A Study on Relations Between Trust in e-Government and Trust in Government - Focused on the Factors of Truster and Trustee - (전자정부 신뢰와 정부신뢰의 영향관계에 관한 연구 - 신뢰주체 및 신뢰대상 요인을 중심으로 -)

  • This study aims at finding what factors influence trust in e-government and how trust in e-government and satisfaction with e-government services affect trust in government. Despite of the importance of trust in e-government, there has not been sufficient research. Giving light on the factors of affecting trust in e-government is of academic significance. Therefore, the purpose of this study is to explore the nature, driving forces and consequences of citizens'trust in e-government and in government. The empirical results indicated that temporal embeddedness, network embeddedness, information provision quality, information security quality and e-participation quality affect satisfaction with e-government services and trust in e-government. Also, satisfaction with e-government services and trust in e-government influence trust in government, and satisfaction with e-government services affect trust in e-government.

A Study on Antecedents of Online Trust in the Context of e-Government Services (전자정부 서비스 사용에 있어 온라인 신뢰에 관한 연구)

  • Trust is generally assumed to be an important precondition for people's adoption of e-government services. This study analyzes the direct and indirect impact of information privacy, interactivity, subjective norms and words-of-mouth on perceived trust of e-government services and trust toward government. The Partial Least Square(PLS) was applied to the citizen survey data for hypotheses testing. PLS permits the simultaneous testing of cause-effect hypotheses while also allowing evaluation of the measurement model. Statistical results indicate that interactivity, subjective norms and words-of-mouth positively affects perceived trust of e-government services, which in turn affects the level of political efficacy and the trust toward the government. Interactivity has been found to affect words-of-mouth as well. However, information privacy has no significant effect on the trust of e-government services.

  • The main objective of this study is to examine the mediating effect of 'e-trust' on the relationship between the antecedents related to e-marketplace and the intention of using e-marketplace. Data was collected from a survey of 169 exporting firms in Gwangju, Korea. The results of the study are as follows ; First, 'e-trust' is produced a mediating effect when technology and government factors affect the intention of using e-marketplace. However, "e-trust" does not play a mediating role in the relationship between company factor and the intention of using e-marketplace. Second, technology factor, government factor and company factor have a positive impacts on the intention of using e-marketplace. Accordingly, in order to enhance the intention of using e-marketplace, small & medium exporting firms in Korea should try more to prepare for factors related to technology and company. In addition to these, government should give full support to be prepared for regulations and systems related to e-marketplace. If e-trust were properly built, the enhancement of using e-marketplace would be taken place more smoothly. So most of exporting firms can participate in e-marketplace more actively.

  • Korean government is providing a Internet-based government services to people. One of the main concerns of the government for implementing e-government services is to increase the sustainable use of the people. Therefore, management and development of e-government Web site is an important issue. In particular, it is an important to the government policy for reinforcing satisfaction and trust of the usage of e-government services. Thus, the Web site design is an important issue to consider for increasing usage of e-government services. Therefore, studies of e-government Web site design suggested an important implication to spread for continual usage of e-government services. In this study, we investigated relationships among the design factors of e-government Web site, trust, and satisfaction. The results of this study will provide useful suggestions for developing design strategies for continual adoption of e-government services.

A Study on Promoting Senior Citizens' Use of e-Government Services as an Effective Means for Reducing Digital Divide (정보격차 해소 차원에서의 전자정부 서비스 이용촉진 연구 : 장노년층 사례를 중심으로)

  • E-government refers to the delivery of government information and services online through the Internet or other digital means. Unlike traditional structures, e-government systems are two-way, and available 24 hours a day, seven days a week. The interactive aspects of e-government allow both citizens and bureaucrats to send and receive information. Criticism about the provision of e-Government services, however, has proposed a more user-oriented approach. The user needs to be placed at the center of the development and the provision of e-Government services. Furthermore, e-government literatures seldom explore acceptance issues among the aged. Attempting to address this gap, we take the approach based on a combination of Technology Acceptance Model and Theory of Planned Behavior, with data gathered via a questionnaire from service users over 50 years and older. The findings indicate that perceived usefulness, ease of use, subjective norms, trust, visibility, facilitating conditions and political efficacy are direct or indirect predictors of citizens‘ intention to use an e-government service. Implications of this study for research and practice are presented.

