A few years ago, many people proposed that a plaza be added to Seoul City Hall. The proposal, however, did not materialize because of traffic confusion. The June 2002 World Cup cheering in front of Seoul City Hall has prodded the public to reconsider the plaza. Even though the exercise failed to gain support, many democratic procedures, opening a Web page and design competitions, and so on were attempted while the design and management of Seoul City Hall Plaza was being deliberated. In the future, the need for proper communication and democratic procedures in the process of making decisions regarding public spaces is expected to increase because of the strengthening of the requirement of participatory and deliberative democracy. An examination of the nature and extent of the communication that has been carried out in relation to the plan to add a plaza to Seoul City Hall will be very helpful in gathering feedback to guide decision-making in regards to the use of other public spaces. Thus, this study has a three-fold purpose. : (1) to examine the theories that may justify the need for public input in relation to decisions made regarding the use of public spaces, and to propose the criteria to be used for the methods of communication (2) to examine the contents and conflicts of communication in relation to the decision made regarding the design and management of Seoul City Hall Plaza and (3) to examine the potential distortion of that communication by analyzing the communication according to the criteria previously proposed. The study method that is used herein is the analysis of articles about the subject matter, which have been posted on the Seoul City Hall Plaza Website and which have been published in newspapers such as the Chosun ilbo, Donga ilbo, the Jungang ilbo, and the Hankyoreh. Diverse article contents are also discussed. As result, there are many differences in the contents and viewpoints of the newspapers that are included in this study. In addition, the related Internet bulletin board has not been used actively, but has contributed to forming public opinion on this issue. Finally, the public demanded to be given acceptable reasons for the results of the design competition, and for the decision to make the grass plaza, which ignores the chosen design in the newspapers or on the Web page. However, their demand was rejected. The communication therefore became distorted and consequently did not become successful in bringing about its intended result.

Purpose: Dental emergencies vary from toothaches to oral and maxillofacial traumas. Because the number of dental emergency cases has increased recently, we analyzed characteristics of patients seen during the last 2 years, in an effort to find a trend. Methods: This study was carried out with emergency room patients visiting the Department of Oral and Maxillofacial Surgery from 2009 to 2010. Results: The total number of patients studied was 1,162; the ratio of males to females was 1.73:1. The most frequent age group was 0 to 9 years, followed by 20 to 29 years. Trauma (58.7%) was the most frequent cause followed by acute toothache, oral hemorrhage, infection, and temporomandibular (TMJ) disorder. In the trauma group, injuries of soft tissue and alveolus were prevalent. The most common causes of soft tissue injury were falls, safety violations and assault. The highest incidence of emergencies was seen in patients 0 to 9 years old (41.8%). The most common causes of jaw fracture were falls, assaults, and traffic accidents in that order. In the acute toothache group, most patients had pulpitis (41.2%). In the infection group, most had buccal space abscesses (40.0%). In the hemorrhage group, post-operative bleeding cases (80.5%) were the majority, and hemostasis was obtained mostly by pressure dressings. For the TMJ disorder group, masticatory muscle disorder (65.4%) was more common than TMJ dislocation. Conclusion: In this study, trauma was the most frequent reason for patients who visited the emergency room. However, acute toothache, hemorrhage, infection and TMJ disorders were also seen frequently. Dental emergency patients could be better treated by understanding patterns of dental emergencies and performing proper diagnoses.

