우리나라 선박교통제제도의 개선방안에 관한 실증연구 - 포항항을 중심으로 - (An Empirical Study on the Improvment of VTS in Korea)

  • The purpose of this study is to find out the impacts of VTS on the marine safety and users' opinion on the VTS which have been being operated in the port of Pohang for the last 3 years and is to suggest a guideline to the successful operation of VTS in the future. This study is based upon the questionnaire survey and the respondents include 236 masters/mates of merchant vessels who have visited the port of Pohang and 6 pilots who have been working in the port. From the questionnaire results, this study notes the following conclusions related to the VTS operations. (1) A few of the respondents (mainly foreigners) do not understand the entering procedure of the port and the fundamental concept of VTS. Accordingly, the more active VTS services have to be provided for the mariners. (2) It was found that themost dangerous factors in tehvicinity of the port were the floating materials, fishing nets, andillegal fishing activities inthe fairway. Therefore, the proper surveillance, stricter enforcement of Acts and the instructive education for the fishermen are required to avoid the risks. (3) A majority of the respondents agreed the VTS has contributed to the safety of vessel traffic, and they pointed out ' the assiatances in reduced visibililty conditions' is the most important task of VTS. The amount of 75.6% of the respondents answered that they have experienced the assistance from VTS more than 1 time since the system was established in the port of Pohang . Also 44.2% of the respondents considered they were able to avoid marine casualties such as collision, ramming or agrounding with the VTS assistances. (4) 49.2% of the respondents preferred the passive information services , while, 38.8% of them preferred the positive control advices in the case of encountering any potential risks. VTS iperators have to consider seriously when they provide the positive control advices of ship's course and speed. (5) A majority of the respondents confirmed that the prot and its approaches is suitable for the VTS coverge . To extend the service areas of the VTS and to improve radar detecting ability, the use of radar transponders are seen as the ideal method. (6) A minority of the respondents pointed out 'the improper orders or recommendatinos caused by the poor decision making' firstly, ' the language problem(sea-speaking in English)' secondly, as the deficiency of personal qualification. It seems, therefore, theat the personal efforts of the operators and systematic training programmes for them are necessary to solve the problems.

사유림(私有林) 협업경영(協業經營)의 논리(論理) (Logic of the Cooperative Management for the Private Forest)

  • 우리나라는 국토면적(國土面積)의 약(約) 48%가 사유림(私有林)이나 그 소유규모(所有規模)가 영세(零細)하여 자립경영(自立經營)이 어려운 실정(實情)에 있다. 영세산주(零細山主)의 개별경영(個別經營)을 자립경영(自立經營)으로 개선(改善)하기 위해서는 다른 개별경영(個別經營)들과 결합(結合)하여 경영규모(經營規模)를 확대(擴大)하는 협업경영(協業經營)이 요청(要請)되었다. 사유림(私有林) 협업경영(協業經營)은 각자(各者) 산주(山主)가 확보(確保)하고 있는 임업생산요소(林業生産要素)들 (임지(林地), 노동(勞動), 자본(資本))을 일정(一定)한 질서(秩序)에 따라 상호결합(相互結合)하여 공동화(共同化)하는 것이다. 임지(林地)의 공동경영(共同經營)을 위해서는 협업영림계획(協業營林計劃)이 필요(必要)하고 노동(勞動)의 공동화(共同化)를 위해서는 직업적(職業的)인 산림작업단(山林作業團)이 육성(育成)되어야 하며 자본재(資本財)의 협업화(協業化)를 위해서는 임업생산용구(林業生産用具)들을 공동(共同)으로 확보(確保)하여 운용(運用)하여야 한다. 산주(山主)들의 협업경영(協業經營)이 이론적(理論的)으로 영세산주(零細山主)들에게 유리(有利)하다고 하지만 농촌(農村)과 도시(都市)에 분산(分散)되어 거주(居住)하고 있는 산주(山主)들이 자신(自身)들의 준비(準備)로서 협업경영체(協業經營體)를 결성(結成)하기에는 어려움이 있으므로 국가적(國家的) 차원(次元)에서 협업경영체(協業經營體) 육성(育成)을 위한 집약적(集約的)인 홍보(弘報) 및 지도사업(指導事業)이 요청(要請)되며 재정적(財政的)인 지원(支援)도 수반(隨伴)되어야 한다.