  • The low use of e-vehicles in Yogyakarta City and Pekanbaru City is an essential issue for local governments to maximize e-government policies in both regions. The purpose of this research is to analyze people's attitudes and factors influencing the community of e-Samsat (e-Vehicle tax) users in developing the UMEGA theory, namely technology and government trust. This is a quantitative research based on the philosophy of positivism, which is used to examine populations and individual samples. Data were collected using research instruments and quantitatively analyzed. Furthermore, the hypothesis of the obtained data was tested using SEM-PLS. The results showed that social influence does not affect attitudes of e-Samsat (e-Vehicle tax) users. Furthermore, the study showed that the development of umega theory by adding variables of trust in technology and government affects people's behavior in using e-Samsat services.

A Comparative Study on Policies Related To Trust Services in e-Business (전자상거래 신뢰서비스를 활성화시키기 위한 선진국들의 정책에 관한 비교 연구)

  • "Trust" becomes a focal issue in e-business. Unlike traditional business environment, virtual situation requires new trust-ensuring mechanism other than face-to-face meetings and other related means of confirmation. Many countries are trying to foster trust services industry in order to increase e-business transactions and activities. This paper compares and contrasts these countries' policies on trust services. Conclusions of this comparative research includes: (1) trust services industry will be tightly integrated horizontally and increase their scope vertically towards trust in business sense over and beyond the mere technical level trust, (2) necessity of reciprocal trust authentication exchange is calling for an international standard in a near future, and (3) two different types of policies are under development: government-led and industry-led. Advantages and disadvantages of different approaches are presented with details of legal implications and structures of operations.

Impact of Service Value, Innovativeness of e-Government Service and Users' Participation on Government Trust (전자정부서비스의 서비스 가치, 혁신성 및 사용자 참여의식이 정부 신뢰에 미치는 영향)

  • New information communication technologies are changing our society completely, offering the government new possibilities for providing citizens and businesses with better, and more efficient E-Government services. This study analyzes the direct and indirect impact of service value, innovativeness, and users' participation level on the trust toward the Government. Results from a citizen survey indicate that service value, innovativeness, and participation positively affect the trust toward the Government, and that innovativeness has been found to affect service value as well as the level of participation. However, the moderating effect of political efficacy on the relationship between two variables(service value and participation) and trust have been found to be insignifcant. Several other findings and policy implications are also discussed.

The Determinants of Citizens' Satisfaction of E-Government: An Empirical Study in Vietnam

  • This research aims to identify the determinants of e-government satisfaction in Hanoi, Vietnam, and assess their impact. To collect data, we conducted an online questionnaire with citizens living in Hanoi in a time span of five weeks. We received 1,107 responses, divided into three groups: unaware, known, but not used, and used e-government. After leveraging past studies on satisfaction in different contexts, we arrived at six external variables that are of particular relevance to e-government satisfaction (i.e., efficiency, trust, reliability, convenience, citizen support, and transparency) as well as four control variables (i.e., age, gender, education level, and Internet frequency). We then applied both SPSS 22 and STATA 2016 to process and analyze the collected data and found that, while almost all external variables are statistically significant, all four control variables are not. Apart from convenience and trust, four factors - efficiency, reliability, citizens support, transparency - are important measures of system quality, information quality, service quality and relative benefits of e-government, which in turn positively and significantly impact citizens' satisfaction with the online public services. Furthermore, the efficiency variable has the most influence on customer satisfaction, and the level of impact on the dependent variable decreases in the following order: citizen support, reliability and transparency.
