  • In 2003, the local police system was adopted, and the personnel and installation of local police agencies were subsequently changed. According to the "Police Law", local police station shall be established under the control of chief of police department, and the criteria for the installation of local police stations were to take into consideration of population, administrative districts, area, geographical characteristics, traffic and other conditions. The chief of local police has the authority to install district police station according to the "National Police Agency and its Organization". However, it is hard to say they were applied. Futhermore, it is inappropriate to apply the laws and regulations equally across the nation. Also, it has been criticized for its difficulties of patrolling, the weakened relationship with local residents, and poor quality of security services in rural areas. Therefore, this study suggests that the criteria for the installation of the police station should be made through a comprehensive analysis of the characteristics of the areas and security needs.

  • Government agencies, such as police and local governments, strive to prevent traffic hazards and create a comfortable road environment by pormoting transportation and road facilities. To this end, roads and transportation facilities are enhanced and adjusted, and improvement projects in areas with frequent traffic accidents are carried out. Usually, improvement projects in areas with frequent traffic accidents vary by projects and region. Moreover, these projects are carried out under the supervision of a person in charge and related parties. Hence, civil complaints and subjectivity are reflected in deriving priorities for the improvement projects, limiting the efficiency of the project. To this end, a study was conducted to estimate the direction of improvement of the project target site. This study comprehensively considered road, traffic, and accident conditions of representative projects with high effectiveness in handling traffic accidents. The results of the study state that the accuracy of estimating the improvement project was around 88%. In addition, the study found that there was a strong relationship between traffic volume, accident rate, and accident severity in estimating the improvement direction.

  • In this study, through a survey on traffic safety campaigns for electric wheelchairs for the disabled, we found out what is necessary to solve the inconvenience of disabled people driving electric wheelchairs and living in society. The conclusions for each role of the severely disabled are as follows. The government has enacted a law on fostering convenience facilities for the disabled in accordance with reality so that the disabled, who are vulnerable to transportation, do not have any inconvenience in their social lives. However, it is not kept in reality, so there are many obstacles to the social activities of the disabled. In addition, local governments should subscribe to electric wheelchair insurance for the disabled to minimize the damage to the disabled in the event of an electric wheelchair accident. Organizations related to the disabled provide safety wheelchair driving education to prevent electric wheelchair accidents in advance and receive complaints about inconvenience. It can be concluded that people with severe disabilities can prevent accidents in advance by installing a moving ring tone on an electric wheelchair so that they can know the movement of the surrounding wheelchair.

  • Although traffic signal installations are continuously expanding, the effect of preventing traffic accidents remains unverified. Totally, 7,045 traffic accident data (such as signal violations) registered with TCS were manually searched for a 7-year period from 2013 to 2019 for 1,602 traffic signals in Daejeon Metropolitan City. The top 20 traffic accident intersections were identified, the traffic accident investigation records and field maps were viewed to compare the driving direction and signal phase of the violated vehicle, and the cause of the traffic accident was divided into insufficient signal operation design (operation) and driver negligence (intentional). Results of the analysis revealed that 75% of traffic accidents occurred in thru-left-turn traffic signals and overlap; moreover, extending the yellow time or operating all red signals due to countermeasures against traffic accidents occurring in yellow signals resulted in reduced traffic accidents. Data indicated that Permissive Left Turn requires improvement with the signal operation. In addition, since The Korean National Police Agency is not computerized for traffic accident sites and signal-related data, the lack of manpower necessitates improvement and utilization of TCS when establishing traffic accident prevention measures. It is believed that it will contribute to signal operation by analyzing vast amounts of data collected in the field and presenting improvement measures.

  • This study examined challenges posed by two ferry routes, namely, Likoni and Mtongwe crossings, in the Mombasa Channel and their impact on navigational safety. Utilizing the Environmental Stress (ES) model, this study analyzed current ship traffic and assessed stress levels imposed by ferry crossing traffic on navigators. ES values revealed significant stress at these ferry crossings attributed to varying transit speeds. Standardizing transit speeds at two ferry passages can reduce high stress levels, presenting a viable solution. Furthermore, the IWRAP Mk2 simulation underscores crossing collisions as a significant concern, particularly at Likoni and Mtongwe crossings, due to increased ferry traffic. This research offers valuable insights for stakeholders, such as the Kenya Ports Authority (KPA), to develop targeted safety measures and enhance the flow of ship traffic in the channel.

  • The presidential council on national competitiveness and the national police agency have initiated a national project to refresh the road traffic control and operation systems to increase operational efficiency at signalized intersections. It would reduce the number of stops and delay of vehicles at intersections and thus mitigate congestion and emission. Although significant reduction of carbon is expected as a consequential result, such effects has yet been studied since traffic operation was behind of interest in the field of green transportation where planning was mainly involved. This paper delivers the macroscopic effects of carbon reduction of the selected items of the national project: the ones managed by the police agency. The results showed that the studied items yield significant reduction of carbon: pedestrian push button operation, flashing signal operation, progression, lagging left turns, permitted left turn, and actuated left-turn operation would reduce 12.31%, 3.27%, 2.44%, 0.97%, 0.81%, and 0.72% of the total amount of carbon emitted a year in a whole transportation sector, respectively.

  • This research is to compare factors which influence to mobilize police force necessary for crowd gathering occasions, and the purpose of this research is to prepare scientific basis for mobilization of police force by understanding order of priority of obstructive factors to mobilize police force for progressing safe crowd gathering occasions. Crowd gathering occasion has a characteristic that minor cause can lead to huge damage because many people concentrically gather at a specific place. In order to control these risks, it is necessary to analyze criteria on order of priority which can arouse risk to mobilize police force. In this research, I classified the factors influencing safety of crowd gathering occasion as internal risk factor, external risk factor and traffic safety threatening and set up the level of private security manpower and participants mobilized to crowd gathering occasion as independent variable and set up mobilized police force from 2013 to 2014 as dependent variable and analyzed it hierarchical analysis. From the result of analysis, the biggest influence to mobilization of police force for crown gathering occasion was the number of participants, and next self order-keeping agents and reason of mobilizing police force. Based on the result of analysis that the biggest factor to mobilize police force to crowd gathering occasion is the number of participants, it can be resulted that the number of participants influence to the risk of crowd gathering occasion.

  • Nowadays, interest in safety of pedestrians who are relatively weak when compared with vehicles increases. Also, concern for pedestrian accidents on crosswalks increases. For these reasons, scrambled crosswalks which are considered to contribute pedestrian safety by reducing conflicts between vehicles and pedestrians are actively discussed and there are also a few intersections where they are actually installed. However, scrambled crosswalks must include all-red phase for all vehicle traffic flows, which inevitably leads to increase of lost time per cycle. Therefore, evaluation in terms of efficiency should be done before installation of scrambled crosswalks. This research suggests installation criteria for scrambled crosswalks so that it is possible to judge whether installation of scrambled crosswalks is appropriate only by surveying vehicle traffic volume and pedestrian traffic volume. This research derives optimum cycle length from signal optimization models which considers both vehicle traffic volume and pedestrian traffic volume. From this optimum cycle length, this research compares total delay time before and after installation of scrambled crosswalks. From an analysis, two research results are derived. Firstly, there is critical traffic volume above which installation of scrambled crosswalks can not efficient. Secondly, appropriate areas for installation of scrambled crosswalks are different by each signal intersection or by each signal system and those difference vary. From these results, this research suggests installation criteria for scrambled crosswalks which consists of two steps. The delay time of the pedestrians may be increased after the diagonal crosswalk is installed, but it may be desirable to install in consideration of the appropriate traffic level to ensure safety.
