  • 목포항의 현행 항로는 달리도 등대 수역과 고하도 만곡부 지점이 대각도로 변침해야 하는 항로설계지침을 충족하지 못하고 있다. 또한 항로 주변에 천소가 존재하고 있으며, 제2항로의 신설로 인한 통항선박의 항법문제, 항로표지의 재배치 및 신설이 필요하다. 따라서 본 연구에서는 목포항 접근수역에 대한 자연환경, 해양사고, 해상교통량 및 해상교통흐름 관측, 어업현황 등을 조사 분석하고, 전문가 및 이용자에 대한 설문조사 및 현 항로의 국내외 항로설계지침과의 적절성 등을 검토하여 개선안을 도출하고자 한다. 그리고 개선안에 대한 해상교통류시뮬레이션 및 선박조종시뮬레이션을 실시하여 타당성을 검증한다.

  • 해상교통안전진단제도는 연안에서 선박의 항행에 영향을 미치는 각종 해상사업으로 인해 발생할 수 있는 위험요인을 전문적으로 조사 측정 평가하기 위해 2009년에 법제화된 이후에 제도 발전에 관한 여러 연구가 수행되어 왔다. 이러한 연구결과를 분석하여 현제도의 미비점을 색인한 결과, 안전진단 결과에 따라 해상사업이 수행되었는지 검증하기 위한 절차와 안전진단의 주요 과정 중 하나인 선박조종 시뮬레이션의 정확성을 검증하기 위한 사후관리 관련 규정이 미흡했다. 사후관리제도 도입 필요성이 드러남에 따라 법령화된 유사 제도인 환경영향평가제도와 도로교통안전진단제도의 법체계를 분석하였다. 그리고 해상교통분야의 미비점을 개선하기 위한 법령안을 구체적으로 제시하였다. 본 고의 법령안은 진단의 정확도를 검증하고 진단결과의 이행을 담보함으로써 해상사업과 관련된 잠재적 위험요인을 제거하고 해상교통안전에 기여할 것으로 기대된다.

포항항의 VTS 서비스구역 설정에 관한 연구 (A Study on the Establishment of VTS Service Area in Pohang)

  • In world trade, the vessel traffic in major routes has been congested due to the rapid increase of cargoes and shipping tonnages. The patterns of vessel traffic have also been complicated and diversified. Therefore it was necessary that the Vessel Traffic Service(VTS) should be established in order to enhance the safety of navigation, to prevent the loss of life and damage to the environment. The first advanced radar surveillance system(LevelIII-VTS) was introduced in Pohang, Korea in 1993 and in 13 other ports later. While the hardware of Korea VTS is equal to that of an advanced country, the software, specially the operation manual, the recruitment and education of VTS operator, and the VTS service area is behind that of Russia, USA, Germany, Hong Kong, Singapore and others. After researching and investigating. the VTS equipment and service area of many countries, and analyzing the IMO regulations relevant to VTS and the traffic pattern and accident of Pohang port, the most efficient VTS service area should be established in Pohang. According to the analysis of the preceding studies and research on VTS, the worldwide VTS areas are recognized under the following conditions: First, the service area should be extended over at least radar coverage taking into account of traffic flow, traffic density, the degree of danger to navigation and harbour condition in order to provide all possible services. Second, the established service area should be subdivided and systematized to render reliable VTS services, such as the allocation of VHF frequency and reporting procedure in each area. In conclusion, the VTS service area of Pohang must be established and operated over 10 miles from shore(radar site) covering the radar coverage, so as to include the area of traffic congestion and high density traffic flow.

