한 명확한 기준이 없어 실제로 도시통합운영센터를 구현하는데 어려움을 겪고 있다. 도시통합운영센터의 성공적인 구현을 통해 도시의 효율적인 통합운영을 달성하기 위해서는 도시통합운영센터 구축 운영 방안 수립과 함께 도시통합운영모델의 개발이 수반되어야 하며, 이에 앞서 무엇보다 도시운영에 대한 깊이 있는 이해를 바탕으로 도시통합운영센터의 표준 업무 프로세스 정립이 필요하다. 본 연구는 도시통합운영센터의 표준 업무 프로세스를 구축하기 위한 선행연구로서, 도시통합운영센터 구현에 관련된 주요 이해관계자에 대한 분석을 수행하기 위해 도시통합운영센터 u-City 서비스를 선정하고, 운영방식 (센터 통합운영, 지자체 연계를 통한 센터통합운영, 개별운영)에 따라 분류하였다.

성공적인 u-City 서비스를 제공하는데 있어 가장 중요한 역할을 수행하는 기능으로 u-City 통합운영센터가 지목되고 있다. 본 논문에서는 u-City 통합운영센터의 효율적인 운영 모델을 제안하였으며 이를 위해서 먼저 u-City 기술 참조모델을 기반으로 하는 표준화된 u-City 서비스 도입 및 운영 방안을 제시하였다. 또한 기존에 제공되고 있는 각종 도시 정보서비스를 점진적으로 u-City 서비스에서 수용하는 전략으로서 점진적 서비스 융합 방안을 제시하였다.

u-City는 첨단 정보통신 인프라를 활용하여 유비쿼터스 서비스를 도시공간에 제공함으로써 도시민의 생활편의 증대와 삶의 질을 높이고 체계적인 도시관리 및 도시의 제반 기능의 혁신을 통해 도시 경쟁력 향상을 목표로 한다. 최근 u-City의 핵심부문으로, u-City의 성공적 구축을 위해 관심이 집중되고 있는 도시통합운영센터는 기존 도시에서는 시도해 보지 않았던 새로운 개념으로, U-City법에서 향후 U-서비스의 관리 운영에 필수적인 U-City기반시설로 규정되어 있기는 하지만 도시통합운영센터에 대한 명확한 기준이 없다. 또한 구축 관리 운영을 위해 필요한 법 제도적 기반환경이 미흡한 실정으로, 법적 근거없이 개별법에 의한 사업추진으로 실제로 도시통합운영센터를 구현하는데 많은 어려움을 겪고 있다. 이와 같이 u-City와 도시통합운영센터는 기존 도시에서는 시도해 보지 않았던 새로운 개념이기 때문에 현행 법에 맞지 않는 경우 발생하기 때문에 이에 적합한 새로운 법/제도가 필요하다. 본 연구는 기존 관련법과의 연계를 통한 도시통합운영센터 구축 운영에 대한 법 제도적 기반환경 마련을 위한 연구로서, u-City 관련 법/제도 중 도시통합운영센터 구축 및 운영 관련 사항에 대한 검토를 통해, 법/제도적 측면에서 도시통합운영센터 구현에 필요한 제반사항을 검토하였다. 구축측면 (계획/건설)에서 시스템 공동활용 및 연계 구축 방안 마련을 위해 도시통합운영센터 구축주체, 재원조달방법을 검토하였으며, 운영측면에서 도시통합운영센터 운영 방안을 마련하기 위해 도시통합운영센터의 공공기능 수행 및 운영에 대한 사항을 분석하였다. 도시통합운영센터 구축 운영에 대한 법 제도 정비를 위한 기반연구를 통해 도시통합운영센터의 성공적인 구축 및 운영을 도모하고자 한다.

For the development and management of u-City(ubiquitous city), Ubiquitous City Construction Law was enacted(March 3, 2008) to form the legal basis of u-City plan, construction and managements afterwards. Among u-City elements, the u-City Management Center has its own meaning and importance in roles which are crucial to the u-City developments, and its legal establishment is one of the core u-City realization factors. In spite of its crucial position for u-City, the legal arrangement of its basis concept, physical/systematic structures, and managerial finance sources and their standardizations are very immature. Therefore, the purpose of this study is to analyse its overall problem issues and then to suggest the basic directions and enforcement strategies to form its legal basis.