The demand for cars has been so steadily increasing based on the economic growth that the number of registered cars reached 18,870,000 as of the end of December, 2012. Due to this, the demand for the parking lots also rises continuously. Because of the limited ground space, the buildings ever becoming larger, and the trend of underground parking spaces, recent parking spaces are generally constructed underground. Accordingly, the parking lot ramps slope is limited to less than 17% by relevant laws to ensure the driver safety. However, when a driver enters a parking lot ramps whose slope is slightly steep, he frequently experiences his car body colliding with ramp brackets and often sees the scratches on ramp floor. Thus, this study is intended to prevent any damage to a structure and to contribute to ensuring the riding comfort and safety of drivers and passengers by presenting the details of proper vertical curve to prevent the collision of vehicles with ramp brackets through a vertical analysis of the first and last parts of a parking lot ramps. Because it is necessary to decide the appropriate and suitable vertical slope of a parking lot ramps, this study first identified the problems through site inspection, targeting the parking lot ramps of large buildings frequently that are used by many random people. Next, the possibility of mutual collision was assessed through a theoretical analysis of the first and last parts of a parking lot ramps. Lastly, the vertical curve of a parking ramp was analyzed to estimate its details, which was presented in this study. In conclusion, if the vertical curve presented through this study is used, it will help prevent any damage to the cars and structures, ensure the riding comfort and safety of the drivers, and further reestablish the criteria for vertical installation of a parking lot ramps.
This study aims to evaluate the availability of ABM (Active-Based Model), FEATHERS, as a policy evaluation tool. To achieve the goal, scenario analysis on flexible working policy was conducted to measure its impact on activity-travel behavior. As a consequence, there seems no significant change in worker's daily life, other than mitigating traffic congestion due to decreasing commuting travel in the rush hour. The result of VKT (vehicle kilometers traveled) shows an opposite pattern according to given household/individual constraints. The scenario analysis on telecommuting indicates a decreasing trend in both travel frequency and distance because of the diminished number of commuting trips. As the activity space of telecommuters is shifted to a residential area, there are more short-distance trips by using non-motorized transport, which leads to decrease in VKT (using a private vehicle). Thus, the sensitivity of VKT by population groups varies due to transport mode shift (between personal and another mode) and growing non-work trips (using a private mode). This study found few things. First, it is necessary to evaluate the details of policy impact by population groups since it can be varied depending on household/individual characteristics. Second, the case study shows a promising performance of ABM as policy measurement that provides reality in policy evaluation. Third, ABM allows us to do more accurate analysis (i.e. time-series analysis by population groups) of policy assessment than those of FSM (Four-Step Model). Lastly, a further effort in data collection, literature review, and expert survey should be made to enhance the accuracy and confidence of future research.

This study aims to research into a plan for the spatial design on the major facilities in new-town region in Mongolia by using the spatial analytical technique in GIS. In case of Mongolian region, the demand for new-town development is rapidly increasing around Ulaanbaatar, where is the capital. On the other hand, the adequately relevant ground or the spatial-design technique is failing to be applied. This study extracted the region available for developing new down by using spatial analytical technique in GIS, and researched into the spatial-design plan for housing complex, filtration plant, sewage disposal plant, power plant, general park, crematory. The housing complex in the targeted region could be known to be adequate to be positioned around watercourse and road. It could be known to be adequate for filtration plant, which is the source of drinking water, to be located in the upper-stream region of a river, which is secured good quality of water, and for sewage disposal plant to be located in the lower-stream region available for minimizing occurrence of contamination. It is judged to be required for a proposed site of power plant to be located in the upper-stream region, for the park unit, which is space of the living culture, to be repaired and expanded the existing facilities, and for traffic network to be expanded through predicting demand along with new-town development. It is judged to be probably needed to be reflected even the flexible aspect for changing design through surveying the feasibility and economic efficiency on the future spatial design.

In recent years, unexpected bridge fire accidents have increased because of augmenting the number of traffic volumes and hazardous materials by the increment in traffics and distribution business. Furthermore, in accordance with the effort of using the under space of bridges, the ratio of occupied by combustible materials like oil tanker or lorry has been increased. As a result, the occurrence of bridge fire has been growing drastically. In order to mitigate the accident of bridge fire, risk assessment of bridge fire has been studied, however, practical risk models considering safety from users' viewpoints were scarce. This study represented quantitative risk assessment model applicable to national road bridges in Korea. The primary factors with significant impacts on bridge fire accidents was chosen such as clearance height, materials of bridges, arrival time of fire truck and fire intensity. The selected factors were used for Fire Dynamics Simulation (FDS) and the peak temperature calculated by FDS in accordance with the fire duration and fire intensity. The risk assessment model in bridge fire reflected the FDS analysis results, the fire damage criteria, and the grade of fire truck arrival time was established. Response plans for bridge fire accidents according to the risk assessment output has been discussed. Lastly, distances between bridges and fire stations were calculated by GIS network analysis. Based on the suggested assessment model and methodology, sample bridges were selected and graded for the risk assessment.

