Geotechnical problems in flexible pavement structures design

  • Deformability of road pavements in the form of ruts represent a safety risk for road users. In the procedures for dimensioning the pavement structure, the requirement that such deformations do not occur is imperatively included, which results in the appropriate selection of elements (material, geometry) of the pavement structure. Deformability and functionality, will depend of the correct design of pavement structure during exploitation period. Nevertheless, there are many examples where deformations are observed on the pavement structure, in the form of rutting at parts of the road with relatively short length, realised in the same climatic and the same geoenvironmental conditions. The performed analysis of deformability led to the conclusion that the level of deformation is a function of the speed of traffic. This effect is observed on city roads, but also outside of urban areas at roads with speed limits are significant, due to the traffic management, traffic jams (intersections, etc.). Still, the lower speed cause greater deformations. The authors tried to describe the deformability of flexible pavement structures, from the aspects of geotechnical problems, as a function of driving speed. Outcome of the analysis is a traffic load correction coefficient, in terms of using the existing methods of flexible pavement structures design.

A Study of Qualitative and Quantitative Risk Assessment for Highway Safety Facilities (고속도로 교통안전시설물의 정성적 및 정량적 위험도분석 연구)

  • Risk elements of highway safety facilities are affected by complex environments. Thus, risk-based approach for traffic safety facilities is needed. For this, in this study, qualitative and quantitative risk assessment methodology and procedure for highway safety facilities is proposed, which can be used as risk-based approach incorporating VE process. Also, for the quantitative risk assessment, event tree using EPDO(Equivalent Property Damage Only) with respect to frequency and magnitude of risk events is introduced. As a result, risk index of alternative 1(140cm) and 2(127(cm) which can be used as performance factor in VE approach are estimated.

Prediction Models for the Severity of Traffic Accidents on Expressway On- and Off-Ramps (유입·유출특성을 고려한 고속도로 연결로의 교통사고 심각도 예측모형)

  • PURPOSES: Because expressway ramps are very complex segments where diverse roadway design elements dynamically change within relatively short length, drivers on ramps are required to drive their cars carefully for safety. Especially, ramps on expressways are designed to guarantee driving at high speed so that the risk and severity of traffic accidents on expressway ramps may be higher and more deadly than other facilities on expressways. Safe deceleration maneuvers are required on off-ramps, whereas safe acceleration maneuvers are necessary on onramps. This difference in required maneuvers may contribute to dissimilar patterns and severity of traffic accidents by ramp types. Therefore, this study was aimed at developing prediction models of the severity of traffic accidents on expressway on- and off-ramps separately in order to consider dissimilar patterns and severity of traffic accidents according to types of ramps. METHODS: Four-year-long traffic accident data between 2007 and 2010 were utilized to distinguish contributing design elements in conjunction with AADT and ramp length. The prediction models were built using the negative binomial regression model consisting of the severity of traffic accident as a dependent variable and contributing design elements as in independent variables. RESULTS: The developed regression models were evaluated using the traffic accident data of the ramps which was not used in building the models by comparing actual and estimated severity of traffic accidents. Conclusively, the average prediction error rates of on-ramps and offramps were 30.5% and 30.8% respectively. CONCLUSIONS: The prediction models for the severity of traffic accidents on expressway on- and off-ramps will be useful in enhancing the safety on expressway ramps as well as developing design guidelines for expressway ramps.

Analysis of Relative Risk by Accident Types at Intersections, Crosswalk and Tunnel Sections (교차로, 횡단보도, 터널 구간에서 사고유형에 따른 상대적 위험도 분석)

  • This study presents risk ranking by accident types at intersections, crosswalk and tunnel sections. An ordered logit model was used to estimate the accident severity of traffic accidents based on 58,868 accident records that have occurred on the Seoul and Gyeonggi-do over the period 2014-2017. The factors affecting the injury severity were identified by the estimated model first, and risk ranking was proposed according to conditions of accident occurrence using relative ratio analysis later. The analysis results showed that the injury severity dramatically depends on the location and time of the accident. The analysis results showed that the injury severity dramatically depends on the location and time of the accident. Furthermore, there are severe injury cases in terms of the injury severity despite the small number of occurrence of traffic accident, or there are severe injury cases in terms of the injury severity despite the high frequency of occurrence of traffic accident.

Improvement Plan on Operation of O-2 Anchorage at the Busan North Port (부산 북항 O-2 정박지의 운영개선 방안)

  • According to construction work of No. 2 Lotte world, the alternative pier is under construction in Dongsam-dong Yeongdo-gu to accommodate small boats. As a result of that, in order to procure route of small boats passage,0-2 Anchorage used to bunkering or waiting for berth should be reduced, 220m. It is expected that the risk of passage and congestion around the anchorage could be increased because of the traffic of small boat using the alternative pier. Therefore, it is needed to enlarge the O-2 Anchorage 250m toward to inner breakwater. According to result of analyzing traffic circumstance and weather condition of anchorage near the Busan inner fairway, and to procure of alternative anchorage in order to resolve the problem caused by reduction of O-2 Anchorage, no problems incurred. In conclusion, reduction & enlargement of area of new O-2 Anchorage is expected to resolving of congestion & reducing of risk of traffic at O-2 Anchorage, and to operating O-2 Anchorage, efficiently.

Factors determining the background and process of speeding behavior (과속운전의 행동배경과 형성과정에 미치는 사회심리적 요인)

  • This paper attempts to identify that the speeding behavior is the important factor in traffic accident by analysing the background and process of speeding behavior. The structure of hurried behavior is reviewed to explain the relationship between the speeding behavior and hurried behavior. And the process of speeding behavior which becomes his own attitude and behavior in driving by social customs approval is analysed by risk homeostasis theory. The results of attitude survey show that drivers speeding behavior is not changing even though they know that speeding behavior is main factor in traffic accident. The influence structure among hurried behavior, background and process of speeding behavior should be analysed to understand the actual speeding behavior in driving.

  • In the decision of a collision avoidance action for navigators and intelligent ships, it is necessary to evaluate the degree of surrounding risks and to control them effectively. In this paper, we propose the new methodology for navigational risk evaluation and control at sea. In the methodology, navigation risk is evaluated in two dimensions using Even Risk Contour on the basis of the concept of contour line. In addition, the movement information of dangerous targets is assessed continuously and precisely with wide band data. The presented technique is useful for the safety navigation at the heavy traffic sea and will be applied for the ultra automatic ship.

  • Some large accidents in tunnels in recent years, such as Mont Blanc, Gotthard and Tauern tunnels, have lead to an increasing attention for tunnel safety and necessity of tool for quantitative risk assesment of road tunnel. And the purpose of this study is to develop the quantitative risk assesment tool for the application of road tunnel. The objectives of this paper are as follows : (1) analyze of traffic accident rates in tunnel, (2) make out scenario for fire accidents, (3) develop the evacuation model and FED calculation model, (4) Present the results from quantitative risk assesment for the model tunnel according with the fire heat release rates and distances of cross passage.