보행자의 선호 보행방향에 관한 조사 및 분석 (Survey and Analysis of Pedestrians' Preferences on Walking Directions)

  • Why do some countries walk on the right and others on the left? People have a dominant hand which leads to a natural tendency to favor one side of the road or another depending on the means of transportation being used. The primary objective of this study was to investigate the stereotype of Korean regarding preferred walking direction in encountering various facilities and provide the appropriate information to traffic policy makers. Six hundred Korean male and female subjects aging from 12 to 83 were selected to investigate the various statistics about their preferred walking direction and their employment characteristics on walking diverse facilities. The walking directions of eleven different facilities were asked along with other relative subjects' characteristics(e.g., age, gender, hand and foot dominance) to determine the relationship among these obtained data. The descriptive statistics showed that 73.7% and 26.3% were preferred walking right and left direction respectively. Moreover, various statistical analysis revealed that general tendency of walking direction was varied by hand and foot dominances. There were strong tendency that right-handed people prefer walking right side of the road and vise versa, hence this should be considered in setting up traffic policies. As a concluding remark, it is better to design traffic policies and regulations in the way that peoples' preference and expectation.

시나리오를 이용한 울산 내항의 혼잡 분석 (Congestion Analysis in the Inner Harbour of Ulsan Using a Scenario)

  • Since traffic congestion ratio at any given port fluctuates on the number of arriving and departing vessels, the total tonnage of freight volume being handled, and the number of berth in operation and other factors, there exists a need to numerically analyze the waterway traffic volume. However, there are no effective regulations in regards to the waterway traffic analysis prior to expansion of a port facility. The current analysis requires the traffic analysis in relation only to the width of the waterway, which clearly falls short of achieving a comprehensive evaluation study that could be used in consideration of port expansion.This study provides five scenarios to execute a comprehensive evaluation study and base for the sensitivity study by analyzing the scenarios. As a result of the sensitivity analysis, the A, B, and C scenarios varies the average arrival ratio of the berth shows 1.1, 1.19, and 1.28 times of delays respectively. Also, The D and E scenarios take place malfunctions of pier shows 1.21 and 1.53 times of delays respectively. Therefore, various strategies of harbor development and method of harbor management are needed for the flexible correspondence to the environmental changes such as the excessive increasing of the freight volume and often taking place of malfunctioning.

Do Retail Regulations Protect Traditional Markets as Well as Independent Stores in Korea?

  • Purpose -This study is to measure the effects of retail legislations on small retailers and traditional markets. Research Design, Data, and Methodology - The authors have developed a questionnaire with five hypotheses on the basis of previous research results and six constructs: the improvement of sales volume, the number of customers, the improvement of store traffic, the increase of store staff, business expansion and retail regulation. Furthermore, the research has adopted a five-point Likert-scale technique. In order to increase research reliability as well as validity, the authors have adopted a few different research techniques such as exploratory factor analysis (EFA) and confirmatory factor analysis (CFA). Results - Although existing retail regulations might be better than nothing for now, the degree of retail constraints on large retailers should be strengthened. Furthermore, different legal methods to protect mom and pops are needed. Conclusions - In order to improve the effects of retail restrictions on large retailers, the research indicates that the central government should change a retail policy, that is, introduce new technical ways to keep mom and pops and conventional markets.

코로나바이러스감염증-19 (COVID-19)과 항공신체검사 (COVID-19 and Aviation Medical Examination)

  • Coronavirus disease 2019 (COVID-19) has had a significant impact on our society as a whole. The COVID-19 pandemic is not only a health crisis, it is also an economic, social and humanitarian crisis. Considering the dramatic global economic and social impact that the crisis has engendered, the aviation system is standing on the doorstep of rapid transformation. In particular, the impact on the aviation and travel industries is enormous. Air travel to most countries has been suspended and blocked. Looking at Korea's current situation, COVID-19 has wholly changed the aviation industry. As COVID-19 spreads around the world, countries have come up with aviation safety measures. Infectious disease safety measures were established to protect passengers and crew members, and countries with collapsed medical systems extended the validity period for aviation medical examinations. In Korea, on August 11, the Ministry of Land, Infrastructure and Transport provided guidance on medical measures related to COVID-19 through an official letter of "Notification of cautions for pilots and air traffic control officers (ATCO) when COVID-19 is confirmed". Overseas countries such as the United States and the United Kingdom have announced regulations for aviation medical examination regulations in relation to COVID-19, and have set standards for returning to aviation after COVID-19 is confirmed. In this paper, we would like to investigate the regulations for aviation medical examination related to COVID-19.