Rapid industrialization and economic growth have led to serious problems including reduced open space, environmental degradation, traffic congestion, and urban sprawl. These problems have been exacerbated by the absence of effective conservation and governance, and have resulted in various social conflicts. In response to these challenges, many scholar and government hope to achieve sustainable development through the establishment and management of environment-friendly planning. For this purpose, we would like to analyze functional change for ecosystem by future land-use/cover changes in South Korea. Toward this goal, we predicted land-use/cover changes from 2010 to 2060 using the future population of Statistics Korea and urban growth probability map created by logistic regression analysis and analyzed ecosystem service value using costanza's coefficient. In the case of scenario 1, ecosystem service value represented 6,783~7,092 million USD. In the case of scenario 2, ecosystem represented 6,775~7,089 million USD, 2.9~7.6 million USD decreased compared by scenario 1. This was the result of area reduction for farmland and wetland which have high environmental value relatively according to urban growth by development point of view. The results of this analysis indicate that environmentally sustainable systems and urban development must be applied to achieve sustainable development and environmental protection. Quantitative analysis of environmental values in accordance with environmental policy can help inform the decisions of policy makers and urban developers. Furthermore, forecasting urban growth based on future demand will provide more precise predictive analysis.

Driving directly in front of the driver of a vehicle driving in front of the vehicle and it is commonly known is affected. Responding to the car in front of the driver and the vehicle in front, and these follow the model is known as Three-Car-Following Model. Platoon vehicles to follow behind the driver's visibility is affected by the a tinted vehicle, and Parameters of the model is estimated to be affected also. In this study, in Three-Car-Followng Model parameters were estimated. and the parameter values differ about whether and how analysis was performed by the level of Visible Light Transmission Percentage. RTK GPS receiving data through field experiment analyzed based on sensitivity of three car by Visible Light Transmission Percentage and ${\gamma}$. And With statistical verification of driving directly in front of the driver in front of the vehicle and that the moving vehicle is influenced also confirmed. Also Visible Light Transmission Percentage is lowered, the vehicle in front of the driver's behavior showed sensitive reactions. In the further need to research for influence analysis of traffic flow capacity by the level of VLT.
Travel time estimation under given traffic conditions is important for providing drivers with travel time prediction information. But the present expressway travel time estimation process cannot calculate a reliable travel time. The objective of this study is to estimate the path travel time spent in a through lane between origin tollgates and destination tollgates on an expressway as a prerequisite result to offer reliable prediction information. Useful and abundant toll collection system (TCS) data were used. When estimating the path travel time, the path travel time is estimated combining the link travel time obtained through a preprocessing process. In the case of a lack of TCS data, the TCS travel time for previous intervals is referenced using the linear interpolation method after analyzing the increase pattern for the travel time. When the TCS data are absent over a long-term period, the dynamic travel time using the VDS time space diagram is estimated. The travel time estimated by the model proposed can be validated statistically when compared to the travel time obtained from vehicles traveling the path directly. The results show that the proposed model can be utilized for estimating a reliable travel time for a long-distance path in which there are a variaty of travel times from the same departure time, the intervals are large and the change in the representative travel time is irregular for a short period.
As part of the digital era, a digital twin that simulates the weak part of a product by performing a stress test that reduces the lifespan of some expensive equipment that cannot be done in reality by accurately moving the real world to virtual reality is being actively used in the manufacturing industry. Due to the development of IoT, the digital twin, which accurately collects data collected from the real world and makes it the same in the virtual space, is mutually beneficial through accurate prediction of urban life problems such as traffic, disaster, housing, quarantine, energy, environment, and aging. Based on its action, it is positioned as a necessary tool for smart city construction. Although digital twin is widely applied to the manufacturing field, this study proposes a smart city model suitable for the 4th industrial revolution era by using it to smart cities and increasing citizens' safety, welfare, and convenience through the proposed model. In addition, when a digital twin is applied to a smart city, it is expected that more accurate prediction and analysis will be possible by real-time synchronization between the real and virtual by maintaining realism and immediacy through real-time interaction.
