Various policies and services are being implemented in Korea and other countries, such as the expansion of convenience facilities for mobility support, the provision of special means of transportation, and the establishment of public transportation route plans and fare policies based on data and AI-based movement pattern analysis to ensure the mobility rights of the weak in transportation. However, A research is still needed to improve service convenience in order to more conveniently use the desired means of transportation in a necessary situation from the viewpoint of the transportation vulnerable. This study examines the policies and services for the promotion of mobility for the transportation disadvantaged, and presents a MyData-based service model for mobility support for the transportation disadvantaged. In the proposed service model, the transportation-disabled person can freely choose and use the means of transportation according to individual circumstances, and receive the same transportation welfare voucher benefits provided by the state or government. The proposed service model defines the MyData platform that supports the safe collection and use of personal data, the authentication of traffic welfare recipients based on MyData, and the payment function for fee settlement after using the service as key components. In this research, the service satisfaction from the user's point of view was investigated by implementing the proposed service model and providing a demonstration service for the transportation vulnerable in Daejeon.

Every vessel shall proceed at a safe speed to avoid collision. Additionally, every vessel shall comply with the speed limit rules in the territorial water and internal waters of Korea. The VTS operator shall properly control the compliance of the vessel with the safe speed and speed limit rules. Safe speed under the COLREG 1972 is not explicitly stipulated in knots. However, under the Domestic law for traffic safety-specific sea areas, etc., the speed limit is specified in knots and complied with. This speed limit rule is mainly based on the 'speed made good over the ground'; however, in some places, it is based on the 'speed making way through the water'. In this paper, I analyzed marine accidents that occurred in the past 5 years and the rate of violation of speed limits. Furthermore, I reviewed safe speed under the COLREG 1972, speed limit rules under domestic and foreign laws, and cases of non-compliance with safe speed in the judgment of the Korea Maritime Safety Tribunal. Resultantly, I suggested in this paper that the speed limit rules in the domestic law must be observed by vessels to prevent marine accidents, and the rules which are stipulated in terms of 'speed making way through the water' must be revised as 'speed made good over the ground' such that the vessels can easily comply with them and the VTS operator can control the vessel properly.

The number of public transportation users has dropped drastically due to COVID-19. In this work, my survey was conducted to uncover the factors that influence citizens' travel patterns. Data were collected and logistic regression analysis on the shifts in transportation was undertaken. Additionally, an importance-performance analysis was carried out to investigate how to effectively operate public transportation systems and improve facilities. The main research findings were as follows: First, the more individuals were concerned about COVID-19 (+) and being infected when using public transportation (+), the greater the tendency to switch to private transportation modes. Secondly, when it came to personal traits, respondents who could drive a car (+) or owned a car (+)or did more online shopping (+) or used public transportation for trips (+) tended to switch over, compared with respondents who could not drive or did not own a caror used public transportation to commute. In addition, respondents who were vaccinated (-) or had more household members tended not to switch transportation modes, compared with those who were not vaccinated or had fewer household members. Third, it is important to continue the following efforts to safeguardhygiene linked to public transportation: wearing masks, disinfecting hands, controlling diseases, and general cleaning. The conclusion was that it is important to put traffic congestion and ventilation issues first, especially in regards public transportation, which was not rated as satisfactory enough compared to its importance. The research findings can provide useful basic data when establishing countermeasures to the current COVID-19 circumstances in the areas of public transportation operation and management and in the event of an infectious disease outbreak in the future.

Recently, the increasing number of overloaded vehicles on the road poses a risk to traffic safety, such as falling objects, road damage, and chain collisions due to the abnormal weight distribution, and can cause great damage once an accident occurs. However, this irregular weight distribution is not possible to be recognized with the current weight measurement system for vehicles on roads. To address this limitation, we propose to build an object detection-based AI model to identify overloaded vehicles that cause such social problems. In addition, we present a simple yet effective method to construct an object detection model for the large-scale vehicle images. In particular, we utilize the large-scale of vehicle image sets provided by open AI-Hub, which include the overloaded vehicles from the CCTV, black box, and hand-held camera point of view. We inspected the specific features of sizes of vehicles and types of image sources, and pre-processed these images to train a deep learning-based object detection model. Finally, we demonstrated that the detection performance of the overloaded vehicle was improved by about 23% compared to the one using raw data. From the result, we believe that public big data can be utilized more efficiently and applied to the development of an object detection-based overloaded vehicle detection model.
Excessive earth pressure is one of the major mechanical factors in the deformation and damage of Cut-and-Cover Tunnel lining in shallow tunnels and portals of mountain tunnels (Kim, 2000). Excessive earth pressure may be attributed to insufficient compaction and consolidation of backfill material due to self-weight, precipitation and vibration caused by traffic (Komiya et al., 2000; Taylor et al., 1984; Yoo, 1997). Even though there were a lot of tests performed to determine the earth pressure acting on the tunnel lining, unfortunately there were almost no case histories of studies performed to determine remedial measures that reduce differential settlement and excessive earth pressure. In this study the installation of geotextile mat was selected to reduce the differential settlement and excessive earth pressure acting on the cut-and-cover tunnel lining. In order to determine settlement and earth pressure reduction effect (reinforcement effect) of geotextile mat reinforcement, laboratory tunnel model tests were performed. This study was limited to the modeling of rigid circular cut-and-cover tunnel constructed at a depth of $1.0D\sim1.5D$ in loose sandy ground and subjected to a vibration frequency of 100 Hz. Model tests with varying soil cover, mat reinforcement scheme and slope roughness were performed to determine the most effective mat reinforcement scheme. Slope roughness was adjusted by attaching sandpaper #100, #400 and acetate on the cut slope surface. Mat reinforcement effect of each mat reinforcement scheme were presented by the comparison of earth pressure obtained from the unreinforced and mat reinforced model tests. Soil settlement reduction was analyzed and presented using the Picture Analysis Method (Park, 2003).