A Study on the Urban Air Mobility(UAM) Operation Pilot Qualification System

  • As around the world, ground and underground transportation capacity is reaching its limit, centering on urban areas. As urban traffic becomes congested, time and cost are astronomical, and environmental destruction caused by urban pollution is becoming increasingly serious. As a way to solve this problem, the means of flying over the air are in the spotlight as the next generation of future transportation, and the concept of urban air mobility (UAM, Urban Air Mobility) is defined as systematic planning. The development of an electric-powered vertical take-off (eVTOL) aircraft that obtains electric power through a battery using a personal aerial vehicle (PAV) as a means of transportation has accelerated. As the aircraft development of new technology aircraft in the evtol method is actively carried out, the need to prepare systems such as aircraft certification standards, pilot qualification systems, and qualification management is emerging. The Federal Aviation Administration (FAA) and the European Union Aviation Safety Agency (EASA), which lead international standards, announced new special technical conditions and temporary regulations SCVTOL-01, respectively. However, the pilot qualification system for operating the uam aircraft has not yet been clearly announced. Therefore, this paper analyzes the recently announced FAA regulations and EASA regulations to identify differences and directions in perspectives on UAMs and study the existing vertical take-off and landing aircraft (VTOL) pilot qualification system to present directions for qualification classification.

사고 및 음주운전자들의 운전행동결정요인 특성이 위험행동 및 교통사고에 미치는 영향: 경로분석 연구 (The Effects of Driving Behavior Determinants on Dangerous Driving and Traffic Accidents in the Reckless Drivers Group: A Path Analysis Study)

  • 과속과 음주운전 행동은 운전자로 하여금 교통상황에 잠재된 위험을 발견하고 적절하게 대처하지 못하도록 하여 교통사고 발생 확률을 높일 뿐만 아니라 사고 발생시 피해정도가 심하고 이 행동들에 내포하고 있는 위법성은 심각한 사회적 문제라고 할 수 있다. 사고 및 음주운전자 집단과 일반운전자들의 운전행동결정요인과 운전행동을 비교한 결과, 사고 및 음주운전자들의 '과속운전행동 점수와 '음주운전행동 점수가 일반운전자들보다 높았다. 또 사고 및 음주운전자들은 실제 운전행동에서도 일반운전자들보다 과속운전과 음주운전을 더욱 많이 하고 있었으며, 교통사고에서 가해자가 된 경험도 더 많았다. 경로모형 결과에서는 사고 및 음주운전자 집단의 위험감수성 부족 요인과 상황적응성 부족 요인, 과속운전행동 요인이 교통사고 가해경험에 미치는 영향이 일반운전자 집단에 비하여 더욱 크게 나타났고, 사고 및 음주운전자들의 운전행동결정요인들 가운데 위험감수성과 상황적응성의 수준이 교통사고 가해경험을 더 잘 설명하였다.

도심항공교통(UAM) 운영을 위한 횡적 회랑 규격 실증 연구 (An Empirical Study on Establishing the Cross-track Corridor Dimension for UAM Operations)

  • 도심항공교통(UAM; urban air mobility)은 교통 혼잡이 증가하는 도시 지역에서 교통수단의 대안으로 주목받고 있다. 사람 중심의 서비스인 기존 항공교통업무 방법으로는 복잡한 UAM 운용환경을 관리하기는 어려울 것으로 판단된다. 따라서 UAM 항공교통관리 (UATM; UAM traffic management)를 위한 첨단 정보처리 기반 교통관리시스템이 필요하다. 체계적인 UATM 환경 구축을 위해서는 공역관리가 필수적이다. 특히 UAM 항공기가 안전하게 운항할 수 있는 배타적 회랑을 구축하면 최저비행고도 규정을 위반하지 않고도 UAM 항공기를 운항할 수 있는 기회를 제공할 수 있다. 본 연구에서는 UAM 운용을 위한 회랑의 횡단규격을 설정하기 위해 UAM과 유사한 규모의 헬리콥터를 이용하여 실증분석을 수행하였다. 연구 결과는 UAM 회랑 설계 시 지침으로 활용되기를 기대한다.