It needs an Integration Management Center in u-City to mange all events for an efficiency of city function, to enhance an installed infrastructure of information, and to provide u-Service like residence, administration, and culture in real time. Integration Management Center is a place to provide a city information from gathering data of communication network, traffic network, and facilities. The u-Services in Integration Management Center need an Integrated Platform to integrate verticality and horizontality between service layer. This paper study an infrastructure of Integration Operation Center and Integrated Platform. Lastly the topics are suggested how to make it a success in u-City.

유비쿼터스 사회가 도래함에 따라 유비쿼터스 기술을 도시에 적용한 u-City가 개발되고 있다. u-City는 다양한 정보화 기기들이 존재하며 정보화 기기 사이를 연결하는 다양한 네트워크 기술이 상존한다. u-City의 핵심 요소인 u-City 통합운영센터는 u-City 내의 모든 서비스를 처리하도록 설계되었으며, 도시를 통제 관리하는 중요한 업무를 수행한다. 이 중에서 보안관리 업무는 시스템에서 수집, 가공, 산출하는 데이터 및 정보의 보안유지를 위해 중요한 부분이다. 따라서 본 논문에서는 u-City 통합운영센터의 보안유지를 위한 기술적, 물리적, 관리적인 측면에서 보안관리 대책을 제시하였다.

As adopting ubiquitous technology into civil engineering, new city model is suggested called U-City. This paper proposes the framework of U-City management center to support effective services operation. The aims of the framework are to provide the development and operation environment for U-City services. Basically, these objectives are achieved by adopting the semantic web service technology to the framework. In this paper, OWL-S is mainly conducted to represent the description of U-City services. In addition, this paper insists that fine grained unit services are required to guarantee reusability, compatibility, and scalability of the services on U-City management center. The documentations conducted by OWL-S are provided as an example of service descriptions. At the last section, this paper also presents the architecture of U-City management center which enables automatic service discovery, selection, composition and interoperation.

The purpose of this study is to analyse its overall problem issues regarding the function and location of u-City Management Center and then to suggest the basic direction and enforcement strategies to form its legal basis. As a result, in order to enhance the possibility of successful realization of u-City Management Center, the classification and standardization of function type, allocation of detailed functions based on u-City project hierarchy, and practical definition and relationships among basic u-City components such as u-City Service and Infrastructure were suggested. Also, practical execution devices on revenue sources and private sector participation, as well as the legal basis stipulating the mandatory inclusion of u-City Management Center development for u-City projects, were suggested.

최근 정보기술과 유비쿼터스기술을 바탕으로 도시를 미래화하는 유비쿼터스도시(U-City)구축이 범 국가적으로 추진되고 있다. 이에, 정부에서는 2008년 9월 25일 유비쿼터스도시의 건설 등에 관한 법률 시행령을 발표하였으며, 유비쿼터스도시서비스(U-City Service)를 크게 행정, 교통, 보건 의료 복지, 환경, 방범 방재, 시설물 관리, 교육, 문화 관광 스포츠, 물류, 근로 고용 등의 분야로 구분하였다. 이러한 유비쿼터스도시서비스를 제공하고 운영 및 관리하는 시설로 유비쿼터스도시 통합운영센터(U-City Management Center)는 다양한 유비쿼터스도시서비스를 효과적으로 연계하여 서비스에서 발생되는 다양한 도시정보를 통합, 분석하고 제공하는 유비쿼터스도시 핵심기능을 담당한다. 하지만 이러한 유비쿼터스도시 통합운영센터의 구축은 운영조직구성, 운영비용확보, 통합서비스 제공방안, 법 제도 정비 등의 해결과제를 가지고 있어 구현방안에 대한 구체적인 연구가 요구된다. 본 연구에서는 선행연구를 바탕으로 유비쿼터스도시 통합운영센터에서 기본적으로 제공되어야 할 유비쿼터스도시서비스 유형을 제시하고 정의한다.