This study investigates the effect of urban and architectural forms on the microclimate in urban areas. It applies urban and architectural elements such as urban form and tissue and building form and characteristics as the main influences on the microclimate within urban area. Among the 23 Automated Weather Stations (AWS) installed within Seoul city by the Korea Meteorological Administration, 6 sites were selected for the analysis, based on their different urban and architectural characteristics, and actual measurements were conducted in August 2017 using individual AWS equipment. Also, the measurements of microclimate and urban and architectural elements within a 500m radius of the AWS measurement points were collected and analyzed. The result of the analysis shows that the microclimate elements, such as wind speed, solar radiation, and temperature, were affected by the direction of the streets, the width, depth, and height of the buildings, the topographic elevation and direction and the traffic volume. This study is expected to contribute to mitigating urban heat island effect and setting the foundation for sustainable cities through development of urban management methods and techniques including the relationship between built environment elements and microclimate.

Due to the rapid increase of vehicles on the street, Korean society is facing worsening traffic congestions and air pollutions. Also, the oil price pickup has led to increasing need for the use of public transportation. In particular, transfering among public transportation may be a main factor for riders who are commuting for a long distance journey. In order to ensure such connectivity, transfer stations have been actively built in Korea. However, it would be necessary to shift those vehicles, from cars to public transportations by enhancing the users' satisfaction with public transportation through strategies for minimizing the users' waiting cost by building an efficient connective system between transportation modes as well as the preparation of aforementioned transfer stations. Therefore, this study aimed to develop an algorithm for minimizing transferring passengers' waiting costs based on service intervals of linked buses within the transfer facilities. In order to adjust the service interval, we calculated the total costs, involving the wait cost of transfer passengers and bus operation costs, and produced an allocation interval, that would minimize the costs. We selected a KTX departing from Seoul station, and a No. 6014 bus route in Gwangmyeong city where it starts from the Gwangmyeong station in order to for verifying the model. Then, the transfer passengers' total waitting cost was reduced equivalent to the maximum of 212 minutes, and it revealed that the model performed very effectively.

This paper presents the results of accelerated pavement tests (APT) that simulate permanent deformation (rutting) of asphalt concrete pavements under different temperatures and loading courses. Also, finite element (FE) analysis has been conducted to predict the test results. Test section for APT is the same as one of test sections at Korea Expressway Corporation test road and is subjected to a constant moving dual tire wheel load of APT at three different temperatures: 30, 40, $50^{\circ}C$. The moving wheel is applied at different loading courses within a 75cm wide wheel path to account for traffic wandering. Also, the effect of wandering on permanent deformation development is investigated numerically with three wandering schemes. In this study, ABAQUS is adopted to model APT pavement section with plain stain elements and creep strain rate model is used to take into account viscoplastic stain of asphalt concrete mixtures, and elastic layer properties are back-calculated from FWD measurements. Plus, the effect of boundary condition and subgrade on FE permanent deformation predictions is investigated. A full FE model that accounted for subgrade provided more realistic rut depth predictions, indicating subgrade has contributed to surface rutting.

In the Seoul metropolitan area (SMA), transportation sector is the largest source of air pollutant emissions. Of the total amount of air pollutant emissions in the SMA, about 52% of the particulate matter emissions and 59% of the nitrogen oxide emissions are from superannuated heavy diesel vehicles. To lessen the air pollutant emissions from superannuated heavy vehicles in the SMA, this study devised several strategies for operating Environmental Zone (EZ) program, which requires superannuated heavy diesel vehicles to install reduction equipments as well as restricts them entering part of the SMA, and evaluated the effects of different strategies on air pollution in the SMA. By using the Korean traffic statistics, an evaluation has been made of six EZ scenarios, which were devised by different target areas and vehicles. The results showed that the EZ program with retrofitting a DPF (Diesel Particulate Filter) equipment to 7-year-old heavy diesel vehicles and early scrapping of pre-1998 heavy diesel vehicles is the most efficient alternative in terms of air pollution reduction. In addition, the results showed that the magnitude of air pollution reduction increases when implementing the EZ program to all entering superannuated heavy diesel vehicles to the SMA rather than registered ones in the SMA.

Recently, the Seoul Metropolitan Government (SMG) has initiated several urban redevelopment projects to revitalize the downtown well equipped for transit oriented development (TOD). Since, TOD should incur higher density development in our context, it has negative impacts on travel patterns, congestion, and urban environmental quality. The purpose of this study is to develop new transportation service index which can facilitate higher density TOD. This study includes relevant foreign case studies, the development of multimodal transportation index, and the impact analysis of TOD when it is applied in the downtown Seoul. In chapter III, it developed a so-called ITLOS, new multimodal transportation service index which shows the possibility of accommodating further development by integrating roadway service index with public transportation service index. The study sets ten policy scenarios by varying densities, and run the Seoul Congestion Management Model (SECOMM) to estimate the sustainable transportation impacts of TOD in the downtown. Travel speed index that only represents the availability of road capacity for development reveal that higher density development in the downtown can deteriorate traffic congestion while improving region-wide transportation level of service in Seoul. Also, it is proved that higher density development is more feasible when using ITLOS as the index because it considers not only available road capacity but subway capacity in the analysis area.