생물다양성 보전과 황해 광역 해양생태계 관리계획 (Biodiversity Conservation and the Yellow Sea Large Marine Ecosystem Project)

  • 황해 광역 해양생태계(YSLME) 프로젝트의 목적을 소개하고 구체적인 활동을 서술하였다. YSLME는 생산성이 높으나 가장 오염이 많이 되어 있는 곳이기도 하다. YSLME 프로젝트의 목적은 경계진단분석을 통해 파악된 환경문제의 피해를 전략 실행 프로그램(SAP)을 통해 줄이는데 있다. 생물다양성을 위협하는 가장 주요한 원인은 갯벌간척등을 통한 서식지 훼손이다. 1900년대 초 이래로 한국측 갯벌 40% 이상, 중국측 갯벌의 60% 이상이 훼손된 상태다. 남획과 오염등은 연안환경의 생물다양성 손실을 가져온다. 이 손실을 막기 위한 실행프로그램으로 정치가, 공무원, 과학자, 학생, 일반시민등 다양한 시민계층을 대상으로 환경의식을 고취시키는 켐페인을 벌여왔다. 또한 다른 시민환경단체와 연대하여 황해 파트너쉽을 구성하였다. 환경단체들은 국제기구 단체들과 달리 지역주민과 공고한 네트워크를 가지고 있기 때문에 지역의 환경보존노력을 위한 매우 중요한 파트너로 인식되고 있다. 소규모 지원프로젝트를 통해 환경단체들을 효과적으로 연계시킬 수 있었다. 세계야생동물기금 및 기타 연구기관과 공동연구를 통해 YSLME의 SAP를 수립하기 위한 생물다양성 평가 보고서를 발간하였다. SAP에서는 생물다양성을 위한 지역별 목표를 다음과 같이 설정하였다: 서식밀도 증대, 멸종위기종을 포함한 모든 생물종의 분포와 유전적 다양성 확보, 2007년 표준지침에 의거한 서식지 유지, 외래종 유입 위협의 감소. YSLME 프로젝트의 다음단계는 SAP를 승인하고 이를 성공적으로 이행함으로써 미래세대를 위한 생물다양성을 유지하는 것이다.

농촌 일차 보건사업에 있어서 마을건강원 업무량 및 업적에 관한 연구 (A Study on Performance and Achievement of Village Health Workers in Rural Primary Health Care Program)

  • It is utmostly important to establish the efficient fitable way of peoples' active participation in primary health care especially in the areas where the public or governmental service input for the basic health care is insufficient like as in rural areas of Korea. In light of above reason, this study focused mainly on the evaluation of roles and activities of village health workers (VHWs) who were selected from grass- root level of village people in order to derive further motivation for active participation. This is believed to be a sort of feedback mechanisms. Actually, the authors collected the activity reports of VHWs who had been devoting themselves in the primary health care services of Jeomdong Area, of Yeoju Gun one of Korea University Community Health Action Programmes and survey record on the VHWs activity from correspondent people. 1 hose data were analyzed through computer programmed package. The activities performed by VHWs were limited to the performance in 1985 for conveniance. The summarized results were as follows; 1) General characteristics of VHWs. Among a total of 28 VHWs in the area, about 39.3g of them have been replaced up to the date since the implementation in 1983, because of moving out, occupational employment and of others. The age of majority (75.0%) lied between the range of 30-50, and educational background of 67.9% belonged to category of primary school graduation, about 50% of them experienced to be or were also entiled "chief of women club" of corresponding villages. 2) Work-load of VHWs. Each VHW was assigned for tasks of health care for average 55 households of 248 persons. They shared approximately 6 days a month for the activity in average and it covered 17 cases of basic health care in a month. A half of the VHWs performed home visits irregularly without solidified schedule. 3) Work performance analysis. Informations collected through VHWs were compared with data from official vital registration at local administration center "Myon Office" in 1985. VHWs collected 100.8 of new born, 116.2 of death, 58.3 of move in and 74.8 of move out in comparison with 100.0 of official registration each. Pregnant women of 79.8% of mothers among the total pregnancy of 94 which were confirmed as normally delivered or aborted cases by all means afterwards had been detected by VHWs as being pregnant and all of them received some of antenatal cares by VHWs. All(100%) of delivered women were detected by VHWs through home visits and they were cared postnatally. Whereas, according to the records of birth registration, the places of delivery were clinic in 33.7%, and mother's home in 66.3%, VHWs reported them to be clinic in 48.9%, midwifery in 20.2%. It was cleared that most of misinformation was caused by uncautious filling of birth registration at notification. Among the total of 717 eligible women under age 44 years, family planning status of 92.6% was reported by VHWs confirming practice of control to be 70.8% of reported fertile women. 4) Attitude of VHW on the roles and functions. Although 92.0% of VHWs expressed VHWs to be worthwhile, only 52.0% of them had dignity and satisfaction in their activity and 44.0% of them had passive attitude of working saying they followed direction regardlessly. Concerning difficulties in performance as a VHW, 60.7% of them pointed out lacking of medical and health related knowledge by themselves. Still, 64.0% of them thought visiting unfamilier house to be awful and 40.0% complained forms of activity to be difficult and hard. It was also revealed that 56.6% confessed lack of interest on community health service itself. Most of VHWs needed more educational training especially on clinical fields such as cares of gynecological diseases, hypertension, diabetes, and other chronic diseaes of the aged. Regular on-the-job basic trainings were said to be needed twice a year.
